PLEDGE OF ALLEGIANCE — Chairperson Rock ROLL CALL OF HUMAN RESOURCES COMMISSION MEMBERS PRESENT: Commissioners Dolan, Francone, McMahon, Rock, and Tseng ABSENT: None SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS — None PUBLIC COMMENTS — None REPORTS FROM HUMAN RESOURCES COMMISSION MEMBERS — None REPORTS FROM CITY COUNCIL LIAISON — Council Liaison was absent. 1. CONSENT CALENDAR a. Approve the Regular Meeting Minutes of July 12, 2018. Recommended Action: Approve AYES: Commissioners Dolan, Francone, McMahon, Rock, and Tseng NOES: None ABSENT: None 2. REGULAR ITEMS a. New Classification Specification for Police Investigation Technician (Part-Time). Recommended Action: Approve Robert Guthrie, Police Chief, presented the staff report. Chief Guthrie stated that his department is requesting a new classification for a part-time position of Police Investigation Technician to assist with the backlog of work due to staffing issues. Although at this time, the Police Officer position is currently fully staffed for about nine days, he cannot recall the last time this was the case since he's been Police Chief, but he does not anticipate that this will last too long due to the nature of the business. The Chief stated that his primary focus is to keep staff on patrol as resident and public safety is a priority, but when staffing levels are not adequate, the administrative duties will start being compromised. To assist with the workload in the past, the City has hired retired annuitants to keep up with the administrative work, detective assignments, and special projects but there are 9-13-2018 many CaIPERS regulations that make it difficult to hire retired annuitants. But the bigger issue is that the process is that it is time consuming and costly. If a retired annuitant has been retired from an agency for six months or longer, and is part of the sworn police classification, they will have to complete a full background on-boarding process. This process can take up to six months to get someone cleared which can really create an issue if the Department is already behind on work assignments. This led the Chief to reach out to Shama Curian, Human Resources Administrator, to discuss possible solutions and it was suggested to create a new classification that would be considered a civilian position so that a retired police officer would not need to complete a full background process if we did decide to hire someone with their background to fill this type of position temporarily. Shama researched best practices of the industry and found that this type of classification was used in a few surrounding cities to assist with properly managing and distributing workload to allow the City to maintain staffing levels. Chairperson Rock stated that he is also aware that many other agencies are doing the same thing and wanted to confirm that this would not be restricted to only retired police officers, but would be open to anyone that would have the skillset oriented to fulfill the specific needs of the assignment or project. The Chief replied that is correct, he just used a police officer as an example since they typically would have the skillset of the position but it would be open for consideration to anyone who has the qualifications as listed on the job description. Commissioner Francone stated that her concern is that the requirement of having only one year of experience working with the public and not requiring any law enforcement background seems very vague. The Chief replied that he's open to suggestions and other considerations of language. The Human Resources Commission proposed changes and recommended staff to revise the language to expand on and increase the minimum requirements of the position to add at least two years of experience and include more descriptive components to the classification. It was moved by Commissioner Dolan, second by Francone, and carried on roll call vote to approve the new classification of Police Investigation Technician part-time with the recommended changes to expand more on the requirements. PLEDGE OF ALLEGIANCE — Chairperson Pro-Tern Rock ROLL CALL OF HUMAN RESOURCES COMMISSION MEMBERS PRESENT: Commissioners Dolan, Francone, McMahon, Rock, and Tseng ABSENT: None SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS — None PUBLIC COMMENTS — Previous HR Commissioner Patty Wong-Dion wanted to thank the HR Commissioners, the City, and staff for their support over the past 8 years as part of the HR Commission. Selection of Chairperson and Chairperson Pro Tem for Fiscal Year 2018-19. Recommended Action: Appoint Chairperson Pro-Tern Rock announced the re-election of a new Chairperson and Chairperson Pro Tern for Fiscal Year 2018-19. Commissioner Francone nominated Chairperson Pro-Tern Rock to be Chairperson. Seeing no other nominations, Commissioners cast their votes as follows: Roll Call: AYES: Commissioners Dolan, Francone, McMahon, Rock, and Tseng NOES: None ABSENT: None Commissioner Francone stated that if they continue with past practice, the next in line as Chairperson Pro-Tem would be Commissioner Dolan. Chairperson Pro-Tern Rock nominated Commissioner Dolan for Chairperson Pro- Tern for the upcoming term.
