This property is indicative of relatively early improvements outside the core area of the City of Arcadia – subdivided in 1936 and subjected to lot line adjustments and the establishment of Sharon Road in 1963. Surrounding residences reflect all post-WWII improvements, the earliest being 1961. The majority of the properties on Sharon Road were improved in ca. 1963-1964, resulting in a neighborhood 54-56 years of age. The development periods are currently representative of the population growth and need for affordable housing in the LA suburbs, especially areas in the San Gabriel Valley. In this case, larger lots originally designated in 1936 were subdivided for more affordable residential construction. Arcadia developed as a middle-class community for working class families and later provided housing for more affluent homeowners. B11. Sharon Road, Arcadia, Los Angeles County, is cross-referenced as Assessor Parcel No. 5785-007-015 and is located on the south side of W. Sharon Road, west of El Monte Avenue and east of Holly Avenue. The improvements associated with this property are described as dating to 1964 and consisting of a nine room residence with an attached gar- age. More specifically, the residence has, according to the County Assessor, five bedrooms, three baths, and 3,030 square feet of living space. There is a detached an in-ground swimming pool (ca. 1971) and permits identifying significant exterior renovations and landscaping in 1996 and 1999. This property is well to the west of Santa Anita Avenue, was outside the historic core area of the City of Arcadia. When originally developed (ca. 1938), it was not included in historic Sanborn Fire Insurance maps. Nonetheless, a review of historic aerial photographs confirmed the con- figuration of the residence and attached garage. As mapped, this property is within the historic Rancho Santa Anita and just north of the Rancho San Francisquito. Later, having been purchased by Elias J. Baldwin, the property was within Lot 1 (248+ acres) of historic Tract Map 951, mapped in 1910. This large area was not subdi- vided until the 1930s, with the establishment of Tract Map No. 10928 (ca. 1936) by the Farmers & Merchants National Bank of Los Angeles and Tract Map No. 10985 (ca. 1936) by the Title Insurance and Trust Company. Despite this mapping, the area remained unimproved and was remapped as Tract Map No. 24140 (ca. 1963) by the Ron Art Corporation and the O.M. Knutsen Building Company, Inc., resulting in the establishment of Sharon Road and the defining of the property now identified as 316 W. Sharon Road. When originally defined, this property was numbered as Parcel No. 13. It has since been rede- fined as Parcel No. 15. This property approximately 100 feet wide and 150 feet deep (15,000 square feet); essentially twice the size of a modern single -family residential property and the property boundaries have not changed since ca. 1963 . A review of properties surrounding 316 W. Sharon Road showed the majority of the lots were improved in ca. 1963 and 1964 – (17 of 28), but also showed some later improvements. Seven properties listed improvements between 1965 and 1989. Three properties listed modern dates of 2013-2019. The last property, fronting Holly Avenue, yielded a date of 1961, rendering it the earliest improvement for this particular area. Sharon Road are in a small cluster of structural improvements dating to ca. 1963-1964 and credited to the Ron Art Corporation (John Corby, Architect/Engi- neer). When originally designed, this residence was describes as a 2,400 square foot residence of wood frame and stucco cladding (9 rooms). It had two stories (in part), when built in 1964. As noted, the County Assessor lists the improvements on this property as dating to 19 64. Per- mits showed the construction followed the filing of Tract Map No. 24140 and the owners of the tract are responsible for the original construction, completed in 1964. The earliest identified occupant/owner of this residential property (following initial development) was Robert Hearn who, in 1971, added an in-ground pool to the property. In 1973, Hearn re-roofed the residence and garage with cedar shingles. By 1994, the property was owned by Yee S. Severson, who also re-roofed the residence and garage (with composition shingles). Between 1996 and 1999, H elen Koo is listed as the owner and she was responsible for replacing at least 14 of the original windows, landscaping the prop- erty, adding the columns/pillars to the north elevation, and upgrading the electrical and plumbing – including new fixtures. By 2010, the Yee Shum Severson Trust is listed as the owner (again) and he is credited with upgrading the electrical system and adding the solar energy system. McKenna *Date Jan. 18, 2020 X Continuation Update The original construction permit for this residential improvement identified the residence as a 2,400 square foot residence. The County Assessor now lists the residence as a 3,030 square foot residence. The additional 630 square feet of residential space appears to be associated with the two-story ell on the eastern side of the structure. McKenna et al. suggests (there are no permits) the additional square footage is the result of a north -elevation extension of the ell, adding approximately 300 square feet to each floor (10 x 30). This addition would have included the extension of the roof over the north elevation and supported by the large Greek columns added to the north elevation in 1996 (Helen Koo). With the 1996 addition, roofline extension, landscaping and window replacement, the property improvements were completed, with the exception of interior alterations and improvements (e.g. electrical, plumbing, heating, and fixture replacement). Since ca. 1996, there have been no major alterations to the property. The existing improvements consists of the residential structure with an attached garage, drive- way, swimming pool, and landscaping. The residence is a combination of a one story section flanked to the west by the garage and to the east by the two story residential section. The entire structure is wood framed with both stucco and brick cladding. The stucco finish dominated the structure, while the brick façade is limited to the north elevation to the west of the main entrance and the east elevation of the garage (both visible from the street). T he view of the brick near the front door confirmed this brick is a façade and not designed or meant to be a bearing wall. This structure rests, in part, on a concrete slab, while the central part of the residence is on a slightly raised foundation designed to maintain much of the natural slope of the property (sloping to the south), as to result in a raised patio on the south elevation and a drop down to the pool level in the rear yard. The roof line is a cross-gable design with the central portion oriented east/west; the garage roof oriented north/south, and the two story ell oriented north/south. The aerial view of the property indicates the north elevation of the ell extends further north than the adjoining property improve- ments (altering the set back) and the garage roof has also been extended (and supported by columns) while not necessarily altering the original size of the garage. Prior to the extension of the roofline, the front porch was smaller and did not involve any support columns. The front stoop/porch is constructed of red brick. To the west of the main entrance, the north elevation exhibits two sets of modern, vinyl replace- ment windows (sliders), likely replacing double hung sash and/or casement windows). To the east of the main entry is the west elevation of the ell with a single, flush, modern vinyl slider window with simple framing. The second story of the ell exhibits two smaller, modern, vinyl slider windows with no framing. The north elevation of the ell exhibits symmetrical first and second story windows (2 sets per floor) with a hanging exterior light mounded in the center of the elevation. The windows are tall, modern, vinyl sliders with ten panes per panel. Four tall Greek columns support the roof over- hang and exhibits oversized bases (not consistent with true Greek columns). The oversized bases appear to allow for the necessary height. The roof above the columns is peaked and the triangular façade is decorated by a small circular design and wood trim also suggesting Greek design elements. The east elevation of the ell is a large, two-story expanse of stucco with two small, modern, vinyl windows on the first floor and four similar windows on the second floor. These windows are framed with simple trim. The roof overhang on the east elevation is relatively wide and consists of exposed rafters and a simple fascia board. Also noted on the east elevation are utility boxes, vents, and exterior lighting. The gated entry to the rear yard is also located along the east elevation, with approximately 2/3rds of the elevation being north of the gate. The set back on the eat side is relatively wide, permitting access for maintenance of the pool and rear yard. This side of the residence is covered in concrete with some inlaid brickwork. The south elevation is quite busy. The south elevation of the ell is dominated by a covered patio with a usable balcony above. The entire elevation is stucco clad, but the roof is flush with the wall (no overhang or eave). Beneath the balcony, the co vered patio is a red brick surface with access from the main residence via a set of French doors (five vertical panes each) flanked by fixed, tall, windows of ten panes each, resulting in a wide expanse of glass. The second floor exhibits the wooden balcony supported by two, large Greek Columns similar to those on the north elevation. The presence of these columns suggest the balcony (covered porch) was added in ca. 1996, along with the other alterations to the property. The balcony is accentuated by an iron railing (3 feet high) running the three open sides. To the west of the two-story ell, the south elevation continues along the same line, but as a one - story structure. This portion of the residence is dominated by the presence of a large, open -air patio raised above the yard elevation and bounded by a poure d plaster ballester with a central stoop dropping to the pool deck. This entire patio is constructed of red brick. The extent of the elevation associated with the open patio is dominated by the presence of a series of four, large, fixed windows (ten panes each) flanking a central set of French doors (also ten panes each. These windows and doors appear to be original to the residence (wood framed, not vinyl). This wide expanse of glass provides and panorama view of the rear yard. Above the windows/doors is a wide eave with exposed rafters and a simple fascia board. To the west of the open patio, a two step stoop drops down to the level of the garage pad and the residential wall turns into a west elevation before joining the garage. Here, the west elevation is a flat stucco wall with no windows or doors. A water heater cabinet is mounted at the corner – abutting the garage wall, and the A/C units are mounted just south of the water heater. The south elevation of the garage is also an expanse of stucco, with the garage resting on a concrete pad. A small, vinyl slider window is present near the water heater and a utility door is present to the west, providing access to what appears to be a utility room (service porch). This door is exhibits a solid pane above a wooden (solid) lower half (with a vent) and covered in a screen door with fifteen mesh panes. To the west of the utility entrance is a solid door that provides a secondary entry to the garage. This door is located near the western edge of the garage and accessed via a concrete walkway that continues to the east and west. The roof overhang on this portion of the building is similar to that on the rest of the south elevation and also exhibits the same simple fascia board. The west elevation of the garage is a large, flat expanse of stucco with a single window near the northern extent (and outside the gated entry on this side of the property). This window is rela- tively large and consisted of a set of modern, vinyl, slider windows with four panes per panel. A portion of the windows is obscured by vegetation and there is no framing. The wide eaves continue along this elevation. Wrapping around to the north elevation of the garage, the roofline has been extended to accommodate the addition of the c a. 1996 Greek columns and a design above the door matching that of the eastern ell. McKenna *Date Jan. 18, 2020 X Continuation Update The actual size of the original garage does not appear to have been altered, but the overhang of the extended roof has resulted in the bay door appearing recessed. The original door, which would have been wooden, has been replaced by a modern, aluminum, r oll-up door. Permits do not list the bay door replacement, but it was likely completed in 1996, when the windows were replaced. The original roofing material consisted of wood shake shingles (cedar) that when replaced by cedar shingles in 1973 and with composition shingles in 1994. Overall, since the original construction, this residence and garage have been subjected to sig- nificant alterations and additions. The north elevation has been extended and the Greek col- umns added. Likewise, the front porch has been enlarged. All of the original windows have been replaced by modern vinyl windows. The front door has been replaced, but the majority of the rear doors appear original. A rear patio and balcony have been added to the south elevation, along with the large, open patio. The door to the balcony were added when the balcony was constructed (ca. 1996), as were the ballasters on the report patio. The roof has been replaced at least twice and there is some evidence the stucco siding was resurfaced (also likely in 1996). The in-ground pool was added to the property in 1971 and the associated decking would date to the same period. A small, modern, prefabricated shed has been added to the rear yard, in the vicinity of the pool pump/filter equipment. Evaluation of the Property In April, 2019, the City of Arcadia adopted Ordinance No. 2359: An Ordinance of the City Council of the City of Arcadia, California, Amending Various Sections of Article IX, Chapter 1 of the Arcadia Municipal Code (“The Development Code”), with an Exemption under the Cal- ifornia Environmental Quality Act (CEQA), to implement a Historic Preservation Ordinance.” This Ordinance was the result of numerous meetings, studies, and public comment. Sharon Road is in the same location as originally delineated in 1963. The lot lines have not been altered and the size of the property remains as original defined. The improvements within the property have been altered, but mor relocated. Therefore, the intent of the “location” element of integrity HAS BEEN MET. Design: The original improvements at 316 W. Sharon Road were designed as a fairly basic eclectic home with elements of a California Ranch style of architecture, but with some additional elements (e.g. second story ell). When originally designed, the walls were relatively flat, exhibited few design elements, and was not an outstanding residential design. Since the original construction, the residence has been subjected to significant alterations that include over 600 square feet of additional living space, the replacement of windows and doors, re-roofing, extension of the roof lines (primarily to the north), and some evidence the structure was resurfaced (stucco refinished). While the residence is exhibits elements or the original design, the altera- tions have adversely impacted the structure and it no longer reflects the orig- inal, more simplistic design. McKenna et al. has concluded the intent of this “design” element of integrity HAS NOT BEEN MET. Setting: As noted above, the area surrounding 316 W. Sharon Raod reflects a variety of architectural designs, multiple periods of construction, and the intermittent appearance of modern redevelopments. Most of the improvements still re- flect the original period of construction, but essentially all of the properties have been subjected to some degree of alteration and multiple dates of con- struction (per the County Assessor). While not all properties have been for- mally evaluated, it appears the general area has been impacted to a point where the potential for a district is highly unlikely and the setting has been sufficiently impacts to reach a determination the intent of the “setting” ele- ment of integrity HAS NOT BEEN MET. Materials: The extent of renovations, alterations, and additions to this property have adversely impacted the integrity of the materials. The roof material has been replaced, the cladding has been replaced; a balcony was added, as have the multiple Greek columns – designed to imply a federalist period. Windows and doors have been replaced. Overall, McKenna et al. has concluded the intent of the “materials” element of integrity HAS NOT BEEN MET, as there has been too much replacement. Workmanship: Based on permits, the original construction was completed by O.M. Knutsen, one of the two partners in the development. No specific architect was iden- tified, but permit suggest the improvements were designed by John Corby. The improvements reflect relatively simple, standard work with standard ma- terials, and nothing outstanding or unique. Feeling: “Feeling” is a subjective element of integrity. It has been interpreted as re- quiring an individual to “feel” the same way entering an area as persons would have felt during the “period of significance” which, in this case, would be the ca. 1963-1964 period of development. While there is still a general feeling that the neighborhood is an early area of development (1960s), the alterations to the various properties and the presence of the modern im- provements (redevelopment) have impacted the area and adversely im- pacted the continuity of the area. Therefore, McKenna et al. has concluded the intent of the “feeling” element of integrity HAS NOT BEEN MET. Association: “Association” refers to the potential for the property to be associated with events or persons important in history. In this case, whether or not the pro- perty can be associated with a significant historic event; recognized archi- tect; recognized craftsman or artisan; important (historically recognized) owner or occupant, etc. McKenna et al. could not find any data to meet these requirements and, therefore, has concluded the intent of the “association” element of integrity HAS NOT BEEN MET. In assessing “Integrity” of this property, McKenna et al. determined only one of the seven elements of integrity applied to the improvements at 316 W. Sharon Road (Location). As such, and failing to carry the majority of the integrity elements, McKenna et al. has concluded this property lacks the integrity needed to be considered for recognition as a potentially sig- nificant historical resource. Final Assessment The final assessment and/or evaluation of a property involves addressing the four main crite- ria defined (questions) designed by, in part, the Office of Historic Preservation, Sacramento, as related to the California Environmental Quality Act, as amended, and as adopted by the City of Arcadia. McKenna et al. has concluded the property is not eligible for recognition under this criterion. 4. It has yielded, or has the potential to yield, information important to the prehistory or history of the city or state. No evidence has been found to suggest this property has a potential to yield significant scientific information to Arcadia, the state, or the federal governments.
