Also address integrity.) This particular portion of the City of Arcadia was developed relatively late – after
WWII and in response to the need for reasonably priced single family residential housing. Tract No.
14359 was mapped in 1946 and the improvements followed between 1947 and ca. 1955. The 24
properties on this portion of S. Fifth Avenue have been subject to redevelopment and at least a third
of the properties reflect modern improvements. Of the older residences, many have been altered.
Developments reflected a variety of designs, including the Cape Cod at 2301 S. Fifth Street; an English
Countryside Cottage; various styles of California Ranch styles, etc. Ownership during the 73 years
since this tract was developed varied from very stable to significant turn-over. The neighborhood no
longer retains its integrity and there is no evidence a district would been identified.

The property at 2301 S. Fifth Avenue, Arcadia, California, is cross-referenced by the L.A. County Assessor
as APN 5790-024-007 and described as a 1948-1953 improvement consisting of a two bedroom, two bath
residence with 2,337 square feet of living space. The property is also within Township 1 South; Range
11 West; and the NW ¼ of the SE ¼ of Section 3. A review of historic maps confirmed this property was
originally located within the southeastern portion of the historic Rancho Santa Anita (originally granted to
Henry Dalton and, later, owned by Elias J. “Lucky” Baldwin; ca. 1858). In 1883, this area was associated
with the Santa Anita Tract, Lot 6, also owned by Elias J. Baldwin.
Clifton Axtel & Associates mapped the Arcadia Acreage Tract in 1906 and the property now identified as
2301 S. Fifth Avenue was within the boundaries of Block 110: a square block bounded to the east by Sixth
Avenue; by the future alignment of Fourth Avenue on the west; Walnut Avenue (now Longden Avenue) to
the north; and to the south by the future alignment of Rodell Place. By 1932, this block was redefined as
Block 377 of the City of Arcadia (per the Sanborn Fire Insurance maps), remaining undivided and unim-
proved. Subdivisions within this block included Tract No. 13217 (1945), west of Fourth Avenue; Tract No.
14359 (1946), identifying Fifth Avenue; and Tract No. 14390 (1946), also to the west of the subject prop-
erty. The subject property - 2301 S. Fifth Avenue – was identified within Tract No. 14359 and originally
identified as Parcel 6.
Tract No. 14359 was mapped at the request of the owners: Henry C. Forsyth, A. Beryl Forsyth, Charles
M. Pierson, William R. Bruster, Hallie E. Bruster, and L.R. Proud. As mapped, this tract consisted of 22
parcels lining Fifth Avenue, between Longden Avenue (north) and Rodell Place (south). Parcel 6 was
located approximately mid-block and on the west side of Fiftyh Avenue. All parcels were designed to be
single family residential lots.
In the case of Parcel 6, this property measured 75 feet wide (along Fifth Avenue) and 120 feet deep (9000
sq. ft.). Twenty of the twenty-two lots were of similar size, while the two northernmost lots were almost
twice the size (130 ft. by 120 ft.). Mapped in 1946, all improvements within the Tract post-date the Sep-
tember mapping. A summary of the improvements (now 24 parcels) is presented below:

As listed above, nine of the twenty-four lots (37.5%) have been redeveloped. One of these parcels (2316
S. Fifth Avenue) has been identified as a multi-family residential property with improvements dating to
1947 and 2013. Four of the properties (16.7%) yield dates of construction between 1950 and 1980. The
remaining eleven parcels (46%) date to the 1940s. In all, fifteen of the twenty four properties (62.5%) are
representative of the historic-late historic period of construction (over 45 years of age). The extent of the
redevelopments or alterations (multiple dates of construction) are strong indicators that no district is pre-
sent – primarily based on the lack of integrity for the area.
The improvements at 2301 S. Fifth Avenue were completed in 1948-1949 and are credited to Security
Builders and Security Homes Company, in association with Radich Company. Radich Company has been
credit with a considerable amount of construction throughout the City of Arcadia. The property was then
sold to Glenn C. and Winifred L. Tobias, who owned the property from ca. 1950 to 1969 (possibly later).
The Tobias’ re-roofed the residence in 1969.
John F. (Jack) Donnelly was identified as the owner between ca. 1977 and 1999. He purchased the
property sometime between 1969 and 1977, but likely closer to 1977, as he made major alterations to the
property in 1977. These alterations/improvements included a 540 sq. foot garage, the addition of a den
and service porch (408 sq. ft.), and gas and plumbing upgrades.
In 1983, Donnelly added a wall-mount A/C unit and in 1986, he added a dishwasher to the kitchen. Don-
nelly re-roofed the house and garage in 1999.
Additional alterations to the residence were also identified during the recent visual inspection of the prop-
erty (McKenna et al., June 14, 2019). These changes were not reflected in the permit file, indicating some
changes did not require permits while others were simply completed without obtaining a permit. For ex-
ample, there was no permit for the demolition of the original garage, only the permit to build a new garage.
The residential improvements at 2301 S. Fifth Avenue consist of a one story, Cape Cod Cottage and large
two-car garage. The residence is set far into the property, resulting in a relatively large front yard domi-
nated by grass and exhibiting a red brick path from the curb to the main entrance. There are some deco-
rative plants nearer the residence and a few young trees on the south side. The yard is neat and main-
tained.
The residence is oriented north/south on an east/west trending lot. This is a wood framed structure on a
raised foundation and exhibits a gable roofline, as seen from the east elevation, and a cross-gable roof
line from the west elevation. The actual roofing shows three separate, but complementary segments with
the central area being higher and the north and south wings illustrating lower roofs. The three roofing
segments show a steeply pitched roof with a brick chimney located in the central portion and a cupola

capping the northern segment. The modern shingles are representative of replaced roofing, the materials
having been replaced at least twice. The original wood shake shingles have been replaced with modern
composition shingles.
The east elevation of this residence exhibits a larger central segment (which protrudes further east) and
two wings set back to the west. The entire elevation is covered with cedar shingles in vario us stages of
disrepair (weathered, broken, and in need of sealing (e.g. paint is flaking). The southern wing exhibits a
single window (double hung sash) with six over six panes and decorative shutters. The window is wood
framed with a capping board exhibiting simple elements of Colonial Revival architecture. The northern
wing is slightly wider than the southern wing and exhibits two sets of the double hung sash windows (6:6)
with similar framing and decorative shutters.
The central portion of the residence (east elevation) exhibits the larger portion of the residence and the
higher roofline. Here, the main entry is slightly south of center, recessed, and framed with flat trim with
additional, simple, Colonial Revival design elements, designed to suggest the presence of columns. The
door is a solid panel door framed by flat wood siding. To the south of the entry is a small, eight-paned
casement window of similar framing and to the north of the entry is another set of double hung sash win-
dows (6:6) with matching decorative shutters. All materials and design element on this elevation appears
to be original to the residence. The whole east elevation is trimmed with rain gutters (horizontal and ver-
tical).
The south elevation of the residence is flat and exhibits a very narrow overhang of the roof edge (not a
true eave). There is a triangular vent beneath the peak of the gable roof and four windows on the ground
floor. These windows consist of two sets of double hung sash windows (6:6) similar to thos e on the east
elevation, but simply framed (no capping board) and without shutters. Between these two sets are two
smaller sets of double hung sash windows (1:1), also simply framed. These windows are indicative of
closet windows and may be representative of the bedrooms being on the south side of the residence.
The siding on the south elevation is aluminum siding and markedly different from the shingle siding on the
east elevation. The cap board on the southeast corner of the residence is missing, exposing the interface
between these two materials. This siding may have been added to the residence, as aluminum siding was
not widely used in the late-1940s and early 1950s. The siding was developed as a result of studies un-
dertaken during WWII and, following the War, the technology was used in the private sector (manufacturing
for housing).
While it is possible the siding is original to the residence, its condition suggests it was a later addition and
possibly installed when the additions were completed in ca. 1977 and when the materials were more widely
available and affordable.

The north elevation of the residence is adjacent to the driveway. The north elevation appears with three
separate walls. The easternmost wall is a flat expanse with a high gable peak and no windows. The siding
is aluminum, matching that of the south elevation. The interface between the east and north elevation
(northeast corner of the building) is covered with 1 x 4 vertical boards. The roof edge is shallow and
trimmed by simple molding. This portion of the residence (beneath the cupola roof area) is small and
relatively square, with the west facing elevation exhibiting a sliding glass door leading to the rear of the
wing and a small concrete parking expanse. This sliding glass door system was added to the structure
and does not appear to have been original to the residence. The concrete was poured to provide the
useable surface and included the establishment of a concrete step below the sliding doors.
The north elevation continues to the west of this wing, recessed and exhibiting the high pitched gable roof
dominating the residence and the hipped-gable expanse further west. There are two double hung sash
windows beneath the roof peak, but at differing levels. Each exhibits 6:6 panes, consistent with others on
the residence, and a third (6:6) on the western end of the elevation. The siding is all aluminum.
Wrapping around to the west elevation is a secondary entrance consistent with the service porch area.
The door is a standard width with a solid base and a slider window above. There is a small concrete stoop
(one step) leading to this door and the concrete is a continuation of the poured concrete on the north side
of the residence. This service porch is consistent with the addition noted for 1977, indicating the hipped-
gable roof is also an addition to the residence.
The west elevation continues as a flat expanse of aluminum siding (with the concrete foundation slightly
exposed) with another, albeit larger, sliding glass door system altered to accommodate a doggy door. A
wall mounted A/C unit is south of the door and an aluminum framed slider window is south of the A/C/ unit.
These elements suggest this portion of the residence is associated with the other additions dating to 1977
and totaling 408 square feet.
The west elevation wraps around to the south, where there is a solid wall under another hipped-gable roof
expanse. This wall then wraps to the south (west facing and within the southern wing), exhibiting a double
hung sash window (6:6) in the corner. Its placement on the wall suggests this wall was interrupted by the
addition on the west elevation. A ground-level A/C unit is located in this area of the yard/residence, as are
the utility boxes.
Also associated with the west elevation is a modern, wooden lattice canopy over the concrete rear patio.
This lattice canopy is supported by cross beams and upright framed posts. It is attached to the rear of the
residence. The rear yard is landscaped with grass, potted plants, flower beds with ornamental flowers,
and young trees. There are intermittent paving stones and prefabricated (modern) fencing defining the
property boundaries. A gated chain link fence bounds the driveway between the residence and garage.

The garage is located to the northwest of the residence and near the northwest corner of the property.
This 540 sq. foot structure is wood framed, exhibits a north/south trending gable roof with composition
shingles, and a rectangular plan. The two-car portion of the garage is located in the northern portion of
the structure (400 + sq. ft.) and the remaining 140 + sq. ft. is located on the southern portion of the building
and associated with the laundry facilities and storage areas.
This garage replaced the original garage and is a stucco surfaced structure (south, west, and north) with
the east elevation exhibiting the cedar shingle consistent with the residence. These shingles may have
been salvaged when the aluminum siding was added. The south elevation of the garage exhibit a large,
aluminum framed slider window. The west elevation is flat (no windows), as is the north elevation. The
eaves overhang approximately one foot around the structure. The concrete pad under the two-car portion
is likely original to the property. However, the southern expanse is on a slightly raised foundation with the
floor approximately eight inches above the garage floor. The laundry room is accessed t hrough a solid
door on the east elevation (small concrete stoop) and through another door within the garage, also showing
the raised floor.
The original door to the garage has been replaced by an aluminum roll-up door. The driveway is asphalt,
which abruptly ends before the door to the laundry room. Built in 1977, this garage is considered to be a
modern addition to the property (only 42 years of age).
Overall, there are two structures on this property, the residence and garage. The garage is a modern
addition to the property and not historically significant. The residence is a 1948 -1953 structure designed
in a Cape Cod cottage design with some minor Colonial Revival architectural elements. There have been
additions to the residence (408 sq. ft.), as well as other alterations (e.g. siding), but the windows are orig-
inal, as are some doors. The east elevation reflects the original design of the residences, while the re-
maining elevations reflect the changes, additions, and alterations.
ASSESSMENT
In April of 2019, the City of Arcadia amended their local Code to address Historic Resources
(Arcadia Zoning Code, Section 9103.17). Summarizing the associated documentation, for con-
sideration for listing as a Historic Landmark (resource) in the City of A rcadia, a property improve-
ments must be 45 years of age or older. In this case, the residence at 2301 S. Fifth Avenue would
tentatively qualify. In addition to age, the improvements must also maintain their architectural
integrity, as defined by the seven criteria listed in the State and Federal guidelines – also adopted
by the City.

Association. Once “Integrity” is addressed, a resource (building, structure, object, or site) can be
considered for eligible for recognition if it meets one or more of the following Criteria:
1. It is associated with events that have made a significant contribution to the broad
patterns of Arcadia’s or California’s history;
2. It is associated with the lives of persons important to local or California history;
3. It embodies the distinctive characteristics of a type, period, region, or method of
construction, or represents the work of a master, or possesses high artistic values;
4. It has yielded, or has the potential to yield, information important to the prehistory
or history of the city or state.
Integrity
In assessing “integrity,” McKenna et al. is only addressing the residence at 2301 S. Fifth Avenue,
as the garage is considered a modern addition to the property.
Location: The residence at 2301 S. Fifth Avenue remains in its original location,
although the additions to the residence have altered the west elevation
of the building (not visible from the street). Otherwise, the property re-
flects the original building location and the intent minimal of this ele-
ment has been met.
Design: The original design of the residence has not been significantly altered.
The small addition is not visible from the street and the Cape Cod archi-
tectural design has been maintained. The footprint of the residence has
been altered slightly, and siding has been replaced, but these alterations
have not negated the identification of the residence’s architectural de-
sign. McKenna et al. has determined the minimal intent of this ele-
ment has been met.

Setting: S. Fifth Avenue, between Longden Avenue and Rodell Place, was es-
tablished in 1946, after WWII, and improvements all post-date 1946. A
total of 22 lots were originally defined, but subsequent to dividing two
large lots, a total of 24 parcels were identified. Of these, eight have been
redeveloped (1/3) and a ninth is in the process of redevelopment. Im-
pacts to the small street (12 parcels on either side) have adversely im-
pacted the original street front with the introduction of large, two story
residences that dwarf the original residential designs. Given the insta-
bility of the area, McKenna et al. has concluded the intent of this ele-
ment has NOT been met.
Materials: As noted above, there have been significant changes to this residence,
including re-roofing, re-siding, additions, addition of a large sliding glass
door, and changes in the roof design. While the east elevation retains
the original siding, windows, door, and design element, the totality of the
original materials has been compromised. As such, McKenna et al. has
concluded the intent of this element has NOT been met.
Workmanship: No evidence was found to suggest the workmanship applied to this prop-
erty was other than standard. There is no known architect; the owner
contracted with a company associated with a considerable amount of
modest construction throughout Arcadia. The contractor is not consid-
ered a craftsman/contractor of note; no unique or exotic materials were
used; and there are no outstanding design elements. Overall, the in-
tent of this element has NOT been met.
Feeling: “Feeling” is subjective. Nonetheless, when entering a neighborhood, the
feeling that you are in an area representative of the period of significance
(e.g. 1950s population growth and building boom) should stand out. In
this case, that “feeling” appear to have been impacted by redevelopment
of 1/3 of the properties on this small street, interrupting the flow of the
1940s-1950s residences and introducing a noticeably different style of
architecture. Overall, the area fails to reflect the original neighborhood
and, therefore, lacks the “feeling” of the development. The intent of
this element NOT has been met.

Association: McKenna et al. could not associated the improvements at 2301 S. Fifth
Avenue with any significant historical event. It has not been with any
noted historical figure. Further, it cannot be associated with any signifi-
cant architect, craftsman, or contractor. As such, the intent of this el-
ement has NOT been met.
Overall, the review of “Integrity” found the property at 2301 S. Fifth Avenue met only two of the
seven elements of “integrity” (Location and Design). Therefore, this particular property DOES
NOT maintain it integrity necessary to be considered eligible for listing as a significant cultural
resource (state or federal) or City “Landmark.”
FINAL ASSESSMENT
McKenna et al. completed the assessment of the pro perty with respect to the standard CEQA
criteria, complementing the City criteria, despite the lack of “integrity.” The follow conclusions
were reached:
1. It is associated with events that have made a significant contribution to the broad
patterns of Arcadia’s or California’s history;
No evidence was found that associated this property with any significant
events in Arcadia or California history. Therefore, this criterion does not
apply.
2. It is associated with the lives of persons important to local or California history;
No evidence was found to indicate this property is or was associated with
any person important in history. This criterion does not apply.
3. It embodies the distinctive characteristics of a type, period, region, or method of
construction, or represents the work of a master, or possesses high artistic values;

The residence 2301 S. First Avenue is a Cape Cod style of architecture with some
minor Colonial Revival design elements. In this case, the residence is considered
a cottage (two bedrooms/two baths), but with alterations and additions. Approxi-
mately ¼ of the original exterior remains, resulting in adverse impacts to the de-
sign. There are no associations with noted architects, craftsmen, or contractors;
no use of exotic or unique materials; and there are no outstanding design ele-
ments. Overall, the intent of this criterion has not been met and, therefore,
the criterion does not apply.
4. It has yielded, or has the potential to yield, information important to the prehistory
or history of the city or state.
No evidence has been found to suggest this property has a potential to yield sig-
nificant scientific information to Arcadia, the state, or the federal governments.
The property is highly disturbed and, despite this disturbance, no evidence of bur-
ied resources was identified. The property is considered clear of such resources
and, therefore, the criterion does not apply.
SUMMARY
McKenna et al. has concluded the improvements at 2301 S. Fifth Avenue lack architectural in-
tegrity and fail to meet any of the four major criteria for consideration as a historical resource
eligible for listing on any of the local, state, or federal registers. McKenna et al. considers the
property clear of any significant cultural resources and recommends the City NOT list this
property as a local Landmark. Any future alterations or redevelopment of this property
will not result in an adverse environmental impact.
