The property at 901 Volante Drive, Arcadia, is outside the boundaries of the historic core area of
Arcadia and represents the Post-WWII residential developments designed to support the increased
population growth of middle-class families. The establishment of Tract No. 12411 in 1940 resulted in
some developments, but WWII interrupted the improvement period and the majority of residences in
this area post-date the War. In this case, 901 Volante Drive was one of the last lots in the area to be
developed (1955) and is representative of the 1950s architecture described as Minimal Traditional
with Tract/Ranch style design elements and is surrounded with slightly earlier examples of similar
architectural designs, some dating to the late 1940s. The surrounding neighborhood primarily reflects
1950s developments; mixed with some recent redevelopments.

The property currently identified as 901 Volante Drive, Arcadia, California, is described by the Los
Angeles County Assessor as Parcel 5776 -022-011, consisting of a 1955 single family residence
of 2,116 square feet of living space (3 bed/2 bath). The residence (and attached garage) is on a
lot measuring 60-feet on the northeast side; 80 feet on the southwest side; 171 feet on the north-
west side, and 161 feet on the southeast side. The rhomboid -shaped property is oriented on a
SSW to NNE angle off Volante Drive and, for ease of reference, McKenna et al. has identified the
frontage on Volante Drive as the south elevation.
This property is located within Township 1 North, Range 11 West, and the NW ¼ of the SW ¼ of
Section 29. As such, the property is well within the boundaries of the historic Rancho Santa Anita,
confirmed in 1858 to Henry Dalton. After a number of property sales, the Rancho eventually
became a part of the Elias J. “Lucky” Baldwin estates and, in 1910 was identified as being within
Lot 6 of Tract No. 949, an area jointly owned by E.J. Baldwin, H.A. Unruh, John A. Grennan, and
R.C. O’Connor. The area of Lot 6 remained largely unimproved.
The portion of Lot 6 now associated with 901 Volante Drive was not defined until 1940, when
Tract No. 12411 was filed by its owners: Charles Baker, Roger Goodman, R.C. Morrison Scott,
and F. Wesley Davies. Davies (a partner in the Rancho Santa Anita, Inc.) was also an interest
holder in the adjacent Tract No. 12542 (ca. 1944). While some lots were developed early, others
were not improved until after WWII, as listed below, and some have been redeveloped.

As presented, the eighteen properties listed above include six redeveloped lots (completed or
under construction; 33%); four properties improved during WWII (1941 -1944; 22%); and eight
properties developed between 1946 and 1955 (44%). The single 1955 improvement (901 Volante
Drive) represents the last development on the block.

Permit files confirmed the property improvements were initiated at 901 Volante Drive in 1955 by
H.H. Hinkles. Hinkles is credited with the construction of the residence and attached garage (by
C.W. Gingrich); the pool (by Dakan Engineers); and the sewer connection (by F.J. Bauer).
Although Hinkles was responsible for the improvements at 901 Volante Drive, he never lived on
the property, indicating the improvements were an investment s. Between 1955 and 1973, the
property was owned and occupied by Robert M. and Clara Macardican (and family). Robert Mac-
ardican (1914-1973) was of Armenian descent, born in Los Angeles, and worked as a chauffer
and/or truck driver. Clara Macardican (1919-2004) was also of Armenian descent and born in Los
Angeles. They were married by 1940, when Robert registered for the WWII draft. After the War,
the Macardicans lived in Montebello, before purchasi ng the residence in Arcadia. Their sons,
Michael and John, attended school in Arcadia and their grandchildren were born in Arcadia. Some
family still remain in the area. Both Robert and Mike (father and son) eventually worked in waste
management.
After the death of Robert Macardican (d. 1973, at 59), Clara remained on the property for a short
time. However, by 1975, the listed owner was B. Lewis (Bill) and in 1978, W. Lewis (William ;
same person). In 1975, Lewis enlarged the kitchen and upgraded the plumbing and electrical
systems. In 1987, Lewis had the roof redone with “Class B Shake” shingles, replacing the original
wood shake shingles. William Lewis was still on the property until at least 1993, when he had the
A/C unit installed. William Edgar Lew is died in Arcadia in 2010, after selling the property.
By 2008, the property at 901 Volante Drive was owned by Mel Liu, who installed a new water
heater. Today, the owner is Kevin Su. No significant improvements have been credited to either
Liu or Su. The property is currently vacant, the yards are overgrown, but the interior of the resi-
dence is clean and the pool is maintained.
The residence and attached garage at 901 Volante Drive are quite typical for mid-1950s construc-
tion and design. In general, this property was developed in a Minimal Traditional style with some
minor California Ranch design elements. The residence is a one story structure with a hipped -
gable roof design covered with relatively modern shingles (1987). The structure is a wood framed
building with stucco and wood siding, constructed on a low, concrete foundation and slab. The
south elevation, facing Volante Drive, exhibits the main entrance (double -wide door system) with
a solid door. This entry is recessed and slightly north of center on the structure. The door appear
to be original. The windows are a combination of fixed panes and casement windows.

The wall to the west of the entry is a solid, stucco wall with a flagstone planter at the foot of the
wall. To the east, there is another flagstone planter and a set of corner windows with steel-framed
fixed and casement windows – quite indicative of the 1945-1955 construction period. Also to the
east, but on the short wall adjacent to the garage, is a smaller casement window likely associated
with a bathroom. The eaves are wide and closed, covered in stucco.
The wood siding (vertical boards) continue from the garage through the recessed entry. This
siding is NOT a board and batten design, but flat boards. To the west of the entry, the south wall
is stucco sided with some decorative wood boards – almost suggesting a Tutor design, but more
likely designed to simply break-up the flat stucco expanse and complement the window framing.
This ell to the west of the main entry exhibits a large, fixed pane window flanked by slider windows
and interior shutters. The flagstone skirt continues along this elevation, ending on the southwest
corner of the residence.
The west elevation of the residence is a flat, elongated expanse with overgrown vegetation ob-
scuring some of the windows. The windows consist of wood framed aluminum slider windows
resting high on the walls. The windows on the norther extent of this elevation area steel framed
casement windows, suggesting those to the south were replaced by the aluminum framed win-
dows (no permits).
Wrapping to the north elevation, the residence appears to present a flat wall expanse, but exam-
ination confirmed this elevation is a series of four small enclos ed rooms, two of which appear to
have been enclosed porch. The western portion of the north elevation is a small enclosed porch
consisting of a fixed window on the west elevation, two panels of aluminum siding capped by
windows on the north elevation, and a large sliding glass door system also on the north elevation.
Inside this enclosure, the original exterior wall or the residence is evident – indicating this was a
small patio off the bedroom on this corner of the residence. French doors provide access into the
residence, while the eastern wall of this room is a solid expanse indicative of the original residen-
tial siding.
To the east of the sliding glass door is a stucco expanse with a large, fixed pane flanked by two
tall, steel framed, casement windows. These windows are partially obscured by overgrown veg-
etation. A modern sliding glass door system has been added to the east-facing wall of this room,
providing access to the enclosed porch to the east. Here, the enclosed porch is associated with
aluminum framing, screen door, and another, north-facing sliding glass door system (modern).

The walls within this enclosure have been resurfaced, obliterating the original stucco siding. The
concrete pad has also been resurfaced. The ell to the east of this enclosed porch is an original
feature of the residence, exhibiting stucco siding and a steel -framed sliding glass door system.
This door appears to be original to the residence, noticeable different from those placed within
the enclosed porch.
Wrapping to the east elevation, and not including the garage area, the elevation is essentially flat
and extends to the garage. The entire elevation is stucco sided and the eave is consistent with
the remainder of the structure – wide, closed, and stucco surfaced. The small protrusion in the
center of the elevation, where the wall extends approximately one foot to the east and is a ssoci-
ated with the addition of a modern pop-out kitchen window.
North of the pop-out window is a large, aluminum framed slider window. South of the pop-out
window, there is a double paned, steel-framed window with one fixed pane and one casement
pane. A secondary entry is south of this window, consisting of a solid door with a sunburst window
above, associated with a short, single-stepped stoop. The A/C unit is adjacent to this doorway.
The water heater closet is adjacent to the A/C/ unit and this elevation also exhibits the various
utility connections and a covered crawl space north of the doorway – apparently providing access
to the infrastructure associated with the kitchen area.
The garage at 901 Volante Drive is a standard two-car garage attached to the southeast corner
of the residential structure. This garage is oriented with the bay door on the west elevation, facing
the northern extent of the “U” shaped driveway. The structure is wood framed and wood and
stucco siding; resting on a poured concrete pad. The bay door is framed by vertical wood siding
(tongue in groove vertical planking), as is the south elevation. There are no windows on either
the west of south elevations. The east elevation is stucco sided and exhibits a large, two-paned,
fixed window with aluminum framing. The north elevation is short and consists of a wall approxi-
mately five feet wide, where the wall adjoins the residence. Here, there is an exterior, hollow-core
door (with a doggie-door) accessing the northeastern corner of the garage. The hipped-gable
roof is covered with the 1987 shake shingles. The bay door is a modern replacement door, con-
sisting of an aluminum roll-up door. The original door was likely wooden and on springs. Overall,
there are no outstanding design elements to this garage.
Overall, the residential construction and garage construction are relatively standard for the period
of construction and the residence exhibits alterations that were both permitted and unpermitted.

The in-ground pool was installed in 1955 and is original to the improvement period for the property.
It is a simple, rectangular pool that has been well maintained. The remainder of the rear yard,
however, is overgrown and unkempt. The wooden pool deck is encased in overgrowth a nd ex-
hibiting deterioration. There is a small fence around the pool, but likely not to code.
The front yard is also overgrown, but still exhibiting the landscaping design (undulating yard with
grass), including trees, bushes, and succulents in and out of planters. There are no decorative
flowers. The landscaping design appears to emphasize greenery and not colors.
EVALUATION
The City of Arcadia Zoning Code, Section 9103.17, enacted in April, 2019, addresses Historic
Preservation. Summarizing the associated document, consideration as a Historic Landmark (re-
source) in the City of Arcadia, the property improvements must be 45 years of age or older. In
addition to the basic Ordinance, the improvements must also maintain their integrity, as defined
by the seven criteria listed in the State and Federal guidelines (Location, Design, Setting, Materi-
als, Workmanship, Feeling, and Association). Once “Integrity” is addressed, a resource (building,
structure, object, or site) can be considered for eligible for recognition if it meets one or more of
the following Criteria:
1. It is associated with events that have made a significant contribution to the broad
patterns of Arcadia’s or California’s history;
2. It is associated with the lives of persons important to local or California history;
3. It embodies the distinctive characteristics of a type, period, region, or method of
construction, or represents the work of a master, or possesses high artistic values;
4. It has yielded, or has the potential to yield, information important to the prehistory
or history of the city or state.
Integrity
Location: The improvements at 901 Volante Drive remain in the same location,
including the residence, garage, and swimming pool. All three entities
date to 1955, rendering them 64 years old and meeting the minimum
age requirement. There is modern landscaping. Otherwise, the prop-
erty reflects the original building location(s) and the intent of this element
of integrity has been met.

Design: The original design of the residence has been altered, but primarily with
respect to the rear of the structure and not the street -facing elevation.
The garage has had the bay door replaced and the roofing replaced,
built generally reflects the original design. The footprint of the residence
has been slightly altered with a small addition to the kitchen and the
enclosing of the rear patios. The roofing materials of the residence have
also been replaced, as have some windows. Sliding doors were added.
The residence and garage are a simple example of Minimal Tradition al
architecture with some minor Ranch Style elements (e.g. recessed entry
and centralized chimney. The lot dimensions prohibited the general
elongated layout consistent with Ranch style residences). Overall, it is
not a unique design or a significant design. Alterations have resulted in
some adverse impacts. The intent of this integrity element has NOT
been net.
Setting: Volante Drive was originally identified (on paper) in 1940, but was not
illustrated on the 1941 USGS quadrangle. Improvements on this street
alignment began as early as 1941, with three properties being improve d.
Most of the improvements post-dated WWII and redevelopment is on-
going. In this case, one-third of the eighteen properties around 901 Vo-
lante Drive have been replaced with modern redevelopments. These
redevelopments have impacted the area by breaking up the continuity
of the 1941-1955 construction period. The “neighborhood” has been
adversely impacted by the redevelopments, resulting in a loss of “set-
ting” that would be indicative of the post-WWII developments. As such,
minimum intent of this integrity element has NOT been met.
Materials: As noted above, there have been changes to the materials used in the
original improvement to this property, including the replacement of the
roofing materials, replacement of windows and doors; installation of ad-
ditional doors, and maintenance of the original stucco siding (likely re-
stuccoed). Some of the north-facing walls have been resurfaced in a
manner inconsistent with the original construction. With respect to the
garage, the bay door has been replaced, as has the roofing materials.
Overall, the extent of exterior alterations/maintenance has compromised

the integrity of the original materials and/or surfaces. As such, McKenna
et al. has concluded the intent of this element has NOT been met.
Workmanship: No evidence was found to suggest the workmanship applied to this prop-
erty was other than standard. There is no known architect; no noted
craftsman or contractor; no unique or exotic materials used; and no out-
standing design elements. The intent of this integrity element has NOT
been met.
Feeling: “Feeling” is subjective. Nonetheless, when entering a neighborhood, the
feeling that you are in an area representative of the period of significance
(e.g. Post-WWII population growth and population boom of the 1940s
and 1950s) should stand out. In this case, that “feeling” appears to be
compromised by the redevelopment of one out of every three properties.
Overall, the 1940s-1950s period of development has been impacted by
the introduction of large, modern, two story residential developments in-
termixed with the various early residential designs. The area was not
designed with “tract homes” (repeated designs), but the introduction of
the modern residences noticeably changes the area. McKenna et al.

Association: McKenna et al. research could not associate the improvements at 901
Volante Drive with any significant historical event. It has been associ-
ated with two long-term families: Macardican and Lewis families. Nei-
ther family meets the intent of the “association” element. Nor does the
original developer, Henry Hinkles. Therefore, the intent of this element
of integrity has NOT been met.
Overall, the review of “Integrity” found the property at 901 Volante Drive has met only one of the
seven elements of “Integrity” – Location. Failing to meet a majority of the elements, McKenna et
al. has concluded the property fails to meet the standard for retaining “Integrity” and, therefore,
does not qualify for consideration as a national or state historically significant resource.

FINAL ASSESSMENT
Despite the lack of integrity for the property, McKenna et al. completed the assessment of the
property with respect to the standard CEQA criteria , as well as the criteria of the City of Arcadia.
The follow conclusions were found:
1. It is associated with events that have made a significant contribution to the broad
patterns of Arcadia’s or California’s history;
No evidence was found that associated this property with any significant events
in Arcadia or California history. Therefore, the property is not eligible for recog-
nition under this criterion.
2. It is associated with the lives of persons important to local or California history;
No evidence was found to suggest to connect this property to any significant per-
sons in Arcadia or California history. Therefore, the property is not eligible for
recognition under this criterion.
3. It embodies the distinctive characteristics of a type, period, region, or method of
construction, or represents the work of a master, or possesses high artistic values;
The residence, garage, and pool at 901 Volante Drive have been impacted
through both alteration and maintenance. In the case of the residence, the sur-
face has been maintained, the roof has been replaced, doors and windows have
been replaced and/or added. Patios have been enclosed. The garage has been
reroofed and the bay door replaced. None of the improvements have not been
associated with any known architect, craftsman, or contractor. Further, no exotic
or unique materials were used and there are no outstanding design elements.
Taking all changes and conditions into consideration, McKenna et al. has con-
cluded the property is not eligible for recognition under this criterion.
4. It has yielded, or has the potential to yield, information important to the prehistory
or history of the city or state.
