HomeMy WebLinkAboutItem 10a - Special and Regular Meeting Minutes of May 19, 2020 ARCADIA CITY COUNCIL SPECIAL MEETING MINUTES TUESDAY, MAY 19, 2020 CALL TO ORDER - Mayor Chandler called the Special Meeting to order at 4:02 p.m. in the City Council Chambers, 240 W. Huntington Drive, Arcadia, California. ROLL CALL OF CITY COUNCIL MEMBERS PRESENT: Amundson, Beck, Verlato, Tay, and Chandler ABSENT: None City Manager Lazzaretto noted for the record that all Council Members and Department Heads or their representatives are present. PUBLIC COMMENTS – No public comments were received. STUDY SESSION (OPEN TO THE PUBLIC) a. Report, discussion and direction regarding the proposed Operating Budget for Fiscal Years 2020-22, and Proposed Capital Improvement and Equipment Plan for Fiscal Years 2020-25. City Manager Lazzaretto presented an overview of the proposed Operating Budget for Fiscal Years 2020-22, and proposed Capital Improvement and Equipment Plan for Fiscal Years 2020- 25. Discussion ensued and staff responded to various questions, comments, and suggestions on the proposed Budget. After discussion a motion was made by Council Member Beck, and seconded by Council Member Verlato, to direct City staff bring back for City Council approval a future agenda item to consider moving the $1.5 million dollars from the City Hall Reserve Fund to the PERS Reserve Fund, and send the total amount in the PERS Fund to prepay PERS costs for pension control purposes. AYES: Beck, Verlato, Cheng, Tay, and Chandler NOES: None ABSENT: None After discussion the City Council unanimously agreed to bring back for City Council discussion a Budget Study Session on June 2, 2020, at 5:00 p.m. to consider removing Law Day from the budget, generate revenue through fees for the Vacant Home Registry, increasing the Documentary Transfer Tax, and fees for other services and to address any other issues pertaining to the budget The Special Meeting ended at 7:03 p.m. Linda Rodriguez Assistant City Clerk 1 05-19-2020 ARCADIA CITY COUNCIL REGULAR MEETING MINUTES TUESDAY, MAY 19, 2020 1. CALL TO ORDER – Mayor Chandler called the regular meeting to order at 7:17 p.m. 2. INVOCATION – Reverend Eva Thai-Erwin, Church of the Good Shepherd 3. PLEDGE OF ALLEGIANCE – City Clerk Glasco 4. ROLL CALL OF CITY COUNCIL MEMBERS PRESENT: Beck, Cheng, Verlato, Tay, and Chandler ABSENT: None 5. REPORT FROM CITY ATTORNEY REGARDING CLOSED/STUDY SESSION ITEMS City Attorney Deitsch announced that prior to the regular meeting, the City Council conducted a Study Session to hear a report from staff to discuss and provide direction regarding the proposed Operating Budget for Fiscal Years 2020-21, and proposed Capital Improvement and Equipment Plan for Fiscal Years 2020-25; he indicated that no reportable action was taken; and that the proposed budget will be brought back at a future Regular Meeting of the City Council for a public hearing. 6. SUPPLEMENTAL INFORMATION FROM CITY MANAGER REGARDING AGENDA ITEMS City Manager Lazzaretto announced that in regards to Agenda Item 10.b, several changes were made to the updated Liaison List; and that he will read those changes during that agenda item. 7. MOTION TO READ ALL ORDINANCES AND RESOLUTIONS BY TITLE ONLY AND WAIVE THE READING IN FULL A motion was made by Council Member Verlato, and seconded by Mayor Chandler, to read all ordinances and resolutions by title only and waive the reading in full. 8. PUBLIC COMMENTS City Manager Lazzaretto announced that one (1) email was submitted for Public Comment; that there are three callers on the line; and read into the record the email submitted for Public Comment from the following: Mike Lucas: Concerned about the hospitality industry and dining establishments during COVID- 19. Former Council Member Peter Amundson, called and spoke about the Downtown Arcadia Improvement Association; he asked the City Council to appoint him to the Board of Directors of the Association; and thanked the City Council in advance for their consideration. Sue Cook, President of the Arcadia Chamber of Commerce Board, called and provided information regarding the “Arcadia Strong” Campaign; she indicated that the campaign raises 2 05-19-2020 funds to offset some of the costs for renewing memberships; she encouraged everyone to raise funds by visiting ArcadiaStrong.com or by donating through the Chamber website; and thanked the City Council and Arcadia residents for their support. Donna Choi, Executive Director of the Downtown Arcadia Improvement Association, called and spoke about the Patriotic Festival; she indicated that this year the event has been transformed into the Patriotic Festivities, a series of videos; she provided a slide show; explained the purpose of the videos; she encouraged everyone to support local business by shopping in Arcadia; and thanked the City Council for all the great work that they are doing. 9. REPORTS FROM MAYOR, CITY COUNCIL AND CITY CLERK (including reports from the City Council related to meetings attended at City expense [AB 1234]). Council Member Verlato announced that she has been participating in many virtual meetings with Los Angeles County regarding COVID-19 updates; she also announced that last week was the virtual Town Hall with Methodist Hospital; that she attended the Arcadia Chamber of Commerce Board Meeting; she spoke about the Arcadia Strong Campaign; she encouraged the City Council to make purchases through the campaign in order to support local businesses; she stated that she attended the Arcadia Council PTA virtual meeting; she reported that the school districts are taking budget cuts; that the Summer School Program will be conducted online, and that it is unknown when the school year will begin; she commented on the Patriotic Festivities video presented by the Downtown Arcadia Improvement Association; she encouraged everyone to watch the videos and sign up for giveaways; she announced that on Thursday, May 21, she is meeting with the San Gabriel Valley Council of Governments; she indicated that the Board continues to work on funding for homelessness; she stated that the City of Arcadia was awarded a grant from the Board for the continuation of sanitation stations for the homeless; and noted that she is happy to serve as a liaison. Council Member Beck addressed the email received during Public Comments regarding City restaurants; he encouraged everyone to support local restaurants; he spoke about the impact COVID-19 is having on malls and strip centers; he provided unemployment rates for the county of Los Angeles; he stated that the City’s sales tax is going to take a huge hit, and spoke about the impact this will have on the Westfield Santa Anita Mall, the Transient Occupancy Tax, and the Santa Anita Race Track; he announced that prior to the meeting the City Council met in a Budget Study Session; and indicated that the City Council is working on a realistic budget while maintaining a high level of services. Council Member Cheng thanked Council Member Verlato for introducing him to virtual meetings relating to COVID-19; he indicated that he has also attended those meetings and that the updates have been very informative; he stated that business owners have been contacting the City Council to express their concerns; he noted that the City Council is working on addressing their concerns; he shared a story involving an Arcadia resident and Arcadia Fire and Police; he commended the staff for their selfless act in assisting the resident; he reminded everyone to shop in Arcadia; he thanked City Manager Lazzaretto for his support and guidance during his completion of orientation; and stated that he is excited to work with City staff, the City Council and residents to make Arcadia better. Council Member Tay announced that he attended a virtual meeting with the Clean Power Alliance; he indicated that the energy provider is giving a one-time $25 bill credit to residents that sign up for CARE, FERA, or Medical Baseline assistance on or after March 16, and a one- time $50 bill credit to small business owners; and encouraged everyone to visit the website for more information. 3 05-19-2020 City Clerk Glasco spoke about the significance of Memorial Day; he recognized the first responders of the 9/11 attack; he commended the healthcare professionals who are saving others while risking their own life during the Coronavirus pandemic; he shared stories of fallen veterans; he announced that on Saturday, May 23, the in-ground lighting at the Arcadia Vietnam War Memorial Monument will be adjusted to shine red, white and blue; that on Memorial Day, Monday, May 25, from 10 a.m. to 1:00 p.m. free flags will be available to place at the Monument to honor of loved ones; he reminded everyone that facial coverings and social distancing are mandatory; Mayor Chandler honored City Clerk Glasco for his service in the military; he spoke about the recent explosion in Downtown Los Angeles; he expressed his concerns on behalf of the City of Arcadia and the Arcadia Firefighters for the Los Angeles Firefighters that were injured during the explosion; he commented on the success and professionalism of the Town Hall meeting; he announced that the Town Hall meeting will be televised after this meeting; and encouraged everyone to watch. 10. CONSENT CALENDAR a. Regular Meeting Minutes of May 5, 2020. Recommended Action: Approve b. Mayor’s appointments of City Council Members to City Boards, Commissions, and Outside Governmental Agencies. Recommended Action: Receive and File c. Resolution No. 7309 amending Resolution No. 7204 establishing compensation and related benefits for employees represented by the Arcadia City Employees Association (Senior Civil Engineer). Recommended Action: Adopt d. Amendment to the Professional Services Agreement with Arcadia Unified School District for Transportation Services in an amount not to exceed $30,300. Recommended Action: Approve e. Purchase of a Bi-Directional Amplifier (“BDA”) System from Day Wireless Systems in an amount not to exceed $64,600. Recommended Action: Waive the Formal Bid Process and Approve In response to Council Member Beck and Council Member Verlato’s request, City Manager Lazzaretto read into the record the changes made to City Council Liaison list pertaining to Agenda Item 10.b. It was moved by Council Member Verlato, seconded by Council Member Cheng, and carried on a roll call vote to approve Consent Calendar Items 10.a through 10.e. AYES: Verlato, Cheng, Beck, Tay, and Chandler NOES: None ABSENT: None 4 05-19-2020 11. CITY MANAGER a. Appointments to the Board of Directors of the Downtown Arcadia Improvement Association (“DAIA”) and Legal Affairs Subcommittee. Recommended Action: Approve and Provide Direction City Manager Lazzaretto provided the staff report. A motion was made by Council Member Beck, and seconded by Council Member Cheng, to formally nominate Tim Schwehr and Peter Amundson to the Board of Directors of the Downtown Arcadia Improvement Association (“DAIA”). AYES: Beck, Cheng, Verlato, Tay, and Chandler NOES: None ABSENT: None After discussion the City Council unanimously directed staff to bring back a report regarding the Legal Affairs Subcommittee for City Council consideration at the June 2, 2020, City Council meeting. b. Resolution No. 7307 approving continued participation in the Los Angeles Urban County Community Development Block Grant (“CDBG”) Program; and authorizing the Mayor to sign a Cooperation Agreement with Los Angeles County Development Authority (“LACDA”). Recommended Action: Adopt City Manager Lazzaretto provided the staff report. A motion was made by Council Member Verlato, and seconded by Council Member Cheng, to adopt Resolution No. 7307 approving continued participation in the Los Angeles Urban County Community Development Block Grant (“CDBG”) Program; and authorizing the Mayor to sign a Cooperation Agreement with Los Angeles County Development Authority (“LACDA”). Resolution No. 7311 ratifying an emergency appropriation and amending the Fiscal Year 2019-20 General Fund Budget authorizing a supplemental appropriation in the amount of $20,000 to purchase emergency supplies for COVID-19 transmission mitigation. Recommended Action: Adopt City Manager Lazzaretto provided the staff report. 5 05-19-2020 A motion was made by Council Member Verlato, and seconded by Council Member Beck, to adopt Resolution No. 7311 ratifying an emergency appropriation and amending the Fiscal Year 2019-20 General Fund Budget authorizing a supplemental appropriation in the amount of $20,000 to purchase emergency supplies for COVID-19 transmission mitigation. Successor Agency Resolution No. SA-18 authorizing the issuance and sale of Tax Allocation Refunding Bonds and approving the form of an indenture of trust, an escrow agreement (2001A Bonds), and escrow agreement (2010 Bonds), and authorizing certain other actions in connection therewith. Recommended Action: Adopt City Manager Lazzaretto provided the staff report. A motion was made by Council Member Verlato, and seconded by Council Member Cheng, to adopt Successor Agency Resolution No. SA-18 authorizing the issuance and sale of Tax Allocation Refunding Bonds and approving the form of an indenture of trust, an escrow agreement (2001A Bonds), and escrow agreement (2010 Bonds), and authorizing certain other actions in connection therewith. The City Council meeting adjourned in memory of long time Arcadia resident Hank Voznick at 8:44 p.m. to Tuesday, June 2, 2020, 7:00 p.m. in the City Council Chambers.
