Also address integrity.) This area of Arcadia was developed relatively late (post-Depression and mostly post-WWII) and annexed into the City prior to 1939. The properties in this area are on relatively large lots (over 7,000 sq. ft.) and represent individual developments (not tract homes) and the area is dominated by single- family improvements. As post-Depression developments, improvements tend to be modest and individualized, despite the larger lot sizes. The lot developments reflected the needed residences to accommodate the population growth in suburban Southern California, including WWII and post-War incomes and prosperity associated with the positive economic growth of the era. McKenna *Date: August 13, 2019 X Continuation Update The property located at 1007 Portola Drive, Arcadia, Los Angeles County, California, is cross- referenced by the Los Angeles County Assessor as Assessor Parcel No. 5777-034-007 and de- scribed as a single family residential property dating to 1941-1947. The legal description also identified the property as Lot 12 of Tract # 11688 (a designation assigned in 1938). Historically, this property was within the Rancho Santa Anita, confirmed to Henry Dalton and platted in 1858. This rancho consisted of 13319.06 ac res, included all of Section 32 (T1N, R11W ), which was also known as being within Lot No. 37 of the Rancho. The project area eventually became part of the Elias Baldwin estate and within the area known in ca. 1910 as Tract No. 949 (p/o Lot 6). Subsequently, in 1938, Tract # 11688 was mapped and filed, f acilitating the sale of individual lots and the completion of improvements subsequent to 1938 . When filed, the owners of Tract No. 11688 were identified as Charles J. Baker and H.A. Hauer of the Title Insurance & Trust Company and Joseph Woodrow and J. Wesley David of the Rancho Santa Anita, Inc. The map was finalized in 1939, resulting in the ability to initiate improvemen ts. The Great Depression was still in effect in 1938 -1939 and WWII had not yet included any direct U.S. involvement. F inances were still insecure (tight ) for many Americans and, therefore, the immediate improvements within Tract No. 11688 were limited and rela- tively small . In the case of Parcel 1 2 (later, Parcel 7 ), the initial improvements were realized in 194 1 and subsequently enhanced . Daniell Co. 1021 Portola Drive 1941 -1951 Domus Construction 1026 Portola Drive 1961 -1962 David Knight As listed, the majority of improvements pre -dating 1941 were completed by Raymond Dorn (Ray- mond A. Dorn Co.), a local contractor who also owned a few properties on Portola Drive. Later, but prior to 1950, Radich Construction was identified as a major contractor. The remaining prop- erties were developed by individual contractors hired by the property owners. Four properties were improved in 1939 (one by Dorn). Seven were improvement in 1940 and four more in 1941 (two by Dorn, including 1007 Portola Drive). One improvement dated to 1942 and the rest were all post-WWII – including eight prior to 1949 and one in 1952. One property dated to 1961 -1962 and the remaining two properties were identified as recent redevelopments (2005 and 2009). Although many improvements yielded multiple dates (implying significant alterations), only two properties on the block have been redeveloped. One property is in the process of redevelop- ment. Of the 29 properties listed, only four have been identified s post -1961 improvements (14%). As such, at least 86% of this portion of Portola Drive is still representative of the Tract No. 11688 improvements (post-1939). The County Assessor identified the property at 1107 Portola Drive as a 9,960 square foot prop- erty (not quite squared). The improvements are described as consisting of a fair-sized residence of 1,649 square foot; 3 bedrooms and 2 baths. McKenna *Date: August 13, 2019 X Continuation Update Permits on file at the City identified the owner at the time of the 1941 initial improvements as Frank C. Poehls. Research confirmed Frank C. (1893-1983) and Helen (nee Lehnhausen; 1898-1990) constructed the residence and garage in 1941. Prior to the construction they lived as various addresses in the Arcadia area, including 138 E. Walnut Avenue and 38 E. Longden Avenue. Frank, originally from Iowa, married Helen in Illinois and they had four children – the first three born in Illinois (1921, 1923, and 1927) and the youngest was born in California (1934). Research indicated they moved to California in ca. 1929-30 – at the start of the Depression (possibly because of it). Frank Poehls, by the 1940s, was identified as a “carrier” or an auto salesman. Research identified the Poehls at 1007 Portola Avenue between 1941 and 1959, before relocating to the Lancaster area. By 1960, the owner/occupant was identified as Alfred W. Wilson. There is no evidence the Wilsons pulled any permits for the property, although they remained in the residence at least until 1969. Alfred W. Wilson (1896-1981) and Arlene Jean Wilson (1907-1984) did leave the property prior to 1977, when the owner was identified as Gerald G. (Gabriel) Wells (b. 1933). At only 18, Gerald G. Wells married Elaine Lincoln (ca. 1951). Gerald G. Wells even- tually became an employee of Southern California Edison and moved to the Portola property sometime after 1969. The last sale for 1007 Portola Drive was identified as 1983 (real estate files), suggesting Wells sold the property in 1983 to J. Wood and Wood still owns the property. Sometime prior to 1993, Wells had relocated to the Banning area – possibly a work-related move. John and Arlene Kay Wood have been identified as the current owners/residents of 1007 Portola Drive. John Wood has been tentatively identified as an Arcadia resident who attended Arcadia High School in ca. 1953-1955. He pulled no major permits – only a single permit for electrical upgrading in 1986. Other alterations have been made to the property, but without permits. At the time of this study, the residence at 1007 Portola Drive was still occupied by John and Arlene Wood. The property was easily accessed and all areas were available for exterior examination. The residence was confirmed to be a fairly standard sized three bedroom, two bath residence. This residence is set back from the street, resulting in a fairly large front yard. The long asphalt driveway runs along the eastern property boundary to the garage located in the northeastern cor- ner of the property. The rear yard is primarily west of the garage and north of the residence, while the area south of the garage is dominated by a concrete expanse that allows for at least three-car- wide parking. A gated entrance is located east of the residence (across the driveway), limiting immediate access to the rear of the property. McKenna *Date: August 13, 2019 X Continuation Update In general, the 1,649 square foot residence at 1007 Portola Drive is a wood framed structure on a raised concrete foundation. There is a crawl space entrance on the west elevation and the main elevation is on the south side of the structure. The roof line is a cross-gable design, primarily oriented east/west. There is a small ell on the southwestern corner exhibiting a north/south ori- ented roof line. Similarly, there are two ell on the north side of the residence, also exhibiting the north/south trending roof line. The entire roof is covered in modern pre-fabricated fire-proof shin- gles designed as faux wood shake shingles. There are no permits for when this roofing material was added to the residence. The majority of the structure is stucco cladded. This stucco is rough finished and appears to be a fairly recent surface (no minor settlement cracks or evidence of earthquake damage). The only area of the structure not clad in stucco is the base of the south elevation, where a red brick skirt extends the width of the structure. This residence is wide, exhibiting approximately five feet of setback to the west and the width of the driveway (twelve feet +/-) to the east – resulting in a structure approximately 40+ feet east/west. The main elevation (south) facing Portola Drive exhibits an off-centered entrance with one window to the east and three to the west. The main entrance consists of a red brick stoop and a recessed entry consisting of a solid wood panel door. The door is recessed appro ximately three feet into the structure and flanked by flat walls and wood framing (fluted columns and square cuts). The windows are modern replacements designed as double hung sash windows with 6:6 panes. They are trimmed with moulding that is inset into the stucco siding, indicating the recladding of the structure has obliterated some of the relief originally designed for the windows. On the south elevation, these windows are flanked by decorative shutters. The design of the south elevation is eclectic and suggests a combination of the California Bungalow style (one story, mostly flat walls, little design elements, and brick skirting) with minor Colonial Revival elements (columns and shut- ters). Although the windows, themselves, have been replaced, the framing appears original. The west elevation is a flat expanse of stucco siding and exhibits the varying roof line directions. The southern extent lacks windows, but the area beneath the high roof peak exhibits four windows (replacements), including three larger double hung sash windows and a single smaller window (2:2) in the bathroom area. An outside water heater closet is located on the west elevation, ser- vicing the bathroom on this side of the residence. The northern ell on the west elevation exhibits no windows. The roofline varies from the central portion with no significant eave to an eave of approximately one foot (with rafters) on the northern and southern extents. McKenna *Date: August 13, 2019 X Continuation Update The west elevation is an expanse defined by the east/west trending roof line and a small ell on the northern extent exhibiting a north/south roof line. This elevation exhibits a secondary entrance on the northern half of the elevation and consisting of a solid panel door with a small window (replace- ment; 2:2) likely associated with the second bathroom and a larger double hung sash replacement window (6:6) similar to those on the south and west elevations. At the entrances, there is a two - step concrete stoop with a small canvas awning. North of the door is the utility meter and, north of the utility meter – on the northern ell – is another small window (1:1 replacement slider windows), also capped with a canvas awning. This small ell exhibits the one f oot eave with an associated rain gutter. Wrapping around to the north elevation, the ell on the northeastern corner of the residence exhibits a replacement window matching that on the east elevation. Additional utility boxes are mounted below this window. Another exterior water heater closet is located on the north elevation of this ell, as is the ca. 1977 A/C unit (ground mounted). The gate on the driveway attached to the north- eastern corner of this ell. The ell on the northwest corner of the residence exhibits two similar replacement windows, one facing east and the other facing north, below the north/south trending roof line. Similarly, there are matching windows on the east facing wall of the eastern ell. Between the two ell, the north elevation is recessed and dominated by tall windows, French doors, and some smaller, fixed windows. The fixed panes (2 sets of 2:2 panes) are located to the east of the French doors while the taller casement windows (3 paired sets of 1:3 panes) are to the west. The French doors are centered on the elevation and flanked to the east by a set of tall fixed win- dows (1:4). The doors, themselves, exhibits three large panes each. There is a short concrete step at the base of the French doors and the patio area located in this recessed area consists of rid brick with a gravel trim. The rear yard is landscaped and exhibits a permanent BBQ area on a separate concrete pad, a playhouse in the northwest corner of the yard, planters, mature trees, and an open grass area. The garage is located in the northeastern corner of the residence and consists of a standard two car garage of wood framing, stucco siding, and resting on a concrete slab. The bay door is located on the south elevation and consists of a solid expanse of wood that appears to a wall rather than a door. The roof line is oriented north/south and exhibits the same modern shingles. There are no windows on the east and north elevations. The west elevation is associated with an addition that extends the depth of the garage, but roughly half the width. This addition has been tentatively identified as the “hobby room” and “storage area” permitted in 1954 by the Poehls. McKenna *Date: August 13, 2019 X Continuation Update In contrast to the garage, this western addition exhibits a shed roof (sloping to the west and as an extension of the original garage roof – with the same shingles). Built n a concrete slab, this addition is wood sided (shiplap) – using horizontal boards and attached to the garage wall. There is a salvaged window on the north elevation, as well as a wall mounted A/C unit. The west elevtion exhibits two single-paned windows (fixed) with squared wood framing. The entrance is located on the south elevation and consists of a wood framed door with three large glass paned, providing ambient light. The first six feet of the addition are currently used for storage. A wall and secondary door are within the addition, separating the storage area from the “hobby room” area. This addition is in need of maintenance and repair, but otherwise intact and sturdy. The driveway is a simple asphalt expanse. In the Front yard, a concrete walk has been poured to connect the driveway to the front entrance. This appears to be the original de sign of the entrance. The front yard is well maintained and dominated by grass. There are mature trees on the west side and decorative plants nearer the residence. Brick planters are also present, complementary to the brick skirt on the south elevation. A decorative street light is located on the southwestern corner of the property. EVALUATION/ASSESSMENT In April, 2019, the City of Arcadia adopted Ordinance No. 2359: An Ordinance of the City Council of the City of Arcadia, California, Amending Various Sections of Article IX, Chapter 1 of the Arcadia Municipal Code (“The Development Code”), with an Exemption under the California Environmental Quality Act (CEQA), to implement a Historic Preservation Ordinance.” This Ordinance was the result of numerous meetings, studies, and public comment. City Of Arcadia Zoning Code, Section 9103.17 addresses Historic Preservation. Summarizing the document, for consideration as a Historic Landmark (resource) in the City of Arcadia, property im- provements must be 45 years of age or older. In addition to the Code, an evaluation or assessment of a property includes addressing the “integrity” of the resource, as defined by the seven criteria listed in the State and Federal guidelines (Location, Design, Setting, Materials, Workmanship, Feel- ing, and Association). Subsequent to the “integrity” evaluation, a resource (building, structure, ob- ject, or site) is determined to be eligible for recognition if it meets one or more of the following Criteria: 1. In addition to the basic Ordinance, the improvements must also maintain their integrity, as defined by the seven criteria listed in the State and Federal guidelines (Location, Design, Setting, Material s, Workmanship, Feeling, and Association). Once “Integrity” is addressed, a resource (building, struc- ture, object, or site) can be considered for eligible for recognition if it meets one or more of the following Criteria: Integrity Location: The improvements at 1007 Portola Drive are in their original locations. The resi- dence and garage date to 1941 and reflect their locations and footprints. The addition to the garage, dating to 1954, also reflects it original location. Workmanship: No evidence was found to indicate the workmanship associated with the improve- ments at 1007 Portola Drive are anything but standard for their period and not the work of a master craftsman, known architect, or artisan. Standard materials were used and there are no outstanding or unique design elements. As such, the min- imal intent of the “Workmanship” element HAS NOT BEEN MET. Feeling: “Feeling” is subjective. Nonetheless, when entering a neighborhood, the feeling that you are in an area representative of the period of significance (e.g. the 1940s or 1950s population growth) should stand out. In this case, that “feeling” has been maintained with a few exceptions. The area is indicative of a “neighborhood” but would not likely qualify as a “district” (although a district study has not been offi- cially conducted). McKenna et al. has concluded the area still maintains a “feel- ing” of the 1940s to 1950s improvements and, therefore, the intent of this ele- ment HAS BEEN MET.
