Ms. Flores: McKenna et al. recently completed an architectural assessment of the property at 1015 Singing Wood Drive, a 1948-1991 eclectic residential property. This property is not listed in the City's listing of historically sensitive properties. This residence was evalu- ated against National Register of Historic Places (National Register) and California Reg- ister of Historical Resources (California Register) eligibility criteria. Because Arcadia does not yet have a historic preservation ordinance in place, establishing local eligibility criteria, McKenna et al. was only able to evaluate the property against the federal and state eligibility criteria, with consideration for local recognition. My evaluation resulted in a determination that this property does not reflect the 1948 improvements, but is dominated by the 1991 renovations and remodeling. It is not eligi- ble for listing as an "individually eligible resource" and, therefore, assigned the desig- nated code of 6Z (see attached forms). Singing Wood Drive is located north of Foothill Blvd. and between Baldwin Avenue and Michellinda Avenue; accessed via Hampton Road and Michellinda Avenue. The prop- erty is also located west of Dexter Avenue. This location is near the northern boundary of the City of Arcadia and the City's border with the City of Sierra Madre. The residence faces south and exhibits a large, "U" shaped driveway with two entrances — both off W. Singing Wood Drive — on the east and west sides of the property. An additional driveway alignments also continue to the east and west of the residence with the eastern driveway leading to the detached garage to the north of the residence. In general, this area of Arcadia associated with this property was originally within the historic Ran- cho Santa Anita and, later, in 1910, part of Tract 968, Lot 2. Lot 2 was a property of 107.44 acres with no identified subdivisions. In 1944, a portion of Lot 2 was subdivided as Tract No. 12803 and the current project area was identified as Parcel 8 of Tract 12803. This slightly irregularly shaped property measured 155 feet wide (east/west) and between 249 feet and 327 feet (north/south). The Assessor equated these dimensions as .942 acres. Since established, these dimensions have notchanged. Tract No. 12803 was filed at the request of the owners: Title Insurance and Trust Company, under W. Herbert Aiken (Vice President) and G.W. Gummerman (Ass.t. Secretary). The map was also filed for the Realty Tax & Service Company: L.W. Clark (Vice President) and O.L. Porter (Ass.t. Secretary). Supplemental signatures included Pertly Dean Daugherty, Andrew J. Dougherty, Allen T. Chase, and Lucile T. Chase. When mapped, this tract defined 24 individual properties — all sold subsequent to the establishment of the tract. McKenna *Date: Feb. 27, 2019 X Continuation ❑ Update The County Assessor also identified improvements within Lots 1, 8, and 9 by 1947-1948, consistent with the initial date of construction noted in the Assessor summary. Currently, the County Assessor describes the improvements at 1015 Singing Wood Drive as consisting of five bedrooms, seven baths, and 8,575 square feet of living space. The extent of these improvements are inconsistent with the initial improvements documented for 1948 — assessed at a mere $2000 in 1948. McKenna et al. reviewed the permit file for this property and found it to consist of a single completed project — installation of a new A/C system. No building permit was included in the file, nor any other permits for alterations or additions. The lack of permits is in contrast to the surrounding properties, where hundreds of pages of permits, including original building permits, are on record. To supplement this lack of information, McKenna et al. completed research at the County Archives, Los Angeles. This research confirmed William L. and Betty L. Clark purchased the property iden- tified as Lot 8 (Parcel 8) in 1945. Given the surname, it is highly likely these owners are/were related to the recorded owners, Allen T. and Lucille T. Chase, as well as listed property owners Lenna M. Chase and Edward P. (with Marion A.) Chase. Aiken The nature of the initial $2000 improvements has not been identified, but it is evident the more substantial improvements date to the Aiken ownership and the construction of a fairly large resi- dence. As such, the ownership by the Chases is considered to be investment property and not property actually occupied by the Chase family. These alterations were also confirmed through a review of aerial photographs. McKenna *Date: Feb. 27, 2019 X Continuation ❑ Update Specifically, the tennis court, pool, spa, pool house (also referred to as a guest house), water fall and pond, cabana/gazebo with BBQ, extended driveways, rear and front yard landscaping are all modern additions/alterations to the property and not considered historically significant components. The major components of the complex associated with the historic period (ca. pre -1969) are limited to the main residence, detached garage, and original driveway. Also confirmed by aerial photographs, the canopy now present between the residence and garage was not part of the original design. The garage was a free-standing structure. Additionally, the ell on the northwest corner of the residence has been enlarged. This re -design can be attributed to the 1991 remodeling of the residence and somewhat explain the various architectural styles used in the overall structure. The main elevation (south -facing) has been altered, but is essentially rep- resentative of the original construction. Main Residence The main residence at 1015 Singing Wood Drive is a large structure (8,575 square feet of living space). The first floor covers a larger area than the second floor, as the eastern extent of the structure is only one story tall and the second story exhibits dormers that indicate the living space is recessed. McKenna et al. has estimated the first floor to cover approximately 5,500 square feet and the second story to cover the remaining 3,075 square feet. A review of aerial photographs suggest the original (pre -1991) structure was likely a one story structure more indicative of the surrounding California Ranch styled residences of the 1940s and 1950s, while the current design is the result of the significant 1991 remodeling process. Without permits or early photographs, this assertion cannot be proven. Nonetheless, the existing structure is a large, two story residence with a "T" shaped floor plan. The residence is a wood framed structure with wood, stucco, concrete, and brick surfacing. The south elevation exhibits the brick, concrete, and stucco finishing with somewhat elaborate design ele- ments. The brickwork dominates the center of the elevation and the main entrance, flanked by some concrete work used to emphasize corners and project height. The west and east extents of the elevation are dominated by stucco surfaces. The main entrance is located under a tall, pre- dominantly brick, portico accentuated by decorative trim and lighting. The porch is red brick and connects with the 1991 driveway located south of the residence. The large, double -wide front door, with lights, is a modern design attributed to the 1991 remodeling. Windows include fixed and vertical casement designs with arched caps, designed to match the arching at the main entrance. The roof line on the south elevation is a mix of gable roofing, hipped roofing, and cross - gables. The second story of the south elevation is dominated by the present of dormers (6) and other roof peaks. The dormers appear in three places, with three dormers to the east; one dormer in the center, and two more to the west. The dormers are accentuated by the presence of concrete forms railings designed to suggest the presence of balconies. Each dormer is accented by wide fascia boards, arched windows, and small design elements (emblems) above each window. Although intricate and detailed, the south elevation was designed with simple, easy to obtain ma- terials and standard construction designs. The entire elevation appears to be representative of the 1991 renovation and not indicative of the original design. Further, the height of the structure ap- pears to have been raised to provide the high ceilings wanted within the residence. The design could be characterized as an eclectic English Country Manor design. The west elevation is relatively flat and exhibits only two windows — an arched set of casement windows with minimal trim on the first story and a similar, but smaller, window on the second story. This elevation illustrates the southern portion of the structure to be single story and the rear (north) to be two stories. This particular portion of the residence is associated with the large addition indicated on the aerial photograph (not present in 1980, but evidence by 1994). Here, a smaller ell has been replaced by a larger expanse and, likely, a shift from the one story design to the two story design. This west elevation is stucco sided with some wooden inlays indicative of the Tudor archi- tectural design, but painted in a manner that does not accentuate the wooden beams. As such, McKenna et al. has concluded these design elements were incorporated into the structure to complement the "English Country" design, but in an eclectic manor and in a simple form, given this elevation is not visible from the street. The squared construction and the hipped gable roof design are consistent with the materials installed in ca. 1991. The modern driveway is located along this elevation, but ends at the northwestern corner of the residence, providing access to the rear yard and residence. The east elevation of the residence is located along the original drive is also relatively flat. Hers the gable roof transitions to a shed roof design over the northern portion of the structure. The northern extent of this elevation exhibits a utility door with vents indicative of it being a water heater closet. To the south of this door is a set of windows — a fixed frame (4:4 panes) flanked by case- ment windows (2:4). The utility boxes are also mounted on this wall, between the closet and win- dows. The wall is surfaced with modern stucco and a red brick skirt. The modern driveway was poured to abut this elevation. The north elevation is quite detailed and exhibits the two story design in an "L" shaped plan with beveled corners. In contrast to the south elevation, the north elevation is dominated by flat walls of stucco and red brick skirting. The exposed wooden beams are similar to those noted in the northwestern portion of the residence and, again, is indicative of the second story being added during the 1991 renovations. Here, the north elevation exhibits both first and second story exterior, covered walks with the second story walks or exterior "halls" being defined by the presence of turned railings and squared supporting beams. The first story exhibits the supporting beams, but no railings. Overall, this design, with the exception of the beams, is indicative of an eclectic French Colonial Revival design accentuated by the large French doors and squared window frames. The eaves are narrow and designed by the fascia boards. The patio area within the crux of the "L" pattern is dominated by a red brick surface, also indicative of the French design. To the east of this two story design is a one story expanse that extends to the driveway. This portion of the residence is indicative of the original residence — one story, gable roof design, shed overhang (in the kitchen area), and exhibiting modern, replacement, vinyl framed sliding glass doors (2 sets) and a small utility window (vinyl slider). This expanse has been resurfaced with stucco and the red brick skirt, but still illustrates some of the original design elements. Overall, the original residence attributed to the Aikens has been significantly altered and, although there is evidence of the original structure in some area, the majority of the residence has been redesigned, enlarged, and altered in ca. 1991, rendering it a modern residence with no historical significance. Detached Garage The detached garage is a three -car garage divided into two parts — one part designed as a two car garage and the northern portion being designed as a single car garage. There is no wall separating the interior parking stalls. This garage is a wood framed structure with a stucco surface and resting on a poured concrete pad. The hipped -gable roof is covered with modern faux shake shingles (composite) and there are two decorative finials atop the roof. The west elevation is a flat expanse with no design elements. The north and south elevations exhibit fixed windows (4:4 panes), provid- ing indirect lighting. The only access to the garage(s) is on the east elevation, where two bays are separated by a supporting expanse. Modern roll -up doors have been mounted, replacing what were likely wooden doors on springs (typical of the 1940s -1960s). Exterior lights have been added. McKenna *Date: Feb. 27, 2019 X Continuation ❑ Update In addition to the re -roofing of this structure, McKenna et al. noted the exterior stucco has been resurfaced and, along the north wall, a cinder block foundation wall (two bricks high) has been installed, likely the result of reconstruction due to water damage — as the garage is located in an area below the hillside to the north and the hillside would have drained to this area. The concrete parking pad to the east of the garage was designed to divert water away from the garage and all improvements have been attributed to the 1991 remodeling/renovations attributed to the Nagata family. Overall, while the garage is in its original location, it is almost a new structure. The stucco has been replaced; the foundation has been replaced, in part; the bay doors have been replaced; and the roof has been replaced. It is also possible the floor has been re -poured. Overall, the alterations to this structure have impacted the architectural integrity of the garage and it is not considered to be historically significant. Original Driveway The original driveway was established along the east side of the property and extended from the curb to the three -car garage located north of the residence. At the time of this investigations, McKenna et al. noted the original driveway to consist of a concrete expanse indicative of a "re - pour" with the addition of inlaid red brick for accenting. This brickwork continues along the modern drive running parallel to the residence (south elevation) and connecting with the modern driveway established along the western property boundary. As such, McKenna et al. has concluded the existing driveway, while in the location of the original driveway, is actually a replacement drive and dates to the period of the 1991 remodeling of the property. It is not a historically important compo- nent of the complex. Summary McKenna et al. completed historic research into the occupation and building history of 1015 Singing Wood Drive and found significant gaps in the data, particularly in the area of building permits and records of alterations. Nonetheless, McKenna et al. was able to confirm the original improvements dated to 1948 and attributed to long-time residence Emmett R. and Grace W. Aikens. The Nagata family took ownership in 1981 and all subsequent alterations can be attributed to their ownership/ occupation (1991-2018). The Nagata renovations resulted in the addition of the tennis court, pool, spa, pool house, cabana/gazebo with BBQ; patio with BBQ, water fall and pond, as well as the additional driveways. The also re -poured the original driveway. This property was not included in the City's listing of historically significant properties and the cur- rent assessment by McKenna et al. has confirmed the property would not qualify. Additionally, although the properties with Tract No. 12803 were identified in 1944, residential improvements did not appear until ca. 1948 — having been initiated after WWII and when owners were more stable and able to make the investments. The Aikens residence was the first for the tract on Singing Wood Drive. However, in the case of the properties immediately surrounding 1015 Singing Wood Drive, most have already been subject to redevelopment. Seven others have improve- ments dates that post-date 1991 and, of those, four post-date 2008. The property at 1015 Singing Wood Drive also yielded a date of 1991, suggesting there was a pattern in 1991 where at least four of the twelve structures listed here were subjected to significant remodeling or reconstruction (re- development). The extent of alterations to the immediate area have negated the potential for a district in this area, as the integrity of the late 1940s and early 1950s improvements are no longer dominating the neighborhood. Assessment In assessing the significance of this property, McKenna et al. applied the evaluation criteria of integrity and significance. With respect to integrity, McKenna et al. concluded the existing improve- ments have been adversely impacted by additions, alterations, remodeling, and the replacement of original construction materials.
