This particular area represents the post-World War II expansion of city with larger property developments in an area north of Foothill Blvd. Construction within this area involved extensive improvements of large lots with various designs an materials (individual designs). They were custom built homes exhibiting individual tastes while maintains a visual suggestion of country living in an urban/suburban setting. McKenna *Date: May 18, 2019 X Continuation  Update The property at 618 Gloria Road, Arcadia, is located north of Foothill Blvd. and east of Baldwin Avenue, in the northern portion of the City of Arcadia. This area is located just south of the modern corporate boundary of Arcadia (northern boundary is along Orange Grove Avenue). This property is identified as Lot 35 of Tract 13345 and is now cross-referenced as Assessor Parcel No. 5769- 022-013. As late as 1940, the U.S. Census identifies that area north of Foothill Blvd. as being “rural” and not within the developed areas of the City of Arcadia. Prior to the mapping of Tract 13345 (in 1945), this area was part of the historic Rancho Santa Anita, eventually owned by Elias “Lucky” Baldwin. In 1910, Tract No. 948 was mapped by the “Estate of Elias JH. Baldwin,” consisting of nine large lot s of between 50+/- and 100+/- acres. Baldwin Ave- nue was extended along the eastern boundary of the Tract and White Oak (now Foothill Blvd.) and Live Oak (now Orange Grove Avenue) are defined. The City of Arcadia corporate boundary is located along Orange Grove Avenue – the northern line of historic Lot 2. These alignments place the current project area within Lot 4 and inside the corporate boundaries of Arcadia. Tract 13345 was mapped in 1945 at the request of the Citizens National Trust and Savings Bank of Los Angles. The alignment of Gloria Road is defined east of Baldwin Avenue and Lot 35 is one of sixteen lots located along the west/southwest side of the roadway, between its beginning at Baldwin Avenue and its terminus at Arbolada Drive. When defined, this lot measured 90+ feet wide along Gloria Road and 206+ feet deep (18,510 +/- square feet), over two and a half times the size of a modern single family residential property (7,000 square feet). Despite the mapping in 1945, the property, along with other properties fronting Gloria Road, were not improved until the 1950s. The surrounding residences are representative of the 1950s improvements, although there are some redeveloped lots. The re- maining thirteen lots reflect the original improvements (1951-1955) with evidence of alterations. McKenna *Date: May 18, 2019 X Continuation  Update At the time of this investigation, McKenna et al. found the 1951 -1963 residential improvements at 618 Gloria Road are representative of the significant alterations dating between ca. 2000 and 2005 (modern), all attributed to Mark D. and Alison B. Johnson. The original improvements date to 1951 and can be attributed to M.L. Pineg ar. At that time, Pinegar constructed a dwelling and garage. When originally designed, the residence was a simple, rela- tively small, “L” shaped structure with an attached garage (likely two car) accessed from the west via a driveway on the north side of the property and wrapping around to provide entry. As such, the east elevation of the garage was designed to suggest the residence was larger than it actually was. Pinegar maintained ownership for a short time, with Phil Meyers being identified as the owner be- tween ca. 1957 and 1985. Meyers is credited with adding a bedroom to the residence and, as viewed on aerial photographs, this addition was on the southwestern corner of the residence, ex- tending west into the rear yard. At the same time, Meyers inst alled the block retaining wall. No other significant changes were noted during the Meyers ownership. By 2000, the property was owned by Mark D. and Alison B. Johnson. The Johnsons added the in - ground pool in 2000 (California Pools) and, in 2005, complet ed significant changes to the property by adding a master bathroom; walk-in closet; the construction of a two-car garage (attached to the northwestern corner) and one car garage (attached to the northeastern corner); extending the fam- ily room and kitchen into the original garage area; and including a power room, additional bathroom, and utility room (also in the area of the original garage). The entire structure was re -roofed with faux shake shingles (dura-shake), the heating system was upgraded, and a new gas line was in- stalled. The current owners are Wilson and Jessica Chow. The Chow family has been on the property for a few years and proposed to redevelop the property via demolition of the existing improvements and the construction of a new residence (and amenities). McKenna et al. assessed this property and the existing improvements with respect to the CEQA guidelines and local criteria for identifying historically significant properties. In this case, the exist- ing improvements represent the alterations of the original improvements into a larger, modern prop- erty with the residence exhibiting the significant alterations dating to the 2000s, following the im- provement and alterations of 1957 (+/-). The existing residence is a 3,199 square foot struc ture on a raised foundation and exhibiting a hipped-gable roof design capped with modern dura-shake shingles designed to look like the origi- nal shingles. Co., CA 91006 *Recorded by: Jeanette A. McKenna *Date: May 18, 2019 X Continuation  Update The southwestern corner of the residence is consistent with the 1957 addition of a bedroom. The northwestern corner is associated with the 2005 2 -car garage and the northeastern corner is asso- ciated with the 1-car 2005 garage. The original garage was inc orporated into the overall living space, resulting in a larger kitchen, family room, additional bathroom, utility room, etc. The exterior exhibits stucco surfacing over the wood framing that is consistent with the 2005 im- provements enveloping the 1951-1963 construction. All of the windows and doors have been re- placed by modern vinyl framed sliding windows. The doors have been likewise replaced. The rear patio was designed in 2005 to incorporate the mature Chinese Elm tree. Following the installation of the swimming pool, the entire property was re-landscaped, also designed to maintain the mature trees – front and rear yards. There is a new driveway in the same location as the original driveway, but the path to the residence was redesigned. Overall, the existing residence does not reflect the original design or materials indicative of the 1950s improvements. Although the property improve- ments are structurally sound, there is no architectural integrity, as required for cultural significance. In assessing the property for historical significance, McKenna et al. was not able to associate the property with any significant historical events (Criterion A) or significant persons (Criterion B). The improvements lack the historic architectural integrity and have not been associated with any archi- tect of note; craftsman or builder of note; or the use of exotic materials or unique designs (Criterion C). No surficial evidence of archaeological or paleontological resources was identified at the time of this investigation. The property cannot be considered significant under Criterion D at this time (scientific research potential), but there is always a potential for buried resources. Overall, McKenna et al. concluded the property fails to meet three or the four criteria for recognition as a significant cultural resource. The demolition of the existing improvements will not results in an adverse environmental impact, but should evidence of prehistoric or historic archaeological resources be uncovered during demolitions activities, the impact assessment for the property must be reassessed and, if necessary, involve additional re- search and investigations, at the discretion of the Lead Agency (City of Arcadia).
