SUBJECT: Major Administrative Modification No. AM Major 20-05 and
Temporary Sign Architectural Design Review No. TSADR 20-01
PROJECT ADDRESS: 17 Las Tunas Drive
Dear Mr. Hosseinzadeh:
The public comment period for the Notice of Pending Decision ended on
March 19, 2020. Staff received one comment in objection during the
notification period. After careful consideration, the Development Services
was able to make one of the required findings for the Modification request
and has conditionally approved the request to allow two (2) temporary
real estate signs at 44 square feet in size in lieu of the maximum permitted
size of 24 square feet.
The two (2) temporary real estate signs will be located along the two street
frontages of the site on Las Tunas Drive and S. Santa Anita Avenue. The signs
will advertise the mixed-use project and provide contact information. According
to Arcadia Development Code Section 9107.05.050, it states that an
Administrative Modification may be approved if at least one of the following
findings can be made.
1. Secure an appropriate improvement of a lot;
2. Prevent an unreasonable hardship; or
3. Promote uniformity of development.
The Modification to allow two (2) temporary real estate signs to exceed the
maximum permitted size will secure an appropriate improvement of the lot. The
proposed sizes are appropriate for the subject site. The subject site is large in
size approximately 5 acres in size. The site has a street frontage length of over
500 feet along Las Tunas Drive and over 240 feet along S. Santa Anita Avenue.
Additionally, Las Tunas Drive is a major corridor street which tapers towards
west of the site which minimizes the visibility of the site from oncoming traffic
going westbound. The sizes of the proposed temporary real estate signs are
small in scale in comparison to the site size and street frontages. The
temporary real estate sings were designed with a height of 8’-10” and width of
5’-0” to maximize visibility while trying to minimize visual impact to the adjacent
properties. In addition, the sign located along S. Santa Anita Avenue has been
placed away from the residential properties to the north and the signs are
placed outside of vehicular visibility triangles.
The proposed project qualifies as both a Class 5 and Class 11 Categorical
Exemption for an on premise sign for a minor alteration in land use limitations
from the requirements of the California Environmental Quality Act (CEQA)
under Sections 15305 and 15311(a) of the CEQA Guidelines.
Conditions of Approval
1. The actual sign colors, materials, and location shall be consistent with the colors,
materials, and location shown on the design concept plan and site plan.
2. No protected trees along S. Santa Anita Avenue shall be trimmed to accommodate the
temporary real estate sign.
There is a ten (10) day appeal period for this application. Appeals must be submitted in writing to
the Community Development Division with a $600.00 appeal fee by 5:30 p.m. on Monday, April
13, 2020. You will be notified if an appeal is filed. In response to guidance received by federal,
state, and local public health officials, Arcadia City Hall will be closed to the public until
further notice. To submit an Appeal Application, please visit www.ArcadiaCA.gov/planning and
follow the instructions.
Approval of Major AM 20-05 and TSARD 20-01 shall not be of effect unless the property owner
and applicant have executed and filed the enclosed Acceptance Form to indicate awareness and
acceptance of these conditions of approval. The Acceptance Form is due now and if it is not
received by May 3, 2020 this approval will become null and void. This can be submitted via email
at planning@ArcadiaCA.gov.
This approval shall expire in one year (April 14, 2021) from the effective date. The signs must be
consistent with the approved design concept plans and any conditions of approval. Any
inconsistency from the approved design concept plans will required the removal of the signs.
