REGULAR MEETING MINUTES
TUESDAY, FEBRUARY 4, 2020
CALL TO ORDER— Mayor Verlato called the Study Session to order at 6:03 p.m.
ROLL CALL OF CITY COUNCIL MEMBERS

PUBLIC COMMENTS— No one appeared
STUDY SESSION
a. Report, discussion, and direction regarding funding for an Anita Baldwin statue.
City Manager Lazzaretto introduced the item as a City Council request; Mayor Verlato stated
her reasons for requesting the item and introduced Margaux Viera, descendant of Anita
Baldwin, and Alfred Paredes, sculptor, who gave a background into Anita Baldwin and
presented various designs that could be considered.
A motion was made by Council Member Beck, and seconded by Council Member Amundson to
(1) direct staff to work with the developers of the Le Meridien Hotel site to substitute the original
design for a proposed Anita Baldwin statue within the budget that was originally prescribed,
which was $100,000 for the art piece on the corner of Santa Clara and Huntington Drive; (2)
further direct staff that should those costs exceed the allowed budget, the City Council will
revisit that at a later date when more is known about the proposed design and cost parameters;
and (3) direct staff to bring back a Study Session item to discuss what should now be done with
the Hometown Heroes display located at City Hall that was going to be replaced at the Le
Meridien Hotel site.

5. REPORT FROM CITY ATTORNEY REGARDING CLOSED/STUDY SESSION ITEMS
City Manager Lazzaretto announced that prior to the regular meeting the City Council met in
Study Session to discuss and provide direction regarding funding for an Anita Baldwin statue;
he indicated that after discussion, the City Council directed staff to work with the developers of
the La Meridien Hotel site to substitute the original design for a proposed Anita Baldwin statue
within the $100,000 budget that was originally prescribed for the art piece on the corner of
Santa Clara and Huntington Drive. The City Council further directed staff that should those costs
exceed the allowed budget, the City Council will revisit that at a later date when more is known
about the proposed design and cost parameters; and finally the City Council directed staff to
bring back a Study Session item to discuss what should now be done with the Hometown

on motion by Council Member Beck, and seconded by Council Member Amundson, the City
Council unanimously voted 5-0.

City Manager Lazzaretto announced that there was no supplemental information.
7. MOTION TO READ ALL ORDINANCES AND RESOLUTIONS BY TITLE ONLY AND
WAIVE THE READING IN FULL
A motion was made by Mayor Pro Tern Chandler and seconded by Council Member Amundson
to read all ordinances and resolutions by title only and waive the reading in full.
8. PRESENTATIONS
a. New Police K-9 Introduction and Naming Contest Winner.
b. Presentation of the Arcadia Business Districts Video.
9. PUBLIC HEARING
a. Statement of Objectives and Projects for use of Community Development Block
Grant ("CDBG") Funds for Fiscal Year 2020-21.
Recommended Action: Approve
Assistant City Manager/Development Services Director Kruckeberg and Management Analyst
Schwehr presented the staff report.
Mayor Verlato opened the public hearing. No one appeared.

A motion to close the public hearing was made by Mayor Pro Tern Chandler, seconded by
Council Member Tay, and, seeing no objection, Mayor Verlato declared the public hearing
closed.
It was moved by Mayor Pro Tern Chandler, seconded by Council Member Tay, and carried on a
roll call vote to approve the Statement of Objectives and Projects for use of Community
Development Block Grant ("CDBG") Funds for Fiscal Year 2020-21.

10. PUBLIC COMMENTS
Fred Howe, an Arcadia resident, appeared and announced the passing of longtime Arcadia
resident Torn Crosby; he shared some history about Mr. Crosby; and spoke about the litigation
matter between the City and Mr. Crosby regarding a circular driveway.
11. REPORTS FROM MAYOR, CITY COUNCIL AND CITY CLERK (including reports
from the City Council related to meetings attended at City expense(AB 1234]).
Council Member Tay announced that he attended the Independent Cities Association Winter
Conference, shared information discussed at the conference; and addressed comments made
by Mayor Verlato at the January 21 City Council meeting.
Council Member Beck stated that it was nice involving the school kids in the K-9 Naming
Contest; he thanked those who donated to the Arcadia Public Library; he announced that on
January 24 he attended the Wine and Cheese event hosted by the Arcadia Historical Society;
on January 28 he attended a Special City Council meeting in order to cancel the City Clerk
Election; and thanked Management Analyst Schwehr for the presentation of the Arcadia
Business Districts video.
Mayor Pro Tern Chandler commended Police Chief Guthrie for the K-9 Program; he commented
on the recent wind storm, and asked Public Works Services Director Tait to report on the
damage caused by the wind storm.
Public Works Services Director Tait presented a PowerPoint Presentation regarding the
damage caused by the wind storm; and announced that Waste Management offers four free
bulky item pickups per year for single-family homes, and two for each multi-family unit.
Mayor Pro Tern Chandler commented on the Liquid Amber trees and the danger of the tree
pods, and warned residents to be careful when walking on those pods.
Public Works Services Director Tait noted that the Arcadia Municipal Code prohibits residents
from placing debris from their property into the public right-of-way.
Council Member Amundson announced that crime is down and property values are up; that
Senate Bill 50 failed in taking local zoning control away around transit; he commented on the
homelessness issue in the City; he further announced that next Wednesday, February 12 is the
Meet Your Area Commander event at the Arcadia Performing Arts Center, and encouraged
everyone to attend.

City Clerk Glasco commented on the presentation of the new K-9; he announced that last week
he attended the Volunteers in Patrol Support program meeting, and that the program is going to
be recruiting more volunteers.
Mayor Verlato announced that she attended the Legislative Update with County Supervisor
Barger, the Independent Cities Association Winter Conference, and the Human Trafficking
Panel; she reminded everyone that the Pasadena Showcase House event opens on April 26
through May 17; she further announced that March 3 is the next Coffee With the Mayor, that
February 14 is Mahjong with the Mayor, February 7 is the Lunar New Year Luncheon, and
February 8 is the Arcadia High School Chinese Parent Booster Club Lunar New Year Dinner;
she reminded everyone that voting begins February 22 for the Primary Election; she indicated
that the Vote Center at the Arcadia Public Library opens on February 29; she stated that April
14 is the City Council Election in District 1 and 4 and that ballots will go out on March 16; she
addressed Council Member Tay's concerns; and reminded everyone that February 21 is the
Mayor's Breakfast.
City Manager Lazzaretto commented on the Coronavirus and indicated that there is no public
threat necessitating the cancellation of any community events at this time.
12. CONSENT CALENDAR
a. Special and Regular Meeting Minutes of January 21, 2020, and Special Meeting
Minutes of January 28, 2020.
Recommended Action: Approve
b. Donation in the amount of $1,700 from the Friends of the Arcadia Public Library to
support two Classical Kaleidoscope Concerts.
Recommended Action: Accept
c. Donation in the amount of $2,000 to the Arcadia Public Library for a memorial bench
in memory of William J. Britton.
Recommended Action: Accept
d. Donation in the amount of $2,000 to the Arcadia Public Library for a memorial bench
in memory of James Cornell.
Recommended Action: Accept
e. Resolution No. 7292 declaring that weeds, brush, rubbish, and refuse upon or in
front of specified property in the City are seasonal and recurrent public nuisance, and
declaring an intention to provide for the abatement thereof.
Recommended Action: Adopt
f. Resolution No. 7293 amending Fiscal Year 2019-20 General Fund Budget
authorizing a supplemental appropriation in the Fire Department in the amount of
$70,000, offset by a reduction in the General Fund Reserve, and approving a change
order to the Purchase Order with Performance Truck Repair, Inc.

g. Contract with Three Peaks Corporation for the Arcadia Gold Line Station Pedestrian
Linkage Improvements in the amount of $2,122,037.79; and adopt Resolution No.
7289 amending the Fiscal Year 2019-20 Capital Improvement Program
budget authorizing a supplemental appropriation for the Gold Line Station
Pedestrian Linkage Project in the amount of$120,000, offset by a reduction in
the Proposition A and C Reserve Fund.
Recommended Action: Approve and Adopt
It was moved by Mayor Pro Tem Chandler, seconded by Council Member Tay, and carried on a
roll call vote to approve Consent Calendar Items 12.a through 12.g.

13. ADJOURNMENT
The City Council meeting adjourned in memory of longtime Arcadia resident Tom Crosby at
8:24 p.m. to Tuesday, February 18, 2020, 6:00 p.m. in the City Council Conference Room.
