Ms. Flores/Mr. Torrico: McKenna et al. recently completed an architectural assessment of the property at 147- 151 Alice Street, a MFR (3 units), minimal traditional style of architecture dating to 1947-1950. This property is not listed in the City’s listing of individually eligible proper- ties. McKenna et al. researched and evaluated this property in compliance with the Na- tional Register of Historic Places (National Register) criteria, the California Register of Historical Resources (California Register) CEQA criteria, as well as the recently adopt- ed City guidelines and policies (Ordinance 2359 and Arcadia Municipal Code, Article IX, Chapter 1). McKenna *Date: Sept. 14, 2019 X Continuation Update The property 147-151 Grace Street, Los Angeles County, California, is cross-referenced by the Los Angeles County Assessor as Assessor Parcel No. 5 779-017-005 and described as a multi- family residential property consisting of one free-standing residence (151 Alice Street) and a duplex (147-149 Alice Street). The description also identified the improvements as consisting of three bedrooms and three baths, showing each unit to consist of a single bedroo m and bath. The improvements date to 1947-1950. The legal description also identified the property as Lot 13 of Block 62 ½ of the Santa Anita Tract of 1887. Historically, this property was within the Rancho Santa Anita, confirmed to Henry Dalton and platted in 1858. This rancho consisted of 13319.06 ac res and included all of Section 34 (T1N, R11W ); also known as part of Lot No. 37 of the Rancho. Little changed in this area until the Sa nta Anita Tract was established . In 1886, the property was identified as being within Block 63 of the Santa Anita Tract, a block bounded by Genoa Street (north), County Road (Duarte Road; south); First Avenue (west), and Second Avenue (east). The following years, 1887, Block 62 was divided into halves with the northe rn half re- ferred to as Block 62 ½. Alice Street bisected the block (east/west), extending from Santa Anita Avenue to Third Street. Block 62 ½ was subdivided into 36 parcels: six parcels facing First Avenue; six parcels facing Second Avenue; twelve parcels facing Genoa Street and another 12 parcels facing Alice Street. In this case, the property at 147 -151 Alice Street was identified as parcel 13, measuring 50 feet wide and 140 feet deep. An alley ran the length of the block, north of Parcel 13. Subsequ ently, this alley was abandoned and half its width was granted to Parcel 13, resulting in a property measuring 50 feet by 150 feet (7,500 square feet). In the late 1950s -early 1960s, this area was remapped by the County Assessor and the current APN was as signed (5779-017-005). Alice Street, between First Avenue and Second Avenue has changed considerably since the late 1940s. Dates of construction for the current improvements are presented in the table below. As noted, there is a series of vacant lots on the southwest portion of the street (parking area) that, based on aerial photographs, was subjected to some prior improvements. The church to the north was developed between 1954 and 1964. The remainder of the south side of Alice Street was developed as residential properties by 1948, but all of these improvements have been replaced with modern multi -families complexes. The north side was less -well developed in 1948, aerials showing only two improvements, including the current subject property. Redevel- opments along Alice Street were initiated around 1980 and continued into the 1990s and early 2000s. One improvement has been recently completed west of the subject property in 2019 and one redevelopment east of the subject property is currently on -going. The earliest record of ownership for 147 -151 Alice Street was traced to Alex Stenman, an engi- neer who completed the initial construction in 1947 (stand -alone residence at 151 Alice Street). He also complete d the construction of the duplex in 1949 -1950. Stenman, a native of Illinois, was living in San Gabriel in 1940, with his wife and stepdaughter. Sometime between 140 and 1948, Alex and Bernice Stenman separated (divorced) and he married his second wife, Clara. In 1948, Alex and Clara Stenman were living in the recently completed residence at 151 Alice Street. By 1955, Stenman was identified as a City Building Inspector for the City of Arcadia and, by 1958, was working for the City Street Department and living on Floral Avenue. He maintained the ownership of the Alice Street property until at least 1983, when his last permit was issued. Stenman died in 1994. Between his initial construction and the last available directory records, the units at 147 -149-151 Alice Street were used as rental income properties and, at times, were vacant. With the exception of reroofing and an addition to the kitchen in the main residence, no significant alterations have been made to the property. Aerial photographs indica te the presence of a garage in the northeastern corner of the property. This structure is no longer present. In ca. 1998, Kenneth Lin (owner) constructed the carports now located in the northwestern corner of the property. There are three bays, one assi gned to each of the units. McKenna *Date: Sept. 14, 2019 X Continuation Update As noted, the improvements at 147 -151 Alice Street, Arcadia, consist of one 1947 free-standing residence (151 Alice Street), the 1949-1950 duplex (147-149 Alice Street, and the three-car car- port to the rear of the property. The carport is accessed via an asphalt driveway extending form the curb at Alice Street to the rear of the property. East of the carports, the broken concrete foundation and slab for the earlier garage is still evident. At a 1998 structure, the carport is not considered a historically significant element of the complex. It is a simple structure with an east/west trending gable roof and a concrete slab. It is a wood framed structure with open rafters and a solid east wall. The north wall is partially closed (eastern third), while the two western bays are open. The eastern bay is larger, providing storage area to the northern side. There are no doors. The original residence at 151 Alice Street is an “L” shaped str ucture with the recessed entry cen- tered on the south elevation. When originally built, the structure was essentially symmetrical and exhibiting a stepped roof (east/west trending gable roof). As such, the north, west, and east walls were flat and the south elevation exhibited two small extensions resulting in a “U” shaped structure with a centralized and recessed entry. In 1983, Alex Stenman – still the owner – completed an addition of 125 square feet, resulting in an asymmetrical floor plan and a larger ell on the south- western corner of the residence. This ell was completed with a north/south trending gable roof . This residence was constructed with wood framing and a raised foundations. The siding is cur- rently stucco clad and was likely always stucco. The original windows are present on the south elevation, with the exception of an aluminum framed slider placed within the addition. The original windows include a fixed unit with nine panes on the eastern ell, a wood -framed casement window with three panes on the west facing wall at the recessed entry; and a set of wood-framed casement windows (three panes each) on the east-facing wall at the recessed entry. There is no window on the east elevation of the addition. The east elevation is a flat expanse without windows. A wall-mounted air conditioning system is centered on this elevation and there is no eave. The west elevation is also a flat expanse with no eave on the original structure, but a shallow overhang on the addition. There is no window on the addition, but to the north, within the original structure, there is a set of small aluminum slider win- dows at the bathroom and a modern, vinyl, double hung sash window replacing the original win- dow. An outdoor light is located near the roof pear and a dryer vent is located note the eave of the addition. McKenna *Date: Sept. 14, 2019 X Continuation Update The north elevation is located with a fenced yard (wood and iron railing) and include another wall- mounted air conditioner, a centralized secondary entrance flanked by aluminum framed slider windows (replacements for the original wood-framed casement windows). This structure is a simple, Minimal Traditional structure with one bedroom and one bath (approxi- mately 800 square feet of living space). It has been subject ed to alterations, including, but not limited to:  Re-roofing  Re-surfacing  Window Replacement  125 square foot addition  Front door replacement  Interior modification/remodeling The duplex located to the rear of the original residence was also constructed by Stenman and in a similar manner. These two units are mirror images and consist of one bedroom and one bath each (approximately 500 square feet each). The building, in general, is a rectangular building with a north/south trending shed roof (sloping to the east) and a raised foundation. It is a wood framed structure with stucco cladding and the main entrances face west. Each unit has a two -step con- crete stoop leading to the main entrance, which is capped by a small roof extension. The entrance is flanked by wood-framed double hung sash windows (2 sets to either side of the door). These windows exhibit two horizontal panes in each half of the double hung design. Narrow pipe railings are located on the stoops. Both wall-mounted and window mounted air conditioning units are present on the west elevation. The north and south walls are flat and exhibit narrow overhangs. There is a single window on each wall, located on the eastern extent of the walls and consisting of a single, double hung sash window. The utility meters are located on the north elevation and floor vents are evident. The east elevation of the duplex exhibits the mirror image evident on the west elevation. Here, each unit has a double hung sash window near the corner of the units and a secondary door adjacent to each window. A one-step concrete stoop is present at each door. Two smaller win- dows are present in the center of the duplex (east elevation), indicative of the bathroom locations. As such, the units appear to consist of a small living room, bedroom, bath, and kitchen area. This duplex has been identified s a Minimal Traditional structure with little evidence of change from the original construction. Both units were occupied at the time of this study, indicating the current owner has been diligent in maintaining the units for occupancy. EVALUATION/ASSESSMENT In April, 2019, the City of Arcadia adopted Ordinance No. 2359: An Ordinance of the City Council of the City of Arcadia, California, Amending Various Sections of Article IX, Chapter 1 of the Arcadia Municipal Code (“The Development Code”), with an Exemption under the California Environmental Quality Act (CEQA), to implement a Historic Preservation Ordinance.” This Ordinance was the result of numerous meetings, studies, and public comment. The City of Arcadia Zoning Code, Section 9103.17 addresses Historic Preservation. Summarizing the document, for consideration as a Historic Landmark (resource) in the City of Arcadia, property improvements must be 45 years of age or older. In addition to the Code, an evaluation or assess- ment of a property includes addressing the “integrity” of the resource, as defined by the seven criteria listed in the State and Federal guidelines (Location, Design, Setting, Materials, Workman- ship, Feeling, and Association). Subsequent to the “integrity” evaluation, a resource (building, structure, object, or site) is determined to be eligible for recognition if it meets one or more of the following Criteria: 1. It is associated with events that have made a significant contribution to the broad patterns of Arcadia’s or California’s history; 2. It is associated with the lives of persons important to local or California history; 3. It embodies the distinctive characteristics of a type, period, region, or method of construction, or represents the work of a master, or possesses high artistic values; 4. It has yielded, or has the potential to yield, information important to the prehistory or history of the city or state. The main residence has been altered and many of the original elements replaced, including reroofing, resurfacing, window replacement, the 125 square foot addi- tion, and interior modifications. This structure has been adversely impacted. In contrast, the duplex is essentially as-built, with the exception of reroofing and re- surfacing. The original windows are present, as are the doors. There have been minimal changes to the duplex. With the extent of changes, there have been impacts, but overall, the minimal intent of the “Design” element HAS BEEN MET. Setting: The “neighborhood” surrounding this property was designed in the late 1940s to early 1950s. Of the 15 properties identified along this segment of Alice Street, three properties area identified as vacant or parking lots. Another large property is associated with the church property. The remaining eleven properties include six improvements on the south side of the street – all post-dating 1980. The five to the north side date from 1947 to 1950 (three properties) and two that date to 2019. As such, the “neighborhood” no longer exists, as only three of the fifteen are original to the street. The “Setting” has essentially been lost to redevelop- ments and, therefore, the minimal intent of the “Setting” element HAS NOT BEEN MET. Workmanship: No evidence was found to indicate the workmanship associated with the improve- ments at 147-151 Alice Street are anything but standard for their period and not the work of a master craftsman, known architect, or artisan. Standard materials were used in the original construction and the replacement materials are also fairly generic. There is no evidence of any outstanding or unique design elements. As such, the minimal intent of the “Workmanship” element HAS NOT BEEN MET. Feeling: “Feeling” is subjective. Nonetheless, when entering a neighborhood, the feeling that you are in an area representative of the period of significance (e.g. the late 1940s population growth) should stand out. In this case, that “feeling” has been lost through redevelopments that began in the 1980s and continues to today. Only three properties reflect their original development. McKenna et al. has con- cluded there is no potential for a “district” on this street and the intent of this ele- ment HAS NOT BEEN MET. Association: Research failed to associate this property with any historical event or person(s) in local, regional, state, or national history. There is no associated with any recog- nized architect of note and no association with any significant craftsman or arti- san. The property has not been associated with any scientific find or exhibited any potential for the presence of scientifically significant resources (archaeologi- cal or paleontological). While it is interesting the property was owned by an em- ployee of the City of Arcadia, this association is not consistent with the intent of the element.
