McKenna et al. recently completed an architectural assessment of the property at 910
Encanto Drive, a SFR, Contemporary Ranch (vernacular) style of architecture dating to
1960. This property is not listed in the City’s listing of individually eligible properties.
McKenna et al. researched and evaluated this property in compliance with the National
Register of Historic Places (National Register) criteria, the California Register of Histori-
cal Resources (California Register) CEQA criteria, as well as the recently adopted City
guidelines and policies (Ordinance 2359 and Arcadia Municipal Code, Article IX, Chap-
ter 1).
My evaluation resulted in a determination that this property is not eligible for listing as
an “individually eligible property” or City “Landmark.” I have assigned the property a
status code of 6Z, per OHP guidelines (see attached DPR-523 forms) and, if you have
any questions, please feel free to contact my office in Whittier, CA.

post-WWII). The properties in this area are on relatively large lots and represent individual develop-
ments (not tract homes) and the area is still dominated by single-family improvements. As post-
WWII era developments, these property improvements are indicative of the standard and larger lots
designed and developed to accommodate the population growth of the war and post-war era, where
residences were built in a manner that would accommodate future additions; representing increased
incomes and post-World War II prosperity associated with the positive economic growth of the era.
With prosperity came investments in property, with improvements representing the owners personal
design choices and financial means.

The property 910 Encanto Drive, Arcadia, Los Angeles County, California, is cross-referenced by
the Los Angeles County Assessor as Assessor Parcel No. 5776-0008-006 and described as a
single family residential property dating to 1960. The legal description also identified the prop-
erty as Lot 33 of Tract No. 13191 (a designation assigned in 1945). Historically, this property
was within the Rancho Santa Anita, confirmed to Henry Dalton and platted in 1858. This rancho
consisted of 13319.06 acres and included the southeastern quarter of Section 30, T1N, R11W ;
also known as part of Lot No. 37 of the Rancho.
After various owners, the property eventually became part of the Elias Baldwin estate and within
the area known in ca. 1910 as Tract No. 949 (p/o Lot 6). When mapped, the acreage associated
with Tract No. 13191 was owned by the Title and Insurance and Trust Company (represented by
Ben W. Utter and H.L. Sheldon) and the Rancho Santa Anita, Inc. (represented by Philip Chandler
and F. Wesley Davies). When mapped, this tract consisted of 34 single family properties fronting
Encanto Drive and extending west of Golden West Avenue and east of Altura Road. Unlike the
blocks east of Santa Anita Drive, the streets in this subdivision reflected the curved streets and
irregular lot dimensions consistent with the “more modern” mode of development. The completion
of the tract map facilitated the sale of individual lots and development in the post-Depression/post
WWII era. Lot 3 3 was located near the eastern boundary of the subdivision and just west
of the “Los Angeles County and State Arboretum.” Of the t wenty eastern lots (ten on the
north side of Encanto Drive and another ten on the south side), Lot 33 (later Parc el -006)
was one of the last lots to be developed – improvements dating to 1960.
The property is almost rhomboidal , with dimensions of between 90 feet (north side) and
114 feet (south side) and 1 6 0 feet (west) and 1 65 ft (east ). The County Assessor ident ifies
this property as 1 6 ,530 square feet – 2.5 times the size of a n average , modern single
family property. The current improvements are described as a 3 bedroom house with 3
baths and 2,557 square feet of living space. Thi s is a relatively large reside nce, but
consistent with the general neighborhood. It is also noted the re sidence is set back in to
the lot, resulting in a larger front yard and a smaller back yard.
In reviewing the properties surrounding 9 10 Encan to Drive, it was confirmed that, of the
twenty properties west of Golden West (ten on the north side and ten on the south side of
Paloma Drive), two properties (10 %) have been redeveloped (due west of 910 Encanto
Drive); 13 (65 %) were improved between 1946 and 1950; 4 (20%) were improve d in the
1950s; and th e subject property was improved in 1960 (5%).

The general area, retaining 85% of the pre -1960 improvements, suggests the po tential for
a histo rical district. However, the same prelimina ry data shows multiple dat es of improve-
ments for 13 of the properties and some of these secondary dates involve the 1970s and
1980, rendering a district questionable. This study did not involve a district assessment,
but given the data currently available, it is unlikely a district desi gnation would be appli-
cable.

The property at 910 Encanto Drive was originally defined in 1945 as part of Tract No. 13191,
referred to as:
“Being a subdivision of a portion of Lot 6 of Tract No. 949 as shown on map
recorded in Book 17, Page 13 of Maps, records of Los Angeles County.”
The mapping of 910 Encanto Drive and its boundaries have not changed since the mapping in
1945 (and there has been no prior subdivision since the mapping of Tract No. 949 in 1910). The
owners mapped the tract (and the adjacent Tracts) in 1944-45, with actual lot sales dating to 1946
- after the end of WWII.
The earliest improvements, as documented above, were the 1946 improvements on the sout h
side of Encanto Drive, as Golden West Avenue (1 parcel). Other improvements included 3 lots in
1947; 6 lots in 1948; 2 lots in 1949; 3 lots in 1950; 1 lot in 1951; 1 lot in 1952; and 1 lot in 1960
(the subject property). The remaining two parcel have been or are being redeveloped. As pre-
sented, the property at 910 Encanto Drive was developed after a void in improvements after 1952.

It is possible this property was owned in conjunction with a neighboring property and improve-
ments were not realized until the property was sold. This ascertain has not been researched.
A review of permits for this property showed the initial improvements were completed by Roy M.
Steed in 1960 (and by the Steed Bros.), with th e Steed family occupying the property from 1960
to at least 1985. During these years, the Steeds improved the property with the single family
residence, garage, and in-ground pool (by Anthony Pools). The initial construction included the
A/C system and, in 1979, a furnace replacement. In 1985, the residence and garage were re -
roofed.
Research identified Roy Mark Steed as a native of Canada who immigrated with his f amily to
Porterville, California, in 1901. The family included Roy , his father (George), mother (Elizabeth),
and sister (Gwendoline). Roy Steed eventually graduated from college as an engineer and oper-
ated his own business in Los Angeles County - Steed Bros. Presumably, this company included
his sons, Roy, Jr. (b. 1920), and J. Barton Steed (b. 1927). Roy, Sr. married Margaret E., a native
of Illinois (1899) and they also had a daughter, Jean (b. 1924). When the residence on Encanto
Drive was constructed, Roy was 68 (retired) and Margaret was 61. Their children were grown and
not living with them. The sons oversaw the construction (Steed Bros.) Records showed Roy M.
Steed died in 1982 (at 90 years of age) and Margaret E. Steed died in 198 6, at 87 years of age.
Both are buried at Rose Hills Memorial Park in Whittier, California.
Following the deaths of Roy and Margaret Steed, the residence at 910 Encanto Drive was sold to
A.B. McKee. McKee completed some improvements, including a redesign of the garage to move
the bay door from the west elevation to the north elevation and the redesign and pouring of the
new driveway. He also completed some plumbing upgrades before selling the property to Brenda
Burney in 1989.
Albert Brown McKee, Jr. (1903-1991) lived for many years at 995 Fallen Leaf Road, Arcadia, with
his family (wife, Evelyn, nee Kingston, and son, Frederick Kingston). He is listed as a lumber
salesman. By 1970, he was widowed, but continued to live at the Fallen Leaf Road address. The
property on Encanto Drive was purchased in 1987, possibly with the intension of living at the
residence, but there is no evidence he occupied the property. Albert McKee died in 1991, shortly
after the sale of the Encanto Drive property. His son, Kingston, graduated from Stanford University
before returning to live in Southern California.

Little was found on Brenda Burney, with the exception of some data sugg esting she had moved
to Monrovia by 1992. In 1989, Burney arranged for a curb-side dumpster to be placed at the
property, indicating she was involved in some supplemental clean-up of the property following
McKee’s renovations. No permits were found to identify a ny subsequent owners. The current
owner is Li Lu.
Based on aerial photographs, the swimming pool at 910 Encanto Drive was filled and maintained
in 2016. However, at the time of the recent site visit, the pool was empty, the yards were not
maintained, and the residence was vacant. It appears to have been vacated sometime between
2017 and 2018 – being vacant more, if not all, of 2019. The property is walled on the west, south,
and east sides. The north side of the property is currently fenced with unlocked construction
fencing. The improvements at 910 Encanto Drive include a single family residence, a two-car
garage, a “U” shaped driveway, two driveway entrances, an in-ground swimming pool, cinderblock
walls on three sides of the property, and unkempt landscaping.
In general, the residence is a one-story structure on a concrete slab foundation. The structure is
wood frames and clad in stucco and decorative flagstones (in part). This residence is covered by
the 1985 roofing materials, which are in fair to poor condition. The north elevation shows the
residence to extent behind the garage (eastern extent) and close to the western extent of the
property. This style of architecture may be defined as a style of “tract home” development con-
sistent with the 1950s and 1960s, but more realistically referenced as vernacular and/or, as pre-
sented by HRG (2016:86), a “Contemporary Ranch” style of architecture. Characteristics of the
“Contemporary Ranch” style of architecture are:
• One‐story configuration (two‐story Ranch houses are rare) X
• Asymmetrical composition with one or more projecting wings X
• Horizontal massing and abstract form X
• Post‐and‐beam construction X
• Low‐pitched gabled or hipped roof, sometimes with expressionist qualities X
• Combination of wall cladding materials, generally including stucco and wood siding X
• Windows and doors are generally treated as void elements X

Of the characteristics presented above, the current residential improvements meet all but two –
there are no abstract ornamental details or a carport. The Oriental or Polynesian element are
represented by the roof overhangs designed to represent hut-like roofing.
The north elevation exhibits the main entrance to the residence and various windows. The main
entrance is located under a recessed alcove flanked by walls clad in flagstone siding. The main
entry consists of a set of double-wide wooden doors with frosted panes (upper half of doors) and
flanked by tall, decorative window lights. This doorway appear s to be a modern replacement of
whatever the original entrance was designed to reflect. A modern light is mounted on the ceiling
above the front porch.
The porch, extending north of the roofline and also to the east, towards the garage, is also con-
structed of flagstones, as is a skirt extending to the western extent of the north elevation. The
planter beneath the western portion of the residence is also constructed of flagstone s. These
elements were all constructed at the same time.
The wall to the east of the main entrance exhibits a modern, vinyl, pop-out window consisting of
two panels (casement windows with eight panes each; 4:2) flanking a large, central, fixed panel
with sixteen panes (4:4). This window system rests on decorative braces that appear original to
the residence and likely supported the original windows of a similar style. A smaller, also modern
window is located to the east of this large set of windows. Further east, the north elevation projects
slightly to the north (approximately three feet), designed to accommodate the storage closets lo-
cated between the garage and residence (with louver doors).
To the west of the main entrance, the north elevation exhibits a modern, vinyl window surrounded
by the flagstone siding and, further west, where the residence exhibits a shallow ell, two more sets
of modern, vinyl windows – in the case, slider windows with two panels each an each panel ex-
hibiting twelve panes (4:3). The eaves along the north elevation area wide and closed, exhibiting
attic vents and flat fascia broads. The rain gutters are built into the eave.
The west elevation is an elongated, flat expanse with nor outstanding design elements. With the
exception of a small area on the northern extent of the elevation, the entire elevation is clad in
stucco. The northern corner is capped with part of the flagstone skirt. Dry vegetation lines the
base of this elevation and there are horizontal windows high on the walls. These windows (2 sets)
are modern, vinyl, casement replacements with six panes each (2:3).

On the southern extent of the west elevation is a small, modern casement window with nine panes
(3). Iron gates are located on the northern and southern exten ts of this elevation and the western
property line is defined by the present of a cinderblock wall.
The south elevation shows the residence to be “L” shaped, with an extension (ell) on the south-
western corner and the remainder of the elevation being recessed and under a covered rear porch
expanse. On the western extent, the ell exhibits a solid stucco wall with an exterior water heater
closet. The east-facing wall of this ell is also a solid expanse, exhibiting no windows or doors. At
the junction of the east-facing wall and south elevation, the corner is beveled and designed to
accommodate a wide, double hung door system or smaller sliding glass door system. However,
at the time of this investigations, the doors had been removed, leaving a gapping opening to the
residence.
East of this beveled wall, the south elevation continues to the southeastern corner of the residence
as a flat expanse. Here, the wide openings for sliding glass doors have been left as gapping
openings with the removal of the doors. The interior of the residence exhibits the presence of
wood flooring over the concrete slab and the flat fireplaces indicative of the 1960s period of con-
struction. Two such fireplaces were visible from these openings.
On the eastern extent of the patio is a built-in shelf (countertop) designed to provide service from
the kitchen to the rear yard. An aluminum framed set of sliding window is above this counter. The
counter is supported by a decorative brace consisten t with the braces on the north elevation win-
dow shelf.
The large patio on the south elevation is covered by a continuation of the roofline and exhibits a
closed (flat) ceiling with mounted light fixtures (modern). The roof is supported by a series of brick
pillars (five) resting on the poured concrete slab of the patio. The pool is located south of this
patio and patches of grass separate the patio from the pool decking.
The east elevation of the residence is stepped, reflecting three differing wall segments extending
east from south to north. The first segment consist s of a solid wall of stucco with the mounted
utility boxes and rain gutters. The central segment extends approximately two feet from the south-
ern wall and is associated with a set of wooden French doors dominated by geometric patterning
and window glass. These doors provide direct access into the dining area of the residence.

Further north, the east elevation protrudes another five feet to the east and exhibits a modern,
vinyl, casement window with four panes (2:2) and a standard door jamb with a wooden door dom-
inated by window panes. This door provides direct access to the kitchen area of the residence.
The east elevation ends south of the garage, where the north elevation exhibits the storage closets
noted earlier.
Overall, the footprint of the residence appears to represent the original design of the residence.
However, it is noted the original roofing materials have been replaces (at least on ce); the windows
have all been replaced by modern vinyl replacements (without permits); the original doors have
been replaced or simply removed; and the exterior surface has be resurfaced (again, without per-
mits). The integrity of the residence has be significantly impacted by these changes/alterations.
The two-car garage was constructed in 1960 as a wood framed structure resting on a concrete
slab. The exterior is clad in stucco and the roofline is a hipped-gable style that extends to the
south, connecting to the residence and resulting in a covered causeway between the residence
and garage. Records show the garage was originally designed to have a west -facing bay door
accessed via the “U” shaped driveway and western extension into the garage. In 1987, Albert B.
McKee pulled to permits to have the driveway broken out, the bay door for the garage relocated
to the north elevation, and the driveway re-poured to accommodate the new configuration of the
garage. The driveway entrances still remain – one on the western side of the property and the
other on the eastern side of the property. The “U” shaped drive still exists.
With the closing of the western bay door, a wide doorway was established on the west elevation.
At the time of this investigation, the door(s) for this jamb was already removed, resulting in a wide
opening in the wall. A window was also added to this elevation, north of the doorway. A smaller
entry, original to the structure, is present on the south elevation, providing access to the garage
on the southeastern corner of the structure. A solid wooden door (modern replacement) is p re-
sent, swinging outward and into the causeway. The roof is designed to exhibit a wide, closed
eave extending approximately three feet from the walls, providing some shade and protection from
direct sunlight.
The original bay door was discarded and the current bay door on the north elevation is a modern,
aluminum, roll-up door. The exterior surface of the garage has been re-surfaced and repainted.
With the exception of the missing door on the west elevation, th e structure appears to be intact.

The roofing materials date to ca. 1985 and are in fair condition. These alterations and changes in
original materials and design have impacted the integrity of this structure.
The in-ground swimming pool, generally referred to as a “kidney” pool, because of its shape, was
installed at the time the residence was constructed, in 1960. Anthony Pools did the installation.
This pool dominates the rear yard. At the time of this investigation, the pool was empty and not
maintained. The surrounding yard is not maintained and overgrown.
The rear yard is bounded by cinderblock walls. There are iron gates on the west and east sides
of the residence/garage, providing access to the rear yard. The front yard is dominated by dry
grasses and a few younger trees on the western property boundary. The rear yard is dominated
by the pool, pool decking, and unkempt vegetation. There are small areas of dry grass and weeds.
Overgrown brush and small trees are present on the perip heries of the yard. Overall, the land-
scaping reflects the more recently established vegetation and this vegetation has been neglected
and allowed to become overgrown and/or die.
EVALUATION/ASSESSMENT
In April, 2019, the City of Arcadia adopted Ordinance No. 2359: An Ordinance of the City Council
of the City of Arcadia, California, Amending Various Sections of Article IX, Chapter 1 of the Arcadia
Municipal Code (“The Development Code”), with an Exemption under the California Environmental
Quality Act (CEQA), to implement a Historic Preservation Ordinance.” This Ordinance was the
result of numerous meetings, studies, and public comment.
The City of Arcadia Zoning Code, Section 9103.17 addresses Historic Preservation. Summarizing
the document, for consideration as a Historic Landmark (resource) in the City of Arcadia, property
improvements must be 45 years of age or older. In addition to the Code, an evaluation or assess-
ment of a property includes addressing the “integrity” of the resource, as defined by the seven
criteria listed in the State and Federal guidelines (Location, Design, Setting, Materials, Workman-
ship, Feeling, and Association). Subsequent to the “integrity” evaluation, a resource (building,
structure, object, or site) is determined to be eligible for recognition if it meets one or more of the
following Criteria:
1. It is associated with events that have made a significant contribution to the broad
patterns of Arcadia’s or California’s history;

or history of the city or state.
In addition to the basic Ordinance, the improvements must also maintain their integrity, as defined
by the seven criteria listed in the State and Federal guidelines (Location, D esign, Setting, Materi-
als, Workmanship, Feeling, and Association). Once “Integrity” is addressed, a resource (building,
structure, object, or site) can be considered for eligible for recognition if it meets one or more of
the following Criteria:
Integrity
Location: The improvements at 910 Encanto Drive are in their original locations. The res-
idence, garage, and pool date to 1960 and reflect their locations. However, it is
noted the orientation of the garage has been changes with th e relocation of the
bay door from the west elevation to the north elevation. Cor espondingly, the
driveway was altered. Overall, McKenna et al. has concluded the locations have
not changes and the minimal intent of the “Location” element HAS BEEN MET.
Design: The design of the structures (residence and garage) have not significantly
changes, although original materials have been replaced. The structures still
reflect the original roof designs, the footprints for the structures, and the basic
location of doors and windows. The extent of materials replacements (or remov-
als) have adversely impacted the improvements, overall, the intent of the Design”
element has HAS BEEN MET.
Setting: The “neighborhood” surrounding this property was originally designed in 1945
and developments were initiated by 1946. Overall, the area was developed
slowly, with sporadic improvements through the late 1940s and into the 1950s
(ca. 1952). There was a lull until 1960, with the current subject property was
developed.

Subsequently, two properties to the west of the subject property have been re-
developed with large, two story, modern residences which have resulted in
dwarfing the subject property (and impacting the western sun sets with respect
to the property at 910 Encanto Drive. While much of the area remains intact and
representative of the early improvements, the two properties south of 910 En-
canto Drive have adversely impacted the integrity of the setting as it related to
910 Encanto Drive. As such, McKenna et al. has concluded the “Setting” has
been impacted and the intent of the “Setting” element HAS NOT BEEN MET.
Materials: The property at 910 Encanto Drive exhibits some of the original construction ma-
terials, but, for the most part, the original materials have been replaced. This
includes, but is not limited to: reroofing; exterior wall resurfacing (stucco); re-
placement of all exterior windows; replacement of all door and the complete re-
moval of others; replacement of the garage bay door (and the relocation of this
door); and the addition of some flagstone paving. Almost all of these changes
were completed without permits and the changes, and/or replacement of the orig-
inal materials has adversely impacted the property with respect to “Materials.”
McKenna et al. has concluded the minimal intent of this element HAS NOT BEEN
MET.
Workmanship: No evidence was found to indicate the workmanship asso ciated with the im-
provements at 910 Encanto Drive are anything but standard for the period and
not the work of a master craftsman, known architect, or artisan. There are no
outstanding or unique design elements. As such, the minimal intent of the “Work-
manship” element HAS NOT BEEN MET.
Feeling: “Feeling” is subjective. Nonetheless, when entering a neighborhood, the feeling
that you are in an area representative of the period of significance (e.g. the 1940s
or 1950s population growth) should stand out. In this case, that “feeling” of the
greater area is still present, but also somewhat impacted by the two redeveloped
properties directly south of the subject property. The two large, modern resi-
dences are very obvious and dwarf the 1960 single story structure. McKenna et
al. has concluded the “feeling” associated with this property has been impacted
and, therefore, the intent of this element HAS NOT BEEN MET.

Overall, in reviewing the “Integrity” of this property, McKenna et al. determined only two of the
seven elements of integrity can be associated with this property (Location and Design). The prop-
erty has failed to carry the majority of the elements of integrity and , therefore, fails to retain the
historic integrity required for consideration as a historical resource.
Final Assessment
The final evaluation/assessment requires the property be addressed with respect to the four main
criteria defined by the Office of Historic Preservation, Sacramento, and adopted by the City of
Arcadia. The final assessment also involved an assessment in compliance with the standard fed-
eral and CEQA criteria, as well as the criteria of the City of Arcadia, as noted above. The follow
conclusions are presented:
1. It is associated with events that have made a significant contribution to the
broad patterns of Arcadia’s or California’s history;
No evidence was found that associated this property with any significant events
in the City of Arcadia or California history. Therefore, the property is not eli-
gible for recognition under this criterion.
2. It is associated with the lives of persons important to local or California history;
No evidence was found to suggest to connect this property to any significant
persons in the City of Arcadia or California history. Therefore, the property is
not eligible for recognition under this criterion.

These structures (residence and garage) are described as examples of the
Contemporary Ranch architectural style. It is certainly not the first, last, or sole
remaining example of this style of architecture, as Southern California is domi-
nated by this particular style. Taking current conditions in to account, McKenna
et al. has concluded the property is not eligible for recognition under this
criterion.
4. It has yielded, or has the potential to yield, information important to the prehis-
tory or history of the city or state.
No evidence has been found to suggest this property has a potential to yield
significant scientific information to Arcadia, the state, or the federal govern-
ments. The property is considered clear of such resources and, therefore, the
property is not eligible for recognition under this criterion.
Summary
McKenna et al. has concluded the improvements at 910 Encanto Drive has failed to maintain its
architectural “Integrity” (as defined in the policies and guidelines) and also fails to meet any of the
four major criteria for consideration as a historical resource eligible for listing in any of the local,
state, or federal registers. The property is not currently listed on the City’s list of individually rec-
ognized properties. McKenna et al. and assigned this property a status code of “6Z” and
considers the property clear of any significant cultural resources. McKenna et al. has con-
cluded this property would not qualify for listing. Any proposed alterations or redevelop-
ment of this property will not result in an adverse environmental impacts.
