scope. Also address integrity.) This particular area of the City of Arcadia was annexed into the City prior
to 1910, but as part of a larger area that included a “donut hole” within the City. Specifically, the
property at 1225 Rancho Road was within Lot 5 of Tract 948 (ca. 1910), but not included in the City of
Arcadia. As such, Lot 5, consisting of 103.9 acres, remained unimproved. World War I and the Great
Depression delayed developments in this area. In ca. 1935, Tract No. 10617 was mapped (now in the
City of Arcadia) and lots were sold for development. Properties north of Foothill Blvd. and west of
Santa Anita Avenue were designed as relatively large lots for large single family residential develop-
ments. These lots represented to more affluent populations of the City and individual designs and
orientations reflected the personal preferences and finances of the property owners. The neighbor-
hood remains relatively intact with late 1930s and 1940s improvements mixed with more recent
redeveloped properties.

The property located at 1225 Rancho Road, Arcadia, Los Angeles County, California, is currently
identified by the County Assessor as Assessor Parcel No. 5770 -018-017. This property is located
north of Foothill Blvd. and west of Santa Anita Avenue; north of Arbolada Avenue, south of Haci-
enda Drive, and on the west side of Rancho Road. The property is accessed primarily from Foot-
hill Blvd. at Rancho Road – due north along Rancho Road to the address.
Historically, this property was part of the relatively large Rancho Santa Anita. Following the sep-
aration of Mexico from Spain, the Mexican government began a program designed to de -secular-
ize the Missions in Alta California (1824 to 1834). The lands of the Mission San Gabriel de Arch-
angel were claimed by the government and reissued, in part, as large land grants to persons who
served the government (military or civil). In the case of the Rancho Santa Anita,
Hugo Reid, an immigrant to California in 183 2, married an educated Native American of high
standing and became a Mexican citizen. He acquired the Ranch o Santa Anita in 1841, by Gov-
ernor Alvarado. The grant was reaffirmed in 1845 by Governor Pio Pico. The grant, consisting
of 13,319.06 acres, covered areas now associated with, but not limited to, the cities of Sierra
Madre, San Marino, Arcadia, and Monrovia.
Reid sold his rancho to Henry Dalton in 1847 and Dalton sold the rancho to Joseph A. Rowe in
1854. In 1858, after suffering financial losses , Rowe sold the rancho to Albert Dibblee, William
Corbitt and Mr. Barker in 1858 (as summarized by Zack 2009). After selling some of the rancho,
the remaining 11,000 acres were sold to William Wolfskill. The ranch was transferred to Wolfskill’s
son and daughter-in-law, Lewis and Louisa Dalton (daughter of Henry Dalton) by 1866. Wolfskill
eventually sold approximately 8,500 acres to Harris Newmark (a businessman in Los Angeles),
in 1875. Newmark, in turn, sold the rancho to Elias J. “Lucky” Baldwin. Bal dwin, and later, his
daughter, maintained and improved the rancho, eventually subdividing and selling properties for
development. In 1910, Tract No. 948 was mapped at the request of the Estate of E.J. Baldwin
and, by 1935, Tract No. 10617 was mapped. This subdivision was completed at the request of
the “Clara Baldwin Stocker Home for Women and the Metropolitan Trust Company of Califor nia.”
As such, after 1935, properties in the vicinity of the current project area were sold and developed.
In this case, the property was sold by 1937 and the current residence was completed. Research
showed the owner/resident of this property at the time of construction was Carl E. and Thelma
Baker. In 1940, Carl Baker was 40 and identified as the President of a machiner y distribution
company. Thelma was 32 and a housewife. No children were listed for the couple, despite the

size of the residence. Perhaps they had children later. A housekeeper, Emily McIntyre (25) also
resided with the Bakers. When constructed in 1937, the residence was valued at $16,000. This
property is outside the boundaries of the Sanborn Fire Insurance maps (last revised for Arcadia
in 1932) and, therefore, the plan for the original residence was not illustrated.
Current research and visual inspection of the property confirmed the presence of the residence,
detached garage, in-ground pool, and landscaping. There was also evidence of two small struc-
tures (in the form of foundations) to the west of the garage. These outbuildings were likely gar-
dening sheds or, possibly, hen houses, etc.
The property was originally identified as parcel 36 of Tract No. 10617. It consists of .754 acres of
land with boundaries of 110 to 118 feet on the west and east sides, respectively, and 270 to 315
feet, north and south sides, respectively. The property is roughly rectangular, also reflecting the
curvature on Rancho Road. These dimensions have not changed since the property was defined,
but the Assessor parcel number was changed to Parcel 5770 -018-017 in the late 1950s-early
1960s, when the County updated its system.
The County describes the property as consisting of a single family residence of 3,423 square feet;
four bedrooms and five bathrooms. The County also references two improvement years – 1937
and 1942. The subsequent improvements were not identified, but may be indicative of an addition
to the garage.
The garage is a three car garage with two east facing bay doors. The doors include one wide
(two car) spring-action door and one narrow (one car) spring-action door. Constructed on a con-
crete pad, this wood framed and stucco sided structure exhibits a secondary entrance on the west
elevation (standard door) and in the northern corner of the structure. The roof is a hipped-gable
design covered in modern faux tiles (designed to suggest a wood shake roof). The garage doors
are not original to the structure, but represent replacements to the origin al wooden doors (also
spring-action).
To the rear of the garage (and attached to the garage) is an expanse consisting of two rooms and
a wrap-around covered walkway extending from the garage door on the west elevation, along the
north elevation, and continuing along the west elevation to the southwest corner of the structure.
The roofline extends to cover the walkway and is supported by squared columns. There is a
windows on the north elevation of the garage – double hung sash and original to the structure.

A similar window (3:3 panes) is located on the west elevation. An access door on the north ele-
vation leads into a large storage/work room with the remnants of shelving. A doorway on the
south elevation provides access to a second room – this room with a utility sink and additional
shelving. Also located on the south side of the garage is a fenced enclosure indicative of a dog
kennel, suggesting the room off the garage was used for washing and treating dogs – possibly
breeding dogs. Despite the various space associated with the garage/work rooms, this structure
is fairly common, albeit larger than a standard garage. McKenna et al. suggests the 1942 im-
provement to the property could be associated with the enlargement of this complex structure.
The residence associated with 1225 Rancho Road, as previously noted, is relatively large and
consists of 3,423 square feet of living space. This structure is irregularly shaped and is con-
structed on a raised foundation. The superstructure is wood framed and incorporates both stucco
and brick siding. The roof is a hipped-gable design capped with the same faux tile shingles as
noted for the garage. It is possible the original structure has a Spanish tile roof (or possibly wood
shake). In either case, the current roof is a replacement.
There are three red brick chimneys associated with the residence – one in the living room (central
portion of residence); one to the north and one to the southwest. The structure is a one story
building and, therefore, the chimneys are not too tall, but extend past the roofline by multiple feet.
The central portion of the residence is faced with brick on the east and north elevations. The top
of the brick walls are capped with bricks set at 45 o angles, resulting in a textured look to the
structure. The triangles under the eaves are sided with horizontal planking and the eaves, them-
selves, are moderately wide with exposed rafters. These design elements are indicative of early
Ranch style structures, but not necessarily visible from the street.
The main entrance is located on the east elevation and almost centrally located. It consists of a
wide, solid wooden door with three vertical glass panels; recessed and constructed of oak. The
setback provides shelter for the doorway. The stoop is constructed of flagstone, as is the walkway
leading from the driveway to the residence. The stoop is bounded by white, wrought iron fencing
ad railings. Both the stoop and railings are modern additions to the residence and it appears the
main entry has also be redesigned.
McKenna et al. notes that all of the windows on the residence have been replaced by vinyl sash
windows, large fixed windows, and/or sliding glass doors.

The main entry is flanked by a single, simply framed double hung sash window and two sets of
“pop-out (tri-panel) windows with corresponding overhangs. These overhangs are covered in
simple composition shingles.
The elongated floor plan has resulted in a wing to the north (at least two rooms), and a wing to
the south, consisting of an expanse oriented east/west and extending into the property. Both
wings are recessed from the core area of the residence.
The northern ell is simple and exhibits flat walls, replaced windows, and two sets of sliding glass
doors (west elevation). The windows are all modern and include two sets of double hung sash
windows flanking a third pop-out window on the east elevation; one large and two small double
hung windows on the north elevation; and the slidi ng glass doors on the west elevation. It is
possible the room with the sliding glass doors was added to the structure, as its surface and
roofline are slightly different from the rest of the building. This particular room has been identified
as a bedroom.
The expanse to the south is more detailed, consisting of a game roof (with a fireplace, kitchen,
and bathroom), which may have originally served as the housekeeper’s quarters. This portion of
the building is built on a concrete pad and bounded to the so uth and west by the driveway and
parking areas. A doorway and window flank the chimney on the west elevation and there is an-
other entry on the north elevation (sliding glass doors) that appears to have been altered when
the room was converted to a play room.
To the east of the game room, the dining area and kitchen are present. The kitchen area is
associated with a side door and corresponding covered stoop on the driveway. The south eleva-
tion is flat and exhibits three double hung replacement windows. A stained glass window on the
west elevation of the game room exhibits the original double hung sash window (with ears). This
is the only original window in the residence.
The eastern portion of the south elevation exhibits two modern pop -out windows that appears to
have replaced the original double hung windows. These windows are located in the original dining
room.
The west elevation of the residence – facing the rear yard – is dominated by glass that is not
consistent with the original design. The poured concrete patio is covered by latticework supported

by squared posts. Red brick is inlaid in the concrete, resulting in a simple geometric pattern.
Additional red brick was used to form planters on and adjacent to the patio, residence, and pool
areas. The pool dates between 1964 and 1972, suggesting the pa tio and glass walls date to that
period.
The enclosed walkways formed by the glass walls add to the overall living space of the residence.
Without this additional space, the residence would be nearer 2,500 square feet of living space.
In general, the original residence at 1225 Rancho Road appears to have been altered via the
replacement of all original windows, doors, and roofing materials. The glass walls on the west
elevation indicate the residence was enlarged in the 1960s or 1970s. Other modernization of the
residence’s interior appear to date to this same period, including a remodeling of the kitchen,
some of the bathrooms, and the game room. At least two of the original fireplaces have been
replaced with modern fixtures (interior alterations). There is an interior fountain and faux marble
tiles have been added. Similarly, there is an interior planter that may represent the original bound-
aries of the residence.
A review of aerial photographs confirmed the pool was added to the property between 1964 and
1972. This addition could easily be contemporaneous with other improvements/alterations to the
property. The owner in the 1960s-1970s has not been confirmed.
Landscaping of the property is elaborate and includes expanses of grass flanked by mature trees
and decorative foliage in the front yard and expanses of concrete in th e rear yard. The rear yard
exhibits the large, centered covered patio, the in -ground pool, a garden patio (meditation area),
volleyball/badminton court, and fountain. There is some grass and ivy to the rear of the yard and
mature trees along the property lines. In addition, there is scant evidence of two small foundation
in the southwest corner of the property, indicating semi-temporary structures that no longer exist.
Overall, the landscaping is well maintained and in keeping with the property.
There is a large, open BBQ area in the rear yard with a stone and mortared expanse that includes
an oven, open grill (two), heating surfaces, and serving platforms. This feature has the main grill
in the center, flanked by two wings with the additional amenities. It is located west of the pool and
is associated with a large concrete pad designed to accommodate table and chairs for outdoor
dining. This BBQ facility is likely original to the property, as all other features are brick or flagstone.

In assessing the potential historical significance of this property, McKenna et al. confirmed the
post-Tract 10617 mapping and private ownership date to ca. 1937. The construction likely started
in 1936 and was completed in 1937. The original owner was Carl E. Baker. The remained on the
property into the 1940s, but was gone before 1950. The property has had numerous owners.
There are four major questions to be addressed when assessing the historical significance of a
property/resource. These include:
an association with significant historical events;
an association with a person recognized in history as a significant individual;
has architectural merit via an association with a noted architect, designer, builder,
or use of unique or unusual materials; or
contributes or has the potential to contribute to information important to the scientific
community and the public’s understanding of science.
Preliminary research conducted for this level of recordation failed to identify any signifi cant histor-
ical event associated with the property at 1225 Rancho Road. Likewise, no significant historical
figure has been associated with the property.
Architecturally, the improvements at 1225 Rancho Road are at a lesser scale than neighboring
properties (the structure is smaller and less ornate). Inspection of the improvements confirmed
the residence has been altered (new roof, replaced windows and doors, possible addition to the
rear, as well as significant interior alterations). The garage also appears to have been enlarged.
The pool was added relatively late and it is suggested the volleyball/badminton court was also
added later. No unique or unusual materials were noted on the property and the design and
construction of the residence is standard for the period – wood framed with stucco and brick on a
slightly raised foundation. The floorplan is fairly basic. There are no outstanding design elements
and the slightly more elaborate features are those added to the resid ence after ca. 1964. The
alterations to the structures have impacted their architectural integrity and, therefore, adv ersely
affect the potential significance of the property.
No evidence of archaeological or paleontological resources was noted on the property. There
were no indications suggesting a potential for scientifically sensitive material or data.

Therefore, it is the professional opinion of McKenna et al. the property at 1225 Rancho
Road fails to meet any of the four main criteria for significance or recognition as a historical
resource, as defined in the California Environmental Quality Act (CEQA), as amended, and,
therefore, any further alterations or demolition activities associated with the property will
not result in any adverse environmental impacts.
