REGULAR MEETING MINUTES
TUESDAY, JANUARY 21, 2020
1. CALL TO ORDER — Mayor Verlato called the regular meeting to order at 7:09 p.m.
2. INVOCATION — Council Member Amundson

4. ROLL CALL OF CITY COUNCIL MEMBERS
PRESENT: Amundson, Beck, Tay, Chandler, and Verlato
ABSENT: None
5. REPORT FROM CITY ATTORNEY REGARDING CLOSED/STUDY SESSION ITEMS
City Attorney Deistch announced that prior to the regular meeting the City Council met in a Special
Meeting to receive a report from the Arcadia Citizen's Financial Advisory Committee, concerning
a proposed Management Plan and alternatives to funding the City's unfunded accrued pension
and other post-employment benefit liabilities, and reported that on a motion by Mayor Pro Tem
Chandler and seconded by Council Member Beck, the City Council unanimously voted 5-0 to
direct staff to bring back at a future City Council meeting a policy or set of policies in order to fund
the City's unfunded accrued pension and other post-employment benefit liabilities.
City Attorney Deitsch further announced that the City Council met in Closed Session to consider
the two items listed on the posted agenda and no reportable action was taken.
6. SUPPLEMENTAL INFORMATION FROM CITY MANAGER REGARDING AGENDA
ITEMS
City Manager Lazzaretto announced that there was no supplemental information.
7. MOTION TO READ ALL ORDINANCES AND RESOLUTIONS BY TITLE ONLY AND
WAIVE THE READING IN FULL
A motion was made by Mayor Pro Tern Chandler, and seconded by Council Member Amundson
to read all ordinances and resolutions by title only and waive the reading in full.
8. PRESENTATIONS
a. Presentation by Dianne Russell-Carter and Dan Lien regarding Foothill Workforce
Development Board Resources.
b. Presentation of Mayor's Certificate of Commendation to Arcadia High School student
and Pasadena Tournament of Roses Princess Rukan Saif.

9. PUBLIC COMMENTS
Jean Jarosz, an Arcadia resident, appeared and stated that homelessness is increasing in the
City of Arcadia, and in the San Gabriel Valley; she indicated that in order to solve the problem we
must know the scope of the problem, and the number of homeless people and families; and noted
her support with the homeless count.
Steven Rhee, an Arcadia resident, appeared and thanked the City Council for approving the part-
time homelessness case manager, he stated that this is a good first step in addressing the
homelessness issue; and thanked Mayor Verlato, City Attorney Deitsch, Recreation & Community
Services Director Somogyi, and Assistant Recreation Services Director Cheung for their work in
securing the Los Angeles County Homelessness Services Grant.
Council Member Amundson thanked Mr. Rhee for his help and support with homelessness.
The following Arcadia High School students appeared and expressed their concerns regarding
homelessness, and shared their personal experience with homelessness:

10. REPORTS FROM MAYOR, CITY COUNCIL AND CITY CLERK (including reports from
the City Council related to meetings attended at City expense[AB 1234]).
Council Member Tay wished everyone a Happy New Year; he thanked the Arcadia High School
students that appeared in support of solving the homelessness problem in the City; he thanked
Diane Russell-Carter from the Foothill Workforce Development Board for her presentation; he
announced that on Saturday, January 18, he attended the Arcadia Chinese Association's 37th
Annual Fundraising Gala; that this morning he attended the Westfield Lunar Year Celebration; he
noted that January 24, is Lunar New Year's Eve, that January 25, is the New Lunar Year; and
wished everyone a Happy New Lunar Year.
Council Member Beck addressed some of the comments and concerns raised by the Arcadia
High School students regarding homelessness; he congratulated Miss Saif, the Pasadena
Tournament of Roses Princess; he wished everyone a Happy New Year and Happy Lunar New
Year; he spoke about the passing of John Bigley, an Arcadia resident; he announced that on
Saturday, January 18, he attended the Arcadia Chinese Association's 37th Annual Fundraising
Gala; that Friday, January 24, the Arcadia Historical Society is hosting a Wine and Cheese event;
and thanked the Jackie Faust-Moreno Trust, the Seaver Endowment, and the Arcadia Police
Foundation for their donations.
Mayor Pro Tem Chandler, congratulated Miss Saif, the Pasadena Tournament of Roses Princess;
and addressed comments made by the Arcadia High School students regarding homelessness.

Council Member Beck noted that the Recreation & Community Services Department is directing
111 the City's homeless outreach.
Council Member Amundson commended the Arcadia High School students for their comments.
City Manager Lazzaretto responded to Council Member Amundson's inquiry, and stated that the
case worker will begin working with the City this week.
Council Member Amundson wished everyone a Happy New Lunar Year; he announced that he
attended the Arcadia Chinese Association's 37th Annual Fundraising Gala; he noted that crime
is down, commended Chief Guthrie and the Arcadia Police Department for their hard work,
encouraged residents to continue reporting crimes, and thanked the City Council for their
continued support to the Arcadia Police Department; he stated that he spoke to the ambassador
of Taiwan about three possible Friendship Cities and welcomed the public to contact him if they
have ties with those Cities; he announced that the Los Angeles County Department of Public
Health acknowledged the City as champions for the West Nile Virus Prevention Challenge, he
thanked the Public Works Services Department for keeping residents healthy; he further
announced that he attended his neighbor Jack McEwan's 100th Birthday Celebration; he shared
an article from the Pasadena Star News regarding local control, explained the importance of
maintaining local control; and stated that he is looking forward to a great 2020.
City Clerk Glasco announced that he performed a marriage ceremony, and commended the
Arcadia High School Students for their accomplishments.
Mayor Verlato thanked the students for sharing their thoughts regarding homelessness; she
announced that on Friday, January 17, she attended the preview of the Pasadena Showcase
House, and the installation of the new Officers of the Arcadia Association of Realtors, and
Saturday, January 18, she attended the Arcadia Chinese Association's 37th Annual Fundraising
Gala; she commented on the West Nile Virus Prevention Challenge; reminded everyone that
Friday, January 24, is"Mahjong with the Mayor" and Monday, February 3, is the next"Coffee with
the Mayor"; she indicated that campaign season has begun and expressed her disappointment in
Mayor Pro Tern Chandler and Council Member Tay's involvement with her opposing candidate;
and she wished everyone a Happy Lunar New Year.
11. CONSENT CALENDAR
a. Regular Meeting Minutes of December 17, 2019.
Recommended Action: Approve
b. Ordinance No. 2370 amending various sections of the Arcadia Development Code
related to Accessory Dwelling Units and Junior Accessory Dwelling Units and
determining the Ordinance is categorically exempt under the California Environmental
Quality Act ("CEQA").
Recommended Action: Adopt
c. Resolution No. 7290 amending the Fiscal Year 2019-20 Capital Improvement Program
Budget Appropriation for the Orange Grove Water Facility Emergency Generator
Project in the amount of$113,419.31, offset by reduction in the Water Reserve Fund,
and approving the Change Order to the Purchase Order with Valley Power Systems,
Inc.
Recommended Action: Adopt and Approve

d. Donation in the amount of$1,000 in Memory of Jackie Faust-Moreno for the purchase
of new middle school and teen books for the Arcadia Public Library.
Recommended Action: Accept
e. Donation in the amount of $5,000 from the Seaver Endowment for the purchase of
new books for the Arcadia Public Library.
Recommended Action: Accept
f. Donation in the amount of$25,000 from the Arcadia Police Foundation for the Arcadia
Police Department's Police Service Dog (K-9) Program.
Recommended Action: Accept
g. Contract with Doug Martin Contracting Co. Inc. for the Fiscal Year 2019-20 Annual
Slurry Seal Project in the amount of $486,902.
Recommended Action: Approve
h. Contract with Cedro Construction, Inc. for the Water Main Replacement Project in the
amount of $558,434.
Recommended Action: Approve
i. Contract with Vincor Construction, Inc. for the City Manager's Office Reorganization
Remodel in the amount of $78,294.
Recommended Action: Approve
j. Professional Services Agreement with Kreuzer Consulting Group for Engineering
Design Services for the Live Oak Avenue Pavement Rehabilitation Project, and the
Eastbound Huntington Drive Sidewalk and Bus Stop Improvements in the amount of
$111,800.
Recommended Action: Approve
k. Accept all work performed by General Pump Company, Inc. for the inspection and
rehabilitation of the Live Oak Well Project as complete.
Recommended Action: Approve
I. Accept all work performed by Belco Elecnor Group for Traffic Signal Improvements,
including traffic signalization and crosswalk modifications at Duarte Road and Lovell
Avenue, traffic signalization at Sunset Boulevard and Fairview Avenue, and traffic
signal improvements at Huntington Drive and Second Avenue, as complete.
Recommended Action: Approve
It was moved by Mayor Pro Tern Chandler, seconded by Council Member Amundson, and carried
on a roll call vote to approve Consent Calendar Items 11.a through 11.1.

12. ADJOURNMENT
Earle Alford made comments and shared some history about his wife and former City Clerk June
Alford.
The City Council meeting adjourned in memory of former City Clerk June Alford and longtime
Arcadia resident Lynda Smith at 9:09 p.m. to Tuesday, February 4, 2020, 6:00 p.m. in the City
Council Conference Room.
