*P3a. Description:
The one-story, single-family residence, was constructed in a Minimalist Style of architecture in 1938. The house is comprised of approximately
2,215 square feet and sits on a lot of 21,600 square feet. The house has a linear plan of rectangular masses, with an ell extending to the east
from the south end of the main block. From the attached two -car garage at the north end of the main building, to the south end of the building,
the length of the building measures approximately 80 feet, and the width of the main block is approximately 32 feet wide. The entire building
is all under a shallow hip roof system that is clad with a wood -shingle roof. The front door is a modern composite unit located beneath a
recessed area of the western elevation, under the eaves. The edge of the roof over the front entrance is supported by simple, square posts that
sit on a concrete porch deck. A red brick chimney is situated on the front (west) facade of the southern section of the house. Except for wide
clapboard siding by the front door, the house is clad with a smooth stucco siding, and was originally fenestrated with double -hung wood sash
windows. Those windows and the front door have all been replaced with modern units. The house sits on a poured concrete foundation, and a
circular concrete driveway.

The City of Arcadia (City) is situated on lands that once were part of the Mission San Gabriel Arc3ngel lands in 1771, and were granted to
Hugo Reid and his wife Victoria Bartolomea in 1845, who established Rancho Santa Anita. After the great drought in California in the 18605,
many ranchos, including Rancho Santa Anita, were sold to pay debts incurred from overextending their cattle raising operations. Elias Jackson
"Lucky" Baldwin bought 8,000 acres of the old rancho lands in 1875. Baldwin established a country estate and lived in a large house with his
fourth wife and their children. He assisted in getting the Atchison Topeka Santa Fe (ATSF) Railroad Company to run their San Gabriel Valley
line to the small town of Arcadia that had been established on Baldwin's lands. The City was established in 1903, with Baldwin as its first
mayor.
When Lucky Baldwin died in 1909, his land holdings were left to his two daughters, Clara Baldwin Stocker and Anita Baldwin. Clara Baldwin
Stocker started selling off large parcels of her land holdings before her death in 1920, and her sister continued to sell land until her death in
1939. Mrs. Baldwin willed large parcels of land to charitable organizations, but land spanning to the east and west of Santa Anita Avenue
would occasionally be called the "Baldwin Stocker" area.
The City retained much of its rural origins of small scale farming and chicken ranches up to the late 1930s, when the area became more
accessible by the Pacific Electric Railway and automobile roadways, for people working in downtown Los Angeles. Tracts of land began to be
developed for middle-income families, with the construction of small (^1,000 square feet) single-family residences, set on generous sized lots
from 7,000 to 24,000 square feet. Builders would purchase tracts of land, and build houses one -at -a -time on individual lots for the new
owners, or individuals would purchase a lot and have a home built by a contractor. Many of the houses built by owners would be based on
plans readily available from home building plan companies, such as National Home Builders, or plan books published by architects such as
Royal Barry Wills, Henry L. Wilson, and Paul R. Williams.
After the end of World War II, throughout Southern California, millions of acres of agricultural land were converted into use for residential
housing tracts. The City of Arcadia was no exception, and the population in the City jumped 150% from 1940 to 1950. Between 1950 and
1970, the population continued to increase just short of 100%. "More than 40 million housing units were built in the United States during the
30 year period following the end of World War II, and at least 30 million of these were single-family houses." (Caltrans 2011.) Housing
developers now began to purchase large tracts of land, and build many houses at one time in the exterior designs and sizes of their choosing.
Federal Government housing plans assisted low and middle income families, as well as veterans, in purchasing houses with federally -
subsidized mortgage rates. (See Continuation Sheet for additional text.)

Statement of Significance, continued:
The subject property is situated in the potential Rancho Residential neighborhood. The neighborhood is comprised of one -
and two-story single-family residences at the western edge of Arcadia, Los Angeles County. The neighborhood comprises over
600 houses in the area bounded by West Colorado Boulevard/Street to the north, Hugo Reid Drive to the south, the Los Angeles
County Arboretum and Botanic Garden to the east, and South Michillinda Avenue to the west. The neighborhood features gently
sloping topography, wide curvilinear streets with no sidewalks, and ornamental streetlights. Houses in the neighborhood have
retained generous setbacks, some with sloping front lawns, and scattered mature shade trees. All properties have driveways
(some with original circular driveways) with curb cuts and detached or built-in garages.
The house at 888 San Vicente Road was constructed for owners Jack and Nina Jessen. Jack Jessen was an attorney, employed
by General Petroleum Company, and he and Nina owned the house until 1976. Based on a review of historic aerial photographs,
and building permits on -file in City of Arcadia, the Jessen's made no changes to the house.
Using the "City of Arcadia, Citywide Historic Context Statement" (ARG 2016), the property at 888 San Vicente Road is being
evaluated under the context of "The Final Baldwin Subdivisions and Arcadia During Wartime 1936-1945", and the theme of
Residential Development 1936-1945.
Pursuant to Criterion A of the National Register of Historic Places (National Register), Criterion 1 of the California Register of
Historical Resources (California Register), and Criterion 1 of the City of Arcadia's Designation for Historic Landmark status (per
Article IX, Chapter 1, Section 9103.17 of the Zoning Code (Arcadia HD), the property at 888 San Vicente Road does not appear to
be associated with events that have made a significant contribution to the broad patterns of history in Arcadia, Los Angeles
County, or California.
Pursuant to Criterion B of the National Register, Criterion 2 of the California Register, and Criterion 2 of the Arcadia HD, the
property at 888 San Vicente Road does not appear to be associated with the lives of persons significant in the history of Arcadia,
Los Angeles County, or California.
Pursuant to Criterion C of the National Register, Criterion 3 of the California Register, and Criterion 3 of the Arcadia HD, the
property at 888 San Vicente Road does not appear eligible for listing as a historical resource. Minimalist style tract houses were
erected outside of major cities as middle class, white color workers moved to suburban areas to escape urban centers. The
subject house was constructed in an upscale tract, but the house does not present those design qualities that would put it forth
as an exceptional specimen of its type, or period of building practices in the 1930s, in Southern California. The house does not
appear to have been designed by a master architect or architectural firm, but rather its design appears to have been taken from
one of many plan books available for sale. The loss of the original windows and doors has caused the integrity of the original
design and workmanship to have been lessened by a substantial amount. The house at 888 San Vicente Road has maintained its
physical aspects of location, setting, and feeling.
Pursuant to Criterion D of the National Register, Criterion 4 of the California Register, and Criterion 4 of the Arcadia HO, the
property at 888 San Vicente Road does not appear to possess the potential to yield information important to the history of
Arcadia or the San Gabriel Valley.
The house at 888 San Vicente Road is not a significant example of a pre -World War II tract house, and is being assigned the
OHP Status Code of 6Z.

The Development Services Department has completed its review of the
Certificate of Demolition application and historical evaluation for the
request to demolish the existing residence at 888 San Vicente Road. It
has been determined that the historical evaluation is incomplete. Before
the staff can continue to process your application, the following must be
addressed:
1. The City of Arcadia recently adopted a Historical Preservation
Ordinance which now includes a local criteria to the historical
evaluation for the proposed demolition of a building that is 45
years or older. Please submit a revised evaluation that includes
the local criteria.
2. Please provide a list of references and resources used in the
evaluation.

of Historical Resources (California Register), the property at 888 San Vicente Road does not appear to be associated with events
that have made a significant contribution to the broad patterns of history in Arcadia, Los Angeles County, or California.
Pursuant to Criterion B of the National Register, and Criterion 2 of the California Register, the property at 888 San Vicente
Road does not appear to be associated with the lives of persons significant in the history of Arcadia, Los Angeles County, or
California.
Pursuant to Criterion C of the National Register, and Criterion 3 of the California Register, the property at 888 San Vicente
Road does not appear eligible for listing as a historical resource. Minimalist style tract houses were erected outside of major
cities as middle class, white color workers moved to suburban areas to escape urban centers. The subject house was
constructed in an upscale tract, but the house does not present those design qualities that would put it forth as an exceptional
specimen of its type, or period of building practices in the 1930s, in Southern California. The house does not appear to have
been designed by a master architect or architectural firm, but rather its design appears to have been taken from one of many
plan books available for sale. The loss of the original windows and doors has caused the integrity of the original design and
workmanship to have been lessened by a substantial amount.
Pursuant to Criterion D of the National Register, and Criterion 4 of the California Register, the property at 888 San Vicente
Road does not appear to possess the potential to yield information important to the history of Arcadia or the San Gabriel Valley.
The house at 888 San Vicente Road has maintained its physical aspects of location, setting, and feeling.
The house at 888 San Vicente Road is not a significant example of a pre -World War II tract house, and is being assigned the
