SPECIAL MEETING MINUTES
TUESDAY, JUNE 2, 2020
CALL TO ORDER - Mayor Chandler called the Special Meeting to order at 5:02 p.m. in the City
Council Chambers, 240 W. Huntington Drive, Arcadia, California.
City Manager Lazzaretto announced that citizens who wish to submit public comments may do
so by calling the conference line.
ROLL CALL OF CITY COUNCIL MEMBERS
PRESENT: Beck, Cheng, Tay, and Chandler
ABSENT: Verlato
Mayor Chandler moved to excuse Council Member Verlato from the meeting. The City Council
concurred.
Council Member Verlato called into the City Council meeting shortly thereafter.
PUBLIC COMMENTS — No public comments were received.
STUDY SESSION (OPEN TO THE PUBLIC)
a. Report, discussion, and direction regarding the proposed Operating Budget for Fiscal
Years 2020-22, and Proposed Capital Improvement and Equipment Plan for Fiscal
Years 2020-25.
City Manager Lazzaretto stated that at the May 19, 2020, Budget Study Session, the City
Council requested an additional Study Session regarding the future of Law Day, Vacant Home
Registry fees, reimbursements for Police Response/Investigations, and Documentary Transfer
Taxes; and presented the staff report
After discussion the City Council provided the following direction:
In regards to Law Day, a motion was made to transition Law Day to the Arcadia Chinese
Association, but direct staff not to charge for the event space, as this is a local non-profit
organization putting on a program of general community benefit.
AYES: Beck, Cheng, Verlato, Tay, and Chandler
NOES: None
ABSENT: None
In regard to the Vacant Home Registry, it was the consensus of the City Council to direct staff to
bring back for discussion at a later date in order to evaluate a new fee for this program.
In regard to the Marijuana Grow House and Prostitution Enforcement, it was the consensus of
the City Council to direct staff to bring back for further discussion at a future Study Session.
In regard to DUI Impound Fees, it was the consensus of the City Council to direct staff to bring
back for further discussion at a future date in order to consider a potential $100 increase to the
vehicle impound fee for DUI cases.
In regard to the Document Transfer Tax, it was the consensus of the City Council to not seek
additional funding through an increase in the Documentary Transfer Tax at this time.
In regard to Assistance to Arcadia Businesses, a motion was made to exclude additional
assistance to Arcadia businesses from the FY 2020-21 Budget.

ABSENT: None
Discussion followed regarding the proposed Operating Budget for Fiscal Years 2020-22, and
proposed Capital Improvement and Equipment Plan for Fiscal Years 2020-25, and staff
responded to various questions, comments, and suggestions on the proposed Budget.
In regard to the Police Department Drinking Fountain item listed in the Equipment Replacement
Fund, it was the consensus of the City Council to divide the cost equally between the water
conservation grant provided by the Upper San Gabriel Valley Municipal Water District and the
Arcadia Police Foundation.
A motion was made to direct staff to prepare the necessary resolutions for City Council
consideration at the June 16, City Council meeting relating to the adoption of the Operating
Budget for Fiscal Years 2020-22, and Capital Improvement and Equipment Plan for Fiscal
Years 2020-25, including the modifications made by the City Council.

City Manager Lazzaretto announced for the record that there were no public comments
The Special Meeting ended at 7:01 p.m.
