This property is indicative of relatively early improvements outside the core area of the City of Arcadia
— annexed with the 1936 tract map. Surrounding residences reflect the pre- and post -WWII to modern
periods of expansion within the City. Lots were redefined in ca. 1965 with lot line adjustments and
additional residential developments. The development periods are representative of the population
growth and need for affordable housing in the LA suburbs, especially areas in the San Gabriel Valley.
In this case, larger lots originally designated for light agriculture or animals were subdivided by the
owner(s) when possible or when finances required the sale of property. Arcadia developed as a
middle -lower middle class community for working class families and later provided housing for more
affluent homeowners.

The property located at 310 W. Lemon Avenue, Arcadia, Los Angeles County, is cross-referenced
as Assessor Parcel No. 5785-019-043 and is located on the south side of W. Lemon Avenue,
west of EI Monte Avenue. The improvements associated with this property are described as
dating to 1938 and 1942 and consisting of the original residence with additions, resulting in 3,169
square feet of living space (five bedrooms and three baths). There is a detached garage and an
in -ground swimming pool (ca. 1953). Vegetation includes both decorative plants and trees. This
property was originally recorded as a 100 ft. x 384 ft. lot, but redefined in 1965 as a 100 ft. x 198
ft. lot (19,800 square feet), still almost three times the size of a modern single family residential
property. The size also reflects the widening of W. Lemon Avenue.
This property is well to the west of Santa Anita Avenue, was outside the historic core area of the
City of Arcadia. When originally developed (ca. 1938), it was not included in historic Sanborn Fire
Insurance maps. Nonetheless, a review of historic aerial photographs confirmed the configuration
of the residence and garage (pool added later, 1953), including the additions.
As mapped, this property is just south of the historic Rancho Santa Anita and within the within the
historic Rancho San Francisquito. Later, having been purchased by Elias J. Baldwin, the property
was within Lot 1 (248+ acres) of historic Tract 951, mapped in 1910. This large area was not
subdivided until the 1930s, with the establishment of Tract No. 10985 (ca. 1936). As such, the
current project area was identified as part of Parcel 31 of Tract No. 10985, measuring 100 feet
east/west and 384 + feet north/south. Developments/improvements during the Great Depression
were slow and, therefore, the project area remained unimproved until 1938, with supplemental
improvements in 1942 (and later).
The 1938-42 improvements associated with the northern extent pf the larger lot. In 1965, this
property was subdivided with the planning for Tract No. 27903, resulting in a loss of 125 feet of
the property's depth. The northern 259 feet of the property was redefined as Parcel 43 (the current
designation). As such, the property at 310 W. Lemon Avenue is now described by the County
Assessor as "Tract No 10985 0.46 MORE OR LESS AC N 198.16 FT OF LOT 31"
Main Residence
The residence at 310 WI Lemon Avenue is an eclectic forms of a Monterey Revival structure. The
characteristics of a standard Monterey Revival structure were presented by ARG (2016:117) as
follows:

• Low-pitched gable or occasionally hipped roofs, either wood -shingled or tiled

In this case, the existing residence at 31'0 W. Lemon Avenue exhibits all of the identified charac-
teristics of the Monterey Revival architectural style. McKenna et al. has added the "eclectic"
statement to reflect the additions to the structure — specifically to the southeastern portion, where
an elongated ell has been added to the original structural footprint. This style has been described
as a combination of Colonial and Spanish/Mexican influences, resulting in the distinctive "Califor-
nia" Monterey Revival style.
The north elevation of the main residence exhibits the two story construction with a cross -gable
roofline (and the single story ell to the north of the eastern extent) with remnants of the early wood
shake roofing (likely replaced or patched over the years). The windows are dominated by double
hung sash windows with ears, paired and shuttered. The eastern ell exhibits a pop -out window
with three panels of fixed panes (2:4). The majority of the elevation is stucco -finished on the first
story with wood on the second story. The wood siding is horizontal tongue in groove, resulting in
the emphasis of the horizontal extent of the structure.
There is a covered entry (recessed) beneath an elongated (narrow) walkway extending from the
driveway to the doorway. This covered porch is supported by simple, squared posts. Above, the
second story covered balcony is defined by a squared railing and additional squared posts and
exposed rafter beams with decorative shaping. Two exterior doorways provide access to the
upper balcony. Double hung sash windows enhanced by shutters are also present on the upper

story, along with two wooden casement windows (likely associated with the bathroom and/or
closet areas).
The west elevation (along the driveway area is relatively flat and exhibits the lower stucco and
upper wood surfaces. The first story exhibits a single double hung sash window with shutters and
a smaller pop -out window to the south. The upper floor exhibits a pair of double hung sash
windows without shutters, rendering the elevation relatively unadorned. There is a small attic vent
below the low-pitched roofline and no significant eaves. Rather, there is a narrow, scalloped
fascia board defining the roof edge. The lower floor is larger than the upper floor, resulting in a
small, corner porch on the southwestern corner of the residence. This porch is covered with an
aluminum shed roof supported by steel poles. This western elevation also exhibits the utility
boxes, crawl space entry, and exterior utility piping.
The northern portion of the east elevation of the residence is similar to that of the west, with the
exception of the single story ell extending to the north. Here, the cross -gable roof is evident, along
with an east facing window (double hung sash) and short chimney, suggesting this area was
originally designed as an office or library. Further to the south, the east elevation is dominated
by steel framed casement windows (original) and the large addition extending well into the rear
yard. This single story addition consists of a rectangular expanse on a raised foundation and
exhibiting a gable roof oriented north/south with composition shingles). The walls are constructed
of wood framing and stucco siding and the windows are aluminum sliders. There is a single
exterior entrance on the west elevation of the addition, consisting of a paned door (3:3 panes over
a solid lower panel) above a three stepped concrete stoop. One slider window is adjacent to the
doorway — the remaining west elevation of the addition being a solid wall.
The south elevation of the residence is relatively complex, exhibiting a recessed central area
brackets by an east and west expanse extending approximately four feet to the south. The west-
ern extent of the elevation exhibits the two story design with the second story covered porch/patio
and a small, covered doorway on the first story. This doorway is accessed via a three step con-
crete stoop and a door with upper louver panels. A double hung sash window is east of the
doorway. This entrance has been tentatively associated with a service porch adjacent to the
kitchen area.
The central portion of the south elevation is recessed and exhibits a tall chimney flanked by two
tall double hung sash windows on the upper story and another doorway on the first story (west).

The secondary doorway is accessed via a four step concrete stoop and also exhibit a small awn-
ing. Another solid doorway is located to the west, without a stoop and indicating the presence of
a semi -subterranean basement or storage area. A small, double hung sash window is to the west
of the basement door, indicating the present of another bathroom.
The eastern extent of the original residence is one story and appears to indicate the eastern
portion of the residence was always designed as a single story expanse. This original ell is rela-
tively small, having been enlarged by the addition of the large addition to the south (previously
discussed). With the addition, the "L" shape of the residence is enhanced.
With the exception of the rear addition, the original residence appears to be intact with no signifi-
cant exterior changes.
To the south of the residence is the original garage and the more recent pool house — now one
structure. This rectangular structure is oriented east/west with the original garage being on the
eastern extent of the structure. When designed, his structure, with an east/west trending roofline,
had the garage door opening to the west and accessed from the driveway on the eastern side of
the property. With the addition of the pool house, the bay door was removed and the use as a
garage was no longer possible. (No other garage has been constructed).
The garage and pool house are wood framed on a concrete pad(s). These both exhibit stucco
siding and various doors and windows. On the original garage, the doors are now standard hinged
doors with 2:5 panes and the windows (north and south elevations) are double hung sash (without
ears). The east elevation is flat and without windows. The east elevation has been obscured by
the pool house construction. On the pool house, there is a double hung sash windows (with ears)
on the north elevation, along with a set of wood framed, wide, French doors. The west elevation
is flat without windows or doors. The south elevation exhibits two sets of modern sliding glass
doors (vinyl) with 2:5 paned door designs. A modern, retractable awning also adorns the south
elevation. Overall, this structure, with some design elements complementing the original residen-
tial designs, exhibits significant alterations (some still on -goings).
To the south of the pool house is the actual pool, consisting of a rectangular design constructed
in 1953 by Dr. Shima. According to City permits, the pool was completed in 1953 and the resi-
dential addition was constructed in 1957 — both by Dr. Shima. There are no permits on file for the
pool house addition or the conversion of the garage.

The property is well landscaped, including mature trees, grasses, and decorative flowers and
other flora. The yard is bounded by a cinder black expanse and the driveway ends at a chain link
fence separating the paved drive from the yard grasses.
In assessing the significance of this property, McKenna et al. has found no evidence to suggest
the property is associated with any significant event or person in national, state, or regional levels.
The adjacent properties were originally developed after 1936 (mostly post -WWII), but the recent
examination of the area showed considerable redevelopment. In the immediate vicinity of 310W.
Lemon Avenue, the properties at 300, 303, 315, 318, 326, and 333 W. Lemon Avenue have all
be recently redeveloped, resulting in a significant change in the neighborhood.
The architecture is indicative of the Monterey Revival style of architecture, a style widely used
throughout California and known throughout Southern California. Although research has sug-
gested this style is less representative of the City of Arcadia, its presence is not unique or rare.
Surrounding residences reflect large, modern redevelopments and single story California Ranch
style residences.
Overall, the property is in good condition and the original residential construction is intact and will
maintained, despite additions to the rear and the loss of the garage. Despite the conditions, the
architecture has not been found to be outstanding or reflecting the work of a master designer or
architect. The materials are standard — consisting of wood framing, stucco, wood siding, wood
shake and composition shingles, double hung windows, casement windows, and modern win-
dows. The doors are also standard, including solid, paned, and sliding designs. There a few
design elements (scalloped fascia boards, framed main entry, shutters, etc.), but none outstand-
ing. The architecture, overall, is not distinctive by material or design. As such, it fails to meet the
minimum requirements for recognition under local, state, or federal criteria.

such, has lost its original setting — having been adversely impacted by the removal of the
much of the original square footage. Further, the alterations, additions, and loss of the
garage as a usable space has impacted the property. The property could not be associated
with any significant event (Criterion A), nor could it be associated with a significant person
in history (Criterion B). The architecture is not unique and there was no use of unique or
exotic materials. The property was not designed by a master architect or builder. There-

Lastly, the property, while located in an area known to have been use by Native Americans,
there was no physical evidence of archaeological resources within the study area (Crite-
