Also address integrity.) This area was originally identified as being with the historic Rancho
Santa Anita (ca. 1858); the Santa Anita Tract (1883); the Santa Anita Colony Tract (1891);
and the Arcadia Acreage Tract (1906). The area was not included in the Sanborn maps of
1932, but considered rural and outside the historic core area of Arcadia. The property
was first identified in 1950 as part of Tract No. 16872. Shortly thereafter, the property was
improved (1951) with a single family residential development (Carlson Builders, Inc.), and
identified s Lot 24. Most development did not occur in this area until after WWII (ca. 1950-
52), although there is some Assessor data indicating sparse improvements in the general
area. The post-1950 period of development is characterized by the presence of
moderately sized, late-period, minimal traditional cottages/bungalows and/or early ranch
style or tract home construction. The development periods are representative of the
population growth and need for affordable housing in the LA suburbs, especially areas in
the San Gabriel Valley. In general, Arcadia was developed as a middle-lower middle class
community for working class families.

The property now identified as 1831 Lee Avenue, Arcadia, was originally identified as being within
the historic Rancho Santa Anita (1858); the Santa Anita Tract (1883); and Block 32 of the Santa
Anita Colony (1891); and then the Arcadia Acreage Tract (1906). As late are 1932, this area was
still considered rural and not included in the Sanborn Fire Insurance Maps addressing the core
area of the City of Arcadia.
Assessor data confirmed Block 32 of the Arcadia Acreage Tract was owned, in part, by Fred C.
Darcy. Between 1934 and 1941, Block 32 had already been subdivided into four separate en-
tirety. The northern half was cut into two properties (2.84 acres and 2.0 acres), both owned by
John and Ethel Baughman. Darcey owned the southern half of the block, which included the area
now identified as 1831 Lee Avenue, consisting of approximately 4.67+ acres of land. This acreage
was a compilation of two properties – the larger separated from the southeastern corner (50 ft. x
150 ft.). The Darcey property extended from 2nd Avenue (existing) to the future alignment of 1st
Avenue.
By 1943-50, the southern half of Block 32 was further divided, resulting in three lots fronting 2 nd
Avenue; one lot west of the original 50 ft. by 150 ft. lot, resulting in the remaining 3.12 acres
dominating the western portion of the property. The current subject property would have been
within this 3.12 acres. Records show the western property was owned by George F. Cummins
and Jim F. Hanks until 1945; Jim Hanks in 1945; Dennis Bwens a nd John P. Path in 1946; and
John P. and Esther H. Path in 1947-48. The Paths build a residence on the property, now 2.95
acres with the establishment of 1st Avenue. A review of aerial photographs (1948) show the Path
property to consist of a rectangular lot with improvements in the central portion and the periphery
dominated by the presence of an oval horse training track. Structures in the center of the property
appear to include a residence, stables, and other ancillary structures. By 1952, all of th ese im-
provements were removed and replaced by the Carlton Builders, Inc. residential structures. The
1952 aerial illustrates 1831 Lee Avenue and exhibiting the same footprint as noted today.
In 1949, Carlton Builders, Inc., purchased all available properties for the establishment of Tract
No. 16872. This tract extended from 1st Avenue (First Avenue) to 2nd Avenue (Second Avenue);
both sides of Wistaria Avenue; and lots north of Norman Avenue. Streets within the tract included
First Avenue, Second Avenue, Wistaria Avenue, Watson Drive, Norman Avenue, and Lee Ave-
nue. The northern portion of Lee Avenue is separated from the southern portion of Lee Avenue
by the alignment of Norman Avenue. The current study property is located on the southern portion
of Lee Avenue.

Tract No. 16872 consisted of 84 residential properties and did not include some properties fronting
Second Avenue. As such, any early improvements (pre -1950) that were within the tract were
removed or worked around through the lot delineations. As noted, the current study property was
identified as lot 24 of Tract No. 16872. When defined, this property measured 55.50 feet by
107.24 feet. The dimensions have not changed since their establishment. Carlton Builder s, Inc.
constructed the residences and sold them as soon as possible. In this case, Lot 24 (1831 Lee
Avenue) was sold to George O. and Josephine Colburn in 1951. The land was valued at $730
and the improvements were valued at $2410.
In 1954, the Colburns sold the property to William E. Hardcastle, who maintained ownership until
after 1958. Hardcastle sold the property before 1963 to Sandford G. and Bonnie Higginbotham,
who remained until after 1969. Sandford G. Higginbotham (aka Sanford) died in Arcadia in 1997.
No data was found to indicate when Higginbotham moved from Lee Avenue to Foothill Blvd. The
permit filed for the property at 1831 Lee Avenue was not available for review and, therefore, there
is a gap in the records between 1969 and present. It is possible no permits were even pulled for
this property, resulting in the empty file. As noted, aerial photographs show no discernable alter-
ations to the structure.
The 1951 residence on Lee Avenue is centrally located on the lot, resulting i n a front yard and
rear yard of almost equal size. The residence is essentially rectangular and the garage is located
in the southeastern corner of the residence, resulting in an open space west of the garage and
south or the residence (patio area). It was designed as a minimal traditional cottage/bungalow
with some early Ranch style architectural elements (e.g. elongated covered from porch area).
This residence is a wood framed structure on a raised foundation and a hipped-gable roof design
(covered in modern composition shingles). The roof is oriented north/south, complementing the
orientation of the structure. The main elevation faces east (Lee Avenue) and exhibits the covered
porch with a roof supported by simple 4 x 4 posts presented in pairs. The porch is raised concrete
accessed from the driveway (south). The porch extend s approximately 2/3s along the east ele-
vation – not incorporating the northern 1/3 of the residence. The main entry is centrally located
and flanked by symmetrical double hung sash windows indicative of the period (no ears). The
walls are finished in stucco and there are no outstanding design elements. Potted plants once
lined the porch, providing relief, but are no longer present. Some of the windows have been
replaced by aluminum sliders. The eaves on the east elevation also exhibit rain gutters that ap-
pears to be modern.

The south elevation of the residence is separated from the garage by a path beneath the con-
necting roof line. Here, the stucco siding continues with the presence of a secondary entrance.
This doorway consists of panes above and solid below, providing indirect lighting. The residence
is accessed here via a short concrete stoop. There are two sets of windows – one replaced
aluminum slider and a double hung sash window that appears original to the residence. Located
west of the doorway, these windows differ in size, with the smaller window in the center and likely
in the area of the kitchen. The western window is larger and appears to be in the area associated
with a dining area or den. There are no gutters on this side of the residence.
The north elevation of the residence exhibits the same stucco finish and shallow eaves. There
are two double hung sash windows, but no other design elements. The west elevation is an
elongated expanse similar in length to the east elevation, exhibiting a series of doub le hung sash
windows, a covered patio area (the concrete extending beyond the roof), a sliding glass door
system, and a tall, red brick chimney. The chimney is centrally located and illustrating the location
of the living room. The patio is a raised concrete pad, illustrating the height of the raised flooring.
There are no gutters on this elevation. There does not appears to be any changes to this original
elevation.
The garage is a standard two-car garage (approximately 20 ft. x 20 ft.), facing east. It is a wood
framed structure with a poured concrete pad and stucco finish similar to the residence. The roof
line is oriented east/west and covered with modern composition shingles. The east elevation
exhibits the original wooden door with a modest woo d slat design providing some relief. The door
is spring action and appears to be original to the residence. The south elevation of the garage
exhibits a single, simple, double hung sash window with a narrow sill. The eaves are relatively
shallow and finished with a flat fascia board. The west elevation of the garage is flat and exhibits
a single, solid, secondary door (northern corner), providing access to the garage from the yard
area. A concrete pad is present between the residence and the garage doo r, with a grass expanse
to the south. The north elevation of the garage is flat and solid. The garage roof connects to the
main residence via a continued expanse. A simple wooden fence is present between the garage
and residence.
Both the front and rear yards are landscaped with grass, decorative foliage, and both young and
mature trees. The property is well maintained. Overall, with the exception of some more recent
landscaping, the residence and garage at 1831 Lee Avenue retain their original design , albeit a
simple architectural style with no outstanding design elements.

In April, 2019, the City of Arcadia adopted Ordinance No. 2359: An Ordinance of the City Council
of the City of Arcadia, California, Amending Various Sections of Article IX, Chapter 1 of the Arca-
dia Municipal Code (“The Development Code”), with an Exemption under t he California Environ-
mental Quality Act (CEQA), to Implement a Historic Preservation Ordinance.” This Ordinance
was the result of numerous meetings, studies, and public comment.
The City of Arcadia Zoning Code, Section 9103.17 addresses Historic Preservation. Summarizing
the document, for consideration as a Historic Landmark (resource) in the City of Arcadia, property
improvements must be 45 years of age or older. In addition, the improvements must maintain
their integrity, as defined by the seven criteria listed in the State and Federal guidelines (Location,
Design, Setting, Materials, Workmanship, Feeling, and Association). A resources (building, struc-
ture, object, or site) will be eligible for recognition if it meets one or more of the following Criteria:
1. It is associated with events that have made a significant contribution to the broad
patterns of Arcadia’s or California’s history;
2. It is associated with the lives of persons important to local or California history;
3. It embodies the distinctive characteristics of a type, period, region, or method of
construction, or represents the work of a master, or possesses high artistic values;
4. It has yielded, or has the potential to yield, information important to the prehistory or
history of the city or state.
With respect to the integrity of the improvements at 1831 Lee Avenue, McKenna et al. has con-
cluded the following:
Location: This residence is in its original location (per 1951);
Design: This residence and garage maintain their original design with no evi-
dence of any significant changes, alterations or additions;
Setting: The setting of Lee Avenue reflects its original lot lines, but of the 16
properties on the street, 3 have been subjected to re development,
including the lot south of 1831 Lee Avenue, and 5 list improvements

that date between 1956 and 1980. Only 8 properties list dates be-
tween 1951 and 1955, including 1831 Lee Avenue. With only half of
the residences exhibiting their original designs, the setting has been
compromised and the criterion has not been met;
Materials: The residence and garage appears to reflect some original materials,
although it is evident the stucco has been re-surfaced, the roof singles
have been replaced (likely more than once), and some windows have
been replaced. Gutters have been added to the residence. The res-
idence is in fair to good condition with the landscaping in need or at-
tention. Overall, these changes confirm the intent of the criterion has
not been met;
Workmanship: This property was developed by Carlton Builders, Inc., the company
the developed essentially all of Tract No. 16872. The residences
were built with some uniformity of materials and designs, but also ex-
hibit enough variation to avoid the “cookie-cutter” designs of the
1950s and 1960s tract home developments. Workmanship was sim-
ple and non-descript, failing to meet the intent of the criterion.
Feeling: In general, “feeling” is subjective. In this case, the cul -de-sac of Lee
Avenue appears to be a small enclave of residences where the neigh-
bors likely knew each other and interacted socially (children and
adults). Modern communities tend to lack this level of interaction and
the redevelopment of lots on the block (3 of 16; 18%) have impacted
the overall look and feel of the neighborhood. The newer residences
are much larger and tend to dwarf the original residences. The “feel-
ing” appear to have been negatively impacts by circumstances unre-
lated directly to the subject property.
Association: This property is associated with the overall development of Tract No.
16872, but this association is generally lost in the larger picture.
There is no specific association that can be identified – to persons,
events, or specific design. McKenna et al. has concluded the intent
of “association” has not been met.

With respect to the “integrity” of 1831 Lee Avenue, McKenna et al. has concluded that only two
of the seven elements (criteria) have been met (Location and Design). The remaining five have
been only partially met, but without the required intent of the in dividual criterion, the property lacks
ingetrity.
Having failed to meet the “Integrity” requirement, it would be difficult for the property to be consid-
ered a local Landmark (or historical resource). Nonetheless, McKenna et al. addressed the four
main criteria for consideration:
1. It is associated with events that have made a significant contribution to the broad
patterns of Arcadia’s or California’s history?
McKenna et al. found no data to indicate this property is associated with any events

was that of the Tract No. 16872 relationship. Such an association is not in keeping
with the intent of the local, state, or federal intent of this criterion. Therefore, Crite-
rion 1 does not apply to this property.
2. It is associated with the lives of persons important to local or California history?
McKenna et al. found no evidence to suggest this property is associated with any
person important to local or California history. Neither the developer (Carlton Build-
ers, Inc.) nor any of the owners/occupants of the property meet the intent of this
criterion and, therefore, Criterion 2 does not apply to this property.
3. It embodies the distinctive characteristics of a type, period, region, or method of
construction, or represents the work of a master, or possesses high artistic values.
As noted above, the residence and garage at 1831 Lee Avenue are representative
of a simple, minimal traditional architectural style with some minor Ranc h style ele-
ments. The materials are simple and the construction exhibits no outstanding work-
manship, unique or exotic materials, or other outstanding design elements. There
is no known architect identified. There are no high artistic values and, overall , the
modest improvements fail to meet the minimum intent of Criterion 3 and, therefore,
Criterion 3 does not apply.
