The Development Services Department has completed its review of the
Certificate of Demolition application and historical evaluation for the
request to demolish the existing residence at 1322 Loganrita Ave. It has
been determined that the historical evaluation is incomplete. The report
should include a list of references and the sources used in the
evaluation. Additionally, the reviewer as indicated on the attached
memorandum that the property has been tentatively assigned a code of
6Z. Please have her expand upon this or revise the memorandum.
Therefore, before staff can proceed with the application, please submit
a revised historical report.
The resubmittal must be received within 90 days of the date of this
letter in order to keep the application active. If you have any questions,

McKenna et al. recently completed an architectural assessment of the property at 1322
Loganrita Avenue, a SFR property with an eclectic Minimal Traditional residence (1959)
within Tract No. 24548. This property is not listed in the City’s listing of historically sen-
sitive properties. This property was evaluated against National Register of Historic
Places (National Register) and California Register of Historical Resources (California
Register) eligibility criteria, as well as the recently adopted local guidelines and policies
(Ordinance 2359 and Arcadia Municipal Code, Article IX, Chapter 1).
My evaluation resulted in a determination that this property is not eligible for listing as
an “individually eligible resource” or City “Landmark.” McKenna et al. has assigned a
code of 6Z (see attached forms). If you have any questions, please feel free to contact
my office in Whittier, CA.

Also address integrity.) This area was originally identified as being with the historic Rancho
Santa Anita (ca. 1858); the Santa Anita Tract (1883); the Santa Anita Colony Tract (1891);
the Arcadia Acreage Tract (1906); and the F.A. Geier Tract (1913). When defined within
the Geier Tract, the property was identified as being within Lot 34. The area was not
included in the Sanborn maps of 1932, but considered rural and outside the historic core
area of Arcadia. The property was first identified in 1958-59 as part of Tract No. 24548
(Parcel 12). Lots with Tract No. 24548 were slightly smaller than a average SFR property
(6,100 sq. ft. v. 7,000 sq. ft.), suggesting they were designed for small families and
possibly as “starter homes” (meaning the families would grow and relocate as some later
date). The residences were also slightly smaller than the more modern residences. The
development periods are representative of the population growth and need for affordable
housing in the LA suburbs, especially areas in the San Gabriel Valley. In general, Arcadia
was developed as a lower-middle to middle class community with younger families.

The property now identified as 1322 Loganrita Avenue, Arcadia, was originally identified as being
within the historic Rancho Santa Anita (T1N; R11W; SW/SW 35; 1858); the Santa Anita Tract
(Block 39; 1883); Block 139 of the Santa Anita Colony (1891); and then Block 139 of the Arcadia
Acreage Tract (1906). In 1913, the F.A. Geier Tract was recorded and the property was within
Lot 34. As late are 1932, this area was still considered rural and not included in the Sa nborn Fire
Insurance Maps addressing the core area of the City of Arcadia.
Assessor data confirmed Lot 34 of the F.A. Geier Tract was later owned by John R. Fitzgerald,
who mapped Tract No. 24548 in 1958-59. This is the first time the property identified as 1322
Loganrita Avenue was defined. Since its mapping, the property boundaries have not changed.
The only reference to John R. Fitzgerald is on the Tract map, identifying him as the owner of the
tract – bounded by the southern boundary of Geier Lot 34 and the northern boundary of Geier Lot
33 (and not extending to either S. Tenth Avenue or S. Mayflower Avenue, but one lot width in from
east north/south road alignment. The Tract map fails to illustrate Parcel 1, resulting in a total of
22 parcels within the Tract (Nos. 2-23). Street within the tract include Loganrita Avenue and
Standish Place – with Altern Street to the southeast of the tract. Parcel 12, the current study area,
is almost centrally located within the Tract.
Lot 33 of the F.A. Geier Tract was sold to Walter G. Dow (pre-1926, northern portion) and Lloyd
C. Platt (date unknown, southern 90 feet). Portions of Lot 34 was sold to L.R. Stickler and M.
Martins. When owned prior to the subdivision of Tract 24548 in 1959, the properties in Lo t 33 and
34 extended from the east side of S. Tenth Avenue to the midway point towards Mayflower Ave-
nue. The frontage along S. Tenth Avenue was improved with residences and the eastern third of
the properties were unimproved. These eastern portions of th e properties were incorporated into
western portion of Tract No. 24548 (ca. 1959). Parcel 7 of Tract No. 24548 has an improvement
dating to 1952 – earlier than the establishment of Tract No. 24548 and this improvements, notice-
able different than the surrounding properties, was been confirmed as an improvement that orig-
inally had a street address of 1316 S. Tenth Avenue and part of the Lloyd C. Pratt improvements.
The residence was separated from the western portion of the property and reassigned as 1315
S. Loganrita Avenue within Tract No. 24548.
The current project area, 1322 Loganrita Avenue, consists of the eastern extent of the Sickler
property (L.R. Sickler improved his property in 1942; fronting S. Tenth Avenue). He never im-
proved the eastern extent and this area was incorporated into Tract No. 24548.

A review of the property permits identified a single permit for the re-roofing of the residence and
garage in 2004, identifying the Vernon J. Tilden (aka Tildon) Trust as the owner. Research con-
firmed Vernon J. Tilden (1915-2010) and Lillian C. Tilden (nee Egloff; 1918-?) were living on the
property in 1962 (directories do not list the address in 1959 or 1960, suggesting it was still under
construction in 1959-60), likely purchasing the property in ca. 1960 -61. As late as 2004, Vernon
was still on the property and current records suggest the family maintained ownership until ca.
2010, when Vernon Tilden passed away. Currently, the property is owne d by SEF Construction.
The lack of permits suggest the Tildens made no significant alterations to the property.
A visit to the property on May 29, 2019, confirmed the presence of a single family residence and
two car garage at 1322 Loganrita Avenue. The residence is separated from the garage, but con-
nected via a contiguous roofline, resulting in a covered patio area between the two structures.
The residence is located towards the western half of the property, but also almost central to the
property. The front yard is a descent size, as is the southern yard, resulting in the residence being
towards the northern boundary of the property. This is a one story structure of wood framing, on
a raised foundation, and exhibiting a cross-gable roof design (with modern composition shingles).
The main elevation faces west (towards Loganrita Avenue). There is a walkway leading from
Loganrita Avenue, bisecting the front yard, which is dominated by grass. Decorative bushes are
located nearer the residence and there is a small flower garden along the curb (at the walkway).
The west elevation of the residence shows an “L” shaped structure with the ell extending west
from the southern portion of the structure. The roof line shows three separate extensions, the
shallow roof line being to the north and the deeper roof line to the south. The central section is
associated with a covered porch associated with the main entrance. The cross -gable roof line is
evident on the southern portion of the west elevation (the ell), where the steep slope of the roof is
designed to reflect a “Swiss chalet” style of architecture, including scalloped fascia boards.
The entire west elevation is dominated by wood siding consistent with the garage, where the wide,
overlapping board exhibit undulating bases designed to suggest a rough or rustic composition
(upper) and the stucco siding below. In addition, the area to the south of the recessed entry is
also stucco (floor to roof), with the wood siding continuing to the south.
The covered porch is a raised concrete expanse with two steps leading from the walkway. The
roof above this small porch is supported by its attachment to the structure (to the south) and a

single, squared post (4 x 4) on the northwestern corner. The main entry is recessed beneath the
porch roof and flanked by double hung sash windows with diamond window panes indicative of
1950s styles that also include the “Swiss chalet” architectural designs. The window to the south
is smaller and the larger window to the north is flanked by decorative shutters. The framing is
simple and shows little relief within the wood siding.
On the northernmost portion of the west elevation is another set of double hung sash windows
(larger) with the same diamond window design. This window is also flanked by decorative shin-
gles. Rain gutters run the width of the residence, with down spouts on the north and south corners
and at the porch area. The door is a wooden door with nine panes above a solid base. The base
of the door exhibits an “X” design that complements the diamond window panes and appear to be
the original door. There does not appear to be any significant alterations to the west elevation,
with the exception of maintenance (resurfacing the stucco and painting).
The north elevation of the residence is flat and exhibits a series of windows. There is an attic vent
and floor vents are evident. The roof line shows the north/south gable roof dominating the majority
of this elevation, with the easternmost portion exhibiting the cross -gable, low pitched roof. The
windows on the western 2/3s of the north elevation area double hung sash designs with 1:1 rec-
tangular panes. To the east, there is an elongated and high placed win dow with a replacement
inset into the original window frame. The relief around this window is more enhanced with wider
framing and reflecting the replacement.
The south elevation of the residence exhibits a short expanse of wood siding near the southwest-
ern corner, but is overall dominated by stucco. The high peak of the gable roof is evident, as are
the attic and floor vents. There are two sets of double hung sash windows (1:1) with the eastern
window exhibiting the decorative shutters. There is a secondary entrance on the eastern side of
this elevation, consisting of a standard door on a small concrete porch (3 steps) accessed from
the walkway between the driveway and door. There is a rail around the stoop and the door is a
standard door with an alum inum sash window above the solid base. There is little relief for the
door jamb, indicating the resurfacing of the stucco.
The south elevation of the residence exhibits an “L” shaped expanse with the ell extending east
from the southern portion of the structure. On the southern side, the roof line forms the cover
over the patio (between the garage and residence) and there is a set of sliding glass doors. These
doors appears to have replaced a standard door, as the stoop does not extend the width of the

glass doors. This set of sliding doors exhibit aluminum framing, suggesting they were placed
fairly recently and were not original to the residence, but likely installed by the Tildens.
The center of the east elevation is dominated by the presence of a tall, red brick chimney flanked
by double hung sash windows (2:2) that appear original to the residence. The chimney extends
through the roof, illustrating a relatively deep eave on this portion of the residence. To the north,
the south facing wall of the ell exhibits a second set of sliding glass doors. These doors were also
added to the structure, likely replacing another door, as the concrete stoop in this area also fails
to extend the width of the doorway. The east facing portion of the ell is flat with no window. Rain
gutters have been added to the east elevation and the stucco siding reflects the re -surfacing illus-
trated on the rest of the building. An A/C unit has also been added on the northeast corne r of the
residence.
The garage is a standard two-car garage with the bay door facing south (Standish Street). This
structure is wood framed and resting on a concrete slab. The driveway was designed to accom-
modate two cars (side-by-side). The north, west, and east elevations exhibits slightly textured
stucco surfaces, while the south elevation (visible from the street) exhibits the semi -decorative
wood siding complementing the siding on the residence. These overlapping boards have an un-
dulating base designed to provide a rustic or rough finish to the siding.
The west and east elevation eaves are approximately one foot deep and show the slat boards
comprising the base of the roofing. A fascia board is present, along with the flashing under the
shingle edges. The north and south elevations exhibit the exposed rafters (2 x 4s) with over a
foot of overhang. As originally designed, these rafters were shaped and the eaves were open.
However, a simple fascia board (1 x 6) has been added to the north and s outh elevation to allow
for the mounting of rain gutters.
The east and north elevations of the garage are flat and have no windows or doors. The west
elevation exhibits a simple, solid door for access to the garage from the covered patio area. As
noted, the bay door faces south and, in this case, consists of a modern roll -up aluminum door
(replacing the original wooden door on springs). The driveway appears to have been re -poured
and the concrete does not match that of the adjacent walkway. An open -faced cinder block wall
has been erected between the residence and garage (this would have normally been open) and
a solid cinder block wall bounds the rear yard.

Overall, the garage is in its original location, but the bay door has been replaced, fascia boards
and rain gutter have been added, and the structure has been re -roofed at least once, but likely
more than once. The stucco is in good condition, suggesting it has been resurfaced (patched and
painted).
Without a permit file, the completion of the alterations to this property cannot be documented by
date, but since the Tildens lived on the property from ca. 1961 to 2010 (+/-), it is highly likely the
alterations can be attributed to the Tilden family. Basically, t hey reroofed the residence and gar-
age (possibly more than once), they resurfaced the residence and garage, rain gutters and fascia
boards were added. Two large sliding glass door systems were added to the rear of the residence
and a railing was added to the stoop on the south elevation. The garage bay door has been
replaced and the driveway re-poured. While the residence and garage maintain their original
plan, wood siding, and original windows, the other alterations have impacted the architectural
integrity to some extent.

A review of properties located in the immediate vicinity of 1322 Loganrita Avenue yield the follow-

As listed, all improvements in the immediate area are related to the establis hment of Tract No.
24548, with two exceptions: the recently redeveloped parcel due west of the subject property and
1315 Loganrita Avenue, the property previously discussed (Platt residence). It is noted, however,
the majority of the remaining residences (6 of 10) yielded multiple dates of construction, suggest-
ing significant alterations.
McKenna et al. did not complete the level of research to address any potential historic district.
However, with 9 of 12 properties indicating significant changes and one being dissociated from

Tract No. 24548, it is unlikely a district designation would apply to this area. All of Tract No. 24548
would require assessment to confirm or deny the presence of a district.
In April, 2019, the City of Arcadia adopted Ordinance No. 2359: An Ordinance of the City Council
of the City of Arcadia, California, Amending Various Sections of Article IX, Chapter 1 of the Arca-
dia Municipal Code (“The Development Code”), with an Exemption under the California Environ-
mental Quality Act (CEQA), to Implement a Historic Preservation Ordinance.” This Ordinance
was the result of numerous meetings, studies, and public comment.
The City of Arcadia Zoning Code, Section 9103.17 addresses Historic Preservation. Summarizing
the document, for consideration as a Historic Landmark (resource) in the City of Arcadia, property
improvements must be 45 years of age or older. In addition, the improvements must maintain
their integrity, as defined by the seven criteria listed in the State and Federal guidelines (Location,
Design, Setting, Materials, Workmanship, Feeling, and Association). A resources (building, struc-
ture, object, or site) will be eligible for recognition if it meets one or more of the following Criteria:
1. It is associated with events that have made a significant contribution to the bro ad
patterns of Arcadia’s or California’s history;
2. It is associated with the lives of persons important to local or California history;
3. It embodies the distinctive characteristics of a type, period, region, or method of
construction, or represents the work of a master, or possesses high artistic values;
4. It has yielded, or has the potential to yield, information important to the prehistory or
history of the city or state.
With respect to the integrity of the improvements at 1322 Loganrita Avenue, McK enna et al. has
concluded the following:
Location: This residence is in its original location (1959-61);
Design: This residence and garage maintain their original design with some
evidence of maintenance and alterations, but no additions. Overall,
the minimum intent of this element has been met;

Setting: The setting of Loganrita Avenue reflects its original lot lines, but of the
12 properties on this segment of Loganrita Avenue, 1 predates the
Tract; 1 has been redeveloped; six have construction dates suggest-
ing significant alterations or additions, and 4 list original dates (1959)
with no significant alterations. However, since the permit files are in-
complete, improvements/alterations/additions may have been com-
pleted without documentation or without permits. With the setting ap-
pears to be relatively intact, closer examination illustrated the
changes to the area, impacting the original setting. The intent of this
element has not been meant.
Materials: The residence and garage appear to reflect some original materials,
although it is evident the stucco has been re-surfaced, the roof singles
have been replaced (likely more than once), and at least one window
and one door have been replaced with sliding glass doors. Gutters
and fascia boards have been added to the residence and garage. The
garage bay door has been replaced and a new driveway poured. The
wood siding and windows are original to th e residence and the resi-
dence and garage are in fair to good condition with the landscaping
in need or attention (the rear yard is quite overgrown). Overall, these
changes confirm the intent of the criterion has not been met;
Workmanship: This property was developed by John R. Fitzgerald in 1959, but he
did not live on the property (he developed the tract). The residence
and garage were built with some uniformity of materials and designs,
but there was no evidence of any significant architectural designing,
use of unique materials, or ornate design elements. The structures
were designed with elements indicative of “Swiss chalet” design, but
this design was widely applied in the 1950s and 1960s. Overall, the
workmanship is fairly simple and standard, failing to meet the intent
of the criterion.
Feeling: In general, “feeling” is subjective. In this case, the cul-de-sac of Lo-
ganrita is a small enclave of residences where the neighbors likely
knew each other and interacted socially (children and adults). More

modern communities tend to lack this level of interaction . Nonethe-
less, this general area still “feels” lake a late 1950s-early 1960s com-
munity, although there have been some recent impacts (redevelop-
ment directly opposite the subject property. Overall, the “feeling” ap-
pear still remain and, therefore, the minimal intent of this element has
been met.
Association: This property is associated with the overall development of Tract No.
24548, but only indirectly related to the prior owners (e.g. F.A. Geier
or E.J. Baldwin). There is no other specific association that can be
identified – e.g. to persons, events, or significant architect. McKenna
et al. has concluded the intent of “association” has not been met.
With respect to the “integrity” of 1831 Lee Avenue, McKenna et al. has concluded that only three
of the seven elements (criteria) have been met (Location, Design, and Feeling). The remaining
four have not been met. Lacking the majority of the elements, McKenna et al. has concluded the
property lacks integrity, as defined by the guidelines.
Having failed to meet the “Integrity” requirement, it would be difficult for the property to be consid-
ered a local Landmark (or historical resource). Nonetheless, McKenna et al. addressed the four
main criteria for consideration:
1. It is associated with events that have made a significant contribution to the broad
patterns of Arcadia’s or California’s history?
McKenna et al. found no data to indicate this property is associated with any events
that meet the intent of this criterion. The only association that could be documented
was that of the Tract No. 24548 relationship. Such an association is not in keeping
with the intent of the local, state, or federal intent of this criterion. Therefore, Crite-
rion 1 does not apply to this property.
2. It is associated with the lives of persons important to local or California history?

McKenna et al. found no evidence to suggest this property is associated with any
person important to local or California history. Neither the developer (John R. Fitz-
gerald) nor the long-term owner/occupant(s) - the Tilden family - meet the intent of
this criterion and, therefore, Criterion 2 does not apply to this property.
3. It embodies the distinctive characteristics of a type, period, region, or method of
construction, or represents the work of a master, or possesses high artistic values.
As noted above, the residence and garage at 1322 Loganrita Avenue are repre-
sentative of a simple, minimal traditional structure with “Swiss Chalet: design ele-
ments. With the exception of the west elevation, the structure is a Minimal Tradi-
tional design. Only the western roof line, wood siding, fascia boards, and window
pane design provide any variation, hence the improvements are described as “Min-
imal Traditional eclectic.” The materials are simple and the construction exhibits no
outstanding workmanship, unique or exotic materials, or outstanding design ele-
ments. There is no known architect identified. There are no high artistic values and,
overall, the modest improvements fail to meet the minimum intent of Criterion 3 and,
therefore, Criterion 3 does not apply.
4. It has yielded, or has the potential to yield, information important to the prehistory or
history of the city or state.
No evidence was found to suggest the property has a potential to yield any infor-
mation important in history or prehistoric (e.g. archaeology or paleontology). No
artifacts or fossils were identified during the property inspection. This does not pre-
clude the presence of buried resources, but at this time, McKenna et al. has con-
cluded Criterion 4 does not apply to this property.
In assessing the property at 1322 Loganrita Avenue, Arcadia, McKenna et al. has determined the
property meets the minimum age requirement for consideration as a historical resource or local
Landmark, but fails to meet the minimum requirements for “integrity.” The property also
fails to meet any one of the four main criteria for consideration. Therefore, McKenna et al.
has also concluded the potential demolition of these improvements will not result in any
adverse environmental impact.
