HomeMy WebLinkAboutItem 11f - Donation from the Arcadia Police Foundation for the Arcadia Police K-9 Program DATE: January 21, 2020 TO: Honorable Mayor and City Council FROM: Robert Guthrie, Chief of Police By: Dr. Jennifer Brutus, Sr. Management Analyst SUBJECT: DONATION OF $25,000 FROM THE ARCADIA POLICE FOUNDATION FOR THE ARCADIA POLICE DEPARTMENT’S POLICE SERVICE DOG (K-9) PROGRAM Recommendation: Accept SUMMARY The Arcadia Police Foundation wishes to donate $25,000 to the Arcadia Police Department for expenses related to the Police Service Dog (K-9) Program in order to purchase a replacement K-9. It is recommended that the City Council accept the donation. DISCUSSION In 2015, the Arcadia Police Foundation was established for the purpose of supporting the Arcadia Police Department (“APD”) by raising funds to support the programs, projects, and activities of the Department that are not funded through the City’s General Fund budget. These projects and activities will assist APD in continuing to serve the residents of Arcadia at its highest level and support the Department in its mission to improve public safety, decrease crime, and make Arcadia a safe place to live, work, and visit. The first project of the Foundation was to create and maintain an Arcadia Police Service Dog (K-9) Unit. With the generous support of the Foundation, the Department was able develop two fully-trained police service dogs (K-9 Zoli and K-9 Kota). In March of 2019, K-9 Zoli’s police service ended. At this time, the Department only has K-9 Kota in commission and is working on filling the second K-9 spot. The Foundation’s donation will cover the cost of a new dog and their training courses to become fully-trained in narcotics detection and apprehension. The Foundation will continue to cover the cost of the K-9’s food, supplies and equipment, specialized training and certifications, boarding, and veterinary and dental expenses. All costs pertaining to Police Service (K-9) Dog Program Donation January 21, 2020 Page 2 of 2 servicing the K-9 are funded by the Foundation, which is supported solely by donations. The City pays for the cost of the officer’s time for responding to callouts. ENVIRONMENTAL IMPACT The proposed action does not constitute a project under the California Environmental Quality Act (“CEQA”), and it can be seen with certainty that it will have no impact on the environment. Thus, this matter is exempt under CEQA. FISCAL IMPACT Acceptance of the Foundation’s donation of $25,000 will provide the necessary funds to acquire and train a second K-9 for the Department’s K-9 Unit. RECOMMENDATION It is recommended that the City Council determines that this project is exempt under the California Environmental Quality Act (“CEQA”), and accept a donation in the amount $25,000 from the Arcadia Police Foundation for the Arcadia Police Department’s Police Service Dog (K-9) Program.
