Ms. Flores: McKenna et al. recently completed an architectural assessment of the property at 1416- 1418 S. First Avenue, a MFR property with two Minimal Traditional residences (1913-41 and 1955, respectively. This property is not listed in the City’s listing of historically sen- sitive properties. This property was evaluated against National Register of Historic Places (National Register) and California Register of Historical Resources (California Register) eligibility criteria, as well as the recently adopted local guidelines and policies (Ordinance 2359 and Arcadia Municipal Code, Article IX, Chapter 1). My evaluation resulted in a determination that this property (neither residence) is not eligible for listing as an “individually eligible resource(s)” or City “Landmark(s).” I am recommending the City consider this property ineligible for recognition as a historical resource. This area was subdivided and available for development in the 1930s and further subdivided in the 1940s to 1960s. The majority of structures in the area are indicative of the post-1959 residential and school development designed primarily for single family occupancy. In this particular area, the lots are relatively large and early structures (pre-WWII) were designed on lots that were large and permitted livestock. The residence at 1416 S. First Avenue is indicative of the pre-WWII min- imal traditional developments that reflected the simple improvements during the Depression. First Avenue, Arcadia, was originally identified as being within the historic Rancho Santa Anita (1858); outside the Rancho San Francisquito (1869); the Santa Anita Tract (1883); Blocks 15 and 16 of the Santa Anita Colony (1891); Blocks 15 and 16 of the Arcadia Acreage Tract (1906); and Blocks 3 and 4 of Tract No. 808 (1910). As late are 1932, this area was still considered rural and not included in the Sanborn Fire Insurance Maps addressing the core area of the City of Arcadia. Subsequently, the property was identified as being adjacent to (west of) Tract No. 21618 (1960) and due south of Tract No. 22199 (1962). As such, the current subject property was not defined by Tract No. 808 in 1910, but remained a part of the larger, undivided area until the late 1930s (vis private sale and not as part of a subdivision). Research (primarily permits and directories) confirmed this property (consisting of the northern 29.37 feet of Block 3 and the southern 57.25 feet of Block 4; 410.92 feet deep) was owned in 1939 by John Anderson immediately improved. In 1941-42, Anderson completed an addition to the residence and garage, including the establishment of a cesspool (completed in 1942). Ander- son was still on the property in 1950. In 1951, Anderson sold the property to B.E. (Billy) Lemon, who constructed a “shed” that was also referred to as a “stable”. This structure was located to the rear of the property (eastern extent). Lemon also added to the original dwelling (description not provided on permit). In 1955, the prop- erty was owned by Joe J. Natale. Natale converted the “stable” into living quarters (hence, 1418 S. First Avenue). The Natale family remained on the property until after 1967 and permits show they did heating and plumbing upgrades associated with the enlargement of the kitchen and in- stallation of a second bath (1963-64). In 1966, they re-roofed the garage and residence. In 1964, the Natales added the aluminum patio roof (to the north of the rear residence). Following these improvements, the Natales sold the property to Mr. and Mrs. Castillo, who remodeled the outside of the original residence (stucco, wood, and brock) and added a patio to the rear of the residence. Jack M. (Mason) and Louise Hoage purchased the property around 1979 and completed improve- ments in 1979-80, by adding a 26’ x 12’6” addition to the residence (which residence is not defined on the permit), and replaced the water heater. In 1979, they also added an A/C unit. In 1982, the Hoages re-roofed the residence and in 1987, added the solarium to the rear of the residence. No permits post-date 1987, suggesting no significant alterations were completed since 1984 (as least, not with permits). It is currently unknown when the Hoages left the property, but Louise Hoage died in 1989, suggesting Jack Hoage likely left the property after her death (he was 70 when Louise died). Hoage (1918-2000) was a medical doctor that spent many years in military service (pre- and post-WWII) before attending medical school. He practiced in the Monrovia and Pasadena areas before purchasing the Arcadia property (ca. 1979), likely in anticipation of retirement. He and his wife (b. 1915) remained on the property until her death in 1989. There was no evidence found to suggest Dr. Hoage was still practicing after moving to Arcadia and, passing in Laguna Niguel in 2000, it appears he relocated after his wife’s death. In researching this property, McKenna et al. completed a cursory review of surrounding properties and compiled the following dates of improvements: S. First Avenue (West Side) S. First Avenue 1937-1940 1234 S. First Avenue 1934 As listed, the property at 1326 S. First Avenue presents the earliest improvements in this particular area. Subsequently, eight properties were improved between 1934 and 1939. Another five prop- erties were improved in the 1940s and two in the 1950s. It is also noted Dana Middle School was constructed in 1959, primarily to facilitate the increased population in the 1950s. This area of construction likely required the removal of pre-1959 housing (10-11 properties). A single tract (Tract No. 22199 = eight properties) property dates to the 1960s and, after 1986, a minimum of six properties were redeveloped, resulting in the removal of additional early resi- dences. Another 30% represent post-1960 improve- ments. Approximately 6% of the properties represent improvements in the 1950s; 16% of the properties were improved in the 1940s; and 35% date to the 1930s. Despite the benefit of dates for properties redeveloped for school development, approximately 50% of the properties between 1234 and 1531 S. First Street are post-1960 improvements – indicating only 50% or less of the pre-1960 neighborhood remains. Most are single family properties, but at least three have been identified as multi-family properties. Based on these rudimentary percentages, McKenna et al. has concluded there is no intact historic district associated with this particular extension of S. First Avenue. With respect to the improvements at 1416-1418 S. First Avenue, McKenna et al. confirmed the presence of two residences, one garage, and the covered aluminum patio/work area to the rear of the yard. The driveway enters the property near the northern boundary and the garage is accessed from the east (“U” turn into garage); with the garage on the northern property boundary and north of the original residence (1416 S. First Avenue). The curvature of the driveway sug- gests the drive was reoriented and the original entrance to the garage was on the west elevation (see later discussion). The residence at 1416 S. First Avenue is the original residence associated with the property (ca. 1939), but currently exhibits the remodeling attributed to the Castillos in ca. 1970. The original residence did not include the brick skirting and the wood board and batten finish appears to have been added. As such, the original finish was likely limited to the stucco siding indicative of the late 1930s - early 1940s. The front porch is original to the residence, but the roof over the porch appears to have been elongated to accommodate the access from the driveway (the original ac- cess was from the west). The original Anderson residence is a wood framed structure on a raised foundation. The roof line is a cross-gable style covered in modern composition shingles. The current siding consists of stucco, wood (on a board and batten design, and exhibits a red brick (decorative) skirt on the west elevation. Aerial photographs suggest the original structure was “U” shaped (with the main portion of the residence being oriented north/south and two ells extending to the east – the center of the east elevation being slightly recessed. The 1942 addition (see below) resulted in the structure being irregularly shaped. Between 1939 and 1970, the configuration of the residence changed considerably. First Avenue) exhibits the elongated porch on the northern 2/3s of the structure and this porch ends at the flat wall of the southern ell. This ell, on the southwestern corner of the residence, is likely the addition completed by Anderson in 1942, resulting in the “T” shape of the southern portion of the residence. The majority of the west elevation is designed with an upper stucco finish and a red brick skirt below. The southern ell exhibits a board and batten surface (upper) and the same red brick below. The eaves are very shallow and the roofline of the southern ell overlaps the roof line of the covered porch. This design is attributed to the Castillos (ca. 1970). The porch is not really a porch. Rather, the southern portion appears to represent the original, smaller porch in an area associated with the main entrance. To the north, the poured concrete expanse is a walkway with a planter approximately 1 ½ feet deep between the walkway and the residence. The roof line was extended to provide cover over the entire expanse – which was originally limited to an area in the center of the elevation. This extended roof is supported by three sets of paired 4 x 4 posts with decorative interior lattice work. The main entrance is slightly south of center on this elevation and within the corner formed by the presence of the southern ell. The doorway is accessed via a single concrete step, attesting the height of the raised flooring. At the time of this investigation, the main entry was covered by a security screen. The original door appears to have been replaced with a modern door. To the north of the entry, there is a large, fixed window flanked by casement windows. These windows are modern, vinyl windows that have replaced the original windows. To the north of this set of windows is another set of modern windows – sliders that replaced the original double hung sash windows. There are no windows on the wall adjacent to the main entry, but the west elevation of the south- ern ell also exhibits replacement window similar to those on the north end. These 9-paned re- placement windows are nested in the original window frames with the board and batten siding negating the relief of the original design. In all, the entire west elevation has been significantly altered. The north elevation of the residence is an elongated expanse of stucco siding, but a short area to the west also exhibits some minor board and batten siding and red brick skirting. The majority of this elevation is associated with an east/west trending gable roof design, although the western extent reflects the north/south trending roof and roof peak. Again, there is a very shallow eave. There are five sets of windows along this elevation, all identified as vinyl replacements. Some of the relief for the window frames has been lost to the stucco siding. The eastern extent of this ell has been associated with the 1963 addition attributed to the Natale family. In 1963, the Natales enlarged the kitchen area and added another bathroom to the residence. The north elevation also exhibits the presence of the 1987 solarium added by Louise Hoage. This solarium encompassed the area associated with the 1964 patio and patio roof addition (by the Natales). The solarium extended beyond the covered patio and exhibits a domed expanse to the east and a fashioned west wall to complete the enclosure. A door is present on the west side to provide access to/from the solarium. Behind the solarium the northern elevation of the southern ell is present, but obscured by a temporary shed and dog run. No windows are readily evident. The south elevation of the residence is also an elongated expanse of flat stucco. Here, the exte- rior water heater is presence, suggesting at least one of the bathrooms is located on the southern side of the residence. The roof line is oriented east/west and exhibits the same shallow and exposed rafters under the overhanging eave. A single board panel is located on the western portion of the elevation, but the rest of the elevation is stucco. The floor is raised and there is a crawl space opening near the water heater. Floor vents are also present. All of the windows on this elevation have been replaced by modern, vinyl windows - double hung sash windows, fixed, and slider designs. Aerial photographs show the eastern extent of this ele- vation is associated with the 12’ 6” by 26’ addition completed in 1980 by the Hoages. The east elevation is busy and reflects the east side of the Hoage’s 1980 addition (with a modern replacement window); the east side of the 1963-64 kitchen expansion attributed to the Natales; and the 1987 solarium attributed to the Hoages. Much of the east elevation is obscured by the solarium, but the northern addition exhibits a solid door (secondary entrance) in the area of the kitchen expansion. Overall, the south elevation reflects the significant alterations post-dating 1963 – dominated by the alterations in the 1980s. In assessing the initial residence, McKenna et al. concluded the original residence has been sig- nificantly altered, including additions, alterations, and the replacement of the all original windows with modern vinyl windows without permits. When originally built, the garage was likely a two car structure with a west facing entrance accessed by the driveway ex- tending from S. First Avenue. W hen the improvements to the rear of the lot were constructed, the driveway was also extended, designed to run between the garage and residence (ca. 1951 by B.E. Lemon). When this was done, the orientation of the garage was altered to seal the west elevation and relocate the bay door to the east elevation. The garage was designed to rest on a concrete slab. It is a wood framed structure with an east/west trending gable rood with shallow eaves (east and west sides) and short exposed rafters (north and south sides). In 1970, Castillo remodeled the residence and, at the same time, installed a board and batten finish to the west and north sides of the garage to complement the residence. However, in this case, the boards are alternated and there are no true batten boards. A fixed window with diamond panes was added to the west elevation, following the relocation of the bay door. This window was likely salvages from off-site (indicative of 1950s design elements). The board and batten of the garage is in very poor condition (pine) and exhibiting a significant amount of wood rot. The residence at 1418 S. First Avenue is located to the rear of the property and consists of a rectangular structure with a north/south trending roof line. In 1951, Lemon constructed a “shed” on the property and, in 1952, this shed was enlarged and referenced as a “stable”. The roof line exhibits a doubled design, indicating the original roof was designed to provide ventilation and was closed at a later date. The closing can be attributed to the Natales, who, in 1955 remodeled the shed/stable into a dwelling. The separate address was not listed until after 1969. The County Assessor listed the improvement, but not be address. Occupants are listing in the 1963 and 1969 directories This residence is a wood framed structure resting on a concrete slab. When originally built, this wooden structure likely consisted of open stalls and some wood siding (the shed). When enlarged into the “stable”, the roof was designed to provide the ventilation needed to keep the stable s comfortable. The corral area was to the north and is now associated with the concrete pad and aluminum roof post-dating 1980. Prior to this, the corral was open-air. When converted into a residence, this structure was enclosed with stucco siding, the main en- trance was on the west elevation, and a red brick chimney was added to the north elevation. The west elevation exhibits an off-centered entry under a small extension of the roof. This covered porch area is supported by two 4” x 4” posts and is associated with red brick stoop. Rain gutter run the width of the building. The north elevation is dominated by the presence of the chimney, but obscured by the items stored under the large awning/aluminum roof. Nonetheless, there is evidence of two sets of win- dows that appear to be fixed and casement (also original to the residence). The long east elevation exhibits a series of four streel farmed casement windows, flat stucco siding, the utility box, exterior piping and electrical wiring, and a recessed water heater closet. A television/cable dish is mounted on the roof and rain gutters line the eaves. The south elevation exhibits the peaked roof line (doubled in the center); modern overhanging eaves, and an attic vent. There is a secondary entrance and two sets of steel frames casement windows (original to the remodel). Shutters flank the larger of the two windows. Planters are present on the south, west, and east elevations. Overall, the rear residence (1418 S. First Avenue) reflects the original construction of 1955, with se evidence the stucco has been resurfaced. The structure has also been re-roofed. The original windows are present, but the doors have been replaced. Concrete has been poured around the north, west, and south elevations and the associated planters are framed with red brick. Additional planters have been constructed around the residence and a large patio area have been established to the west of the residence. This expanse, framed by a short block wall, consists of poured concrete with inlaid red brick. While well maintained, this residence exhibits no significant alterations, with the exception of the roof replacement and door replacements. It is a simple structure with no outstanding design elements and no unique materials. It is a relatively late addition to the property and not considered architecturally significant. First Avenue has changed, with the demolition on at least ten parcels for the 1959 school construction, the redevelopment of at least five other properties, and alterations of other properties on the frontage in this area. The newer developments have impacted approx- imately 50% of the area, further impacting the historic “feeling.” The intent of “feeling” has not been met. Association: This property is associated with the overall establishment of Tract No. 808 (ca. 1910), but not improved until much later. There is no specific historic association has been identified – to persons, events, or spe- cific designs. McKenna et al. has concluded the intent of “association” has not been met. With respect to the “integrity” of 1416-1418 S. First Avenue, McKenna et al. has concluded that only one of the seven elements (criteria) have been met (Location).
