REGULAR MEETING MINUTES
TUESDAY, NOVEMBER 19, 2019
CALL TO ORDER — Mayor Verlato called the Closed Session to order at 6:30 p.m.
ROLL CALL OF CITY COUNCIL MEMBERS
PRESENT: Amundson, Beck, Tay, Chandler, and Verlato
ABSENT: None
PUBLIC COMMENTS — No one appeared
CLOSED SESSION
a. Pursuant to Government Code Section 54956.9(d)(2) to confer with legal counsel
regarding anticipated litigation — one (1) case.
No reportable action was taken on the Closed Session Item.
The Closed Session meeting ended at 6:50 p.m.
Regular Meeting
City Council Chamber, 7:00 p.m.
1. CALL TO ORDER— Mayor Verlato called the regular meeting to order at 7:02 p.m.

5. REPORT FROM CITY ATTORNEY REGARDING CLOSED/STUDY SESSION ITEMS
City Attorney Deitsch announced that prior to the regular meeting, the City Council met in a Closed
Session to consider the one item listed on the posted agenda under Closed Session; and noted
that the matter was related to possible litigation with BKK landfill, and that no reportable action
was taken.
6. SUPPLEMENTAL INFORMATION FROM CITY MANAGER REGARDING AGENDA
ITEMS
City Manager Lazzaretto announced that there was no supplemental information.

7. MOTION TO READ ALL ORDINANCES AND RESOLUTIONS BY TITLE ONLY AND
WAIVE THE READING IN FULL
A motion was made by Mayor Pro Tem Chandler, and seconded by Council Member Amundson
to read all ordinances and resolutions by title only and waive the reading in full.
8. PUBLIC COMMENTS
The following Arcadia residents appeared and urged the City Council to adopt an emergency
moratorium in order to protect renters from eviction prior to the State's new rent control regulations
going into effect on January 1, 2020.

9. REPORTS FROM MAYOR, CITY COUNCIL AND CITY CLERK (including reports from
the City Council related to meetings attended at City expense(AB 1234]).
Mayor Pro Tem Chandler announced that he attended Captain Goodman's retirement party, and
congratulated him on his retirement.
Council Member Tay announced that he attended the Veteran's Day Appreciation Luncheon at
the Community Center on November 11, and on November 16, he attended a celebration party
in District 2, celebrating Assembly Concurrent Resolution No. 121, which designates October 23,
2019, as Chinese American Day in California; he further announced that he attended the Police
Department Appreciation Luncheon, and that Thursday, November 21, is the Fire Department
Thanksgiving Appreciation Luncheon.
Council Member Beck commented on the rent control issues presented to the City Council during
the public comment period; he announced that he also attended the Veteran's Day Appreciation
Luncheon on November 11; he thanked the Friends of the Library and the Friends of the Museum
for their donations, and wished everyone a Happy Thanksgiving.
Council Member Amundson congratulated City Manager Lazzaretto for receiving the Municipal
Management Association of Southern California Presidency Award; he announced that he also
attended the Veteran's Day Luncheon on November 11; he read a letter from former Mayor Jim
Helms recognizing his appreciation for the City of Arcadia; and he wished everyone a Happy
Thanksgiving.
City Clerk Glasco announced that on December 5, the Arcadia Chamber of Commerce is hosting
the 5th Annual Holiday Tree Lighting Celebration at the Arcadia Transit Plaza.
Mayor Verlato wished everyone a very Happy Thanksgiving.
10. CONSENT CALENDAR
a. Special and Regular Meeting Minutes of November 5, 2019.
Recommended Action: Approve

b. Ordinance No. 2365 amending the City of Arcadia Uniform Traffic Ordinance to
authorize the City to restrict designated parking spaces and stalls in off-street parking
facilities owned or operated by the City for the exclusive purpose of charging and
parking a vehicle that is connected for electric charging purposes and to cause the
removal of vehicles not connected for electric charging purposes.
Recommended Action: Adopt
c. Resolution No. 7281 authorizing street closures for the Annual Festival of Bands
Parades by the Arcadia High School Music Club.
Recommended Action: Adopt
d. Resolution No. 7285 authorizing application for and receipt of SB 2 Planning Grant
Program Funds.
Recommended Action: Adopt
e. Donation in the amount of $5,000 from the Friends of the Arcadia Public Library for
Children's Programs.
Recommended Action: Accept
f. Donation in the amount of $5,000 from the Friends of the Museum for Archival
Supplies for the Gilb Museum.
Recommended Action: Accept
g. Donation in the amount of $4,378 from the Santa Anita Little League to add a pitch
count panel to the baseball scoreboard for the Eisenhower Park Improvement Project.
Recommended Action: Accept
h. Final Map No. 77121 with an adopted mitigated negative declaration under the
California Environmental Quality Act ("CEQA") for an 80 unit multi-family residential
unit subdivision within an approved mixed-use development and termination of a
covenant that prohibits vehicular access and parking over certain areas of the property
at 17 Las Tunas Drive.
Recommended Action: Approve
It was moved by Council Member Tay, seconded by Mayor Pro Tem Chandler, and carried on a
roll call vote to approve Consent Calendar Items 10.a through 10.h.

11. CITY MANAGER
a. Consideration of establishing a Friendship City relationship with Dongfang City,
Hainan Province, China.
Recommended Action: Provide Direction
Management Aide Shakarian provided the staff report.

It was moved by Mayor Pro Tern Chandler, seconded by Council Member Tay and carried on a
roll call vote to direct staff to move forward with the process of establishing a Friendship City
relationship with Dongfang City, Hainan Province, China; that the ambassadorship and expenses
be left to Council Member Tay, and that once Council Member Tay is no longer on the City
Council, the Friendship City would be abolished, if not picked up by another Council Member.

Mayor Verlato announced that on a 2-2 vote, the motion failed. City Attorney Deitsch confirmed.
b. Adoption of a Residential Water Service Shut-Off for Nonpayment Policy.
Public Works Services Management Analyst Jiang and Office Coordinator Carrillo provided the
staff report.
Ordinance No. 2368 amending Article VII, Chapter 5 of the Arcadia Municipal Code
concerning the discontinuation of residential water service for nonpayment.
Recommended Action: Introduce
It was moved by Mayor Pro Tern Chandler, seconded by Council Member Tay and carried on a
roll call vote to introduce Ordinance No. 2368 amending Article VII, Chapter 5 of the Arcadia
Municipal Code concerning the discontinuation of residential water service for nonpayment.

Resolution No. 7283 adopting a Policy on Residential Water Service Shut-Off for

roll call vote to adopt Resolution No. 7283 adopting a Policy on Residential Water Service Shut-
Off for Nonpayment.

c. Adoption of the California Building and California Fire Codes.
Ordinance No. 2366 amending Article VIII of the Arcadia Municipal Code relating to
Building Regulations and adopting by reference the 2019 Edition of the California
Building Code, Volumes 1 and 2, and Appendix J, the 2019 California Residential
Code, the 2019 California Green Building Standards Code, the 2019 California
Plumbing Code, the 2019 California Electrical Code, the 2019 California Mechanical
Code, the 2019 California Existing Buildings Code, the Uniform Code for the

Abatement of Dangerous Buildings, 1997 Edition, and the Los Angeles County
Grading Code with additions, amendments and deletions.
Recommended Action: Introduce Ordinance No. 2366 and set the Public Hearing for
December 17, 2019

roll call vote to introduce Ordinance No. 2366 amending Article VIII of the Arcadia Municipal Code
relating to Building Regulations and adopting by reference the 2019 Edition of the California
Building Code, Volumes 1 and 2, and Appendix J, the 2019 California Residential Code, the 2019
California Green Building Standards Code, the 2019 California Plumbing Code, the 2019
California Electrical Code, the 2019 California Mechanical Code, the 2019 California Existing
Buildings Code, the Uniform Code for the Abatement of Dangerous Buildings, 1997 Edition, and
the Los Angeles County Grading Code with additions, amendments and deletions; and set the
Public Hearing for December 17, 2019.

Ordinance No. 2367 amending Article III of the Arcadia Municipal Code relating to Fire
Regulations and adopting by reference the 2019 Edition of the California Fire Code in
its entirety, including Chapter 4 and Appendices B, C, D, K, and 0 based on the 2018
Edition of the International Fire Code published by the International Code Council;
together with certain additions, insertions, deletions and changes thereto.
Recommended Action: Introduce Ordinance No. 2367 and set the Public Hearing for
December 17, 2019
It was moved by Council Member Tay, seconded by Council Member Amundson and carried on
a roll call vote to introduce Ordinance No. 2367 amending Article III of the Arcadia Municipal
Code relating to Fire Regulations and adopting by reference the 2019 Edition of the California
Fire Code in its entirety, including Chapter 4 and Appendices B, C, D, K, and 0 based on the
2018 Edition of the International Fire Code published by the International Code Council; together
with certain additions, insertions, deletions and changes thereto; and set the Public Hearing for
December 17, 2019.
