WHEREAS, City of Arcadia Municipal Code Section 2211.1, et seq. empowers the
Director of Emergency Services to proclaim the existence or threatened existence of a local
emergency when said City is affected or likely to be affected by a public calamity and the City
Council is not in session, and;
WHEREAS, on February 26, 2020, the CDC confirmed the first possible case of
community transmission of COVID-19 in the United States. On March 4, 2020, the Health
Officer of Los Angeles County determined that there is an imminent and proximate threat to the
public health from the introduction of COVID-19 in Los Angeles County and declared a Local
Health Emergency and the Los Angeles County Board of Supervisors concurrently proclaimed
the existence of a local emergency for the County of Los Angeles; and
WHEREAS, on March 4, 2020, California Governor Gavin Newsom declared a State of
Emergency to make additional resources available, formalize emergency actions already
underway across multiple state agencies and departments, and help the state prepare for
broader spread of COVID-19; and
WHEREAS, the Director of Emergency Services of the City of Arcadia does hereby find;
that conditions of extreme peril to the safety of persons and property have arisen within said
Arcadia, caused by the COVID-19 pandemic declared by the World Health Organization on
March 11, 2020, and;
WHEREAS, on March 13, 2020, the President of the United States declared a National
Emergency due to the continued spread and the effects of COVID-19; and
That these conditions are or are likely to be beyond the control of the services, personnel,
equipment, and facilities of said City of Arcadia, and;
That the City Council of the City Arcadia is not in session and cannot immediately be called into
session;
NOW, THEREFORE, IT IS HEREBY PROCLAIMED that a local emergency now exists
throughout said City of Arcadia, and;
IT IS FURTHER PROCLAIMED AND ORDERED that during the existence of said local
emergency the powers, functions, and duties of the emergency organization of the City of
Arcadia shall be those prescribed by state law, by ordinances, and resolutions of the City of
Arcadia; and that this emergency proclamation shall expire 7 days after issuance unless
confirmed and ratified by the governing body of the City of Arcadiq,_
