HomeMy WebLinkAboutRP Minutes: 12/11/2019RECREATION AND PARKS COMMISSION REGULAR MEETING MINUTES Wednesday, December 11, 2019 RECREATION AND PARKS COMMISSION REGULAR MEETING CALL TO ORDER — Chairperson Lyn Tom called the meeting to order at 6:OOpm in the Arcadia Recreation Conference Room. PLEDGE OF ALLEGIANCE — Commissioner Fowler ROLL CALL OF COMMISSIONERS PRESENT: Raymond Cheung, Peter Chu, Randy Fowler, and Lyn Tom EXCUSED: Steve Swinney A motion was made by Commissioner Cheung, seconded by Commissioner Fowler and unanimously carried on roll call vote to excuse Commissioner Swinney. SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS 1. PUBLIC COMMENTS REPORTS FROM RECREATION AND PARKS COMMISSIONERS Commissioner Chu reported the Leadership Academy was a great experience, he learned so much about the City of Arcadia, and he highly recommends it. Commissioner Chu stated the Recreation and Community Services Department's presentation for the Leadership Academy was definitely the most fun and Public Works Services Department had the best gift! Commissioner Chu and his wife attended the Breakfast with Santa this year for the first time and were very impressed with how many people attended and with the event overall. Commissioner Cheung stated he and his family enjoyed the Santa Breakfast and Snow Festival again this year. This year his family shopped in the Senior Gift Shop. Commissioner Cheung reported despite the rain the Recreation staff did a great job with the Snow Festival. Commissioner Cheung shared his two sons wrote letters to Santa again this year and was very moved by what his youngest son wrote to Santa, "I believe you will come'. Commissioner Cheung reported more people are letting their dogs run off -leash at Windsor Field at Hugh Reid Park since the renovation of Eisenhower Memorial Dog Park. The dogs are digging holes and leaving their waste on the field. Deputy Public Works Services Director (DPWSD) Paul Cranmer stated he will address this issue and update the Commission on the Eisenhower Memorial Park renovation project during his report. Vice -Chairperson Fowler reported he stopped by the Breakfast with Santa and Snow Festival and was also impressed with the way Recreation staff organized all of the activities due to the rain. Vice -Chairperson Fowler stated he takes his dog to Arcadia County Park due to the renovation of Eisenhower Dog Park and is aware of how people are letting their dogs run off leash for exercise. Chairperson Tom stated she didn't make the Breakfast with Santa this year but appreciates all the work Recreation staff does to make it a special event. REPORT FROM CITY COUNCIL MEMBER LIAISON — None. 2. CONSENT CALENDAR a. Approve the Regular Meeting Minutes of September 11, 2019 Vice -Chairperson Fowler made a correction to the Recreation and Parks Commission Minutes of September 11, 2019 under Report of Commissioners for himself, to add at the end of the last sentence: Vice -Chairperson Fowler said City Council failed to do their job — add - "in getting the plans in front of the neighbors. I have no issue with the City Council revising the Recreation and Parks Master Plan after community input which is the proper way to handle things." Assistant Director of Recreation and Community Services (ADRCS) Candice Cheung made a correction to the Report of Director of Recreation and Commuity Services under Financial Statements to read: "DRCS Somogyi referenced the July 2019 Park & Recreation Facilities Fund, with an account balance of $11,901,883." It was moved by Commissioner Cheung, seconded by Chairperson Tom and unanimously carried on roll call vote to approve the noted addition/correction to Report of Commissioners and the noted correction to Financial Statements under Consent Calendar Item 2.a. AYES: Cheung, Chu, Fowler, and Tom NOES: None ABSENT: Swinney ABSTAIN: None 3. REGULAR ITEMS a. Report from Public Works Services Department I. Project Updates DPWSD Cranmer presented a current video from a drone over the Eisenhower Memorial Park renovation project. DPWSD Cranmer reported on the completed items of the project: drainage and subgrade for the baseball fields; site infiltration drainage; basketball court slab; baseball backstop fencings; foul pole footings; building footings; building plumbing; and Musco Sport lighting poles and fixtures. Items still in progress: site electrical under construction; basketball court backboards and pole; waterlines for buildings; install turf this week; trash enclosure footings; building masonry walls; and property line concrete block wall footing. Items to be completed by end of year: turf install; and northside of park. b. Report of Director of Recreation and Community Services Department Monthly Report ADRCS Cheung reported on the Senior Services Division. Coffee with the Mayor had a record 61 participants. Mayor Verlato brings fresh homebaked goods and the seniors have the opportunity to listen and chat with her about City issues and topics of personal interest. The pool room continues to be popular with 138 seniors playing this month. The pool room is a great place for all to gather and get acquainted. The Lions Sight program is offered in conjunction with the Arcadia Lions Club to provide free vision care to low-income seniors. Five seniors were served this month. On November 26, 170 seniors enjoyed a traditional Thanksgiving meal, dessert, and entertainment. The Fire Department joined the festivities and helped serve the lunch to the seniors. ADRCS Cheung reported on the Recreation Division. The School Year Playground Program held at all six Arcadia Unified School District Elementary Schools had a total of 3,783 youth participating. The ratio is one staff per 20 children and each site has a female and male Activity Leader working. This month 40 Volunteens assisted with the Kids' Fall Camp and Tech Talk Program. The Community Center is rented by non- profit groups on weekends for the community and had 725 people attending. The Merit Badge Classes at Wilderness Park continue to be popular with 117 participants this month. II. Financial Statements ADRCS Cheung referenced the first month of the fiscal year October Financial Statement. Total expenditures through October 2019 are $1,142,679 that is 34.6 % of the budgeted amount for this fiscal year. The total fiscal year revenue as of October 2019 is $637,762 that is 50.5% of the budgeted amount.. ADRCS Cheung referenced the October 2019 Park & Recreation Facilities Fund, with an account balance of $12,102,354. ADJOURNMENT Chairperson Tom adjourned the meeting at 6:50pm to January 8, 2020 in the Recreation Conference Room located at 375 Campus Drive, Arcadia.
