Also address integrity.) Following WWII, the need for affordable housing in Los Angeles County predicated
the need to accelerate the building of homes on a scale not relegated to single or individual construc-
tion, but projects with multiple residences built and sold after completion. This reversed the basic
system of purchasing a vacant plot and building-to-suit on a personal basis. In this case, Walker-Built
Homes constructed the homes within Tract No. 15337, resulting in “Tract Home” development, pre-
valent in the 1950s and 1960s. The homes have various floor plans and exterior attributes, , but were
built with repeated design elements and meant to reflect a small neighborhood. All the structural
improvements on San Miguel Drive (300 and 400 blocks) reflected construction in 1950, unless more
recently redeveloped.

The property at 325 San Miguel Drive is cross-referenced by the County Assessor as APN 5775-
020-015. This property was originally defined in 1948 ad Lot 32 of Tract No. 15337. Prior to
1948, this property was within the historic Rancho Santa Anita, a 13,319 acres rancho originally
granted to Hugo Reid (ca. 1839) and confirmed by Mexican Governor Pio Pico in 1845. The
rancho was eventually acquired by Henry Dalton in 1858 and, following a series of owners, was
acquired by Elias J. Baldwin. In 1910, the Elias J. Baldwin Estate subdivided a portion of the
rancho as Tract No. 949, an area of three large lots located west of Santa Anita Avenue and
between the Southern Pacific Railroad (north) and the Pacific Electric Railway (south). The west-
ern boundary was identified as the “City Limits.” In this case, the project area was identified as
being within Lot 1, a 414+ acre property due west of Santa Anita Avenue. In the 1940s, subdivi-
sion of Lot 1 was initiated by various land owners, including the 1948 Tract No. 15337 subdivision
– a 36 parcel subdivision running the length of San Miguel Drive between Colorado Blvd. (north)
and extending south towards Santa Cruz Drive (but not to S anta Cruz Drive). Fifteen parcels front
the west side of San Miguel Drive, south of Santa Ynez Drive.
When defined in 1948, the project area was referenced as parcel 32, a property measuring fifty
feet wide (N/S) by 130 feet deep (E/W). he property, covering 6,500 square feet, is relatively
small and actually smaller than the average, modern single family residential property of 7,000
square feet. The dimensions of the property have not changed between 1948 ad today. There is
still an SCE easement running along the western side of the property. The County Assessor
currently identifies the improvements on this property as consisting of a three bedroom, two bath
residence with 1,251 square feet of living space.
When mapped, the owners of Tract No. 15337 were identified as the D.B. Milliken Company
(Donald B. Milliken and Frank G. Goble, partners). Following the completion and filing of the
subdivision map, the D.B. Milliken Company sold the Tract to “Walker -Built Homes.” The im-
provements within this property are credited to “Walker-Built Homes” (J.M. Walker), as identified
on the original building permit. A review of permits for the other parcels in the subdivision con-
firmed Walker-Built Homes constructed all of the residences in the Tract – all dating to 1950.
Upon completion of the construction, the individual properties were sold with immediate occupa-
tion (fully finished development).
Confirmation of the development is illustrated in the following list of properties surrounding 325
San Miguel Drive. It is noted, the three properties on the corner of Santa Ynez Drive and San
Antonio Road are not part of Tract No. 15337, but within Tract No. 12506, an adjacent tract
mapped in 1941 by Rancho Santa Anita, Inc. and the Title Insurance and Trust Company.

As listed, only two of the properties reflect redeveloped properties, illustrating the majority of the
properties reflect the 1950 period of initial construction. It is also noted, however, fifteen (15) of
the twenty-five (25) properties (60%) reflect multiple dates of construction, indicating additions or
alterations to the 1950 residences.

As listed, with the exception of general maintenance, the only major alterations completed by
permit include re-roofing (twice) and the addition of a second bathroom. Earlier alterations were
planned, but not completed.
CURRENT CONDITIONS
The improvements at 325 San Miguel Drive, Arcadia, consist of a single family residence with an
attached garage, a small potter’s shed, and a covered patio. Both the covered patio and the
potter’s shed are modern additions to the property (not via permits). In the case of the covered
patio, this feature consists of an expanse of concrete (approximately 10 feet by 12 feet) in the
center of the rear yard, covered by a hipped roof (covered in composition shingles) constructed
with wood framing and supported by a series of metal corner po sts. Small gardens are planted
to the north and south of this patio.
The potter’s shed is located in the northwestern corner of the property and consists of a wood
framed structure (8 feet by 10 feet) on a cinderblock foundation. The access door is on t he east
elevation and consists of a solid wooden door extending to the ground surface, suggesting the
floor is also at ground level (not confirmed). The siding is simple plywood. There is a covered
window on the south elevation, another window (capped by an awning) on the west elevation,
and vents beneath the peak of the north/south trenching gable roof. The north and south eleva-
tions exhibit flush trim at the roof, while the east and west elevation exhibits a one-foot overhang-
ing eave with exposed rafters. There are no outstanding design elements and this “temporary”
structure is not considered significant.

The residence and attached garage are located in the center of the property, with the garage on
the southeastern side of the structure. The garage is access via a 39 foot asphalt driveway.

The garage, completed in 1950 with the residential construction, is a standard two car garage with
an east-facing bay door. The garage measures approximately 20 feet (north/south) by 24 feet
(east/west) and is a wood framed structure resting on a concrete pad. The roof line is oriented
north/south (gable) and covered in composition shingles. The bay door is a wooden door of hor-
izontal planking with a spring-action hinge design. This door appears original to the structure.
The walls are clad in stucco that appears to have been resurfaced. The roof eave on the east
elevation exhibits a one-foot overhang with exposed beams and rain gutter.
There are no windows on the north elevation of the garage (which abuts the residence and front
porch). A double hung sash window (6:6) is present on the south elevation, exhibiting wood
framing and a standard wing-lock. This window is original to the garage, also exhibiting wood
framing and a standard wood sill. Some of the framing relief has been lost to the resur facing of
the stucco. An aluminum screen rests over the window.
At the eastern end of the garage, the structure recedes approximately one foot (+) to the wall of
the 2002 bathroom addition completed by Shirley Wu. This addition, measuring 9’2” (east/wes t)
by 9’6’ (north/south) is located west of the garage and to the south of the original residence. A
secondary entrance to this addition is present on the south elevation, consisting of a modern door
with a solid base and a vertical, vinyl sash window above (1:1). The addition appears to be on a
concrete pad and slightly lower than the pad associated with the garage. A bathroom window is
located west of the door, located high on the wall (beneath the shallow eave) and consisting of a
modern, vinyl, horizontal slider window. The roof line of this addition is oalso a gable design
oriented north/south and covered in compositions shingles. A simple fascia board trims the addi-
tion.
Wrapping to the west elevation, there is a recess to the north of the addition, where a moderately
large, modern, vinyl slider window is present (1:1 vertical). The stucco cladding continues, but
the roof line is higher here, more indicative of the original roof line for the residence. This roof
line is originated north/south and exhibits a vent below the peak on the south elevation (above
the addition).
The south elevation continues with a south -facing wall exhibiting two windows – one modern,
vinyl, vertical slider near the corner with the west -facing elevation (north of the addition) and a

modern, vinyl, double hung sash window (1:1) to the west). The roof above this section of the
residence is a hipped-gable expanse that dominated the west elevation and western extent of the
residence.

The remainder of the west elevation is a flat expanse of stucco-clad wall with two, matching, vinyl,
double hung sash windows (1:1) similar to that on the south elevation. The roof exhibits a shallow
overhand with a simple fascia board trim (no gutters). There are also utility boxes, exposed and
covered wires, and a ground-mounted A/C unit.
The north elevation is the longest residential wall on the structure, exhibiting an expanse of stucco
and a series of modern, vinyl, double hung sash windows. With the cross-gable roof design, one
window is under the western roof line and the remaining four are paired – two abutting windows
on either side of the roof peak. An additional utility box (with meter) is present on the north ele-
vation. A solid cinderblock wall with iron railing is mounted between the windows, prohibiting
access to the rear yard form the north side of the residence.
The east elevation of the residence is the primary elevation, facing San Miguel Drive. Here, the
residence is recessed from the garage and a low concrete porch is present. This porch is ac-
cessed via a two-step stoop and the roof (gable; oriented north/south) extends over the porch,
providing some shade, but not enough to shield the entire east el evation.
The main entry is a solid wooden door behind a wooden screen door (original) with simple wood
framing. To the south of the door is a large, vertical, modern, vinyl slider window flanked by
decorative wooden shutters. A brick skirt (two feet h igh) runs from the garage wall to the large
red-brick chimney to the north of the door. The chimney is tall, extending well above the roof line,
and consists of a rectangular expanse abutting the wall of the residence. The short brick skirt
continues to the north of the chimney and all brick work appears to be original to the residence.
To the north of the chimney, a large, vertical, vinyl, slider window is present, dominating the north-
eastern corner of the structure. The entire east elevation, as with the remainder of the structure,
exhibits the resurfaced stucco cladding. The roofline is trimmed with the narrow fascia boards
and, while there is a rain gutter over the porch, the gutter does not extend to the north of the
chimney.
Overall, the residence and garage, with the exception of the west of the garage, appear to reflect
the original footprint of the construction. While the front door appears original, the original rear
entry has been replace by the entry reestablished by the addition. All of t he original windows,

modern vinyl windows.

The roofing materials have been replaced at least twice, with the current roof being approximately
20 years old. More recently, the property has been re-landscaped, with evidence of tree removal
and the installation of decorative plants. The front yard h as a grassy expanse surrounded by
bushes, some succulents, and a large (mature) tree on the curb. The rear yard exhibits more
landscaping in the form of designed garden plots, mature and young trees, ivy and other green
foliage, succulents (e.g. aloe), and roses.
While the residence and garage, from the street, appears to be representative of the original 1950
construction, the replacement of windows, resurfacing of the stucco, re -roofing, and (to the rear)
an addition, have impacted the integrity of the improvements. Some of the alterations were com-
pleted with permits, while others have not. With the addition completed in 2002, it appears the
window replacement and resurfacing were likely completed at the same time.
ASSESSMENT/EVALUATION
In April, 2019, the City of Arcadia adopted Ordinance No. 2359: An Ordinance of the City Council
of the City of Arcadia, California, Amending Various Sections of Article IX, Chapter 1 of the Arca-
dia Municipal Code (“The Development Code”), with an Exemption under t he California Environ-
mental Quality Act (CEQA), to implement a Historic Preservation Ordinance.” This Ordinance
was the result of numerous meetings, studies, and public comment.
The City of Arcadia Zoning Code, Section 9103.17 addresses Historic Preserva tion. Summariz-
ing the document, for consideration as a Historic Landmark (resource) in the City of Arcadia,
property improvements must be 45 years of age or older. In addition to the Code, an evaluation
or assessment of a property includes addressing the “integrity” of the resource, as defined by the
seven criteria listed in the State and Federal guidelines (Location, Design, Setting, Materials,
Workmanship, Feeling, and Association). Subsequent to the “integrity” evaluation, a resource
(building, structure, object, or site) is determined to be eligible for recognition if it meets one or
more of the following Criteria:
1. It is associated with events that have made a significant contribution to the
broad patterns of Arcadia’s or California’s history;

ing, structure, object, or site) can be considered for eligible for recognition if it meets one or more
of the following Criteria:
Integrity
Location: The improvements at 325 San Miguel Drive are in their original locations. The
residence and garage date to 1950 and reflect their locations. An addition
completed in 2002 added to the residence (behind the garage, but this addition
is not visible from the street and has not impacted the visual aspect of the
1950 construction. Overall, McKenna et al. has concluded the minimal intent
of the “Location” element HAS BEEN MET, despite the additions.
Design: The residence has been modestly enlarged with the addition of the 80 square
foot (+/-) bathroom addition to the west elevation. With the exception of a
single window on the garage, all of the original windows have been replaced
(ca. 2002) by vinyl replacements. The roofing has been replaced at least twice
and the entire structure’s stucco has been resurfaced. The extent of additions
and maintenance have resulted in moderate impacts, but, from the street, the
complex appears to represent its original design. McKenna et al. has con-
cluded the minimal intent of the “Design” element has HAS BEEN MET.
Setting: The “neighborhood” surrounding this property was designed in 19 50 and the
improvements can all be traced to a single contractor (Walker-Built Homes) –
with the exception of two modern redevelopments.

Overall, the area along San Miguel Drive is still representative of the 1950s
improvements, exhibiting some evidence of other residential alterations. Of
the 25 properties in the immediate vicinity of 325 San Miguel Drive, only two
properties have been redeveloped. The surrounding properties are, for the
most part, reflective of the original 1950 construction. With over 90% of the
area intact, McKenna et al. has concluded the “Setting” has been maintained,
although modestly impacted, and the minimal intent of the “Setting ” element
HAS BEEN MET.
Materials: The property at 325 San Miguel Drive exhibits some of the original construction
materials, but also exhibits significant impacts: re-roofing; resurfacing of
stucco; window replacement, and an addition to the west elevation. Permits
show the addition dates to 2002 and the other changes likely date to the same
general permit. Some changes were completed without permits. These addi-
tions, changes, and/or replacement of the original materials has adversely im-
pacted the property with respect to “Materials” and McKenna et al. has con-
cluded the minimal intent of this element HAS NOT BEEN MET.
Workmanship: No evidence was found to indicate the workmanship associated with the im-
provements at 325 San Miguel Drive are anything but standard for their period
and not the work of a master craftsman, known architect, or artisan. There are
no outstanding or unique design elements. As such, the minimal intent of the
“Workmanship” element HAS NOT BEEN MET.
Feeling: “Feeling” is subjective. Nonetheless, when entering a neighborhood, the feel-
ing that you are in an area representative of the period of significance (e.g. the
1950s population growth) should stand out. In this case, that “feeling” of the
greater area is still present, but the two redeveloped properties have resulted
in a modest impact. McKenna et al. has concluded the “feeling” specifically
associated with the residence at 325 San Miguel Drive HAS BEEN MET.
Association: Research failed to associate this property with any historical event or person(s)
in local, regional, state, or national history. There is no associated with any
recognized architect of note and no association with a significant crafts-

tifically significant resources (archaeological or paleontological). Therefore, the
minimal intent of this element HAS NOT BEEN MET.
Overall, in reviewing the “Integrity” of this property, McKenna et al. determined four of the seven
elements of integrity have been met, resulting in a determination the property retains its architec-
tural integrity and, therefore, should be evaluated for significance in accordance with federal,
state, and local guidelines and policies.
Final Assessment
The final evaluation/assessment requires the property be addressed with respect to the four main
criteria defined by in the federal and state guidelines and policies; the Office of Historic Preser-
vation, Sacramento; and adopted by the City of Arcadia. The final assessment also involved an
assessment in compliance with the standard federal and CEQA criteria, as well as the criteria of
the City of Arcadia, as noted above. The follow conclusions are presented:
1. It is associated with events that have made a significant contribution to the broad
patterns of Arcadia’s or California’s history;
No evidence was found that associated this property with any significant events
in the City of Arcadia or California history. Therefore, the property is not eli-
gible for recognition under this criterion.
2. It is associated with the lives of persons important to local or California history;
No evidence was found to suggest to associate this property to any significant
persons in the City of Arcadia or California history. Therefore, the property is
not eligible for recognition under this criterion.
3. It embodies the distinctive characteristics of a type, period, region, or method of
construction, or represents the work of a master, or possesses high artistic val-
ues;

The improvements (residence and garage) are described as examples of the
minimal traditional architectural style with some minor elements of California
Ranch architecture. It is not the first, last, or sole remaining example of this style
of architecture and the changes have resulted in a more eclectic form of this
simple architecture. Taking all alterations, additions, general changes and cur-
rent conditions into consideration, McKenna et al. has concluded the property
is not eligible for recognition under this criterion.
4. It has yielded, or has the potential to yield, information important to the prehis-
tory or history of the city or state.
No evidence has been found to suggest this property has a potential to yield
significant scientific information to Arcadia, the state, or the federal govern-
ments. The property is considered clear of such resources and, therefore, the
property is not eligible for recognition under this criterion.
Summary
McKenna et al. has concluded the improvements at 325 San Miguel Drive has maintained its
architectural “Integrity” (as defined in the policies and guidelines), but failed to meet any of the
four major criteria for consideration as a historical resource eligible for listing in any of the local,
state, or federal registers. The property is not currently listed on the City’s list of individually
recognized properties. McKenna et al. and assigned this property a status code of “6Z” and
considers the property clear of any significant cultural resources . McKenna et al. has
concluded this property would not qualify for listing. Any proposed alterations or rede-
velopment of this property will not result in an adverse environmental impacts.
