The potentially historic resource, with construction ranging from 1927 to 1958, was evaluated against National Register of Historic Places (National Register), California Register of Historical Resources (California Register), and recently enacted local City of Arcadia eligibility criteria. The property is not listed on the City’s “Individual Eligible Resources” listing. McKenna et al. completed the evaluation and concluded the property and all improvements on the property fail to meet any of the required criteria for recognition as an eligible resource. This particular area was considered “rural” to the core area of the City and identified as an undivided block until 1919. No official subdivision map has been filed for this area prior to 1919, when the owners (Frederick Aberle and Carrie Aberle) filed their map. The subject property was sold shortly thereafter and improvements commenced. The development periods are repre- sentative of the population growth and need for affordable housing in the LA suburbs, es- pecially areas in the San Gabriel Valley, following WWII. Arcadia was developed primarily as a middle class community for working class families both before and after World War II. In this case, the property owner had enough land to develop multiple dwellings while retaining the original 1927 residential improvement. McKenna *Date: Dec. 12, 2019 X Continuation  Update The current project area is identified as being within the historic Rancho Santa Anita (Lot No. 37) and, eventually, within the historic “… Arcadia Santa Anita Tract Block 47 …” (ca. 1887). When mapped in 1887, this area was part of the large holdings of Elias J. Baldwin. Block 47 was located in the southern extent of Arcadia, bounded by Main Street (Duarte Road) to the south; 3rd Avenue to the west; 5th Avenue to the east; and Genoa Street to the north. This Block consisted of 11.94 acres and measured 950 feet (east/west); 623.6 feet on the west side; and 471.9 feet on the east side. This block remained intact until 1919, when the owners subdivided the property as Tract No. 3522. Tract No. 3522 was filed by Frederick and Carrie Aberle. Basic research identified Frederick C. Aberle as a native of Michigan (1861-1926). Carrie Aberle was a native of Ohio (1864-1938). They married in Michigan and raised a son (Frederick, Jr.) In ca. 1918, the Aberle family relocated to Los Angeles and invested in the property in Arcadia. There is no evidence to indicate they ever lived on the property, but maintained residences in Los Angeles, So. Pasadena, and Glendale. Tract No. 3522 was an investment and, subsequent to the mapping of the tract map, sold individual lots. Six lots were identified, numbered 1 through 6 from east to west. Lot 1 was bounded by Genoa Street (north), 5 th Avenue (east), and Main Street (Duarte Road (south). This lot measured 252.60 feet (east/west) on the north side; 251.62 feet (east/west) on the south side; 446.30 feet (north/south) along 5th Avenue; and 485.45 feet (north/south) on the west side. This equates to approximately 2.68 acres of land, or 1/5 th of the block. Lot 1 of Block 47 was sold by the Aberles to Samuel S.V. Schermerhorn, a local businessman who constructed his residence on the northeastern corner of the lot shortly after his purchase – at 450 Genoa Street. Samuel S.V. Schermerhorn (1880-1957) was a native of Canada and a naturalized citizen who served in the U.S. military, retiring as a Major. He was living on Genoa Street, Arcadia, by 1922, indicating he constructed his residence shortly after purchasing the property and raised his family with his wife, Louise M. (nee Neudecker; 1886-1973). His children included Theresa (b. 1912); Elizabeth (b. 1914); and Elsie (b. 1921), suggesting the establish- ment of the residence was to provide a permanent home for his young family. Permits showed Schermerhorn had a chicken house on his property, but the exact location was not noted. In ca. 1926-27, Schermerhorn constructed a second residence on his property. Completed in 1927, while Schermerhorn still owned the property, this improvement has been confirmed as the residence now associated with 416 Genoa Street. Schermerhorn, by 1927, was 47 years of age and running a very successful insurance company in Arcadia (with offices on Huntington Drive). A review of permits for the remainder of the Schermerhorn property showed he apparently sold the southern half of his holdings in 1926 and two residences we re constructed on Duarte Road in 1926 (both by J.O. Grace and both south of the current subject property). The lot on the southeastern portion of the Schermerhorn property was improved in 1946, suggesting the Schermerhorns kept the eastern half of their property. When Schermerhorn completed the construction of 416 Genoa Street, the residence remained vacant for at least two (possibly 3) years. Harold Raudenbush and Frank Lockwood were more likely renters, as the Great Depression would have impacted the potential for Schermerhorn to find a buyer. No information was found to confirm when Mrs. Laura Shea purchased the property at 416 Genoa Street, but she was surely on the property by 1944 and initiated improvements. She likely purchased the property in ca. 1943-44. Little is known of Mrs. Laura Nesbith Shea (1910-2001), except to note that records do not identify her as living with a husband. She was either widowed or divorced (or otherwise sepa- rated) when she owned and occupied 416 Genoa Street. There is some evidence (not defini- tive) that she was married to William Shea and he was incarcerated much of the 1930s and well into the 1940s – possibly longer. Regardless, he was not on the property. Between ca. 1944 and 1962, Laura N. Shea remained on the property and is credited with the improvements now identified as 418 to 428 Genoa Street, providing her with income property. McKenna *Date: Dec. 12, 2019 X Continuation  Update The permit file for the Shea property are limited and show no improvements or alterations to the rental units once construction was completed. Obviously, maintenance was undertaken, but the structures are essentially as built (see later discussion). With respect to the original improvement at 416 Genoa Street, perm its have shown no significant changes between 1927 and 1958. In 1958, Laura Shea completed an addition to the residence and remodeled the residence. No significant improvements were completed since 1958, as indicated by the per- mits. It is quite possible improvements were completed without permits, as discussed later in this discussion. 418-428 Genoa Street, Arcadia In ca. 1953-54, Laura Shea had three duplexes constructed on her property. The two eastern structures were built on APN 5779-019-005 and the third was constructed to the south of her residence on APN 5779-019-007. The southwestern structure was assigned as 418 and 420 Genoa Street. The northeastern structure was assigned as 422 and 424 Genoa Street and the southeastern structure was assigned 426 and 428 Genoa Street. All three structures were built with the same design. The two eastern structures faced west and the single western structure faced east, resulting in a faux courtyard pattern with a landscaped median separating the two parcels. Each structure consisted of two units (hence, duplexes), each consisting of 810 square feet and having two bedrooms and one bath. The two units of each duplex are connected by single car garages recessed between the residential structure, resulting in a continuous expanse of struc- tural improvements. These duplexes are designed as single story structures, wood framed on concrete pads. The roofs are low pitched hipped-gable designs covered in modern composition shingles. There a narrow fascia boards bounding the structures and a short eave extension over the doorways. The exterior walls are clad in stucco and exhibits a short (2 ½ foot high) red brick skirt on the elevations visible from the street. The main elevations have symmetrical plans with a c entral- ized entrance on a low concrete step flanked be two sets of double hung sash windows with single paned designs. These windows are wood framed and original to the design. The north and south elevations of the duplexes exhibit similar wood frames, double hung sash windows with single panes (upper and lower). There is no relief between the windows and stucco siding, indicating the structures were re-surfaced at some point (without permits). The rear elevations exhibit secondary entries (to the small rear yards), another double hung sash window (similar to the others), and a smaller window associated with the bathroom. The pattern of windows suggests the bedrooms were to one side of the residence, the bath central- ized to the rear, the kitchen in a rear corner and the living room in a front corner. Depending on the unit, these layouts would be reversed or mirrored. McKenna *Date: Dec. 12, 2019 X Continuation  Update The garages are standard single car garages with bay doors facing the driveway median. They exhibit spring-hinged doors (aluminum) that reflect replacements for what would have been wooden doors. The side walls are consistent with the interior walls of t he duplex units, but the rear walls include a single doorway providing access to the rear yard(s). The roof lines above the garages are gable, oriented north/south. The interiors are unfinished (exposed framing, etc.). With the exception of the re-surfacing and re-roofing of these structures, and the replacement of the garage doors, the duplexes and garages appear to reflect their original designs and massing. There are no major alterations or additions. The materials are basic and were readily available at the time of construction. There are no unique design elements or materials. Over- all, the units are in old enough to be considered historic (by age, only), but are not considered to be significant historical resources (see discussion below). Their design was determined to be Minimal Traditional (and/or vernacular). 416 Genoa Street The residence at 416 Genoa Street is a 1927, single family residence, that is credited to Samuel S.V. Schermerhorn. He built it on his larger property and it ma y have been designed as an income-generating improvement, a residence for an employee, and/or possibly for his eldest daughter, soon to be an adult when constructed. In any case, the residence remained vacant until 1931. Here were two occupants before the property was sold to Mrs. Laura N. Shea. When constructed, this residence was essentially rectangular in plan (approximately 28 x 35 feet), oriented north/south with a north-facing main entrance. The structure is currently de- scribed by the County Assessor as a 1,184 square foot structure with two bedrooms and one bath. Without the 1958 addition, the residence was likely closer to 1,080 square foot residence. Currently, the residence is “L” shaped with the addition being located on the southwestern cor- ner of the residence and consisting of a 10 x 10 foot addition (100 square feet). This residence is a single story structure with a raised foundation and a small basement (ac- cessed from a stepped entry on the south elevation). The roof is designed as a cross-gable design with a faux dormer on the north elevation. The peak of the roof is oriented east/west ad high pitched, with a shed roof extension over the rear porch. The entire roof is clad in modern composition shingles and exhibits no rain gutters or fascia boards. There is trim on the east and west elevations. The structure is wood framed and was originally designed as a clapboard residence, but has since been clad in stucco – possibly re-surfaced when the addition was completed in 1958. The stucco surface is consistent on all four elevations and extends from the base of the walls to the roof line. A concrete foundation is evidence along the base of the structure. McKenna *Date: Dec. 12, 2019 X Continuation  Update The north elevation (facing Genoa Street) exhibits the main entry off -centered to the east. There is a small concrete porch associated with the entry, accessed via a three-stepped stoop and an associated concrete walkway from the driveway to the stoop. A railing has been added to the stoop, but does not appear to be original to the design. The main entry is a wooden panel door with an upper half consisting of diamond window panes (four full and eight half). The jamb is wood and the door is covered by a modern aluminum screen door. To the east of the door is a large window system consisting of three upper fixed and horizontal panes; a large, centralized fixed pane; and two large casement windows flanking the fixed pane. Unlikely period pieces, these windows are aluminum framed and not steel , indicating the original windows have been replaced – again, likely in 1958. To the west of the entry, a similar set of windows is present. Under the faux dormer on the west side of the residence (north elevation) is a large fixed pane flanked by six-paned casement windows exhibiting wood framing and sills. These windows re indicative of the original windows. The roof overhang on the north elevation exhibits short, relatively small rafters. Floor vents are evident, as is a small crawl space entry. There is a small window located between the large, original window set and the replaceme nt set to the west of the main entry. This single-paned casement window is likely associated with the a closet off the main foyer area. The west elevation is an elongated expanse of stucco with a series of windows. The cross- gable roof is evident, as is the addition to the rear, where the roof line shifts to a low -pitched gable style with exposed eaves (no fascia board). The windows are wood framed and original to the structure, exhibiting a double hung sash style with single panes (1:1). The “ears” on the window frames are indicative of the 1920s construction. Again, the stucco siding has negated the original relief around these windows and all windows are covered by modern aluminum screens. Portable A/C units are mounted in some windows, but a wall -mounted unit is associ- ated with the addition to the south. Floor vents are evident, as is a single crawl space entrance. The east elevation is a shorter expanse and is dominated by replacement windows (various sizes); an attic vent; and a tall, red brick chimney extending through the roof line. The chimney is located in the northern half of the elevation, indicating this is the living room area. A replace- ment window consistent with those on the north elevation is present to the north of the chimney. South of the chimney are three window systems of various sizes, but all replacements. A/C units are mounted in two of the windows. A crawl space entrance is evident near the southern extent of the east elevations and associ- ated with a pipe vent indicating the washer/dryer system is located in the basement. Also mounted on the east elevation are the utility boxes and exterior wiring. McKenna *Date: Dec. 12, 2019 X Continuation  Update The south elevation is the busiest side of the residence, exhibiting the entrance to the basement (a wooden door on hinges over the concrete steps).; the rear porch and secondary entrance, and the 1958 addition. The driveway entrance is located on the eas tern extend of the south elevation. The door is a low-pitched element opening from east to west (hinges on the west side). To the west is the secondary entrance, resting on an elevated porch of concrete and accessed via a four -step stoop. The edge of the stoop and the basement entrance are separated by a pipe-rail for safety. The secondary entrance consists of a narrow door with a solid base (with a doggie -door) and an upper glass paned section. This is a replacement door with no screen. A relatively small, double hung sash window with horizontal panes is located above the basement entrance and east of the doorway. A vertical window is to the west of the doorway, concisting of a replace- ment sash window with single panes. The roof above the porch consists of a shed roof sup- ported by 4 x 4 posts and exhibiting a vertical skirt. Rain gutters line the shed roof. East of the porch, the original wall continues and exhibits a horizontal window system consisting of three fixed panes flanked by casement windows with three panes each (horizontal). This is a replacement system similar in design and material as those on the east elevation and likely dating to ca. 1958. The 1958 addition is further to the west, consisting of a square room with a sliding glass door system on the east-facing wall, accessed by a three-stepped concrete stoop. Rain gutters are present. The south-facing portion of the elevation exhibits a set of eight horizontal and fixed panes flanked by casement windows with four panes each (horizontal). These are also replace- ment windows similar to those described above. A floor vent and crawl space entrance are present beneath these windows. Overall, the residence is a fairly standard structure indicative of the period of construction. Its original design (clapboard) would render the style a California Bungalow, but with the extent of alterations ( re-surfacing with stucco, replacement of windows, re-roofing, and room addition, have resulted in a design now consistent with an eclectic form of a Minimal Traditional style (or vernacular) with eclectic elements that negate the assignment of any one particular style. The garage associated with this residence is located to the southeast of the residence and accessed via an asphalt driveway running from the curb at Genoa Street to the concrete pad of the garage. A narrow concrete walk runs between the driveway and the residence. The garage was originally designed as a smaller structure (not as deep) and is not as wide as a standard, modern garage. The roof is a steeply pitched gable roof oriented north/south and covered in modern composition shingles. The roof exhibits a one foot (+) overhang on the north side and a slightly shallower overhang on the south side. There are shallow fascia boards, but no rain gutters. McKenna *Date: Dec. 12, 2019 X Continuation  Update The garage is a wood framed structure on a concrete pad. The exterior exhibits the original clapboard siding, but the bay door (on the north elevation) has been replaced. The west and east elevation exhibit the mis-matched siding illustrating the six-foot extension of the garage to the south. Here, there is a slight change in the materials used and the matching of the horizontal alignments. The south elevation is a solid wall, but of the more recent materials. The east elevation exhibits a single, relatively small window consisting of a wood-framed casement win- dows with a single glass pane (½ inch mesh screening has been stapled around the exterior of the window frame). The north elevation is dominated by the bay door, which currently consists of any aluminum door on hinges. The door is framed by 1 x 6 boards and there is a large, 2 x 6 reinforcement beam extending the width of the structure, above the bay door. A roof vent is present beneath the peak of the roof. The west elevation is located within the rear yard of the property and two wood-framed windows (different sizes) with simple framing and sills. The windows are casement-styles and are origi- nal to the structure. The rear addition is accentuated by a vertical board defining the seam. Overall, the structure is indicative of the original construction, but enlarged and exhibits a re- placement bay door. Although not clear in the records, this garage may have been constructed in 1927, when the residence was built, but may also be indicative of the 1935 improvements listed on the Assessor summary. Either way, the structure is historic, by age, but exhibits significant alterations, addi- tions, and replacement of materials. * * * * * * * * * * * * * * * * * * In April, 2019, the City of Arcadia adopted Ordinance No. 2359: An Ordinance of the City Council of the City of Arcadia, California, Amending Various Sections of Article IX, Chapter 1 of the Arcadia Municipal Code (“The Development Code”), with an Exemption under the California Environmental Quality Act (CEQA), to Implement a Historic Preservation Ordinance.” This Ordinance was the result of numerous meetings, studies, and public comment. The City of Arcadia Zoning Code, Section 9103.17 addresses Historic Preservation. Summarizing the document, for consideration as a Historic Landmark (resource) in the City of Arcadia, property improvements must be 45 years of age or older. In addition, the improvements must maintain their integrity, as defined by the seven criteria listed in the State and Federal guide lines (Location, De- sign, Setting, Materials, Workmanship, Feeling, and Association). It has yielded, or has the potential to yield, information important to the prehistory or history of the city or state. With respect to the integrity of the improvements at 416 through 428 Genoa Street, McKenna et al. has concluded the following: Location: This original residence, garage, and duplexes are in their original loca- tion (1927-1954), although there have been additions and alterations. The minimal intent of this element HAS BEEN MET. Design: The duplexes reflect their original designs, but the SFR residence and garage have been subjected to alterations, additions, and the replace- ment of most of the original windows. The roofing and some of the door have also been replaced. As such, McKenna et al. has concluded the original designs of the 1927 residence and associated garage have been compromised, while those of the duplexes have not. Overall, however, McKenna et al. has concluded the minimal intent of this ele- ment HAS NOT BEEN MET. Setting: The setting of Genoa Street has been completely compromised. With the exception of two properties between Third Avenue and Fifth Ave- nue, including the current study area, all of the properties have been redeveloped. These multi-family properties date between the late 1980s and as recently as 2015. Based on the extent of these redevel- opments, McKenna et al. has concluded the historic setting has been lost and the intent of this element HAS NOT BEEN MET. McKenna *Date: Dec. 12, 2019 X Continuation  Update Materials: The original materials used in the construction of the duplexes, with the exception of the roofing shingles and the garage doors, appear to be original. However, in the case of the 1927 residence and garage, there has been significant replacement and a loss with respect to the archi- tectural integrity as it pertains to materials. This extent has compro- mised the entire property and McKenna et al. has concluded the mini- mal intent of this element HAS NOT BEEN MET. Workmanship: Permits note the original construction was completed by C. Hadley (ca. 1927) and Jack Albertson (ca. 1958) and T.L. Sparks (ca. 1953 -54). None of these contractors has been identified as an artisan, craftsman, or master builder. No data was found to suggest the involvement of an architect. The designs are simple and standard for their respective periods of development. As such, McKenna et al. has concluded the minimal intent of this element HAS NOT BEEN MET. Feeling: In general, “feeling” is subjective. In this case, the alignment of Genoa Street between Third Avenue and Fifth Avenue, the alignment is no longer indicative of historic improvements, but dominated by redevel- opments that have adversely impacted the “feeling” of the earlier rural and/or semi-rural setting. The “feeling” of the pre-1958 period is no longer evident. McKenna et al. has concluded the intent of this element HAS NOT BEEN MET. Association: This property is not associated with any identified Tract or Subdivision prior to 1919 and was sold without formal lot divisions until much later. Portions of Block 47 were sold for development after 1919 and, in this case, the improvements within Lot 1 of Block 47 began relatively early and continued well into the 1950. Subsequently, most of Lot 1 was redeveloped. None of the property owners were persons meeting the minimum requirements for recognition as historically significant per- sons and there is no evidence an any association with historical events. McKenna et al. has concluded the minimal intent of “association” HAS NOT BEEN MET. With respect to the “integrity” of 416-428 Genoa Street, McKenna et al. has concluded only one of the seven elements has been met (Location). Lacking the majority of the elements, McKenna et al. has concluded the property lacks integrity, as defined by the guidelines, and fails to meet the minimum requirements for recognition as a historically significant resourcs. Nonetheless, McKenna et al. addressed the four main criteria for consideration: 1. It is associated with events that have made a significant contribution to the broad patterns of Arcadia’s or California’s history? McKenna et al. found no data to indicate this property is associated with any events that meet the intent of this criterion. The only association that could be documented was that of Block 47 being within the Santa Anita Tract and the historic Rancho Santa Anita. Such associations are not consistent with the intent of this criterion and, there- fore, Criterion 1 does not apply to this property. 2. It is associated with the lives of persons important to local or California history? McKenna et al. found no evidence to suggest this property is associated with any person important to local or California history. The developer, S.S.V. Schermerhorn was a successful businessman, but the majority of the improvements are associated with Laura Shea. Overall, neither meets the requirements as defined by the criterion and, therefore, McKenna et al. has concluded Criterion 2 does not apply to this property. 3. It embodies the distinctive characteristics of a type, period, region, or method of con- struction, or represents the work of a master, or possesses high artistic values. As noted above, the improvements at 416-428 Genoa Street date between 1927 and 1958 and have been described as Minimal Traditional and/or a significantly altered California Bungalow now consistent with an eclectic Minimal Traditional style. There have been significant alterations and/or additions. These common and simple de- signs fail to meet the intent of the criterion and, therefore, McKenna et al. has con- cluded Criterion 3 does not apply to this property. 4. It has yielded, or has the potential to yield, information important to the prehistory or history of the city or state. No evidence was found to suggest the property has a potential to yield any information important in history or prehistoric (e.g. archaeology or paleontology). No artifacts or fossils were identified during the property inspection. This does not preclude the presence of buried resources, but at this time, McKenna et al. has concluded Crite- rion 4 does not apply to this property.
