HomeMy WebLinkAboutHR Special Meeting Minutes: 12/05/19HUMAN RESOURCES COMMISSION SPECIAL MEETING MINUTES THURSDAY, DECEMBER 5, 2019 CALL TO ORDER — Chairperson Dolan called the Special Meeting to order at 5:30p.m. in the Council Chambers Conference Room. PLEDGE OF ALLEGIANCE — Chairperson Dolan ROLL CALL OF HUMAN RESOURCES COMMISSION MEMBERS PRESENT: Commissioners Dolan, Jeong, McMahon, and Tseng ABSENT: Commissioner Rock SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS — None PUBLIC COMMENTS — None REPORTS FROM HUMAN RESOURCES COMMISSION MEMBERS — None REPORTS FROM CITY COUNCIL LIAISON — Council Liaison was absent. 1. CONSENT CALENDAR a. Approve the Regular Meeting Minutes of July 11, 2019. Recommended Action: Approve AYES: Commissioners Dolan, Jeong, McMahon, and Tseng NOES: None ABSENT: Commissioner Rock 2. REGULAR ITEMS Chairperson Dolan moved item "b" to be presented first as City Manager, Dominic Lazzaretto had another City event to attend. b. Recommendation to Approve New Classification Specifications for Deputy City Manager and City Clerk Series within the City Manager's Office. Recommended Action: Approve Dominic Lazzaretto, City Manager, informed the Commission that after 30 plus years of dedicated service the City's Chief Deputy City Clerk/Records Manager announced her retirement at the end of the 2019 year. This provided the opportunity to reorganize the City Manager's Department in order to better distribute workload and improve efficiencies. Currently, the City Manager's Department is split into two sections; one being the City Clerk and City Attorney's side, and the other, general City scope of work. The recommendation is to take the existing Assistant to the City Manager incumbent, 12-5-2019 upgrade that position to a Deputy City Manager, and have the, two employees who currently report to the Chief Deputy City Clerk/Records Manager, report to the new Deputy City Manager. The current job classification specification is written so that one individual supports City Clerk functions and the other supports the City Attorney functions. If one individual is not here, it offers no backup or support for that specific area. With the proposed updated class series, it allows for the incumbents to work interchangeably. In addition to that, the class series offer a tiered flexible staffing model so that there is an entry, mid, and advanced level that creates opportunity for growth and advancement. The two current incumbents in the City Clerk/City Attorney area would be placed in the Deputy City Clerk and Assistant City Clerk position based on the number of years and level of experience each individual offers. These recommended changes are intended to create efficiencies and streamline services offered, create cross -training and development of current employees, and enhance service delivery. Commissioner Pro -Tem Tseng asked the current incumbent who is being promoted to Deputy City Manager will take on overseeing City Clerk and City Attorney functions, will that require a different skillset to manage those areas. Mr. Lazzaretto responded that it will definitely be a stretch for him since he does not have prior City Clerk or City Attorney experience. However; individuals in his role are on the track to becoming a City Manager one day and having this experience will assist with their professional growth and he believes the current incumbent will be successful in this new role. It was moved by Commissioner Jeong, second by Tseng, and carried on roll call vote to approve to approve New Classification Specifications for Deputy City Manager and City Clerk Series within the City Manager's Office. AYES: Commissioners Dolan, Jeong, McMahon, and Tseng NOES: None ABSENT: Commissioner Rock a. Recommendation to Abolish Eligibility List No. 19-10 for the position of Assistant/Associate Planner. Recommended Action: Approve Lisa Flores, Community Development Administrator, presented the staff report. Lisa stated that the Assistant/Associate Planner was opened a few months ago as a hybrid position and the department hired an Associate Planner from that recruitment. But during the course of the recruitment process, the department received another resignation for an Associate Planner. The same eligibility list was utilized to fill the additional vacancy and the position was offered to two other individuals; however, they declined due to the salary and benefits. The rest of the candidates on the list were only interested in the Associate Planner level but the needs of the department were evaluated and it was determined that an Assistant Planner would be best suited. The request is to have the list abolished and open a new recruitment to solely focus on hiring an Assistant Planner. 12-5-2019 Seeing no questions from the Commission members, they moved to a roll call vote. It was moved by Commissioner Jeong, second by Tseng, and carried on roll call vote to abolish Eligibility List No. 19-10 for the position of Assistant/Associate Planner. AYES: Commissioners Dolan, Jeong, McMahon, and Tseng NOES: None ABSENT: Commissioner Rock Chairperson Dolan adjourned the meeting at 5:45 p.m. to Thursday, December 12, 2019, at 5:30 p.m. in the City Council Chambers located at 240 W.
