REGULAR MEETING MINUTES
THURSDAY, JANUARY 9, 2020
CALL TO ORDER — Chairperson Dolan called the Regular Meeting to order at 5:30p.m. in
the Council Chambers Conference Room.

ROLL CALL OF HUMAN RESOURCES COMMISSION MEMBERS
PRESENT: Commissioners Dolan, Jeong, McMahon, Rock, and Tseng
ABSENT: None
SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS — None
PUBLIC COMMENTS — None
REPORTS FROM HUMAN RESOURCES COMMISSION MEMBERS — None
REPORTS FROM CITY COUNCIL LIAISON — Mr. Sho Tay reminded all about the upcoming
elections. District 1 incumbent is April Verlato and District 4 incumbent is Peter Ahmundson.
1. REGULAR ITEMS
a. Recommendation to Abolish Eligibility List No. 19-17 for the position of Assistant
Engineer.
Recommended Action: Approve
Phil Wray, City Engineer, requested to abolish the Assistant Engineer Eligibility List to proceed
with a new Assistant Engineer recruitment. The interviews took place in September and the
interview panel passed 10 candidates that the Department was able to consider. The
Department, based on the ratings, selected a top six to second interview. By the time the
Department contacted the candidates to schedule a second interview, the top candidate had
already accepted a job. The Department then went on to interview the top five and selected
two of those candidates and made an offer to one of them. That candidate then went through
the background process then declined the offer because he accepted another offer with a
recruitment that started before ours. We then offered the position to the next candidate and
that candidate also declined because of an offer with a different agency. With that, the other
four candidates were contacted and they all declined for various reasons. A second interview
was conducted with another candidate, but that candidate was just not right for the position.
There are good candidates out there that are being hired right away so for this recruitment the
Department will jump right on the candidate they want. Commissioner Dolan asked if it was the
timing or the position that was lacking for having so many declinations. Wray didn't think it was
lacking, there are always good response and we seem to have this recruitment about every 2
years, it was the one month lag in between the first and second interviews. Commissioner
Tseng asked if it was entry level. Wray indicated it is an entry level, for and Engineer. It takes
on basic responsibilities like permits and plan checks. Not a real glorious position so we're
looking for someone that is a good fit and ready to learn, on the green side that has a hire ceiling

to advance to. Commissioner Rock indicated that he understands the situation. We are not the
only ones experiencing this.
It was moved by Commissioner Rock, seconded by McMahon and carried on roll call to abolish
the Assistant Engineer Eligibility List 19-17.

b. Recommendation to Abolish Eligibility List No.19-14 for the position of Library Technician

Recommended Action: Approve
Darlene Bradley, Library and Museum Services Director requested to abolish the Library
Technician I Eligibility List. The Library Technician Eligibility List is from a recruitment that
was started in the summer. There were seven candidates from that list, and we hired four.
As of one month ago, there are currently 2 Library Technician vacancies and the Department
would like to go out and recruit for new candidates. Commissioner Tseng commented that
the position is very important for the young kids who enjoy them very much. Commissioner
Dolan asked if it was normal for the positions to be left in such a short period of time. Ms.
Bradley indicated that it is a para -professional position and many of the individuals in the
position have gone on to be professional Librarians. Commissioner Dolan commented that
it is like a training position.
It was moved by Commissioner Rock, seconded by Jeong, and carried on roll call vote to
abolish the Library Technician I Eligibility List 19-14.
2. CONSENT CALENDAR
a. Approve the Special Meeting Minutes of December 5, 2019.
Recommended Action: Approve

ADJOURNMENT
Chairperson Dolan adjourned the meeting at 5:45 p.m. to Thursday, February 13, 2020, at
5:30 p.m. in the City Council Chambers located at 240 W. Huntington Drive, Arcadia.
