Ms. Flores: McKenna et al. recently completed an architectural assessment of the property at 811 Monte Verde Drive, a SFR property with a Minimal Traditional residence (ca. 1949) with Ranch Style influences. This property is not listed in the City’s listing of historically sen- sitive properties. This property was evaluated against National Register of Historic Places (National Register) and California Register of Historical Resources (California Register) eligibility criteria, as well as the recently adopted local guidelines and policies (Ordinance 2359 and Arcadia Municipal Code, Article IX, Chapter 1). My evaluation resulted in a determination that this property is not eligible for listing as an “individually eligible resource” or City “Landmark.” I am recommending the City con- sider this property ineligible for recognition as a historical resource. The property at 811 Monte Verde Avenue, Arcadia, is outside the boundaries of the historic core area of Arcadia and represents the Post-WWII residential developments designed to support the increased population growth of middle-class families. The establishment of Tract No. 12542 in 1944 is representative of the anticipated post-Depression/post-WWI era improvements and the initiation of WWII-delayed construction activities, resulting in the late 1940s construction throughout the area. The property were eventually developed with a series of eclectic California Minimal Traditional and early Ranch styled residences on various sized properties and personal designs. McKenna *Date June 14, 2019 Continuation X Update The property currently identified as 811 Monte Verde Drive, Arcadia, California, is described by the Los Angeles County Assessor as Parcel 5776-014-014, consisting of a 1949 single family residence of 1,958 square feet (2 bed/2 bath). This is a relatively large amount of space for a residence with only two bedrooms. This property is located within Township 1 North, Range 11 West, and the NW ¼ of the SW ¼ of Section 29. As such, the property is well within the boundaries of the historic Rancho Santa Anita, confirmed in 1858 to Henry Dalton. After a number of property sales, the Rancho eventually became a part of the Elias J. “Lucky” Baldwin estates and, in 1910 was identified as being within Lot 6 of Tract No. 949, an area jointly owned by E.J. Baldwin, H.A. Unruh, John A. Grennan, and R.C. O’Connor. The area of Lot 6 remained largely unimproved. The portion of Lot 6 now associated with 811 Monte Verde Drive was not defined until 1944, when Tract No. 12542 was recognized. The Tract No. 12542 owners were listed as the Title Insurance and Trust Company (Ben. W. Utter and H.L. Sheldon) and Rancho Santa Anita, Inc. (Harry Chan- dler and F. Wesley Davies). This map included both the north and south sides of Monte Verde Drive, between Golden West Avenue (east) and Monte Vista Road (west), as well as some pe- ripheral properties. No improvements within the Tract pre -date 1944 and those immediately sur- rounding 811 Monte Verde Drive all post-date 1947, suggesting improvements were delayed until the close of WWII. The south side reflected date s slightly later, primarily 1950-51. McKenna *Date June 14, 2019 Continuation X Update pacting the continuity of the lower profiled residences. With only two exceptions, the Assessor presents multiple dates of improvements, suggesting relatively early alterations to these proper- ties. The current project area, 811 Monte Verde Drive, has a single date of construction, suggest- ing no significant alterations. Permit files confirmed the property improvements were initiated in 1946 by R&W Construction Company. The owner was John Balthes and he was apparently improving the property as an investment – there is no evidence he ever lived on the property. Improvements were completed in 1948-40 and the owner in 1949 was C. Church. Shortly after purchasing the property, Church added the rear covered patio area (ca. 1949), consistent with the Assessor records and suggest- ing Church moved onto the property in 1949. Church remained until ca. 1958, when the owner was identified as Walter Theiss. The Theiss family remained on the property until at least 1991 (possibly as late as 1995) and are credited with the pool installation in 1958, a furnace in 1965, A water heater in 1969, and re-roofing in 1991. There is no evidence the Theiss family altered the footprint of the residence or garage. Walter H. Theiss (1908-1990) was a business manager (General Controller) for Capitol Records in Hollywood. Active during the 1950s to 1970s (+/-), he oversaw the Los Angeles business rec- ords and management during the busiest times of Capitol Records and was assigned to his posi- tion by Glenn E. Wallachs (e.g. Wallachs Music City). He assumed this position in ca. 1954 and later, by ca. 1958, had relocated from Los Angeles to the Arcadia area. He married shortly before purchasing the property. Walter Theiss died in 1990 and, in 1991, his wife (Janet; 1917 -2002) re- roofed the residence and garage in anticipation of the sale of the property. Sometime between 1992 and 1995, she sold the property to Hank H. Jong. Hank H. Jong, the listed owner in 1995, is credited with converting the family room into a third bedroom; added a bathroom; altered (extending) the roof line; extended the garage; installed the A/C unit; upgraded the electrical system; re-roofed the residence; and he applied for a demolition permit to remove the existing pool. In 2014, Jong remodeled the bathrooms. There is no docu- mentation confirming he actually demolished the pool, as there is no permit indicating he installed the existing pool. Aerial photographs support the premise that the existing pool is the original pool (same configuration), but also show that Jong was responsible for pouring the larger drive- way and rear parking area, as the concrete expanse in the northeastern corner of the property only appears after the acquisition of the property by Jong. McKenna *Date June 14, 2019 Continuation X Update The 1946-49 residence at 811 Monte Verde Drive, Arcadia, is a fairly simple, Minimal Traditional, single story residence with some minor Ranch Style influences. The structure is slightly irregular in shape, but mainly rectangular with small ells to the east and west (southern extent of the struc- ture). It is a wood framed structure on a slightly raised foundation and exhibits a gable roof design oriented north/south and covered with a modern roof (ca. 1995). The structure is stucco sided and exhibits a red brick skirt on the east and part of the north elevations. The east elevation, facing Monte Verde Drive, exhibits a series of fixed and wood-framed case- ment windows (single paned). Aluminum awning cover some of the windows, while others are protected under the roofline of the covered porch. The porch is almost centrally located and consists of a tiled concrete expanse with the roof supports by decorative, flower-patterned, iron supports. These are not original to the residence, but likely added after 1995. The main entrance is located in a recessed alcove beneath the porch roof. The door exhibits a panel of diamond panes with a stained glass flower center over a solid base. This is a replace- ment door – also dating to post-1995. A modern hanging lamp aluminates the porch. The north elevation of the residence is flat and exhibits the peak of the roof a nd a narrow eave (almost flush with the wall). A large, double -paned, fixed window is located near the east side of the elevation, flanked by decorative shutters. The red brick skirt extends to the end of these windows and there is a complementary plante r below, along the driveway. The large, single paned window frame to the west is located on the open, rear patio, and provides a sound buffer and weather protection barrier for the covered rear patio. A small attic vent is locate near the peak of the roof and there is decorative landscaping along the base of the wall. The crawl space is located on the north elevation, between the larger bushes. The west elevation of the residence is also flat with a narrow eave and stucco siding. Here, however, the expanse is deeper and not directly associated with the covered patio, but the living space covers the entire elevation. Floor vents are evident and the window consist of original double hung sash designs and wood framed sliders. One of the slider windows ha s been replace by a window mounted A/C unit. There are no decorative elements on this elevation, and little landscaping (mature trees on either end – oak and juniper). The north elevation is very busy and exhibits varying walls, the large, covered pati o area, and multiple doors. McKenna *Date June 14, 2019 Continuation X Update extent) and is associated with two large, single panes bay windows flanked by tall, single panes accent windows (all wood framed and appearing to be original to the residence). There is a sec- ondary entrance (door) between these two large windows, facing east and emphasizing the shift in wall locations. This door is designed to exhibit four panes (top to bottom), continuing the open design of the elevation. Further west, a set of double hung sash windows frank a service porch door (solid base with a single window above). A matching four-paned door is located caddy-corner, again emphasizing the extension of walls to the north. The western portion of the north elevation extends further north and exhibits a large fixed window with fifteen panes (5:3). This window is covered by dense vegetation, but otherwise would have provided a clear view to the pool and g arage. While the north elevation is busy, it fails to exhibit any unique or distinctive design elements. The porch is tiled with red tiles and is quite large, but also exhibits modern installations. It is likely the current rear patio area can be attrib uted to Jong and the 1990s, improving on the original porch attributed to the Theiss family. The garage is a fairly standard two car garage with an east facing bay door. This garage is original to the property, but it was enlarged in 1995, resulting in a very narrow setback along the western property boundary. This structure is wood frames, rests on a concrete pad, and exhibits an east/west trending gable roof (with modern shingles). Unlike the residence, this structure also exhibits stucco siding, but includes wood shingle siding beneath the peak of the south elevation, This design element was likely placed to provide relief on the visually accessible side of the struc- ture (late addition). Otherwise, this structure exhibits a flat, stucco finish with n arrow eaves (al- most flush with the walls). The north and west elevation have no windows or doors. The south elevation, facing the rear yard, has a solid panel door and a four -paned (2:2) fixed window that appear to be original to the structure. Overall, the garage is quite standard and nondescript. The garage bay door, facing east, is an aluminum door with a spring action. While the spring action is part of the original design, the aluminum door likely replaced a wooden door. The new driveway is concrete and extends from the garage to the curb with intermittent bands of inlaid red brick. The City of Arcadia Zoning Code, Section 9103.17 addresses Historic Preservation. McKenna *Date June 14, 2019 Continuation X Update the property improvements must be 45 years of age or older. In addition to the basic Ordinance, the improvements must also maintain their integrity, as defined by the seven criteria listed in the State and Federal guidelines (Location, Design, Setting, Materials, Workmanship, Feeling, and Association). Once “Integrity” is addressed, a resource (building, structure, object, or site) can be considered for eligible for recognition if it meets one or more of the following Criteria: 1. It is associated with events that have made a significant contribution to the broad patterns of Arcadia’s or California’s history; 2. It is associated with the lives of persons important to local or California history; 3. It embodies the distinctive characteristics of a type, period, region, or method of construction, or represents the work of a master, or possesses high artistic values; 4. It has yielded, or has the potential to yield, information important to the prehistory or history of the city or state. INTEGRITY Location: The improvements at 811 Monte Verde Drive remain in the same loca- tion, including the residence and garage. A pool was added subsequent to the initial construction, but still more than 45 years ago. There is modern landscaping and the driveway has been repaved. Otherwise, the property reflects the original building locations. The intent of this criterion has been met. Design: The original design of the residence has been altered, but primarily with respect to the interior. The footprint of the residence has not been al- tered. The garage has been enlarged, but not significantly altered. The design of the residence and garage are a simple example of Minimal Traditions architecture with some minor Ranch Style elements (e.g. cov- ered front porch, elongated layout, gable roof, etc.). Overall, it is not a unique design or a significant design. Alterations in 1995 have resulted in some impacts. The intent of this criterion has not been net. Setting: Monte Verde Drive was identified in 1944, but building in this particular area did not begin until after WWII. McKenna *Date June 14, 2019 Continuation X Update Monte Verde Drive exhibits streets slightly wider than other streets in Arcadia and the residences are on lots that are larger than the standard lot. The residences are set, suggesting the properties are even larger. The settings are indicative of a neighborhood that is likely upper-middle class, but not “wealthy” in the general context (e.g. north of Foothill Blvd.). There are two redeveloped properties in the immediate area, but otherwise, the setting is fairly intact. The minimum intent of this criteria has been met. Materials: As noted above, there have been significant changes to this property , including maintenance of the siding, some brick work, the replacement of the roofing materials (at least twice), an extension of the garage, new driveway, and interior remodeling. Overall, the extent of exterior altera- tions/maintenance has compromised the present of the original materi- als and/or surfaces and, as such, McKenna et al. has concluded the intent of this criterion has not been met. Workmanship: No evidence was found to suggest the workmanship applied to this prop- erty was other than standard. There is no known architect; no noted craftsman or contractor; no unique or exotic materials used; and no out- standing design elements. The intent of this criterion has not been met. Feeling: “Feeling” is subjective. Nonetheless, when entering a neighborhood, the feeling that you are in an area representative of the period of significance (e.g. Post-WWI population growth and population boom of the later 1940s and 1950s) should stand out. In this case, that “feeling” appear to remain, has few properties in the area have been redeveloped and the remaining original structures appear intact. Overall, the area does reflect the typical post-WWI/1950s improvements indicative of middle to upper-middle class residential neighborhoods and, therefore, McKenna et al. has concluded the area maintains a “feeling” of the 1950s, while acknowledging the redevelopments have had an impact. Association: McKenna et al. could not associated the improvements at 811 Monte Verde Drive with any significant historical event. Wal- ter Theiss was the General Controller for Capitol Records, Hollywood, during the very important years between the 1950s and 1970s. His role as General Controller was administrative and not creative (e.g. he was not directly involved with the development of the “talent.” D espite his career success, this type of career fails to meet the intent of “associa- tion.” Overall, the review of “Integrity” found the property at 811 Monte Verde Drive met only three of the seven elements of “Integrity” - Location, Setting, and Feeling. Failing to meet a majority of the elements, McKenna et al. has concluded the property fails to meet the standard for retaining “Integrity.” FINAL ASSESSMENT Despite the lack of integrity for the property, McKenna et al. completed the assessment of the property with respect to the standard CEQA criteria. The follow conclusions were found: 1. It is associated with events that have made a significant contribution to the broad patterns of Arcadia’s or California’s history; No evidence was found that associated this property with any significant events in Arcadia or California history. Therefore, this criterion does not apply. 2. It is associated with the lives of persons important to local or California history; No evidence was found to suggest to connect this property to any significant per- sons in Arcadia or California history. Walter Theiss had a level of success in his career with Capitol Records, but this success was not widely recognized outside the immediate company and industry, resulting in a lack of recognition by the gen- eral public. McKenna et al. has concluded the association with Walter Theiss is not consistent with the intent of the criterion. Therefore, this criterion does not apply. The garage has been enlarged, resurfaced, and the driveway has been re -poured. None of the improvements have not been associated with any known architect, craftsman, or contractor. Fur- ther, no exotic or unique materials were used and there are no outstanding design elements. Overall, the intent of this criterion has not been met. 4.
