FAUST-MORENO FOR THE PURCHASE OF NEW MIDDLE SCHOOL
AND TEEN BOOKS FOR THE ARCADIA PUBLIC LIBRARY
Recommendation: Accept
SUMMARY
The family of Jackie Faust-Moreno, former Director of Library and Museum Services,
has offer to donate $1,000 to the Library for the purchase of middle school and teen
materials. It is recommended that the City Council accept the donation.
DISCUSSION
In June 2012, the family of Jackie Faust-Moreno asked the Arcadia Public Library to set
up a trust fund in her memory, with the funds being used to help purchase additional
middle school and teen materials.
The Library has historically received small monetary gifts from the community to honor
or remember a person with the purchase of a book. In most cases, these monetary gifts
have gone into the Library Gifts and Grants account, a bookplate has been created and
placed in the designated item, and a notation made in the Library catalog. There have
been a very few instances when a larger amount of money has been given for a specific
purpose and a specific trust fund has been set up. This allows additional money to be
donated over time to that specific trust fund for a specific purpose, as in this case.
The family chose to directly set up the Jackie Faust-Moreno Trust Fund through the
Library because of the Library’s special memorial/honorarium gift donation program.
This allows the money to be directly spent as the family wishes, on middle school and
teen materials, with a special memorial bookplate placed in each purchased item.
By accepting and approving of this $1,000 donation, it can be placed in the Jackie
Faust-Moreno Trust Fund to purchase these materials. This donation helps the Arcadia

Public Library and the City of Arcadia provide a higher number of middle school and
teen items for the community of Arcadia beyond the current capacity of the City’s
General Fund.
All gifts $1,000 or more are subject to approval by the City Council pursuant to City
Charter Section 809(d).
ENVIRONMENTAL ANALYSIS
The proposed action does not constitute a project under the California Environmental
Quality Act (“CEQA”), and it can be seen with certainty that it will have no impact on the
environment. Thus, this matter is exempt under CEQA.
FISCAL IMPACT
The acceptance and approval of the $1,000 donation would be a positive fiscal impact
for the Library. It will provide additional revenue to specifically purchase middle school
and teen materials for the Library collection.
RECOMMENDATION
It is recommended the City Council determines that this action does not constitute a
project and is therefore exempt under the California Environmental Quality Act
(“CEQA”); and accept a donation in the amount of $1,000 in Memory of Jackie Faust-
Moreno for the purchase of new middle school and teen books for the Arcadia Public
Library.
