SUBJECT: RESOLUTION NO. 7305 RECITING THE FACTS OF THE ALL MAIL
BALLOT GENERAL MUNICIPAL ELECTION HELD IN DISTRICT 1 AND
DISTRICT 4 IN ARCADIA ON TUESDAY, APRIL 14, 2020, DECLARING
THE RESULTS AND SUCH OTHER MATTERS AS PROVIDED BY LAW
Recommendation: Adopt
SUMMARY
On December 3, 2019, the City Council called an All-Mail Ballot General Municipal
Election to be held on Tuesday, April 14, 2020, for the purpose of electing City Council
Members representing Electoral Districts 1 and 4, as well as the position of Elected City
Clerk. On January 17, 2020, the deadline for filing nomination papers, the following
candidates had officially filed:
District #1 District #4 City Clerk
April A. Verlato Paul P. Cheng Gene Glasco
Yuli J. Sira Peter Amundson
Because only one person, City Clerk incumbent Gene Glasco, filed nomination papers
to run for the office of City Clerk, on January 28, 2020, the City Council appointed Mr.
Glasco as City Clerk and canceled the election for the position of Elected City Clerk.
This action saved the City $116,000 in election costs. The April 14 election went forward
for Districts 1 and 4.
On April 27, 2020, the results of the April 14, 2020 All Mail Ballot General Municipal
Election were certified by the Registrar-Recorder/County Clerk. The results of the
election are reflected in the attached Resolution No. 7305. Based on the certification,
April A. Verlato was elected to serve a full term of four (4) years and seven (7) months
in District 1, and Paul P. Cheng was elected to serve a full term of four (4) years and
seven (7) months in District 4, as Members of the City Council.

Resolution No. 7305 declaring the results of the April 14, 2020, All Mail Ballot General
Municipal Election is attached for City Council adoption. The certification, which is
attached as Exhibit “A” to the Resolution, provides the whole number of votes cast in
the City in District 1 and District 4, the total voter turnout for each district, and the
number of votes cast for each candidate. A summary of results is also provided below:

In District 1, there were 1,652 ballots cast; however, only 1,636 ballots were eligible to
be counted, leaving a difference of 16 ballots. In District 4, there were 2,133 ballots
cast; however, only 2,119 ballots were eligible to be counted, leaving a difference of 14
ballots.
As is standard practice after each election, the Arcadia City Council will reorganize on
May 5, 2020, selecting a new Mayor and Mayor Pro Tem for the upcoming year.
FISCAL IMPACT
There is no fiscal impact as a result of the adoption of this Resolution.
RECOMMENDATION
It is recommended that the City Council adopt Resolution No. 7305 reciting the facts of
the All Mail Ballot General Municipal Election held in District 1 and District 4 in Arcadia
on Tuesday, April 14, 2020, declaring the results and such other matters as provided by
law.
