McKenna et al. recently completed an architectural assessment of the property at 509
Coyle Avenue. The potential historic resource is NOT listed on the City’s “Individually
Eligible Resources.” McKenna et al. evaluated the improvements against the National
Register of Historic Places (National Register), California Register of Historical Re-
sources (California Register) eligibility criteria, and recently enacted City of Arcadia poli-
cies and guidelines.
My evaluation resulted in a determination that this property does not maintain its archi-
tectural integrity (only 2 of 7 elements) and has failed to meet any of the four main crite-
ria for recognition as a Historic Landmark in the City of Arcadia. It is not eligible for list-
ing as an “individually eligible resource” and, therefore, assigned the designated code of
6Z (see attached forms). The property is not significant and not eligible for listing on
any listing of historically significant resources – federal, state, or local.

Property was part of various historic locales, including the Rancho Santa Anita, Santa Anita
Tract (1883), the Arcadia Acreage Tract (1906), and Tract No. 15703 (1950). When subdivided
in 1950, Tract No. 15703 was owned by Carl R. Turner. His subdivision involved the north side
of Longden Avenue and both sides of Coyle Avenue; between 5th and 6th Avenues. Twenty-
two parcels were identified – an average of seven lots per frontage. This development was
consistent with the many subdivisions initiated after WWII to meet the growing demands for
first-time home buyers requiring reasonably prices residential properties. In this case, C.R.
Turner, in association with D.E. Turner, built the residences within the tract and sold the prop-
erties are “ready-to-occupy.” These types of developments were representative of the early
tract home developments throughout Southern California and exhibiting relatively small im-
provements designed for later additions, if applicable.

The property at 509 Coyle Avenue is cross-referenced by the County Assessor as APN 57 90-
020-006. This property was originally defined in 1950 as Lot 6 of Tract No. 15703. Prior to 1950,
this property was within the historic Rancho Santa Anita, a 13,319 acres rancho originally granted
to Hugo Reid (ca. 1839) and confirmed by Mexican Governor Pio Pico in 1845. The rancho was
eventually acquired by Henry Dalton in 1858 and, following a series of owners, was acquired by
Elias J. Baldwin. Being within Township 1 South, Range 11 West, and the northeastern quarter
of Section 3, this property was just west of the historic Rancho Azusa (Duarte) and just north of
the historic Rancho San Francisquito.
In 1883, the Baldwin property was, in part, subdivided into the Santa Anita Tract, which extended
from Santa Anita Avenue (west) to the boundary with the Rancho Azusa Duarte and Rancho San
Francisquito (east); by County Road/now Live Oak Avenue; south), and White Oak Avenue (now
Foothill Blvd; north). Falling Leaf Avenue (now Longden Avenue) bounds the southern extent of
the later Tract No. 15703.
The 1906 Arcadia Acreage Tract was mapped, redefining property boundaries. In this case, the
project area (509 Coyle Avenue) was within Block 111 of the Arcadia Acreage Tract – measuring
approximately 911 feet by 895 feet, or 18.7 acres (20 acres less road easements). This same
block was numbered as Block 270 in 1932, when the Sanborn Fire Insurance Company mapped
Arcadia. However, because this area was considered rural and mainly unimproved, no more
detailed mapping was completed by the Sanborn Fire Insurance Company.
When defined in 1948, the project area was referenced as parcel 32, a property measuring fifty
feet wide (N/S) by 130 feet deep (E/W). he property, covering 6,500 square feet, is relatively
small and actually smaller than the average, modern single family residential property of 7,000
square feet. The dimensions of the property have not changed between 1948 ad today. T here is
still an SCE easement running along the western side of the property. The County Assessor
currently identifies the improvements on this property as consisting of a three bedroom, two bath
residence with 1,251 square feet of living space.
Based on City permits, the owners of the property(ies) with Tract No. 15703 were owned collec-
tively by Carl R. Truner. Carl R. Turner, in association with D.E. Turner, mapped and developed
the properties with “Behruth” as the general contractor. Upon completion of the construction,
parcels were sold and, in the case of 509 Coyle Avenue, the first identified owner was Joseph H.
and June Goss. Goss (1916-1967), a native of Pennsylvania, remained on the property until ca.
1956.

By 1958-1959, the property was owned/occupied by Joseph and Vernie Tortoris. Joseph Sam
Totortis (1921-1965) was a native of Texas married to Vernie Granger (1919-2019). The Tortoris’
daughter, Carolyn, died in Texas in 1942 (at one month old). She was premature and did not
survive. By the time they moved to California, their son (Thomas, b. 1948) and daughter (JoAnn,
later JoAnn Nasca, b. 1943) were with them and attending local Arcadia schools.
Although Joseph S. Tortoris died relatively young, his widow (Vernie) lived to 99, passing in 2019.
Records show she remained in the Coyle Avenue residence until at least 2002, per directories,
and possibly longer, dying in Arcadia. The ramp on the north elevation of the residence (see later
discussion) may be indicative of Vernie Tortoris’ presence on the property well into the 2000s.
Vernie and Joseph Tortoris are buried at Pomona Resurrection Cemetery.
A review of the properties located in the immediate vicinity of 509 Coyle Avenue confirmed the
1950 dates of construction for the majority of residences built on Coyle Avenue (between Fifth
and Sixth Avenues). As listed below, seven properties line the north and south sides of Coyle
Avenue. One other property is facing Sixth Avenue. Of these fifteen properties, four have been
redeveloped (1990-2017), representing over 25% (+) of the properties. Five properties (33%+)
yielded the single date of 1950. The remaining six properties (40%) yielded multiple dates ranging
from 1952 to 1962. While the 1950s era dates appear to dominate the area, the modern improve-
ments in the immediate vicinity of the subject property have impacted to potential for the area to
be considered a district.

As noted above, there were only two owners/occupants of the property between the original con-
struction and ca. 2002 (the Goss family and the T ortoris family). The ownership/occupancy was
dominated by the Tortoris family, having moved onto the property in ca. 1958.

Following the original construction, and based solely on the permit files, the following activity can
be associated with this property:

• 1954 Joseph H. Goss Residential Remodel (addition of chimney)
McKenna et al. checks adjacent permit files to ensure permits associated with 509 Coyle Avenue
were not misfiled. No other permits were found. As listed, it appears Goss filed for permits and
can be credited with the adding the red brick chimney evident on the roof of the structure. This
was an interior addition and consistent with the permit referencing an “remodeling” of the resi-
dence. As an addition completed shortly after the original construction, the chimney addition is
still consistent with the historic, early 1950s construction, despite not really being original to the
construction in 1950. No permits were issued to either Joseph nor Vernie Tortoris.
CURRENT CONDITIONS
The improvements at 509 Coyle Avenue, Arcadia, consist of a single family residence with an
attached garage, a small play house in the northwestern corner of the property. The play house
is a small, rectangular structure (approximately 10 feet by 12 feet) with a south facing door and a
louver window. The structure is highly overgrown and in a state of disrepair. It is not a permitted
structure and, technically, not considered living space or part of the original residence. It is not
considered a significant element of the property and likely dates to the 1970s. The 1972 aerial
does not appear to show the presence of this structure, while the 1977 aerial clearly shows the
structure. The 1948 aerial photograph of the area shows the area now associated with the Coyle
Avenue alignment was a disked field with a residential co mplex on the corner of Sixth Avenue
and Longden Avenue. The 1952 aerial illustrates the developed Tract No. 15703.
The residential structure with the attached garage have not changed in the original configuration
since the original construction, with the minor exception of the red brick chimn ey on the south
elevation. The structure is oriented on an east/west axis with an east/west trending gable roof
line. The entire structure is wood framed with stucco cladding and roof covered in modern com-
position shingles (no permit for any re-roofing).

The garage is located on the west side of the residence and the south elevation of the garage is
continuous with the south elevation of the residence. The garage exhibits a bay door, also facing
south, accessed via a concrete driveway. The bay door is a modern replacement (aluminum) –
roll-up as opposed to the original, which was likely spring action. The garage measures approxi-
mately 20 feet by 20 feet and the residence continues to the north of the garage, resulting in the
rectangular plan for the overall building. The west elevation of the garage exhibits the peak of the
roof and a recently cut vent on the wall near the southern extent of the elevation. Another floor
vent is near the base of the wall. Towards the rear portion of the garage, the west elevation ex-
hibits a utility door (with pipe), suggesting the presence of a water heater.
Further north on the west elevation, the roofline shifts slightly towards a shed roof design and
here, near the northern extent of the elevation, is a modern, vertical, vinyl slider window (a pre-
placement) associated with the residence living space.
Wrapping to the north elevation, th is side of the residence exhibits an elongated and flat expanse
of stucco-clad wall with both windows and doors. The western extent of the north elevation ex-
hibits a modern slider window similar to that noted on the west elevation. To the east of this
window is a secondary residence entry consisting of a standard door atop as small concrete stoop
(two-step). The door, itself, exhibits a solid base and a double hung sash window a bove. This
door appears original to the residence and is cap ped by a small extension of the roof line. The
stoop is currently covered by a ramp that permits wheeled access into the residence.
To the east of the secondary entry is a small, vertical, modern (vinyl) window that may be associ-
ated with the kitchen area of the residence. Further east is a large, set of sliding glass doors and
a corresponding concrete stoop extending the width of the doors. This door is aluminum framed
and probably original to the residence.
The eastern extent of the north elevation exhibits two more windows – one small and horizontal
slider indicative of a bathroom window (vinyl replacement) and a small, modern double hung sash
window – probably associated with a bedroom. The entire north elevat ion has a shallow eave
(less than one foot) with exposed rafters and a simple fascia board.
The east elevation of the residence is a flat exp anse with the roof line peak and attic vent. There
two windows, both vinyl replacements (vertical slider). An A/C unit is located on the northeastern
corner of the residence.

The south elevation is the main elevation, facing Coyle Avenue. The residential portion of the
elevation consists of an expanse of horizontal tongue-in-groove atop a concrete porch covered
by an extension of the roof line and supports by decorative iron lattice posts. This siding is original
to the residence and exhibits the weathering consistent with exposure – specifically where the
roof line does not protect the lower two (+) feet of the wall. The main entrance is a simple doorway
nearer the garage and accessed via the two-step stoop. The door is currently covered by a se-
curity screen, but examination showed the door to be a solid wooden door with no windows or
decorative elements. The handle, lock, and peep hole are original. The door is severely weather
beaten and exhibits considerable water damage.
To the east of the main entry is a large, fixed window flanked by slider windows. These windows
are vinyl and indicative of the replacements identified on the other elevations. This large window
system is framed by wide, flat boards (6”), overlapping the wood siding. A large slider window is
present on the east side of the south e levation, similar to the first, but without the central fixed
pane. This window is similarly framed.
The roof overhanging the front porch consists of wood planks and exposed rafters. There is a
load bearing beam above the support posts and a fascia board runnin g the length of the roof.
There are no outstanding design elements to this elevation, not unique fixtures, and not apparent
additions.
The front porch is framed by a red brick planter with roses. The rest of the front yard is modestly
landscaped with grass, bushes, and mature trees on the property boundaries. The rear yard is
overgrown, fenced with chain link fencing and block walls. There are some mature and young
trees, grass, and some roses, ivy, and misc. vegetation.
Overall, the residence exhibits its original footprint and massing. Although there are no permits
to correlate dates of activity, it is apparent the residence and garage have been re-roofed, the
stucco has been resurfaced, all windows have been replaced with modern vinyl styles, but the
original doors are present. A security door has been added to the main entrance and a ramp has
been added to the secondary entrance. The garage door has been replaced.
The extent of alterations to the property have impacted to integrity of the property (discussed
below). It is possible these major changes posted ca. 2002 and cannot be definitively attributed
to Vernie Tortoris or the Tortoris family.

ASSESSMENT/EVALUATION
In April, 2019, the City of Arcadia adopted Ordinance No. 2359: An Ordinance of the City Council
of the City of Arcadia, California, Amending Various Sections of Article IX, Chapter 1 of the Arca-
dia Municipal Code (“The Development Code”), with an Exemption under the California Environ-
mental Quality Act (CEQA), to implement a Historic Preservation Ordinance.” This Ordinance
was the result of numerous meetings, studies, and public comment.
The City of Arcadia Zoning Code, Section 9103.17 addresses Historic Preservation. Summariz-
ing the document, for consideration as a Historic Landmark (resource) in the City of Arcadia,
property improvements must be 45 years of age or older. In addition to the Code, an evaluation
or assessment of a property includes addressing the “integrity” of the resource, as defined by the
seven criteria listed in the State and Federal guidelines (Location, Design, Setting, Materials,
Workmanship, Feeling, and Association). Subsequent to the “integrity” evaluation, a resource
(building, structure, object, or site) is determined to be eligible for recognition if it meets one or
more of the following Criteria:
1. It is associated with events that have made a significant contribution to the
broad patterns of Arcadia’s or California’s history;
2. It is associated with the lives of persons important to local or California history;
3. It embodies the distinctive characteristics of a type, period, region, or method
of construction, or represents the work of a master, or possesses high artistic
values;
4. It has yielded, or has the potential to yield, information important to the pre-
history or history of the city or state.
In addition to the basic Ordinance, the improvements must also maintain their integrity, as defined
by the seven criteria listed in the State and Federal guidelines (Location, Design, Setting, Mate-
rials, Workmanship, Feeling, and Association). Once “Integrity” is addressed, a resource (build-
ing, structure, object, or site) can be considered for eligible for recognition if it meets one or more
of the following Criteria:

Integrity
Location: The improvements at 509 Coyle Avenue are in their original locations and re-
flect the original footprint and massing. The resid ence and garage date to
1950. No additions were noted for the exterior of the structure and, overall,
McKenna et al. has concluded the minimal intent of the “Location” element
HAS BEEN MET, despite the additions.
Design: The residence has not been significantly altered in its design and there is no
evidence of any additions. However, alteration in the form of resurfacing the
stucco, replacing all windows, re-roofing, adding A/C, interior alterations, and
general maintenance, have resulted in moderate impacts. The extent of the
material replacement has not necessarily impacted the street view of the im-
provements and, therefore, McKenna et al. has concluded the minimal intent
of the “Design” element has HAS BEEN MET.
Setting: The “neighborhood” surrounding this property was designed in 1950 and the
improvements can all be traced to a single contractor (Carl R. Turner) – with
the exception of the modern redevelopments. In general, the area along Coyle
Avenue, between Fifth and Sixth Avenues, is considered a 1950s era or im-
provements. However, it is also noted that at least 25% of the residences
have been replaced by modern redevelopment and another 40% have been
subjected to post-1950 construction (additions or alterations). Only 33% of
the structures reflect single dates of construction (ca. 1950). As noted above,
these single dates are not necessarily indicative of int act structures, as alter-
ations can be completed without permits or records on the County level.
McKenna et al. has concluded the “Setting” has been adversely impacted by
redevelopments and alterations/additions, negating the potential for the area
to reflect a district. Further, the presence of the redeveloped properties in the
immediate area of the subject project has compromised the “setting” and,
therefore, McKenna et al. has concluded the intent of the “Setting” element
HAS NOT BEEN MET.
Materials: The property at 509 Coyle Avenue exhibits some of the original construction
materials, primarily in the form of the wood siding and doors. The rest of the
structure exhibits significant impacts, including but not necessarily limited to:

re-roofing; resurfacing of stucco; window replacement, and an addition to the
west elevation. Permits are limited to pre-1956 and there are no permits readily
available to show the dates of the alterations or replacement of materials. The
replacement of the original materials has adversely impacted the integrity of
the property with respect to “Materials” and McKenna et al. has concluded the
minimal intent of this element HAS NOT BEEN MET.
Workmanship: No evidence was found to indicate the workmanship associated with the im-
provements at 509 Coyle Avenue are anything but standard for their period and
not the work of a master craftsman, known architect, or artisan. There are no
outstanding or unique design elements. As such, the minimal intent of the
“Workmanship” element HAS NOT BEEN MET.
Feeling: “Feeling” is subjective. Nonetheless, when entering a neighborhood, the feel-
ing that you are in an area representative of the period of significance (e.g. the
1950s population growth) should stand out. In this case, that “feeling” has been
adversely impacted by the redevelopment of over 25% of the properties along
Coyle Avenue. McKenna et al. has concluded the “feeling” specifically associ-
ated with the residence at 509 Coyle Avenue HAS NOT BEEN MET.
Association: Research failed to associate this property with any historical event or person(s)
in local, regional, state, or national history. There is no associated with any
recognized architect of note and no association with a significant craftsman or
artisan can be documented. The property has not been associated with any
scientific find or exhibited any potential for the presence of scientifically signifi-
cant resources (archaeological or paleontological). Therefore, the minimal in-
tent of this element HAS NOT BEEN MET.
Overall, in reviewing the “Integrity” of this property, McKenna et al. determined only two of the
seven elements of integrity have been met, resulting in a determination the property has failed to
maintain architectural integrity and, therefore, would not be qualified for recognition as a historical
resource or landmark. Nonetheless, McKenna et al. evaluated the property for significance in
accordance with federal, state, and local guidelines and policies.

Final Assessment
The final evaluation/assessment requires the property be addressed with respect to the four main
criteria defined by in the federal and state guidelines and policies; the Office of Historic Preser-
vation, Sacramento; and adopted by the City of Arcadia. The final assessment also involved an
assessment in compliance with the standard federal and CEQA criteria, as well as the criteria of
the City of Arcadia, as noted above. The follow conclusions are presented:
1. It is associated with events that have made a significant contribution to the broad
patterns of Arcadia’s or California’s history;
No evidence was found that associated this property with any significant events
in the City of Arcadia or California history. Therefore, the property is not eli-
gible for recognition under this criterion.
2. It is associated with the lives of persons important to local or California history;
No evidence was found to suggest an association between this property to any
significant persons in the City of Arcadia or California history. Therefore, the
property is not eligible for recognition under this criterion.
3. It embodies the distinctive characteristics of a type, period, region, or method of
construction, or represents the work of a master, or possesses high artistic val-
ues;
The improvements (residence and garage) are described as examples of the
minimal traditional architectural style with some minor elements of California
Ranch architecture. It is not the first, last, or sole remaining example of this style
of architecture and the changes have resulted in a more eclectic form of this
simple architecture. Taking all alterations, additions, general changes and cur-
rent conditions into consideration, McKenna et al. has concluded the property
is not eligible for recognition under this criterion.
4. It has yielded, or has the potential to yield, information important to th e prehis-
tory or history of the city or state.

No evidence has been found to suggest this property has a potential to yield
significant scientific information to Arcadia, the state, or the federal govern-
ments. The property is considered clear of such resources and, therefore, the
property is not eligible for recognition under this criterion.
Summary
McKenna et al. has concluded the improvements at 509 Coyle Avenue has failed to maintain its
architectural “Integrity” (as defined in the policies and guidelines), and also but failed to meet any
of the four major criteria for consideration as a historical resource eligible for listing in any of the
local, state, or federal registers. The property is not currently listed on the City’s list of individually
recognized properties. McKenna et al. and assigned this property a status code of “6Z” and
considers the property clear of any significant cultural resources . McKenna et al. has
concluded this property would not qualify for listing. Any proposed alterations or rede-
velopment of this property will not result in an adverse environmental impacts.
