HomeMy WebLinkAboutItem 11h- Purchase of Uniforms for Police Department DATE: June 16, 2020 TO: Honorable Mayor and City Council FROM: Robert Guthrie, Chief of Police By: Dr. Jennifer Brutus, Sr. Management Analyst SUBJECT: PURCHASE OF UNIFORMS FOR THE POLICE DEPARTMENT FROM GALLS, LLC FOR FISCAL YEAR 2020-21 Recommendation: Approve SUMMARY It is recommended that the City Council approve the purchase of uniforms for sworn and civilian employees from Galls, LLC for the period of July 1, 2020, through June 30, 2021, in an amount not to exceed $76,900. Funds for Fiscal Year 2020-21 have been allocated in the operating budget for uniforms and related support equipment. BACKGROUND In March of 2015, the Police Department (the “Department”) conducted a formal bid process for uniform products for sworn and civilian employees, and received one bid from Galls, LLC (Galls). Galls is a full service marketer and distributor of public safety, first responder, and private security products. In June of 2015, the City entered into a purchase order contract with Galls for a three-year period with the option to renew on a annual basis for a maximum of three additional one-year periods. The current purchase order expires on June 30, 2020, and the Department is interested in renewing for the period of July 1, 2020, through June 30, 2021, in an amount not to exceed $76,900. DISCUSSION For over 37 years, Galls (previously known as Quartermaster) has been a leading national multi-channel specialty distributor of public safety products. Its “head to toe” uniform and equipment solutions include duty gear, uniforms, casual duty and tactical apparel, footwear, and accessories. Galls serves approximately 100,000 customers nationally ranging from private security, to federal, state and local law enforcement, to the U.S. Military. The company markets its products through a multi-channel selling strategy, which includes dedicated salespeople, a highly efficient e-commerce platform, Purchase of Police Uniforms from Galls, LLC June 16, 2020 Page 2 of 2 well-known seasonal product catalogs, and four retail service center locations. The Department has benefited from a broad product selection and high level of customer service. The Department’s experience with Galls has been positive over the years and its pricing has been competitive. The company is able to provide “one-stop shopping” and remains efficient and cost effective for the Department and its personnel. Therefore, it is recommended that the City Council approve Galls, LLC as the Department’s uniform vendor for the period of July 1, 2020, through June 30, 2021, which will serve as the last of the three renewals authorized by the contract. ENVIRONMENTAL ANALYSIS The proposed action does not constitute a project under the California Environmental Quality Act (“CEQA”), based on Section 15061(b)(3) of the CEQA Guidelines, as it can be seen with certainty that it will have no impact on the environment. Thus, this matter is exempt under CEQA. FISCAL IMPACT For the term of July 1, 2020, through June 30, 2021, the purchase of uniforms is not to exceed $76,900. Funds for Fiscal Year 2020-21 have been allocated in the operating budget for uniforms and related support equipment. RECOMMENDATION It is recommended that the City Council determine that this project is exempt under the California Environmental Quality Act (“CEQA”); and approve the purchase of uniforms for the Police Department from Galls, LLC for Fiscal Year 2020-21.
