CALL TO ORDER— Mayor Chandler called the regular meeting to order at 7:04 p.m. City Manager Lazzaretto announced that citizens who wish to submit public comments may do so by calling the conference line. 2. INVOCATION — Member Larry Steimle, Church of Jesus Christ of Latter-day Saints 3. PLEDGE OF ALLEGIANCE — City Manager Lazzaretto 4. ROLL CALL OF CITY COUNCIL MEMBERS PRESENT: Beck, Cheng, Verlato, Tay, and Chandler ABSENT: None 5. REPORT FROM CITY ATTORNEY REGARDING CLOSED/STUDY SESSION ITEMS City Attorney Deitsch announced that prior to the regular meeting, the City Council conducted a Study Session regarding the proposed Operating Budget for Fiscal Year 2020-21, and the Capital Improvement and Equipment Plan for Fiscal Years 2020-25; and reported that on motion by Council Member Verlato, and seconded by Mayor Pro Tern Tay, the City Council voted to direct staff to bring forward the proposed Operating Budget and Capital Improvement and Equipment Plan at the June 16 City Council meeting for a public hearing. 6. SUPPLEMENTAL INFORMATION FROM CITY MANAGER REGARDING AGENDA ITEMS City Manager Lazzaretto noted an edit to Consent Item 10.a, the proposed Special Meeting Minutes of May 19, 2020; he requested the City Council add emergency City Manager Item 11.c to the Agenda in order to ratify the City Manager's declaration proclaiming the existence of a local emergency and declaring a curfew, and find that this issue came up after the Agenda was posted; he stated that State law requires that within seven days that the City Council ratify such action in order for it to continue; and on motion by Council Member Beck, seconded by Council Member Verlato, the City Council unanimously voted to add City Manager Item 11.c to the Agenda. 7. MOTION TO READ ALL ORDINANCES AND RESOLUTIONS BY TITLE ONLY AND WAIVE THE READING IN FULL A motion was made by Council Member Verlato, and seconded by Council Member Beck, to read all ordinances and resolutions by title only and waive the reading in full. 8. PUBLIC COMMENTS City Manager Lazzaretto read into the record the emails submitted for Public Comment from the following: Rhonda Rudolph: Concerns regarding extending the eviction moratorium. 1 06-02-2020 Rhonda Rudolph (additional email submitted): Requests that the City of Arcadia make changes to the eviction moratorium. 9. REPORTS FROM MAYOR, CITY COUNCIL AND CITY CLERK (including reports from the City Council related to meetings attended at City expense(AB 1234]). Council Member Verlato commented on the unfortunate events caused by the pandemic and the demonstrations throughout Los Angeles County; she announced the grand opening of various business in District No. 1; she spoke about the Patriotic Festival videos presented by the Downtown Arcadia Improvement Association; she stated that she continues to participate in many virtual meetings with Los Angeles County regarding COVID-19 updates; she also announced that last month she attended a virtual meeting with the San Gabriel Valley Council of Governments; she indicated that many cities from the San Gabriel Valley are impressed with the Arcadia Fire Department's ability to contain the virus in assisted living and skilled nursing facilities; she commended the Fire Department on their hard work during this pandemic; she stated that she has joined the Homelessness Committee for the San Gabriel Valley Council of Governments; she commented on the homelessness problem; she prays for the community's safety and health; for the family of George Floyd; and hopes that the messages of those who are demonstrating peacefully do not get lost in the recklessness of those who take advantage of what is happening. Council Member Cheng announced that on May 26, he attended the Planning Commission meeting; he commended the commissioners for their dedication; he also announced that on May 21, he attended the Library Board of Trustees meeting, and commended the board members for their professionalism; he shared a story about his encounter with a homeless person; and thanked Larry Steimle for providing the invocation. Council Member Beck commented on the Goki Café; he noted that this is an establishment that he and his wife would like to visit; he announced that the Westfield Santa Anita Mall is opening soon; he hopes that people will support the shops at Westfield; he commented on the high quality of commissioners that serve on all boards and commissions; he spoke about the pandemic; he hopes that this pandemic has been a lesson to prepare the City for the next one; he reported that sound walls on the 210 Freeway are coming to Arcadia; and provided the locations of those sound walls. Mayor Pro Tern Tay thanked Arcadia residents and Arcadia business owners for their patience and cooperation during the curfew; City Clerk Glasco commented on the public gathering on Memorial Day at the Arcadia Vietnam War Monument; and encouraged everyone to remain hopeful that scientists develop a vaccine for the coronavirus in 2020. Mayor Chandler congratulated Council Member Beck for his continued efforts on the construction of the sound walls. Mayor Chandler stated that he believes in the veterans and in the Arcadia Police Department. 10. CONSENT CALENDAR a. Special and Regular Meeting Minutes of May 19, 2020. Recommended Action: Approve 2 06-02-2020 b. Resolutions initiating proceedings for the annual levy and collection of assessments, approving the preliminary Engineer's Report, declaring intention to levy and collect assessments for Fiscal Year 2020-21, and appointing a time and place for a Public Hearing for the Arcadia Citywide Lighting District No. 1. Resolution No. 7302 initiating proceedings for the annual levy and collection of assessments for the Arcadia Citywide Lighting District No. 1 pursuant to the provisions of Part 2 of Division 15 of the California Streets and Highways Code and ordering the preparation of the Engineer's Report. Recommended Action: Adopt Resolution No. 7303 approving the preliminary Engineer's Report from Willdan Financial Services for the Arcadia Citywide Lighting District No. 1. Recommended Action: Adopt Resolution No. 7304 declaring its intention to levy and collect assessments within the Arcadia Citywide Lighting District No. 1 for Fiscal Year 2020-21 and appointing a time and place for a public hearing. Recommended Action: Adopt c. Reject the Low Bid from Harrington Industrial Plastics LLC., and award a Purchase Order to Towner Filtration for the purchase of a cartridge filter for the Live Oak Plant Improvement Project in the amount of$50,709.02. Recommended Action: Approve d. Participant Agreement with the County of Los Angeles Region Imagery Acquisition Consortium 6 ("LARIAC 6") for digital aerial imagery and dataset elevation for the City's Geographic Information System in the amount of$43,654. Recommended Action: Approve Council Member Beck pulled Consent Calendar Item 10.d for separate discussion. In response to Council Member Beck's concerns, City Manager Lazzaretto explained the importance of annually updating the City's Geographic Information System. It was moved by Council Member Verlato, seconded by Council Member Cheng, and carried on a roll call vote to approve Consent Calendar Items 10.a through 10.d, including the edit made to Consent Calendar Item 10.a. AYES: Verlato, Cheng, Beck, Tay, and Chandler NOES: Beck (Consent Calendar Item 10.d only) ABSENT: None 11. CITY MANAGER a. Report, discussion, and direction regarding appointments to the Legal Affairs Subcommittee. City Manager Lazzaretto provided the staff report. 3 06-02-2020 A motion was made by Council Member Beck, and seconded by Council Member Cheng, and carried on a roll call vote to disband the Legal Affairs Subcommittee. AYES: Beck, Cheng, Verlato, Tay, and Chandler NOES: None ABSENT: None b. Report, discussion, and direction regarding COVID-19. City Manager Lazzaretto provided an update on COVID-19. No action was requested or taken. c. Emergency Executive Order of the City Manager/Director of Emergency Services of the City of Arcadia, California, proclaiming the existence of a Local Emergency and declaring a curfew. City Manager Lazzaretto provided the staff report. A motion was made by Council Member Verlato, and seconded by Council Member Cheng, and carried on a roll call vote to ratify Executive Order No. 2020-05 emergency executive order of the City Manager/Director of Emergency Services of the City of Arcadia, California, proclaiming the existence of a local emergency and declaring a curfew. AYES: Verlato, Cheng, Beck, Tay, and Chandler NOES: None ABSENT: None 12. ADJOURNMENT In response to Mayor Chandler's request, City Manager Lazzaretto provided George Fry's eulogy.
