Wray, Deputy Director of Development Services/City Engineer By: Kevin Merrill, Principal Civil Engineer SUBJECT: ACCEPT ALL WORK PERFORMED BY BELCO ELECNOR GROUP FOR TRAFFIC SIGNAL IMPROVEMENTS, INCLUDING TRAFFIC SIGNALIZATION AND CROSSWALK MODIFICATIONS AT DUARTE ROAD AND LOVELL AVENUE, TRAFFIC SIGNALIZATION AT SUNSET BOULEVARD AND FAIRVIEW AVENUE, AND TRAFFIC SIGNAL IMPROVEMENTS AT HUNTINGTON DRIVE AND SECOND AVENUE, AS COMPLETE Recommendation: Approve SUMMARY On August 21, 2018, the City Council awarded a contract to Belco Elecnor Group, in the amount of $873,774, plus a 10% contingency, for traffic signal improvements, including traffic signalization and crosswalk modifications at Duarte Road and Lovell Avenue, traffic signalization at Sunset Boulevard and Fairview Avenue, and traffic signal improvements at Huntington Drive and Second Avenue. There were six (6) change orders on the project in the amount of $47,462.33, or 5.43%. With the adjustment for change orders and actual quantities, the final contract amount is $921,236.33, which is within the total authorized amount. The terms and conditions of this project have been complied with, and the required work has been performed to staff’s satisfaction. It is recommended that the City Council accept the project as complete, and authorize the final payment in accordance with the contract documents. BACKGROUND This project proposed traffic signal improvements at multiple locations. The improvements included the installation of two new traffic signals at the intersections of Duarte Road and Lovell Avenue, and Sunset Boulevard and Fairview Avenue, the removal of the crosswalk and flashing warning light system on Duarte Road, approximately 600 feet east of Baldwin Avenue, and the addition of a Accept Traffic Signalization at Duarte Road/Lovell Avenue, Sunset Blvd./Fairview Avenue, and Traffic Signal Improvements at Huntington Drive/Second Avenue January 21, 2020 Page 2 of 3 protected/permissive left turn phase to the traffic signal at Huntington Drive and Second Avenue. The plans and specifications were completed in May 2018, and the project was advertised for bids in July 2018. On August 21, 2018, the City Council awarded a contract to Belco Elecnor Group, in the amount of $873,774, plus a 10% contingency. DISCUSSION The construction began in November 2018, and was ultimately completed in December 2019. The project was delayed several months due to the long equipment delivery time period, and the wait for Southern California Edison to remove its streetlights. The project was completed to the City’s satisfaction. There were six (6) change orders on the project, totaling $47,462.33, or 5.43% of the original contract amount. The first change order was for the early removal of the mid- block crosswalk on Duarte Road approximately 600 feet east of Baldwin Avenue. This was because of the City’s desire to remove the crosswalk and lighted warning system immediately after approval of the contract. The second and third change orders were for the purchase and installation of a small mast arm and reflective street name sign for Duarte Road at the intersection of Duarte Road and Lovell Avenue. This was inadvertently left off the plans, but is important and necessary for the street name identification. The fourth change order was for the boring and installation of approximately 320 feet of conduit along the west side of Santa Anita Avenue from Colorado Boulevard south to the north side of the Santa Anita Bridge. This work was to provide a connection from the decorative LED bridge lights controller to the City’s fiber optics network. Since the contractor was already installing conduit as part of the project for the communication network connections to the two new signals, it benefited the City to have the additional conduit installed for the bridge lighting connection. The fifth change order was for additional work required to install a signal pole at the Huntington Drive and Second Avenue intersection. Due to a pocket of sandy soil conditions, the contractor had no choice but to over-excavate, refill with a slurry mix, and re-excavate for the pole foundation. The sixth and final change order was for adjustments to the original bid quantities for the removal and replacement of additional curbs, gutters, sidewalks, asphalt pavement, and landscaping based on the bid unit prices, and for the lowering of the two horizontal five-section heads in the north and southbound directions of Second Avenue at Huntington Drive for the protected/permissive phase signal function. Upon installation of the horizontal heads, it was determined that their sightlines could be improved under the bridge by lowering them slightly and still maintaining minimum vertical clearances. Accept Traffic Signalization at Duarte Road/Lovell Avenue, Sunset Blvd./Fairview Avenue, and Traffic Signal Improvements at Huntington Drive/Second Avenue January 21, 2020 Page 3 of 3 A summary of the change order costs is as follows: Original Contract: $873,774.00 CO #1 $2,000.00 CO #2 $1,700.00 CO #3 $850.00 CO #4 $20,311.41 CO #5 $8,226.44 CO #6 $14,374.48 COs Sub Total: $47,462.33 Final Total Contract: $921,236.33 These change orders brought the final construction total to $921,236.33, which is within the approved 10% contingency. FISCAL IMPACT The traffic signalization and crosswalk modifications at Duarte Road and Lovell Avenue, traffic signalization at Sunset Boulevard and Fairview Avenue, and traffic signal improvements at Huntington Drive and Second Avenue projects were budgeted as separate projects in multiple fiscal years within the Capital Improvement Program (FY 2015-2019). The total budget for all projects was $1,050,000, with $100,000 from Capital Outlay funds and $950,000 from Transportation Impact funds. Design services were in the amount of $72,806, leaving a balance of approximately $977,000. There are sufficient funds to cover the final cost of $921,236.33. RECOMMENDATION It is recommended that the City Council accept all work performed by Belco Elecnor Group for traffic signal improvements, including traffic signalization and crosswalk modifications at Duarte Road and Lovell Avenue, traffic signalization at Sunset Boulevard and Fairview Avenue, and traffic signal improvements at Huntington Drive and Second Avenue, as complete; and authorize the final payment to be made in accordance with the contract documents.
