McKenna et al. recently completed an architectural assessment of the property at 845
Balboa Drive, a SFR, eclectic, Minimal Traditional style of architecture dating to 1941-
1945. This property is not listed in the City's listing of individually eligible properties.
McKenna et al. researched and evaluated this property in compliance with the National
Register of Historic Places (National Register) criteria, the California Register of Histori-
cal Resources (California Register) CEQA criteria, as well as the recently adopted City
guidelines and policies (Ordinance 2359 and Arcadia Municipal Code, Article IX, Chap-
ter 1).
My evaluation resulted in a determination that this property is not eligible for listing as
an "individually eligible property" or City "Landmark." I have assigned the property a
status code of 6Z, per OHP guidelines (see attached DPR-523 forms) and, if you have
any questions, please feel free to contact my office in Whittier, CA.

scope. Also address integrity.) This area of Arcadia was developed relatively late (post -Depression) and
during the WWII years. The properties in this area are on relatively large lots and represent individual
developments (not tract homes) and the area is still dominated by single-family improvements. As
WWII era developments, these property improvements are indicative of the standard and larger lots
designed and developed to accommodate the population growth of the war and post- era, where
residences were built in a manner that would accommodate future additions; representing increased
incomes and post -World War II prosperity associated with the positive economic growth of the era.
With prosperity came investments in property, with improvements representing the owners personal
design choices and financial means.

The property 845 Balboa Drive, Arcadia, Los Angeles County, California, is cross-referenced by
the Los Angeles County Assessor as Assessor Parcel No. 5777-020-009 and described as a
single family residential property dating to 1941-1945. The legal description also identified the
property as Lot 70 of Tract No. 12104 (a designation assigned in 1940). Historically, this property
was within the Rancho Santa Anita, confirmed to Henry Dalton and platted in 1858. This rancho
consisted of 13319.06 acres and included the southern half of the northwest quarter of Section
32, TIN, R1 1W); also known as part of Lot No. 37 of the Rancho.
After various owners, the property eventually became part of the Elias Baldwin estate and within
the area known in ca. 1910 as Tract No. 949 (p/o Lot 6). When mapped, the acreage associated
with Tract No. 12104 was owned by the Title and Insurance and Trust Company and the Rancho
Santa Anita, Inc. (represented by Roger Goodman and F. Wesley Davis). When mapped, this
large area consisted of 245 single family properties extending from west of Magellan Road to east
of Old Ranch Road, and from south of Coronado Drive to north of Victoria Drive. Unlike the blocks
east of Santa Anita Drive, the streets in this subdivision reflected the curved street and irregular
lot dimensions consistent with the "more modern" mode of development. The completion of the
tract map facilitated the sale of individual lots and development in the post -Depression era. Lot
70 was centrally located within the subdivision and measured 60 feet wide and 170 (+/-)
feet deep — or 10,200 square feet. This property is the fifth lot east of Golden West
Avenue and on the north side of Balboa Drive. The County Assessor describes the im-
provements as consisting of two bedrooms and two baths, with 1,338 square feet of living
space.
A brief review of surrounding properties confirmed the area associated with Tract No. 12104 were
developed in the early 1940s, but also reflect significant remodeling or redevelopments. Dates of
construction for the immediate area of Balboa Drive are presented below. As listed, there is a
minimum of seven properties exhibiting significant remodeling and/or redevelopment (24%).
Twelve properties (41%) are indicative of improvements dating between 1941 and 1945 (WWII
years), with many of these exhibiting alterations or additions. The remaining ten properties (35%)
post-date WWII — 1946 and into the 1950s and some also exhibits alterations or additions.
As presented, less than 50% of the residential properties on this block of Balboa Drive (41%)
reflect the original construction with various degrees of alterations. This low percentage indicates
the area would not qualify as a historical district, as it has been impacted by too much change.

A review of permits on file with the City of Arcadia confirmed this property was sold shortly after
the completion of the Tract map and the improvements (1941) are attributed to Charles Samuel
and Eunice C. Batterson. The actual construction was completed by Arthur Cox and Son. The
initial improvements consisted of the residence and garage.
Charles S. Batterson (1906-1991) was born to Roy and Harriett 9nee
Heller) Batterson. In 1910, he is listed as living with his family in Pasa-
dena. In 1920, the family (still in Pasadena) consisted of Roy (37), Har-
riett (39), Charles (13), Neal (10), John (8), and David (2). Charles S.
Batterson graduated from Pasadena High School in 1927 and, in 1928,
was studying to be a pharmacist. By 1930, Charles (23) was identified
as married to Eunice (nee Collins; 21), living in Pasadena, and working
as a milkman. He was also attending school. In 1940, Charles was
working as a salesman/instructor for MacMillian Petroleum and he and
Eunice had one son, Charles P. Batterson (b. 1932). They were living
in Los Angeles. The Battersons remained on the property until after
1981, shortly after they added the second bathroom to the residence.
Given this permit, it is apparent the original residence was a two bed-
room and one bath structure.

Eunice Batterson (1908-1982) was a homemaker (no listing for any occupation was found). Given
her date of death, it is likely Charles S. Batterson sold the residence on Balboa Drive shortly after
her passing. Charles P. Batterson (1932) married Eleanor Earl in 1956 and remained in the gen-
eral area, but was not living with his father and mother on Balboa Drive.
Unlike the mobile society of today, families establishing residences after the Depression were
more likely to maintain a long-term occupation of a property and a career occupation than they
are today, where individuals are more likely to move and change jobs, as other opportunities arise.
In the case of the Battersons, Charles S. Batterson worked as the main "breadwinner' and Eunice
was the very typical 1930s -1960s (+) housewife and full-time parent. When they built their resi-
dence, it was designed to facilitate their small family (two parents and one child). It was a modest
two bedroom and one bath residence with a two -car garage to the rear of the property. The
property remains relatively unchanged between 1941 and 1949. In 1949, the septic tank was
replaced by a main sewer connection and the Battersons had the rear patio constructed (by
Radich Co.). It was not until 1957, the Battersons had the patio covered and, at the same time,
had the in -ground swimming pool installed. By this time, Charles P. Batterson was married and
no longer at home. The pool was for the pleasure of the elder Battersons — and perhaps in antic-
ipation of grandchildren.
In 1975, the Battersons added air conditioning to the residence and had a new driveway poured.
The following year they added the second bathroom. The 1981 permit for electrical upgrading
was the last permit issued to the Batterson, suggesting Charles S. Batterson made no additional
improvements before the passing of Eunice in 1982 and likely left the property shortly thereafter.
At the time of Charles S. Batterson's death in 1991, he was living on Duarte Road, Arcadia.
Subsequent to the Batterson ownership, a bedroom was added to the residence (1994). The
owner's name was illegible on the permit, but it was not "Batterson," indicating Charles P. Batter -
son did not own the property. By 1998, the owner was listed as Frances Huang. Huang re -roofed
the residence and garage and conducted some "re -build" activities (primarily with respect to the
residential roof). The garage was listed as a 20 ft. by 18 ft. structure. The residence was irregu-
larly shaped and measured between 30'3' to 337' and 34' to 45'. No other structural improve-
ments were identified in 1998. In 2012, the legal owner of the property was identified as Nora
Weng. Ms. Weng took out a permit for the demolition of the swimming pool. It is noted, however,
the pool was not removed. Rather, the bottom of the pool was broken out to allow water to seep
through the earth and the pool cavity (still lined) was infilled with soil and planted in grass and
trees.

The property at 845 Balboa Drive was visually inspected on September 23, 2019. At this time,
McKenna et al. confirmed the improvements to consist of the residence, garage, an addition to
the north side of the garage, driveway, and the in -filled swimming pool. The residence was iden-
tified as an eclectic style of a minimal traditional cottage.
As previously noted, the original 1941 residence was a two bedroom and one bath residence.
During the period of ownership by the Battersons, permits identify the following alterations:

Without schematic plans, McKenna et al. reviewed aerial photographs dating to 1948. These
photographs, illustrating various degrees of detail (some blurred or shadowed). The actual outline
of the residence does not appear to have changed in any significant manner. The roof line ap-
pears to be consistent. As such, McKenna et al. concluded the addition of the second bath was
an interior modification and did not require any changes to the exterior of the residence. However,
the 1994 'room addition" is problematic, as the permits indicate a 13 ft. by 13 ft. addition, but the
diagram in the file lists 642 Balboa Drive, not 845 Balboa Drive. No such room addition is actually
associated with this property, consistent with the aerial photographs showing no addition.
That said, the residence is a single story structure on a raised concrete foundation. The roof is a
hipped design with multiple roof -lines and orientations. The materials are the modern "Eaglelite
Tile" installed in 1998.

The exterior cladding is primarily stucco, but the south elevation also exhibits a large area clad in
red brick — base to eave — surrounding the main entrance and expanse of four double hung sash
windows. This brick fapade dominates the western 2/3s of the residence. The eastern third of the
south elevation is associated with an ell extending into the front yard (to the south) and clad in
stucco. Here, another set of double hung sash windows is present. The windows to the west of
the main entry are smaller, while the windows to the east are larger and appear to be associated
with a bedroom on the southeastern corner of the residence.
The main entrance is recessed and framed by the stucco to the east and brick (facing south), and
a wooden jamb. There is a small, double hung sash window to the east of the entrance, possibly
associated with a bathroom. The design of the south elevation tends to suggest a "colonial' style
of architectural design, but this is still a small, minimal traditional residence that can also be cate-
gorized as a cottage (originally 2 beds/1 bath). It is possible the red brick siding was a later
addition (but without permits). The eave is narrow and suggested to be wider by the presence of
the rain gutters.
The west elevation exhibits a secondary entrance (at a service porch and/or adjacent to the
kitchen area). A small double hung sash window is located to the south of the door. The door is
also associated with a small concrete stoop, accentuating the rise of the floor level. The remainder
of the west elevation is a flat stucco expanse with another set of double hung sash windows. The
eave is narrow and the relief of the windows has been lost by the resurfacing of the stucco clad-
ding. Minor settlement cracks are also noticed.
The east elevation of the residence was not available for viewing, as it is densely overgrown.
However, it is evident there are additional windows on this side of the structure and likely double
hung sash windows associated with the two bedrooms and original bath.
The north elevation of the residence is very busy and more complex. The original exterior siding
is present in the forms of a small ell (extending north from the northwest corner of the structure)
and exhibiting a set of double hung sash windows. The east facing wall of this ell exhibits a
continuation of the stucco siding and a secondary doorway consisting of a wooden door with a
solid base and six window panes above. There is no stoop, indicating the floor level is roughly
consistent with the topography on the north side of the residence.
The north elevation continues to the east with a flat expanse of wall clad in stucco and exhibiting
two large double hung sash windows flanking the base of a large brick chimney.

The chimney is centrally located on the north elevation and wide at the base, tapering to the roof
and extending through the roof. To the eastern third of the north elevation, there is a small window
placed high on the wall and, given the location of roof vents, appears to be associated with a
bathroom — likely the second bathroom added to the residence.
A concrete patio is located in the central portion of the north elevation and surrounding the chim-
ney. This was originally designed as a covered porch and, tater, enclosed with a simple post and
screen system with a two foot wooden skirt around the base. A screen door provides access to
the rear yard. Red brick has been used to form planters and/or outdoor use areas, but the majority
of the rear yard has been covered with concrete and is currently used as additional off-street
parking.
Overall, with the exception of e -roofing and maintenance of the stucco siding, the exterior of the
residence appears to represent the original massing and design. While the red brick fagade on
the south elevation may have been added later, it does not take away from the basic description
and/or personal design elements of the Batterson construction.
The garage is a standard two -car garage with a south -facing bay door. The structure is wood
framed and resting on a concrete pad with a concrete sill foundation. This structure exhibits a
hipped roof with modern "Eaglelite Tile." The walls are clad in sand -textured stucco. The stucco
is in good condition and appears to have been maintenance and resurfaced. The original bay
door has been replaced by a modern roll -up aluminum door. The north and west walls are solid
expanses, while the east elevation exhibits a secondary entrance consisting of a solid wood door
with three vertical window panes in the upper portion. This door appears to be a residential door
that was relocated to this location. Overall, the garage reflects its original dimensions and location,
but also exhibits a new roof, resurfaced walls, the side door replacement, the bay door replace-
ment, and a large addition attached to the north side of the structure. As noted, the driveway was
poured in 1979 and currently consists of a poured concrete expanse that likely replaced an asphalt
driveway. It is a modern addition to the property, although still credited to the Batterson ownership.
The addition to the north of the garage was apparently constructed without permits and after ca.
1998. It is not illustrated on the schematic plan presented at the time of the re -roofing in 1998. It
is also not consistent with the room addition referenced for 1994 (associated with the original
residence). This structure is a wood framed structure resting on a concrete slab and exhibiting a
shed roof sloping from east to west with elongated roof rafters oriented in an east/west trending
pattern. The wood framing is clad in horizontal, shiplap boards.

There are no windows or doors on the north and west elevations. The south elevation is incorpo-
rated into the garage wall and the east elevation (facing the yard) exhibits a solid wooden door, a
large set of aluminum -framed sliding glass doors, and s set of modern, vinyl slider windows. The
structure was designed to provide addition living space and may include a small kitchen and/or
bath. There is also a patio between this structure and the area of the in -filled pool. This entire
structure is considered an un -permitted modern addition to the property (post -1998). There is a
possibility this structure was original designed as an open-air covered patio. The roof appears to
be present in aerial photographs, despite not being included in the 1998 schematic plan. It was
converted, therefore, converted to living space after 1998 (and without permits).
The property is landscaped. The rear yard is dominated by the in -filled swimming pool and the
existing decking surrounding the pool. The cinderblock wall around the yard is covered in ivy and
there are mature and immature trees throughout the yard. There is little shade, as the majority of
the trees are palms with few prongs.
The front yard exhibits less vegetation. The front yard, itself, is dominated by dry grasses. This is
a single tree on the curb, framed in modern red bricks. The mailbox sits atop a similr red brick
tower. There is a row of decorative plants between the driveway and the residence to the west —
maintained by the neighbor. There is also a series of decorative plants located at the base of the
residence, in planters of red brick, providing some relief, but not overly ornate. A walkway has
been framed, but not yet completed. Concrete flag stones define part of the walk, but are incon-
sistently placed and not indicative of the final design. Overall, the front yard is in a state of incom-
plete definition and reflects some general lack of maintenance.
The concrete patio beneath the roofing does not extend to the east wall of the garage, but is
recessed behind the garage and not visible from the street or driveway. It was originally designed
to provide a covered patio to complement the swimming pool. At some point
EVALUATION/ASSESSMENT
In April, 2019, the City of Arcadia adopted Ordinance No. 2359: An Ordinance of the City Council
of the City of Arcadia, California, Amending Various Sections of Article IX, Chapter 1 of the Arcadia
Municipal Code ('The Development Code"), with an Exemption under the California Environmental
Quality Act (CEQA), to implement a Historic Preservation Ordinance." This Ordinance was the
result of numerous meetings, studies, and public comment.

The City of Arcadia Zoning Code, Section 9103.17 addresses Historic Preservation. Summarizing
the document, for consideration as a Historic Landmark (resource) in the City of Arcadia, property
improvements must be 45 years of age or older. In addition to the Code, an evaluation or assess-
ment of a property includes addressing the "integrity" of the resource, as defined by the seven
criteria listed in the State and Federal guidelines (Location, Design, Setting, Materials, Workman-
ship, Feeling, and Association). Subsequent to the "integrity" evaluation, a resource (building,
structure, object, or site) is determined to be eligible for recognition if it meets one or more of the
following Criteria:
1. It is associated with events that have made a significant contribution to the broad
patterns of Arcadia's or California's history;
2. It is associated with the lives of persons important to local or California history;
3. It embodies the distinctive characteristics of a type, period, region, or method of
construction, or represents the work of a master, or possesses high artistic values;
4. It has yielded, or has the potential to yield, information important to the prehistory
or history of the city or state.
In addition to the basic Ordinance, the improvements must also maintain their integrity, as defined
by the seven criteria listed in the State and Federal guidelines (Location, Design, Setting, Materi-
als, Workmanship, Feeling, and Association). Once "Integrity" is addressed, a resource (building,
structure, object, or site) can be considered for eligible for recognition if it meets one or more of
the following Criteria:
Integrity
Location: The improvements at 845 Balboa Drive are in their original locations. The resi-
dence and garage date to 1941 and reflect their locations and footprints. The
patio adjacent to the residence is under its original roof. The covered patio (now
enclosed) to the north of the garage was added much later — 1957 and later, but
still in the historic period. All of these improvements date to the historic period.
Overall, the minimal intent of the "Location" element HAS BEEN MET.

Design: The residence, garage, appear to reflect their original designs. The rear patio
has been converted to living space and the in -ground pool has been in -filled (alt-
hough still partially intact). Windows are original, but doors (some, not all) ap-
pears to have been replaced or relocated. The roofing has been replaced, stucco
resurfaced, A/C units mounted, and the garage bay door replaced. The extent
of alterations have impacted the improvements, but from the street, the complex
appears intact. With these limited changes, the minimal intent of the "Design"
element HAS BEEN MET.
Setting: The "neighborhood" surrounding this property was designed in 1940 and devel-
opments were initiated by 1941. Overall, the area was developed in waves —
1941 to 1945 (WWII years); 1946 to early 1950s (post WWII); and more recent
remodeling and redevelopment. Research suggests only 41 % of the original im-
provements remain and these exhibit degrees of alteration. The properties are,
for the most part, maintained and reflect some original construction, but many
have multiple dates of construction and at least one property is currently being
redeveloped. As such, the "Setting" has been impacted by alterations and rede-
velopments and the minimal intent of the "Setting" element HAS NOT BEEN
MET.
Materials: The property at 845 Balboa Drive exhibits some of the original construction ma-
terials, but also exhibits significant impacts: re -roofing; resurfacing of stucco;
possibly the addition of brick fagade; replacement of doors; enclosing of rear pa-
tio; enclosing of large patio north of garage; repaving of the driveway, etc. Per-
mits indicate alterations and general maintenance, but some alterations were
done without permits. These changes and/or replacement of the original mate-
rials has adversely impacted the property with respect to "Materials" and
McKenna et al. has concluded the minimal intent of this element HAS NOT BEEN
MET.
Workmanship: No evidence was found to indicate the workmanship associated with the im-
provements at 845 Balboa Drive are anything but standard for their period and
not the work of a master craftsman, known architect, or artisan. There are no
outstanding or unique design elements. As such, the minimal intent of the "Work-
manship" element HAS NOT BEEN MET.

Feeling: "Feeling" is subjective. Nonetheless, when entering a neighborhood, the feeling
that you are in an area representative of the period of significance (e.g. the 1940s
or 1950s population growth) should stand out. In this case, that "feeling" has not
been maintained, as many residences exhibit significant alterations and modern-
ization while others have been completely replaced — essentially breaking the
consistency of the improvements. The area would not qualify as a district, as
less the 50% of the existing residential improvements are indicative of the original
development. McKenna et al. has concluded the area fails to maintain a "feeling"

Summary
McKenna et al. has concluded the improvements at 845 Balboa Drive has failed to maintain its

state, or federal registers. The property is not currently listed on the City's list of individually rec-
