A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA,
CALIFORNIA, AUTHORIZING APPLICATION FOR, AND RECEIPT OF,
CALIFORNIA DEPARTMENT OF HOUSING AND COMMUNITY
DEVELOPMENT ("HCD") LOCAL EARLY ACTION PLANNING ("LEAP")
GRANTS PROGRAM FUNDS
WHEREAS, pursuant to Health and Safety Code Sections 50515, et seq.,
California Department of Housing and Community Development ("Department") is
authorized to issue a Notice of Funding Availability ("NOFA") as part of the Local Early
Action Planning Grants Program ("LEAP"); and
WHEREAS, the Department has issued a NOFA dated January 27, 2020, for the
LEAP program; and
WHEREAS, the City of Arcadia desires to submit a project application for the LEAP
program to accelerate the production of housing and will submit a 2020 LEAP grant
application as described in the LEAP NOFA and LEAP Program Guidelines released by
the Department for the LEAP Program; and
WHEREAS, the Department is authorized to provide up to $119 million under the
LEAP program from the Local Government Planning Support Grants Program pursuant
to Chapter 3.1 of Health and Safety Code Sections 50512 to 50515.05.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARCADIA,
CALIFORNIA, HEREBY RESOLVES AS FOLLOWS:
SECTION 1. City staff are hereby authorized and directed to apply for and submit
to the Department the 2019 LEAP Grants Program application in the amount of$150,000.
SECTION 2. If the LEAP application is approved by the Department, the City
Manager, or designee, is authorized to enter into, execute, and deliver a State of California

Agreement ("Standard Agreement") for the amount of $150,000, and any and all other
documents required or deemed necessary or appropriate to evidence and secure the
LEAP Grant, the City of Arcadia obligations related thereto, and all amendments thereto
(collectively, the "LEAP Grant Documents").
SECTION 3. It is understood that the City of Arcadia shall be subject to the terms
and conditions as specified in the NOFA and the Standard Agreement, after the City's
approval. It is further understood that the application and any and all accompanying
documents will be incorporated into and will be made part of the Standard Agreement.
Any and all activities funded, information provided, and timelines represented in the
application will be enforceable through the fully executed Standard Agreement. Pursuant
to the NOFA and in conjunction with the terms of the Standard Agreement, the City would
be agreeing to use the funds for eligible uses and allowable expenditures in the manner
presented and specifically identified in the approved application.
SECTION 4. The City Manager, or designee, is authorized to execute the City of
Arcadia LEAP Grant Program application, the LEAP Grant Documents, and any
amendments thereto, on behalf of the City of Arcadia as required by the Department for
receipt of the LEAP Grant.
SECTION 5. The City Clerk shall certify the adoption of this Resolution.
