DISCUSSION
The Friends of the Library generously provide volunteer and monetary support to the
Library through money raised from Friends memberships and the sale of books at the
Friends Bookstore at the Library. The Friends help the Library and the City provide a
higher level of quality programs for the community beyond the current capacity of the
City’s General Fund. The Friends of the Arcadia Public Library wish to donate $1,700 to
the Arcadia Public Library, specifically requesting that this donation be used to support
the Classical Kaleidoscope Concerts at the Library. The Classical Kaleidoscope Concert
series has been well attended and highly appreciated by residents over the years.
All gifts $1,000 or more are subject to approval by the City Council pursuant to City
Charter Section 809(d).

Quality Act (“CEQA”), and it can be seen with certainty that it will have no impact on the
environment. Thus, this matter is exempt under CEQA.

FISCAL IMPACT
The Library has a finite budget and the generous support of the Friends of the Library,
through fundraising efforts, allows for two Classical Kaleidoscope Concerts to be
enjoyed by the public this spring.

It is recommended the City Council determines that this action does not constitute a
project and is therefore exempt under the California Environmental Quality Act
(“CEQA”); and accept a donation in the amount of $1,700 from the Friends of the
Arcadia Public Library to support two Classical Kaleidoscope Concerts.
