This property is not listed in the City’s listing of individually eligible properties. McKenna et al. researched and evaluated this property in compliance with the National Register of Historic Places (National Register) criteria, the California Register of Historical Re- sources (California Register) CEQA criteria, as well as the recently adopted City guide- lines and policies (Ordinance 2359 and Arcadia Municipal Code, Article IX, Chapter 1). McKenna *Date: August 20, 2019 X Continuation Update The property 201 Magellan Road, Arcadia, Los Angeles County, California, is cross-referenced by the Los Angeles County Assessor as Assessor Parcel No. 5 777-014-011 and described as a single family residential property dating to 1948-1950. The legal description also identified the property as Lot 16 of Tract 13313 (a designation assigned in 1945). Historically, this property was within the Rancho Santa Anita, confirmed to Henry Dalton and platted in 1858. This rancho consisted of 13319.06 ac res and included the southwest quarter of the southwest quarter of Section 29, T1N, R11W ); also known as part of Lot No. 37 of the Rancho. The project area eventually became part of the Elias Baldwin estate and within the area known in ca. 1910 as Tract No. 949 (p/o Lot 6). Subsequently, T ract 13313 was owned by the Title and Insurance and Trust Company and the Rancho Santa Anita, Inc. (represented by Norman Chan- dler and Wesley Davis). The completion of the tract map facilitated the sale of individual lots and develo pment in the post-WWII era. In 1945, Tract No. 13313 consisted of 52 lots. Lot 16 was located on the southwestern corner of Hugo Reid Drive and Magellan Road, m easur- ing approximately 85 by 130 feet (equating to 11,050 +/- square feet). The improvements are currently listed as consisting of three bedrooms, two baths, and 1,889 square feet of living space. A brief review of surrounding properties confirmed the area north of Hugo Reid Drive are associ- ated with Tract No. 13312, while those to the south of Hugo Reid Drive are associated with Tract No. 13313. McKenna *Date: August 20, 2019 X Continuation Update As listed, twelve (12) of the 23 listings, including the property at 201 Magellan Road, were built between 1947 and 1949. Another eight (8) were constructed between 1950 and 1954. Two (2) residences are identified as modern (ca. 1998 and 2014), while a third is currently under construc- tion. As such, 20 of the 23 are considered original to the area, although some have been subjected to alterations. Overall, with the few scattered exceptions, the neighborhood still retains the “look” of a late 1940s-early 1950s area. However, it is unlikely the area would qualify as a historic district, as the individual residential properties would not necessarily qualify as historically significant re- sources, negating the potential for a collective significance. A review of permits on file with the City of Arcadia confirmed this property was not immediately sold or improved. It was confirmed to be a single family residential property with initial improve- ments dating to 1949. In 1949, the owner, J.F. McAbery, contracted with the Radich Company, a builder of many residences in Arcadia, to construct a residence and garage. This was an individual build, not tract home development, and reflected the basic design re quested by the owner. In 1950, the occupant of the property was listed as H.L. Norton, suggesting he rented the residence from McAbrey and, in 1951, McAbery is credited as the owner and added the rear patio. McAbrey did eventually sell to Norton, as Norton is listed as the owner in 1953, when the in -ground gunite swimming pool was added to the property and the garage was “repaired.” In 1959, the property was purchased by Robert and Grace Croan. The Croans remained on the property until at least 1986. Improvements credited to the Croans include, but are not limited to, the following: 1966 New electric meter; kitchen remodel; convert garage; add a shop; den/family room; roof over patio; re-roofing 1979 Electrical upgrade; add A/C unit 1986 New water heater By 1990, the property was owned by Ki Shik Ahn, who re -roofed the residence and garage again in 1996. Ahn pulled permits for a garage addition and conversion, but the permit expired without the work being done (1990). Ahn was born in Korea (ca. 1944) and died in Arcadia in 2008 , indicating he was on the property for approximately 18 years. It is unknown when the Ahn family left the property, but the current owner has been identified as Tony Jiang. The structural improvements at 201 Magellan Road consist of an “L” shaped residence with an attached garage on the north side of the residence. McKenna *Date: August 20, 2019 X Continuation Update a slightly raised foundation; stucco cladding with some horizontal wood siding beneath the roof peaks; a gable/cross-gable/hipped roof design with modern shingles; and a main entrance facing east (towards Magellan Road. The driveway is located on the north side of the property, veering east and entering the garage on the west elevation. The property is bounded on the north, west, and east by a cinderblock wall, likely erected following the construction of the in-ground pool. The property is relatively large and the residence is set to the west, resulting in a large, corner front yard. As such, the rear yard is relatively small and dominated by the rear covered patio, pool deck, and pool. The east elevation of the residence, where the “L” shape of the structure is evident, id dominated by the main entrance in the center of the structure. The southern segment of the east elevation consists of a stucco expanse with a four-paned, sliding glass windows with aluminum frames. To the north of these windows, the east elevation recessed slightly and there is a large, red brick chimney extending well above the roof eave. The east elevation wraps around to a north eleva- tion, where there is a series of wood framed windows (fixed windows framed by double-hung sash). The wall turns east again, exhibiting the main entrance and additional double hung sash windows. The main entrance, east facing, is associated with a small concrete stoop and a modern roof overhang (eave with exposed, simple rafters). The door is a solid wood style with a panel below and nine glass panes (3:3) above. This basic door exhibits no outstanding design elements and is covered with a very simple, aluminum screened door. To the north of the door, there are two double-hung sash windows – one larger than the other. The 1979 A/C unit is mounted below these windows, obscured from the street by vegetation. Slightly north of these windows, the ele- vation extends slightly to the east – this is where the garage is located. A double-hung sash window (6:6) is located on the east elevation of the garage, flanked by decorative shutters. An- other double-hung sash window is located on the north elevation of the garage, also flanked by shutters. These shutters are the only design elements on the residence. The entire garage is clad in stucco. A concrete driveway is located on the north side of the property, entering from Hugo Reid Drive and wrapping to the east, entering the garage from the west. This driveway is accentuated with inlaid red brick, but also exhibits settling, cracking, and attrition. The cinder block wall runs along the south side of the driveway, accessing the rear yard via two wooden gates. McKenna *Date: August 20, 2019 X Continuation Update The west elevation of the garage is dominated by a two -car bay door. This is a modern roll-up door, replacing what would have been a wooden door on hinges and springs. To the south of the garage, the residential structure continues with a stucco clad wall with a small, double hung sash window and a rear entrance consisting of a door similar to the front door – solid wooden below and nine panes above. This door is also covered by an aluminum screen door. A second double-hung sash window (4:4) is to the south of the second entrance. The west elevation turns north and exhibits another entrance with a similar door and aluminum screen. A small, wood-framed cavity is located east of the third door, high on the wall and indicative of a wall-mount air conditioning fixture. This wall continues as a flat expanse of stucco. Above the two doors and windows is a lattice frame supporting alum inum and plastic, corrugated panels, providing shade to the west facing elevation. The west elevation continues as an elongated expanse unde r the rear patio cover. This segment of the elevation is dominated by aluminum framed slider windows and a set of sliding glass doors (also aluminum framed). The patio is a simple concrete expanse and the cover consists of wood framing with east/west trending rafters resting on load bearing beams supported by simple poles. The actual roof is flat wooden boards. The south elevation is relatively close to the property line and somewhat overgrown. There is a series of aluminum framed slider windows and a wall mounted air conditioning unit. The eaves are fairly wide and consist of flat boards and an associated fascia board. Rain gutters are evident on the corner and along the west elevation. Overall, this residence is fairly standard and reflects the original construction and alterations. Some of the windows have been replaced by aluminum framed windows; the roof has been re- placed at least twice; and the garage was once converted to a den/family room, but was changed back into a functioning garage in ca. 1990. The pool is well maintained. The property is landscaped, more so in the front than in the rear yard. The front yard exhibits a long hedge along the curb, running along both Magellan Road and Hugo Reid Drive. There are tall, mature palm trees, decorative flowers, and a large expanse of grass with smaller trees. A concrete walk extends from the curb at Magellan Road, curving and leading to the front door. This walk is uneven and exhibits some significant cracking. McKenna *Date: August 20, 2019 X Continuation Update The rear yard is less-well maintained. The vegetation around the pool is overgrown and not main- tained. There is a small work area in the nort hwestern corner of the yard, now used for storage. Potted plants have been left unattended, and there is evidence of prior occupation, although the residence is not occupied at this time (personal items left behind). Since its original construction, the owners have been identified as J.F. McAbrey (1949-50), H.L Norton (1950-1965), Robert Croan (1966-1986+), and Ki Shik Ahn (1990+). Norton remained for approximately 15 years, while Croan remained 20 years. Ahn was on the property for at least 18 years. The property has been altered. The footprint of the improvements has not changed, but the roofing has been replaced, windows have been replaced, screen doors, added, the addition of the patio and patio roof, swimming pool, etc. Interior alterations included general maintenance, kitchen remodeling, the conversion of the garage and the change back to a garage, and the con- struction of the cinderblock walls. The structural improvements are relatively simple and exhibit no unique design elements, materials, or evidence of master craftsman/builder expertise. EVALUATION/ASSESSMENT In April, 2019, the City of Arcadia adopted Ordinance No. 2359: An Ordinance of the City Council of the City of Arcadia, California, Amending Various Sections of Article IX, Chapter 1 of the Arcadia Municipal Code (“The Development Code”), with an Exemption under the California Environmental Quality Act (CEQA), to implement a Historic Preservation Ordinance.” This Ordinance was the result of numerous meetings, studies, and public co mment. The City of Arcadia Zoning Code, Section 9103.17 addresses Historic Preservation. Summarizing the document, for consideration as a Historic Landmark (resource) in the City of Arcadia, property improvements must be 45 years of age or older. In addit ion to the Code, an evaluation or assess- ment of a property includes addressing the “integrity” of the resource, as defined by the seven criteria listed in the State and Federal guidelines (Location, Design, Setting, Materials, Workman- ship, Feeling, and Association). Subsequent to the “integrity” evaluation, a resource (building, structure, object, or site) is determined to be eligible for recognition if it meets one or more of the following Criteria: 1. It embodies the distinctive characteristics of a type, period, region, or method of construction, or represents the work of a master, or possesses high artistic values; 4. It has yielded, or has the potential to yield, information important to the prehistory or history of the city or state. In addition to the basic Ordinance, the improvements must also maintain their integrity, as defined by the seven criteria listed in the State and Federal guidelines (Location, Design, Setting, Materi- als, Workmanship, Feeling, and Association). Once “Integrity” is addressed, a resource (building, structure, object, or site) can be considered for eligible for recognition if it meets one or more of the following Criteria: Integrity Location: The improvements at 201 Magellan Road are in their original locations. The residence and garage date to 1949 and reflect their locations and footprints. The patio and patio roof were added in 1951 and the in-ground pool was installed in 1953. All of these improvements date to the historic period. Overall, the minimal intent of the “Location” element HAS BEEN MET. Design: The residence, garage, patio, and in-ground pool (including the deck and cin- derblock walls) appear to reflect their original designs, although significant changes to the residence and garage have been noted. Windows have been replaced, roofing replaced, doors added, A/C units mounted, the garage con- verted and converted back into a garage. With these changes, the minimal intent of the “Design” element HAS NOT BEEN MET. Setting: The “neighborhood” surrounding this property was designed in the late 1940s and early 1950s. Of the 23 properties in the immediate area, 20 are original to the area, although with some alterations. This suggests approximately 87% of the area retains its historic setting. The properties are, for the most part, well maintained and reflect the original construction. As such, the “Setting” has es- sentially been maintained and the minimal intent of the “Setting” element HAS BEEN MET. McKenna *Date: August 20, 2019 X Continuation Update Materials: The property at 201 Magellan Road exhibits the original cladding (stucco), but not the original roofing materials, many of the windows and doors, and is in over- all fair to good condition. Permits indicate alterations and general maintenance, but also show that some planned changes were never realized. These changes and/or replacement of the original materials has adversely impacted the property with respect to “Materials” and McKenna et al. has concluded the minimal intent of this element HAS NOT BEEN MET. Workmanship: No evidence was found to indicate the workmanship associated with the im- provements at 201 Magellan Road are anything but standard for their period and not the work of a master craftsman, known architect, or artisan. Standard mate- rials were used and there are no outstanding or unique design elements. As such, the minimal intent of the “Workmanship” element HAS NOT BEEN MET. Feeling: “Feeling” is subjective.
