McKenna et al. researched and evaluated this property in compliance with the Na- tional Register of Historic Places (National Register) criteria, the California Register of Historical Resources (California Register) CEQA criteria, as well as the recently adopt- ed City guidelines and policies (Ordinance 2359 and Arcadia Municipal Code, Article IX, Chapter 1). Seventh Avenue, Arcadia, Los Angeles County, California, is cross-refer- enced by the Los Angeles County Assessor as Assessor Parcel No. 5791-018-019 and described as a single family residential property dating to 1950-51. The legal description also identified the property as Lot 41 of Tract No. 16420 (a designation assigned in 1950). Historically, this property was within the Rancho Santa Anita, confirmed to Henry Dalton and platted in 1858. This rancho consisted of 13319.06 acres and included the majority of Section 3 (T1 S; R11 W; SBBM); also known as part of Lot No. 37 of the Rancho. Additional portions of Section 3 were actually within the historic Ranch San Francisquito (ca. 1869), owned by William Wolfskill. The property at 1828 S. Seventh Avenue was determined to be within the Rancho Santa Anita and, subsequently, within the southeastern portion of the Santa Anita Tract of 1883. In this case, the property was south of Falling Leaf Avenue (now Camino Real Avenue) and north of the future alignment of Walnut Avenue (now Longden Avenue). Lo- cated east of East Avenue (Sixth Street), the property was within Block 13 of the Santa Anita Tract. This particular area was outside the Santa Anita Colony boundaries of 1891 and consid- ered 'rural' well into the 20th Century. In 1906, the area was identified as being associated with Blocks 123 and 124 of the Arcadia Acreage Tract and just within the City boundaries. Nonetheless, these relatively large blocks (900 +/- feet square) were still unimproved or remained rural. As such, as late as 1932, the area was not included in the Sanborn Fire Insurance maps, as it was not considered part of the City core area of development. In 1950, Tract No. 16420 was filed by 7th Avenue Homes, Inc. (G.L. Robbins and Earl L. Anderson, owners). This tract consisted of 41 residential lots and involved properties along Eighth Avenue, Seventh Place, Seventh Avenue, and Wistaria Avenue. The northern boundary was aligned with the center line of Alster Avenue, although Alster Avenue did not extend into the tract. Lot 41 of Tract No. 16420 was at the northern extent of Seventh Avenue (east side). The west side of Seventh Avenue was not part of this tract, nor were the lots later identified north of Lot 41. Lots to the north were part of Tract No. 16837 (1950 by Elsrobie Homes, Inc.) and Tract No. 21241 (1956 by Morley and Julie Pringle). The west side of Seventh Avenue, north of Wistaria Avenue, was part of Tract No. 2106 (1971 by Dorothy Graves). When defined in 1950, Lot 41 measured 63 feet wide (on S. Seventh Avenue) and extended 100 feet deep (6,300 square feet), but also included a small strip at the northern extent of Seventh Avenue. This strip was later relinquished for the extension of Seventh Avenue. Seventh Ave. 1950 In addition to the properties listed above, McKenna et al. reviewed the properties on the east and west sides of S. Sixth Avenue and those along the frontage of East Norman Avenue. Of the 45 properties reviewed, McKenna et al. found 15 properties (33%) had improvements post-dating 1986 (including some very recent); another 8 properties (19%) date to the 1960s to 1985; and the remaining 22 properties (49%) predate 1960. These numbers indicate the area directly adjacent to S. Seventh Avenue (to the west) is represented by j51% of the properties being considered "modern" improvements, while the remaining 49% are old enough to be considered historic (by age only, not via evaluation). The amount of redeveloped properties, including four contiguous lots between Sixth Avenue and Seventh Avenue, and north and south of Wistaria Avenue, have impacted the "entrance" to the northern extent of Seventh Avenue, north of Wistaria Avenue. In the 1960s, the County of Los Angeles updated their system of assigning Assessor Parcel Num- bers, primarily to meet the needs of the significant expansion and growth of communities within the Los Angeles Basin. The property originally identified as Lot 41 of Tract No. 16420 was re- numbered APN 5791-018-019. Research into the development of this property confirmed the residential improvements were com- pleted by S & E Contractors, Inc. for 7th Avenue Homes, Inc., suggesting the improvements were L at the discretion of the tract owners and not necessarily individual property owners. This ascertain was confirmed by permits showing S & E Contractors, Inc. also constructed 1834 S. Seventh Avenue and 1840 S. Seventh Avenue, both for 71h Avenue Homes. This does not exclude the possibility that a prospective property owner did not have the opportunity to choose a residential plan. Sev- enth Avenue were Earl Granville Mathews (1882-1958) and Nellie Gertrude Matthews (1879- 1960). The Matthews has one daughter, Dorothy (b. 1910). By the time they purchased the residence on S. Seventh Avenue, Dorothy was well grown and not living with her parents. Prior to the purchase, the family lived in Los Angeles and Temple City. The residence in Arcadia was more of a retirement property, purchased when Earl was 69 and Nellie was 71. Following Earl and Nellie's deaths, the property was sold to Richard Dale Thomas (1921-1996) and Virginia Thomas (1915-1988). Richard D. Thomas, Sr. was identified in directories as a meat cutter. The Thomas family (including Richard, Jr. 1941-2015) purchased the property around 1962-63 and pulled the first permits in 1965. In 1965, the Thomas family completed plumbing and electrical upgrades and added a 10' by 24' room to the rear of the residence (southeast corner). This suggests the original residence was a small, two bedroom and one bath residence. As a 240 square foot addition, the original residence would have been approximately 1200 square feet. The 1,442 square foot residence is now con- sidered a three bedroom and two bath residence. [Note: the Assessor still lists two bedrooms and two baths.] In 1992, Thomas had the property (residence and garage) re -roofed. In 1993, the large A/C unit was added to the property. Otherwise, no other permits were identified suggesting other altera- tions or upgrades. Virginia Thomas died in 1988 and Richard D. Thomas died in 1996. They lived on the property for approximately 30 years. Subsequent owners did some minor maintenance on the property, but no significant alterations have been made in the past 25 years. The property is currently vacant. The existing residence at 1828 S. Seventh Avenue is a one story structure on a slightly raised concrete foundation. It is a wood framed structure with stucco cladding and a gable roof design with various levels exhibiting a low pitched roof with 1992 composition shingles. There is also an expanse of shed roofing over the covered patio on the east side of the structure. i_ Overall, the residence is "L" shaped with an ell extending from the southwestern portion of the residence — extending to the west. The west elevation exhibits this ell and the recessed door centrally located on the elevation. To the south of the entrance, a double hung sash window (4:4) is centered on the ell and covered by an aluminum awning. This side of the residence also exhibits a red brick skirt, resulting in a small sill below the windows. Red Brick planters also bound the west elevation, with associated unkempt vegetation. The eaves on the west elevation extend approximately 18 inches from the walls and exhibit exposed rafters and solid planking beneath the shingles (not plywood). There are rain gutters attached to the fascia boards. The main entrance consists of a red brick stoop/covered porch and a recessed solid wood door flanked by stucco walls. There is an open cinder block wall to the south of the entrance, providing privacy. This is a recent addition to the residence. The north elevation of the residence is a flat expanse of stucco cladding and an attic vent beneath the roof peak. The roof is almost flush with the wall, providing no eave. There are no windows on the western half of this elevation, but two windows on the eastern half — one larger (4:4) and one smaller (1:1) double hung sash window. Floor vents are evident, as is the ground -mounted A/C unit added in 1993. The stucco cladding is in fair condition and appears to have been resur- faced. The south side of the residence is also a flat expanse of stucco and exhibits one double hung sash window (4:4) to the west of the roof peak and a smaller (1:1) double hung sash window to the east of the peak. The larger window exhibits an aluminum awning. To the east of the original residence is the 10 x 24 foot addition dated to 1965 (the Thomas addition). Here, the roof line was extended and the construction done in a manner that complemented the original construction. However, the south elevation of this addition exhibits a large steel framed window system consist- ing of a fixed central pane flanked by sliding glass windows. The corresponding window on the east elevation of the addition is a large fixed pane with a corre- sponding slider. Prior to the completion of this addition, this portion of the residence would have been part of the rear yard, reflecting the original residential footprint as irregular. The roof would have been part of the covered patio to the south of the residence — eventually enclosed into the addition. The east elevation of the residence is dominated by the presence of a covered patio extending the width of the residence and covered by the shed roof extension supported by squared posts and load-bearing beams. The patio is a poured concrete expanse extending approximately ten feet from the residential exterior wall. The patio roof attaches to this portion of the residence above a secondary entrance and short red brick stoop. In the center of the elevation is a large sliding glass door (original to the residence). Further south is the east elevation of the 1965 addition. The entire elevation is stucco clad and in fair condition. Floor vents are evident. The garage at 1828 S. Seventh Avenue is a standard two -car garage located on the northeastern corner of the property. This structure is wood framed and rests on a concrete slab. It is stucco clad and has a bay door facing west. There are no windows or other doors. The roof is a simple gable style, oriented on a north/south axis, and there are no discernable eaves on the north and south walls and shallow overhangs (approximately one foot deep, on the west and east sides. The bay door is a modern replacement — an aluminum roll -up door that likely replaced the original wooden door on springs. Overall, the garage is a simple structure with no outstanding design elements and without the use of any unique materials. The roof dates to 1992 and consists of basic composition shingles. The stucco siding is in fair condition. It is not a significant structure. The property is not really landscaped. There is dry grass in the front yard and a few remaining decorative plants. The rear yard is covered in dry grass and there are some trees and vegetation on the peripheries, but not well kept. The driveway is an elongated expanse of asphalt that has been patched in some areas. The property is bounded by a cinder block wall. EVALUATION/ASSESSMENT In April, 2019, the City of Arcadia adopted Ordinance No. 2359: An Ordinance of the City Council of the City of Arcadia, California, Amending Various Sections of Article IX, Chapter 1 of the Arcadia Municipal Code (`The Development Code"), with an Exemption under the California Environmental Quality Act (CEQA), to implement a Historic Preservation Ordinance." This Ordinance was the result of numerous meetings, studies, and public comment. The City of Arcadia Zoning Code, Section 9103.17 addresses Historic Preservation. Summarizing the document, for consideration as a Historic Landmark (resource) in the City of Arcadia, property improvements must be 45 years of age or older. Seventh Avenue are in their original locations. The residence and garage date to 1950-51 and, with the exception of the 1965 addi- tion, reflect their locations and footprints. The addition is also considered historic, i_. pre -dating 1974 and being 54 years old. Overall, the minimal intent of the "Lo- cation" element HAS BEEN MET. Design: The residence andara e g g appear to reflect their original designs. The rear patio appears original, but once included area to the south side of the residence. This area has since been enclosed into living space. The windows are original, as are the door. The roofing has been replaced, stucco resurfaced, A/C units mounted, awnings added, and the garage bay door replaced. With these limited changes, the minimal intent of the "Design" element HAS BEEN MET. Setting: The "neighborhood" surrounding this property was designed in the 1950s, with improvements dating to ca. 1950-53 and 1957-59. There are various periods of improvements and the developments were associated with at least four different tracts and owners. There have been some alterations to the residences, but overall, the properties appear to represent the 1950s neighborhood (on this cul- de-sac). However, additional research outside the immediate boundaries of S. Seventh Avenue (north of Wistaria Avenue) has shown over 50% of the 45 prop- erties researched post-date 1960 and, of these, 66% of the post -1960 properties actually post-date 1980 (33% of the total). Using these percentages, it becomes evident the general area has been significantly impacted by later improvements (including many postdating 1995). Research suggests the larger area is not in- tact and these impacts do present cumulative impacts that have adversely im- pacted the larger neighborhood. There are properties that maintained and reflect original construction, but, with the extent of adverse impacts, McKenna et al. has concluded the minimal intent of the "Setting" element HAS NOT BEEN MET. Materials: The property at 1828 S. Seventh Avenue exhibits many of the original construc- tion materials, but also exhibits some more recent items, including the resurfaced stucco and roofing materials. Overall, however, the original windows, doors, and brick work appears intact. The driveway also appears to be original (there are no permits to suggest otherwise). Permits do identify the 1965 addition to the southeast corner of the residence and the addition of the A/C/ unit. There re- maining alterations are interior and dominated by electric and plumbing up- grades. These changes and/or replacement of the original materials has ad- versely impacted the property with respect to "Materials" and McKenna et al. has concluded these impacts are not significant and the minimal intent of this element HAS BEEN MET. Workmanship: No evidence was found to indicate the workmanship associated with the im- provements at 1828 S. There are no outstanding or unique design elements. As such, the minimal intent of the "Workmanship" element HAS NOT BEEN MET. Feeling: "Feeling" is subjective. Nonetheless, when entering a neighborhood, the feeling that you are in an area representative of the period of significance (e.g. 1950s population growth) should stand out. In this case, that "feeling" has been ad- versely impacted by relatively late improvements and redevelopments on S. Sixth Avenue, S. Seventh Avenue, Wistaria Avenue, and Norman Avenue. Alt- hough none of the lots on the Seventh Avenue cul-de-sac have been redevel- oped, many have been subjected to alterations. Additionally, surrounding prop- erties have been developed relatively late or redeveloped, resulting in a mixed neighborhood of various periods of development, various architectural designs, and differences in massing (e.g. single story vs. two story. It is highly unlikely this area would qualify as a district, as the properties area not associated with any one developer, tract, or period of significance. There is a variety of architec- tural styles and design elements. While driving into the area, the mix is evident. Therefore, McKenna et al. has concluded the area does not maintain a "feeling" of a 1950s period of significance and, therefore, the intent of this element HAS BEEN NOT MET. Association: Research failed to associate this property with any historical event or person(s) in local, regional, state, or national history. There is no associated with any rec- ognized architect of note and no association with any significant craftsman or artisan. The property has not been associated with any scientific find or exhibited any potential for the presence of scientifically significant resources (archaeolog- ical or paleontological). Therefore, the minimal intent of this element HAS NOT BEEN MET. Overall, in reviewing the "Integrity" of this property, McKenna et al. determined only three of the seven elements have been met and, therefore, the property at 1828 S. Seventh Avenue has failed to carry the majority of elements and is not considered to have maintained its "integrity."
