The subject property is situated 176 yards from the intersection, on the north (right hand) side of the street. *P3a. Description: According to Los Angeles County Assessor and City of Arcadia Building Permit records, the property at 309 East Floral Avenue is a single-family residence that was constructed in 1947, and is comprised of approximately 1, 400 square feet of living space with two bedrooms and two bathrooms. The house was constructed by C. C. Koehler, a developer, in one of the many housing tracts created from Baldwin Ranch lands. The house was designed as a modest, one-story Minimalist style house. The rectangular - mass of the main block of the house is all under one pyramid roof whose south slope spans the entire front (south) elevation. The main entrance is situated at the southeast corner of the house in a recessed area under the roof overhang. The southeast corner of the roof is supported by a simple 4" x 4" square post. The original fenestration appears to have been aluminum - framed window units that were set in wood trimmed openings. A large fixed light window, with two narrow sidelight aluminum frame windows, is situated on the front elevation. The house is clad with a stucco finish, and the building sits on a poured concrete foundation. A one -bedroom and bathroom addition was made to the northwest area of the house in 1964. There is a detached garage to the immediate northeast of the residence. The garage and the house were enlarged in 1968 for the owner Emory W. Long, who was a self-employed contractor. *P3b. Koehler *BIO.Significence: None Theme: None Area: City of Arcadia Period of Significance: None Property Type: Single-family residence Applicable Criteria: NR/CR The City of Arcadia (City) is situated on lands that once were part of the Mission San Gabriel Arcangel lands in 1771, and were granted to Hugo Reid and his wife Victoria Bartolomea in 1845, who established Rancho Santa Anita. After the great drought in California in the 18605, many ranchos, including Rancho Santa Anita, were sold to pay debts incurred from overextending their cattle raising operations. Elias Jackson "Lucky" Baldwin bought 8,000 acres of the old rancho lands in 1875. Baldwin established a country estate and lived in a large house with his fourth wife and their children. He assisted in getting the Atchison Topeka Santa Fe (ATSF) Railroad Company to run their San Gabriel Valley line to the small town of Arcadia that had been established on Baldwin's lands. The City was established in 1903, with Baldwin as its first mayor. The City retained much of its rural origins of small scale farming and chicken ranches up to the late 1930s, when the area became more accessible by the Pacific Electric Railway and automobile roadways, for people working in downtown Los Angeles. Tracts of land began to be developed for middle-income families, with the construction of small (`1,000 square feet) single-family residences, set on generous sized lots from 7,000 to 24,000 square feet. Builders would purchase tracts of land, and build houses one -at -a -time on individual lots for the new owners. The house was built by Thomas M. Bandurraga on one of the many lots available after World War II in the Santa Anita Vista tract that was developed in the Arcadia foothills when the Baldwin daughters started selling off much of their father's ranch in the 1930s. Statement of Sienificance. continued: After the end of World War 11, throughout Southern California, millions of acres of agricultural land were converted into use for residential housing tracts. The City of Arcadia was no exception, and the population in the City jumped 150% from 1940 to 1950. Between 1950 and 1970, the population continued to increase just short of 100%. "More than 40 million housing units were built in the United States during the 30 year period following the end of World War 11, and at least 30 million of these were single-family houses." (Caltrans. Tract Housing in California, 1945-1973: A Contextfor National Register Evaluation. Sacramento, 2011.) The house was constructed by an owner -builder -developer known as C. C. Koehler. D. Jennings was the first owner of the property who filed a building permit the installation of the sewer line in 1952. Emory W. Long, a building contractor, owned the house in the early 1960s, and while there he added a bedroom to the house, enlarged the garage, and installed an aluminum patio cover. Pursuant to Criterion A of the National Register of Historic Places (National Register), and Criterion 1 of the California Register of Historical Resources (California Register), the property at 309 East Floral Avenue does not appear to be associated with events that have made a significant contribution to the broad patterns of history in Arcadia, Los Angeles County, or California. Pursuant to Criterion B of the National Register, and Criterion 2 of the California Register, the property at 309 East Floral Avenue does not appear to be associated with the lives of persons significant in the history of Arcadia, Los Angeles County, or California. Pursuant to Criterion C of the National Register, and Criterion 3 of the California Register, the property at 309 East Floral Avenue does not appear eligible for listing as a historical resource. The house reflects an example of Minimalist style of house design that was very popular with tract housing developers before and after World War II. A Minimalist style house can be as simple or as architecturally sophisticated as a budget will allow. The subject house is an example of the thousands of small, modest, family residences constructed in tracts across the United States. Pursuant to Criterion D of the National Register, and Criterion 4 of the California Register, the property at 309 East Floral Avenue does not appear to possess the potential to yield information important to the history of Arcadia or the San Gabriel The house has retained the aspects of integrity of design, workmanship, materials, setting, feeling, association, and location, but it remains an unremarkable example of a single-family residence dating from the late 1940s. The property does not appear eligible for listing in the National Register or California Register.
