AND ADULT BASKETBALL LEAGUES IN AN AMOUNT NOT TO EXCEED

SUMMARY
The Recreation and Community Services Department provides basketball leagues
requiring sports official services. Officials are necessary for the adult basketball leagues. It
is recommended that the City Council approve, and authorize and direct the City Manager
to execute, an amendment to the Professional Services Agreement with the Southland
Sports in an amount not to exceed $16,900 for Fiscal Year 2020-21.
BACKGROUND
In 2016, City Council approved a Professional Services Agreement (“Agreement”) with
Southland Sports to provide basketball officials for all youth and adult basketball leagues
through June 30, 2018. The two-year Agreement was executed with an amount not to
exceed $71,200 and included an option for (3) three (1) one-year extensions at the City’s
discretion. The first one-year extension was approved for the 2018-19 Fiscal Year in an
amount not to exceed $41,000. The second one-year extension was approved for the
2019-20 Fiscal Year in an amount not to exceed $37,900. Approval of this agenda item
would amend the Agreement through June 30, 2020, in an amount not to exceed $16,900.
DISCUSSION
Due to COVID-19, the adult basketball league has been postponed until January 2021, and
the youth basketball league has been cancelled for Fiscal Year 2020-21 to ensure the

safety and well-being of the community. As a result, the level of services is expected to be
less than past years.
Southland Sports has been providing satisfactory officiating services for these programs for
the past eight (8) years. The current Agreement with Glendora-based Southland Sports,
expires on June 30, 2020. Southland Sports’ proposed fees for Fiscal Year 2020-21 are
$48 per game for two officials, which is a $2 per game increase from the prior years of the
contract. This increase is nominal and is appropriate based on the typical costs of such
services. The current Agreement with Southland Sports expires on June 30, 2020, and it is
recommended that this third and final extension to the current contract be executed. A new
request for proposals will be issued next year to provide a revised contract for the leagues.
ENVIRONMENTAL ANALYSIS
This proposed action does not constitute a project under the California Environmental
Quality Act (“CEQA”) per Section 15061(b)(3) of the CEQA Guidelines, and it can be seen
with certainty that it will have no impact on the environment. Thus, this matter is exempt
under CEQA.
FISCAL IMPACT
The proposed budget for basketball officials for Fiscal Year 2020-21 is not to exceed
$16,900. Registration fees are collected to offset the cost for officiating. The proposed
General Fund budget is sufficient to cover the cost of officials for the basketball programs.
RECOMMENDATION
It is recommended that the City Council determine that this project is except under the
California Environmental Quality Act (“CEQA”); and approve, authorize and direct the City
Manager to execute, an amendment to the Professional Services Agreement with
Southland Sports for Basketball Officials for all youth and adult basketball leagues in an
amount not to exceed $16,900.

AMENDMENT NO. 3 TO PROFESSIONAL SERVICES
AGREEMENT FOR BASKETBALL OFFICIALS FOR ALL YOUTH AND
ADULT BASKETBALL LEAGUES
This Amendment No. 3 (“Amendment No. 3”) is hereby entered into by and
between the City of Arcadia, a municipal corporation of the State of California, and
Southland Sports, a Sole Proprietorship, with respect to that certain Professional
Services Agreement between the Parties dated May 18, 2016 (“Agreement”), further
amended by Amendment No. 2 dated April 19,2020.
The Parties agree as follows:
1. Section 3.1.2 of the Agreement is amended by extending the Term from
July 1, 2020 to June 30, 2021 (“Extended Term”).
2. Section 3.3.1 of the Agreement is amended to provide that for the
Extended Term, the Compensation, is amended as referenced in the
attached Exhibit “C”.
3. All terms and provisions of the Agreement not amended by this
Amendment No. 3 are hereby reaffirmed.
In witness whereof the Parties have executed this Amendment No. 3 on the date
set forth below.

COMPENSATION
The Agreement is amended to provide that the total compensation for the Extended Term
from July 1, 2020, through June 30, 2021, shall not exceed sixteen thousand nine hundred
dollars and zero cents ($16,900.00). The cost will be $48 per game for two officials, as
explained in the attachment dated January 27, 2020.
