This Agreement is made and entered into this day of t) U 2004 by and between the City of Arcadia, a municipal organization organized under the laws of the State of California with its principal place of business at 240 West Huntington Drive, Arcadia, California 91066 -6021 ( "City ") and GeoScience Support Services, Inc., a California S Corporation with its principal place of business at 1326 Monte Vista Ave., Upland, CA 91786 ( "Consultant "). City and Consultant are sometimes individually referred to as "Party" and collectively as "Parties." 2. RECITALS. 2.1 Consultant. Consultant desires to perform and assume responsibility for the provision of certain professional services required by the City on the terms and conditions set forth in this Agreement. Consultant represents that it is experienced in providing Professional Consulting and Engineering services to public clients, is licensed in the State of California, and is familiar with the plans of City. 2.2 Project. City desires to engage Consultant to render such services for the East Raymond Basin Water Resources Plan project ( "Project') as set forth in this Agreement. 3. TERMS. 3.1 Scope of Services and Term. 3.1.1 General Scope of Services. Consultant promises and agrees to furnish to the City all labor, materials, tools, equipment, services, and incidental and customary work necessary to fully and adequately supply the professional Consulting and Engineering consulting services necessary for the Project ( "Services "). The Services are more particularly described in Exhibit "A" attached hereto and incorporated herein by reference. All Services shall be subject to, and performed in accordance with, this Agreement, the exhibits attached hereto and incorporated herein by reference, and all applicable local, state and federal laws, rules and regulations. 3.1.2 Tenn. The term of this Agreement shall be from date of execution to February 28, 2005, unless earlier terminated as provided herein. Consultant shall complete the Services within the term of this Agreement, and shall meet any other established schedules and deadlines. 1 r \b 3.2 Responsibilities of Consultant. 3.2.1 Control and Payment of Subordinates; Independent Contractor. The Services shall be performed by Consultant or under its supervision. Consultant will determine the means, methods and details of performing the Services subject to the requirements of this Agreement. City retains Consultant on an independent contractor basis and not as an employee. Consultant retains the right to perform similar or different services for others during the term of this Agreement. Any additional personnel performing the Services under this Agreement on behalf of Consultant shall also not be employees of City and shall at all times be under Consultant's exclusive direction and control. Consultant shall pay all wages, salaries, and other amounts due such personnel in connection with their performance of Services under this Agreement and as required by law. Consultant shall be responsible for all reports and obligations respecting such additional personnel, including, but not limited to: social security taxes, income tax withholding, unemployment insurance, disability insurance, and workers' compensation insurance. 3.2.2 Schedule of Services. Consultant shall perform the Services expeditiously, within the term of this Agreement, and in accordance with the Schedule of Services set forth in Exhibit "B" attached hereto and incorporated herein by reference. Consultant represents that it has the professional and technical personnel required to perform the Services in conformance with such conditions. In order to facilitate Consultant's conformance with the Schedule, City shall respond to Consultant's submittals in a timely manner. Upon request of City, Consultant shall provide a more detailed schedule of anticipated performance to meet the Schedule of Services. 3.2.3 Conformance to Applicable Requirements. All work prepared by Consultant shall be subject to the approval of City. 3.2.4 Substitution of Key Personnel. Consultant has represented to City that certain key personnel will perform and coordinate the Services under this Agreement. Should one or more of such personnel become unavailable, Consultant may substitute other personnel of at least equal competence upon written approval of City. In the event that City and Consultant cannot agree as to the substitution of key personnel, City shall be entitled to terminate this Agreement for cause. As discussed below, any personnel who fail or refuse to perform the Services in a manner acceptable to the City, or who are determined by the City to be uncooperative, incompetent, a threat to the adequate or timely completion of the Project or a threat to the safety of persons or property, shall be promptly removed from the Project by the Consultant at the request of the City. The key personnel for performance of this Agreement are as follows: Dennis E. Williams, President. 2 1. 3.2.5 City's Representative. The City hereby designates Pat Malloy, Public Works Services Director, or his or her designee, to act as its representative for the performance of this Agreement ( "City's Representative "). City's Representative shall have the power to act on behalf of the City for all purposes under this Contract. Consultant shall not accept direction or orders from any person other than the City's Representative or his or her designee. 3.2.6 Consultant's Representative. Consultant hereby designates Dennis E. Williams, President, or his or her designee, to act as its representative for the performance of this Agreement ( "Consultant's Representative "). Consultant's Representative shall have full authority to represent and act on behalf of the Consultant for all purposes under this Agreement. The Consultant's Representative shall supervise and direct the Services, using his best skill and attention, and shall be responsible for all means, methods, techniques, sequences and procedures and for the satisfactory coordination of all portions of the Services under this Agreement. 3.2.7 Coordination of Services. Consultant agrees to work closely with City staff in the performance of Services and shall be available to City's staff, consultants and other staff at all reasonable times. 3.2.8 Standard of Care, Performance of Employees. Consultant shall perform all Services under this Agreement in a skillful and competent manner, consistent with the standards generally recognized as being employed by professionals in the same discipline in the State of California. Consultant represents and maintains that it is skilled in the professional calling necessary to perform the Services. Consultant warrants that all employees and subcontractors shall have sufficient skill and experience to perform the Services assigned to them. Finally, Consultant represents that it, its employees and subcontractors have all licenses, permits, qualifications and approvals of whatever nature that are legally required to perform the Services, including a City Business License, and that such licenses and approvals shall be maintained throughout the term of this Agreement. As provided for in the indemnification provisions of this Agreement, Consultant shall perform, at its own cost and expense and without reimbursement from the City, any services necessary to correct errors or omissions which are caused by the Consultant's failure to comply with the standard of care provided for herein. Any employee of the Consultant or its sub - consultants who is determined by the City to be uncooperative, incompetent, a threat to the adequate or timely completion of the Project, a threat to the safety of persons or property, or any employee who fails or refuses to perform the Services in a manner acceptable to the City, shall be promptly removed from the Project by the Consultant and shall not be re- employed to perform any of the Services or to work on the Project. 3.2.9 Laws and Regulations. Consultant shall keep itself fully informed of and in compliance with all local, state and federal laws, rules and regulations in any manner affecting the performance of the Project or the Services, including all Cal /OSHA requirements, and shall give all notices required by law. Consultant shall be liable for all violations of such laws and regulations in connection with Services. If the Consultant performs any work knowing it to be contrary to such laws, rules and regulations and without giving written notice to the City, Consultant shall be solely responsible for all costs arising therefrom. Consultant shall defend, indemnify and hold City, its officials, directors, officers, employees and agents free and harmless, pursuant to the indemnification provisions of this Agreement, from any claim or liability arising out of any failure or alleged failure to comply with such laws, rules or regulations. p i' , $.Y 0 3.2. 10 Insurance. 3.2.10.1 Time for Compliance. Consultant shall not commence Work under this Agreement until it has provided evidence satisfactory to the City that it has secured all insurance required under this section. In addition, Consultant shall not allow any subcontractor to commence work on any subcontract until it has provided evidence satisfactory to the City that the subcontractor has secured all insurance required under this section. 3.2.10.2 Minimum Requirements. Consultant shall, at its expense, procure and maintain for the duration of the Agreement insurance against claims for injuries to persons or damages to property which may arise from or in connection with the performance of the Agreement by the Consultant, its agents, representatives, employees or subcontractors. Consultant shall also require all of its subcontractors to procure and maintain the same insurance for the duration of the Agreement. Such insurance shall meet at least the following minimum levels of coverage: (A) Minimum Scope of Insurance. Coverage shall be at least as broad as the latest version of the following: (1) General Liability: Insurance Services Office Commercial General Liability coverage (occurrence form CG 0001); (2) Automobile Liability: Insurance Services Office Business Auto Coverage form number CA 0001, code 1 (any auto); and (3) Workers' Compensation and Employer's Liability: Workers' Compensation insurance as required by the State of California and Employer's Liability Insurance. (B) Minimum Limits of Insurance. Consultant shall maintain limits no less than: (1) General Liability: $1,000,000 per occurrence for bodily injury, personal injury and property damage. If Commercial General Liability Insurance or other form with general aggregate limit is used, either the general aggregate limit shall apply separately to this Agreement/location or the general aggregate limit shall be twice the required occurrence limit; (2) Automobile Liability: $1,000,000 per accident for bodily injury and property damage; and (3) Workers' Compensation and Employer's Liability: Workers' Compensation limits as required by the Labor Code of the State of California. Employer's Liability limits of $1,000,000 per accident for bodily injury or disease. 3.2.10.3 Professional Liability. Consultant shall procure and maintain, and require its sub - consultants to procure and maintain, for a period of four (4) years following completion of the Project, errors and omissions liability insurance appropriate to their profession. Such insurance shall be in an amount not less than $1,000,000 per claim, and shall be endorsed to include contractual liability, for losses arising from Consultant's negligence 3.2.10.4 Insurance Endorsements. The insurance policies shall contain the following provisions, or Consultant shall provide endorsements on forms supplied or approved by the City to add the following provisions to the insurance policies: • (A) General Liability. The general liability policy_ shall be endorsed to state that: (1) the City, its directors, officials, officers, employees; agents and volunteers shall be covered as additional insured with respect to the .Work or operations performed by or on behalf of the Consultant, including materials, parts or equipment furnished in connection with such work; and (2) the insurance coverage shall be primary insurance as respects the City, its directors, officials, officers, employees, agents and volunteers, or if excess, shall stand in an unbroken chain of coverage excess of the Consultant's scheduled underlying coverage. Any insurance or self - insurance maintained by the City, its directors, officials, officers, employees, agents and volunteers shall be excess of the Consultant's insurance and shall not be called upon to contribute with it in any way. (B) Automobile Liability. The automobile liability policy shall be endorsed to state that: (1) the City, its directors, officials, officers, employees, agents and volunteers shall be covered as additional insureds with respect to the ownership, operation, maintenance, use, loading or unloading of any auto owned, leased, hired or borrowed by the Consultant or for which the Consultant is responsible; and (2) the insurance coverage shall be primary insurance as respects the City, its directors, officials, officers, employees, agents and volunteers, or if excess, shall stand in an unbroken chain of coverage excess of the Consultant's scheduled underlying coverage. Any insurance or self - insurance maintained by the City, its directors, officials, officers, employees, agents and volunteers shall be excess of the Consultant's insurance and shall not be called upon to contribute with it in any way. (C) Workers' Compensation and Employers Liability Coverage. The insurer shall agree to waive all rights of subrogation against the City, its directors, officials, officers, employees, agents and volunteers for losses paid under the terms of the insurance policy which arise from work performed by the Consultant. (D) All Coverages. Each insurance policy required by this Agreement shall be endorsed to state that: (A) coverage shall not be suspended, voided, or canceled except after thirty (30) days prior written notice by mail has been given to the City; and (B) any failure to comply with reporting or other provisions of the policies, including breaches of warranties, shall not affect coverage provided to the City, its directors, officials, officers, employees, agents and volunteers. 3.2.10.5 Separation of Insureds: No Special Limitations. All insurance required by this Section shall contain standard separation of insureds provisions. In addition, such insurance shall not contain any special limitations on the scope of protection afforded to the City, its directors, officials, officers, employees, agents and volunteers. 3.2.10.6 Deductibles and Self- Insurance Retentions. Any deductibles or self - insured retentions must be declared to and approved by the City. Consultant shall agree that, at the option of the City, either: (1) the insurer shall reduce or eliminate such deductibles or self - insured retentions as respects the City, its directors, officials, officers, employees, agents and volunteers; or (2) the Consultant shall procure a bond guaranteeing payment of losses and related investigation costs, claims and administrative and defense expenses. 6 • 3.2.10.7 Acceptability of Insurers. Insurance is to be placed with insurers with a current A.M. Best's rating no less than A:VIII, licensed to do business in California, and satisfactory to the City. 3.2.10.8 Verification of Coverage. Consultant shall furnish City with original certificates of insurance and endorsements effecting coverage required by this Agreement on forms satisfactory to the City. The certificates and endorsements for each insurance policy shall be signed by a person authorized by that insurer to bind coverage on its behalf, and shall be on forms provided by the City if requested. All certificates and endorsements must be received and approved by the City before work commences. Upon the request of City, Consultant shall provide to City complete, certified copies of all required insurance policies in the event of a claim arising from Consultant's services. 3.2.11 Safety. Consultant shall execute and maintain its work so as to avoid injury or damage to any person or property. In carrying out its Services, the Consultant shall at all times be in compliance with all applicable local, state and federal laws, rules and regulations, and shall exercise all necessary precautions for the safety of employees appropriate to the nature of the work and the conditions under which the work is to be performed. Safety precautions as applicable shall include, but shall not be limited to: (A) adequate life protection and life saving equipment and procedures; (B) instructions in accident prevention for all employees and subcontractors, such as safe walkways, scaffolds, fall protection ladders, bridges, gang planks, confined space procedures, trenching and shoring, equipment and other safety devices, equipment and wearing apparel as are necessary or lawfully required to prevent accidents or injuries; and (C) adequate facilities for the proper inspection and maintenance of all safety measures. 3.3 Fees and Payments. 3.3.1 Compensation. Consultant shall receive compensation, including authorized reimbursements, for all Services rendered under this Agreement at the rates set forth in Exhibit "CII attached hereto and incorporated herein by reference. The total compensation shall not exceed THREE HUNDRED FORTY EIGHT THOUSAND NINE HUNDRED NINETY -ONE DOLLARS AND NO CENTS ($348,991.00) without written approval of City's Public Works Services Director. Extra Work may be authorized, as described below, and if authorized, will be compensated at the rates and manner set forth in this Agreement. 3.3.2 Payment of Compensation. Consultant shall submit to City a monthly itemized statement which indicates work completed and. hours of Services rendered by Consultant. The statement shall describe the amount of Services and supplies provided since the initial commencement date, or since the start of the subsequent billing periods, as appropriate, through the date of the statement. City shall, within forty -five (45) days of receiving such statement, review the statement and pay all approved charges thereon. 3.3.3 Reimbursement for Expenses. Consultant shall not be reimbursed for any expenses unless authorized in writing by City. 3 3.3.4 Extra Work. At any time during the term of this Agreement, City may request that Consultant perform Extra Work. As used herein, "Extra Work" means any work which is determined by City to be necessary for the proper completion of the Project, but which the Parties did not reasonably anticipate would be necessary at the execution of this Agreement. Consultant shall not perform, nor be compensated for, Extra Work without written authorization from City's Representative. 3.4 Accounting Records. 3.4.1 Maintenance and Inspection. Consultant shall maintain complete and accurate records with respect to all costs and expenses incurred under this Agreement. All such records shall be clearly identifiable. Consultant shall allow a representative of City during normal business hours to examine, audit, and make transcripts or copies of such records and any other documents created pursuant to this Agreement. Consultant shall allow inspection of all work, data, documents, proceedings, and activities related to the Agreement for a period of three (3) years from the date of final payment under this Agreement. 3.5 General Provisions. 3.5.1 Termination of Agreement. 3.5.1.1 Grounds for Termination. City may, by written notice to Consultant, terminate the whole or any part of this Agreement at any time and without cause by giving written notice to Consultant of such termination, and specifying the effective date thereof, at least seven (7) days before the effective date of such termination. Upon termination, Consultant shall be compensated only for those services which have been adequately rendered to City, and Consultant shall be entitled to no further compensation. Consultant may not terminate this Agreement except for cause. 3.5.1.2 Effect of Termination. If this Agreement is terminated as provided herein, City may require Consultant to provide all finished or unfinished Documents and Data and other information of any kind prepared by Consultant in connection with the performance of Services under this Agreement. Consultant shall be required to provide such document and other information within fifteen (15) days of the request. 3.5.1.3 Additional Services. In the event this Agreement is terminated in whole or in part as provided herein, City may procure, upon such terms and in such manner as it may determine appropriate, services similar to those terminated. 3.5.2 Delivery of Notices. All notices permitted or required under this Agreement shall be given to the respective Parties at the following address, or at such other address as the respective Parties may provide in writing for this purpose: Consultant: GeoScience Support Services, Inc. 1326 Monte Vista Ave. Upland, CA 91786 Attn: Dennis E. Williams, President City: City of Arcadia 240 West Huntington drive Arcadia, CA 91066-6021 Attn: Pat Malloy, Public Works Services Director Such notice shall be deemed made when personally delivered or when mailed, forty -eight (48) hours after deposit in the U.S. Mail, first class postage prepaid and addressed to the party at its applicable address. Actual notice shall be deemed adequate notice on the date actual notice occurred, regardless of the method of service. 3.5.3 Ownershin of Materials and Confidentiality. 3.5.3.1 Documents & Data: Licensing of Intellectual Property. This Agreement creates a non - exclusive and perpetual license for City to copy, use, modify, reuse, or sublicense any and all copyrights, designs, and other intellectual property embodied in plans, specifications, studies, drawings, estimates, and other documents or works of authorship fixed in any tangible medium of expression, including but not limited to, physical drawings or data magnetically or otherwise recorded on computer diskettes, which are prepared or caused to be prepared by Consultant under this Agreement ( "Documents & Data "). Consultant shall require all subcontractors to agree in writing that City is granted a non - exclusive and perpetual license for any Documents & Data the subcontractor prepares under this Agreement. Consultant represents and warrants that Consultant has the legal right to license any and all Documents & Data. Consultant makes no such representation and warranty in regard to Documents & Data which were prepared by design professionals other than Consultant or provided to Consultant by the City. City shall not be limited in any way in its use of the Documents and Data at any time, provided that any such use not within the purposes intended by this Agreement shall be at City's sole risk. 3.5.3.2 Confidentiality. All ideas, memoranda, specifications, plans, procedures, drawings, descriptions, computer program data, input record data, written information, and other Documents and Data either created by or provided to Consultant in connection with the performance of this Agreement shall be held confidential by Consultant. Such materials shall not, without the prior written consent of City, be used by Consultant for any purposes other than the performance of the Services. Nor shall such materials be disclosed to any person or entity not connected with the performance of the Services or the Project. Nothing furnished to Consultant which is otherwise known to Consultant or is generally known, or has become known, to the related industry shall be deemed confidential. Consultant shall not use City's name or insignia, photographs of the Project, or any publicity pertaining to the Services or the Project in any magazine, trade paper, newspaper, television or radio production or other similar medium without the prior written consent of City. 8 0 0 3.5.4 Cooperation: Further Acts. The Parties shall fully cooperate with one another, and shall take any additional acts or sign any additional documents as may be necessary, appropriate or convenient to attain the purposes of this Agreement. 3.5.5 Attorney's Fees. If either party commences an action against the other party, either legal, administrative or otherwise, arising out of or in connection with this Agreement, the prevailing party in such litigation shall be entitled to have and recover from the losing party reasonable attorney's fees and all other costs of such action. 3.5.6 Indemnification. Consultant shall defend, indemnify and hold the City, its officials, officers, employees, volunteers and agents free and harmless from any and all claims, demands, causes of action, costs, expenses, liability, loss, damage or injury, in law or equity, to property or persons, including wrongful death, in any manner arising out of or incident to any negligent acts, omissions or willful misconduct of Consultant, its officials, officers, employees, agents, consultants and contractors to the extent arising out of or caused by the performance of the Services, the Project or this Agreement, including without limitation the payment of all consequential damages and reasonable attorneys fees and other related costs and expenses. Consultant shall defend, at Consultant's own cost, expense and risk, any and all such aforesaid suits, actions or other legal proceedings of every kind that may be brought or instituted against City, its directors, officials, officers, employees, agents or volunteers. Consultant shall pay and satisfy any judgment, award or decree that may be rendered against City or its directors, officials, officers, employees, agents or volunteers, in any such suit, action or other legal proceeding. Consultant shall reimburse City and its directors, officials, officers, employees, agents and/or volunteers, for any and all legal expenses and costs incurred by each of them in connection therewith or in enforcing the indemnity herein provided. Consultant's obligation to indemnify shall not be restricted to insurance proceeds, if any, received by the City, its directors, officials officers, employees, agents or volunteers. 3.5.7 Entire Agreement. This Agreement contains the entire Agreement of the Parties with respect to the subject matter hereof, and supersedes all prior negotiations, understandings or agreements. This Agreement may only be modified by a writing signed by both Parties. 3.5.8 Governing Law. This Agreement shall be governed by the laws of the State of California. Venue shall be in Los Angeles County. 3.5.9 Time of Essence. Time is of the essence for each and every provision of this Agreement. 3.5.10 City's Right to Employ Other Consultants. City reserves right to employ other consultants in connection with this Project. 3.5.11 Successors and Assigns. This Agreement shall be binding on the successors and assigns of the Parties. 0 3.5.12 Assignment or Transfer. Consultant shall not assign, hypothecate; or transfer, either directly or by operation of law, this Agreement or any interest herein without the prior written consent of the City. Any attempt to do so shall be null and void, and any assignees, hypothecates or transferees shall acquire no right or interest by reason of such attempted assignment, hypothecation or transfer. 3.5.13 Construction, References, Captions. Since the Parties or their agents have participated fully in the preparation of this Agreement, the language of this Agreement shall be construed simply, according to its fair meaning, and not strictly for or against any Party. Any term referencing time, days or period for performance shall be deemed calendar days and not work days. All references to Consultant include all personnel, employees, agents, and subcontractors of Consultant, except as otherwise specified in this Agreement. All references to City include its elected officials, officers, employees, agents, and volunteers except as otherwise specified in this Agreement. The captions of the various articles and paragraphs are for convenience and ease of reference only, and do not define, limit, augment, or describe the scope, content, or intent of this Agreement. 3.5.14 Amendment; Modification. No supplement, modification, or amendment of this Agreement shall be binding unless executed in writing and signed by both Parties. 3.5.15 Waiver. No waiver of any default shall constitute a waiver of any other default or breach, whether of the same or other covenant or condition. No waiver, benefit, privilege, or service voluntarily given or performed by a Party shall give the other Party any contractual rights by custom, estoppel, or otherwise. 3.5.16 No Third Party Beneficiaries. There are no intended third party beneficiaries of any right or obligation assumed by the Parties. 3.5.17 Invalidity; Severability. If any portion of this Agreement is declared invalid, illegal, or otherwise unenforceable by a court of competent jurisdiction, the remaining provisions shall continue in full force and effect. 3.5.18 Prohibited Interests. Consultant maintains and warrants that it has not employed nor retained any company or person, other than a bona fide employee working solely for Consultant, to solicit or secure this Agreement. Further, Consultant warrants that it has not paid nor has it agreed to pay any company or person, other than a bona fide employee working solely for Consultant, any fee, commission, percentage, brokerage fee, gift or other consideration contingent upon or resulting from the award or making of this Agreement. For breach or violation of this warranty, City shall have the right to rescind this Agreement without liability. For the term of this Agreement, no member, officer or employee of City, during the term of his or her service with City, shall have any direct interest in this Agreement, or obtain any present or anticipated material benefit arising therefrom. 10 W 1 0 3.5.19 Equal Opportunity Employment. Consultant represents that it is an equal opportunity employer and it shall not discriminate against any subcontractor, employee or applicant for employment because of race, religion, color, national origin, handicap, ancestry, sex or age. Such non - discrimination shall include, but not be limited to, all activities related to initial employment, upgrading, demotion, transfer, recruitment or recruitment advertising, layoff or termination. Consultant shall also comply with all relevant provisions of City's Minority Business Enterprise program, Affirmative Action Plan or other related programs or guidelines currently in effect or hereinafter enacted. 3.5.20 Labor Certification. By its signature hereunder, Consultant certifies that it is aware of the provisions of Section 3700 of the California Labor Code which require every employer to be insured against liability for Worker's Compensation or to undertake self - insurance in accordance with the provisions of that Code, and agrees to comply with such provisions before commencing the performance of the Services. 3.5.21 Authority to Enter Agreement. Consultant has all requisite power and authority to conduct its business and to execute, deliver, and perform the Agreement. Each Party warrants that the individuals who have signed this Agreement have the legal power, right, and authority to make this Agreement and bind each respective Party. 3.5.22 Counterparts. This Agreement may be signed in counterparts, each of which shall constitute an original. 3.6 Subcontracting. 3.6.1 Prior Approval Required. Consultant shall not subcontract any portion of the work required by this Agreement, except as expressly stated herein, without prior written approval of City. Cities of Arcadia and Siena Madre Proposal to Provide Professional Engineering Services for the East Raymond Basin Water Resources Plan 23- Mar -04 SECTION 3 — WORK PLAN The tasks to be carried out by the Project Team in developing a Water Resources Plan for the East Raymond Basin are summarized in the flow diagram below. Assessment of Basin Wide Data Collection and Monitoring Program for the Assessment Raymond Ground Water Basin (GEOSCIENCE, 2003) Water Rights Allocation Strategy East Raymond Basin Hydrologic Analysis Spreading Basin Optimization Analysis Extraction Demand Assessment East Raymond Basin Safe Yield Analysis Conceptual Program and Project Alternatives Initial Environmental Assessment Economic Base Study East Raymond Basin Water Resources Plan Report GEOSCIENCE Support Services, Inc. Cities of Arcadia and Sierra Madre 1 0 0 Proposal to Provide Professional Engineering Services for the East Raymond Basin Water Resources Plan . 23- Mar -04 The responsibilities for each task will be assigned to one of the four Project Team consultants. In some cases the lead consultant for a particular task will be supported by another Project Team consultant. Some tasks will be completed jointly. See Table 1 and Figure 3 for a Task Matrix and Organizational Task Chart respectively, which present the specific responsibilities of each of the Project Team consultants. The details of each task are outlined below: Task 1 Data Collection and Assessment The Project Team will coordinate with the cities of Sierra Madre and Arcadia, the Los Angeles County Department of Public Works (LACDPW), and the Program Director, Steve Bucknam, to collect existing information and data relevant to the proposed East Raymond Basin Study. The collection effort will include the materials listed in the RFP, as well as significant documents referenced in those materials (e.g., original design memoranda and reports for Santa Anita Dam and Santa Anita Debris Basin). Reports by Stetson Engineers and others on potential pipeline deliveries of water to the cities will be made available for review. Although not explicitly stated in the RFP, it is assumed that the available reports include information relevant to both engineering studies and environmental assessments, particularly the reports on Santa Anita Dam and Santa Anita Debris Basin. The Project Team will also independently contact appropriate local and state agencies, such as the U.S. Forest Service, the California Geological Survey, and the State Division of Safety of Dams (DSOD) for clarification and updates on the information and data presented in the available materials. Data will be collected from existing sources and reports for evaluation of increasing the recharge potential or expanding the spreading grounds to match available surface water supplies. The types of existing data necessary to conduct the assessment include: • Current and Historical Basin Configuration Maps, • Maps of Available Land for Basin Expansion GEOSCIENCE Support Services, Inc. Cities of Arcadia and Sierra Madre 2 Proposal to Provide Professional Engineering Services for the East Raymond Basin Water Resources Plan 23- Mac -04 • Basin Inflow and Out Flow Elevations, • Basin Inflow and Out Flow Volumes, • Basin Ground Water Levels, • Basin Ground Water Level Changes, • Recharge Source Water Quality, • Native Ground Water Quality, • Detailed Lithology for Wells at or near the Spreading Grounds, • Ground Water Levels for Wells at or near the Spreading Grounds, and • In -Situ Infiltration Testing. In addition to the document and data review, the Project Team's data collection and assessment efforts will include field reconnaissance of the project area and existing facilities. The Project Team's field observations will provide a more complete understanding of the assets and constraints associated with the existing conditions, including potential community concerns for any new facilities construction or modifications to existing facilities. It is envisioned that the key project professionals will participate in the field reconnaissance to facilitate on -the -spot discussions of the multi - discipline concerns of the project. The assessments of available information and data will focus on whether the previous findings: (1) are based on current conditions; (2) reflect the multi - discipline aspects of the current project concept; and (3) are relevant for the current project concept. The assessments will also serve to reconcile differences in the conclusions from the various previous studies. Task IA Review of Corps 1997 Hydrological Analysis This task provides for the review of the Corps 1997 Hydrologic Analysis and for the preparation of a brief summary/description and evaluation of the relevant data. GEOSCIENCE Support Services, Inc. Cities of Arcadia and Sierra Madre 3 Proposal to Provide Professional Engineering Services for the East Raymond Basin Water Resources Plan 23- Mar -04 Task 1B Ground Water Production Data Records on the monthly production of wells operated by the Cities of Arcadia and Sierra Madre are available from the Raymond Basin Geohydrologic Database developed by GEOSCIENCE for the Baseline Ground Water Assessment for the Raymond Basin. The data may need to be updated with recent production records. Task l C and D Compile Spreading Records Historical LACDPW (Santa Anita) and City (Sierra Madre) spreading operations records will be collected and assessed to evaluate existing and future recharge potential of the respective spreading grounds. Most of these data have already been collected by GEOSCIENCE for the Baseline Assessment of the Raymond Basin. Other operational data may need to be obtained. Task lE and F Review of LACDPW Reports and Records This task provides for the review of Los Angeles LACDPW Department of Public Works (LACDPW) reports on the Santa Anita spreading ground, including the 1998 assessment by Camp Dresser McKee titled "Ground Water Recharge and Grounds Planning and Assessment ", 1992 investigation by the LACDPW titled "Santa Anita Spreading Grounds Modification Supplementary Subsurface Investigation" and the 1999 GEOSCIENCE study on water infrastructure restoration and the potential additional surface water yield of the Santa Anita watershed. Of particular concern is the difference between the findings of these reports. The comparison of these studies will be performed by URS, independent from the team lead and one of the studies' authors, GEOSCIENCE, to ensure objectivity in the review and conclusions. GEOSCIENCE Support Services, Inc. El Cities of Arcadia and Sierra Madre Proposal to Provide Professional Engineering Services for the East Raymond Basin Water Resources Plan 23- Mar -04 Task lG Review of Corps Preliminary Restoration Plan This task provides for the review of the ACOE Preliminary Restoration Plan (PRP) report and the preparation of a brief summary /description and evaluation of the relevant data. The Project Team is familiar with streambed restoration plans and both in stream and off stream recharge enhancements. Although the PRP recommended terminating the proposed project, the Project Team will extract any significant information that may be useful for this study. Task lH Review of Relevant Raymond Basin Reports This task provides for the review of East and West Raymond Basins reports and studies by the Raymond Basin Management Board and the preparation of a brief summary /description and evaluation of the relevant data. This will include the recent Baseline Ground Water Assessment of the Raymond Basin ( GEOSCIENCE, 2003), which also contains a listing of documents relating to the Raymond Basin. Task 1I Streamflow Records from LACDPW This task provides for the collection and review of streamflow records from the LACDPW. In addition, the task will provide for preparation of a brief summary /description and evaluation of the relevant data. GEOSCIENCE will prepare a compilation of the references. Task 1 Deliverable: Listing, Compilation and Annotation of Reference Documents Task 2 Collaboration with Raymond Basin Management Board The Project Team will meet together with the Cities of Arcadia and Sierra Madre, and the RBMB to discuss the findings of the Baseline Ground Water Assessment of the Raymond Basin (Phase I) and ground water modeling (Phase II) carried out by GEOSCIENCE. The Project GEOSCIENCE Support Services, Inc. Cities of Arcadia and Sierra Madre 5 Proposal to Provide Professional Engineering Services for the East Raymond Basin Water Resources Plan 23- Mar-04 ' Team already has an established working relationship with the RBMB which will assist in effective communication. Task 2 Deliverable: Consultation with Cities and the RBMB Task 3 Water Rights Allocation Strategy Using Stetson's extensive knowledge and experience in water rights and adjudication issues in the Raymond Basin and Main San Gabriel Basin, a Water Rights Strategy will be proposed. Opportunities such as leasing, storage and exchanges to optimize available water rights and reduce demand for treated imported water will be identified. The Project Team, and in particular Stetson will also review information compiled by the Cities of Arcadia and Sierra Madre regarding their relative surface water and ground water rights and work with the cities to develop a satisfactory water rights allocated. Task 3 Deliverable: Summary Memorandum on Proposed Water Rights Allocation Task 4 East Raymond Basin Watershed Hydrologic Analysis This task provides for updating the surface water hydrology for the watersheds tributary to the East Raymond Ground Water Basin (ERB), otherwise referred to as the Santa Anita Subarea. The most significant watersheds that deliver surface flows to the ERB are the Little Santa Anita (1,777 acres) and Santa Anita drainage (6,905 acres) areas. The Sierra Madre and Santa Anita Dams control these drainage areas to limited degrees, respectively. The LACDPW has recorded surface runoff from these watersheds through the use of stream gaging stations for many years. In addition to these two watersheds, five additional less significant watersheds totaling GEOSCIENCE Support Services, Inc. Cities of Arcadia and Sierra Madre 6 Proposal to Provide Professional Engineering Services for the East Raymond Basin Water Resources Plan 23- Mar -04 approximately 2,000 acres also deliver surface runoff to the ERB. These five watersheds, however, are not provided with streamflow gaging stations. This task also provides for performing reservoir and stream routing studies to estimate the surface flows that can be delivered and/or diverted to the Sierra Madre and Santa Anita Spreading Grounds. These routing studies will consider the various operating scenarios that must be evaluated to optimize the potential recharge to the ERB such as the operation of Santa Anita Dam and the Santa Anita Debris Dam, as they may be affected by future dam safety modification alternatives. Although Van Dell will take the lead for this task, Stetson also has extensive experience with watershed hydrological analysis and has access to records developed by the RBMB and the LACDPW. Stetson will provide peer review for work conducted by Van Dell and provide input on the critical conclusions that will be developed in this task. The work subtasks anticipated to update the surface water hydrology and perform reservoir and stream routing studies are as follows: Task 4A Update Surface Water Hydrology Task 4A.1 Develop and Process Average Annual Hydrologic Runoff Simulation Model This subtask will utilize the average annual precipitation data obtained in Task 1 as input to a runoff simulation model such as HEC- 1 or the Storm Water Management Model (SWMM). This hydrologic model will be calibrated with gaged runoff data obtained from both Little Santa Anita (Sierra Madre drainage) and Santa Anita watersheds to adjust the watershed loss parameters such that the predicted runoff approximates the measured runoff from these watersheds. The calibrated model will then be applied to the five ungaged watersheds to estimate their average annual runoff hydrographs. This approach assumes that the watershed losses will be similar in adjacent watersheds. It is not intended to compute the runoff from GEOSCIENCE Support Services, Inc. Cities of Arcadia and Sierra Madre 7 Fj Proposal to Provide Professional Engineering Services for the East Raymond Basin Water Resources Plan 23- Mar -04 the developed areas below the mountain watersheds due to the greater. imperviousness of these areas and because of the existence of the storm drains and channels that prevent infiltration into the ERB aquifer. In order to generate the average annual runoff hydrographs for each of the watersheds contributing to the ERB, the average annual precipitation (basin inflow) must be obtained or estimated. Since the average annual inflows to the Little Santa Anita and the Santa Anita watersheds have been published in previous reports, it has been assumed that the point rainfall data is also available in either the LACDPW or the ACOE files. The average annual rainfall data for either the calendar or water year can be computed by summing the historical data available for each month of the year for each year of recorded data and then dividing by the number of years of data. It is assumed that the duration of the rainfall data will be sufficiently small (either hourly or at least daily) so that a reasonable rainfall hydrograph (rainfall depths as a function of time) can be developed as input to the runoff simulation model. The runoff simulation model to be utilized in this study will be dependent upon the size of the precipitation input data file that can be accommodated. We will evaluate both of the HEC -1 and the SWMM models for computation of runoff and for flood routing computations. Having selected the appropriate model, it will be processed initially for calibration of watershed losses such that the computed runoff matches the stream gaged runoff for both the Little Santa Anita and the Santa Anita watersheds. Once this task has been completed, the calibrated model will be applied to the remaining five ungaged watersheds to estimate the average annual runoff hydrographs. It is proposed to compute the basin inflows at specific flow concentration points where volumes may be detained or diverted such as at the Sierra Madre and Santa Anita Dams, the Santa Anita Diversion Structure, the Santa Anita Debris Basin, etc. Average annual runoff hydrographs computed at these locations can then be appropriately input to the flood routing model for analysis of flows that may be available for ground water recharge. GEOSCIENCE Support Services, Inc. Cities of Arcadia and Sierra Madre 8 Proposal to Provide Professional Engineering Services for the East Raymond Basin Water Resources Plan 23- Mar -04 Task 4A.2 Summarize the average annual runoff hydrographs and average annual runoff measured and computed for the watersheds tributary to the ERB This subtask will provide plots of the average annual runoff hydrographs and a tabulation of the estimated and measured average annual runoff from the seven watersheds in acre -feet. Note that the average annual runoff hydrographs have not been routed through reservoirs, stream channels, diversion structures, etc. to predict the volumes of annual runoff that may be available for ground water recharge. Task 4A.3 Estimate the Long Term Base Flow to the East Raymond Basin GEOSCIENCE will estimate the long term base flow of the ERB using the hydrologic tools developed in constructing the Raymond Basin ground water flow model. In particular, the Hydrological Simulation Program — Fortran (HSPF; EPA, 1997) model will be utilized to determine the base flow component of streamflow. Task 4B Reservoir and Stream Routing Studies Task 4B.1 Routing Model of the Santa Anita Watershed This subtask will involve the development and processing of either the HEC -1 or SWMM runoff simulation and flood routing model. At this point in the study, it will be necessary to identify the probable operation scenarios for evaluation to determine the most effective or optimum basin management practice. The selected model will consider the effects of the various structures in the watersheds including the debris basins and dams (Bailey Debris Basin, Sierra Madre Dam, Santa Anita Dam, Santa Anita Diversion Structure and pipeline, Santa Anita Debris Basin, Sierra Madre tunnel flows and related piping, and the possible construction of the San Gabriel Valley Water District pipeline). GEOSCIENCE Support Services, Inc. C Cities of Arcadia and Sierra Madre i • Proposal to Provide Professional Engineering Services for the East Raymond Basin Water Resources Plan 23- Mar -04 In addition, this task will rely on the field reconnaissance conducted in Task 1 of the Sierra Madre Spreading Basin sites, natural drainage areas and lined channels upstream of the Siena Madre spreading grounds, the Santa Anita spreading basin site, and the area downstream of the Santa Anita spreading basin. During the field reconnaissance the sites will bee examined for possible expansion and areas within Santa Anita debris basin for possible expansion. The following operational scenarios in the Santa Anita watershed will be evaluated: Scenario 1: - Santa Anita Dam is fully rehabilitated and will store the maximum runoff volume for ground water recharge. - Santa Anita Diversion Works provides the agreed upon flow to the Sierra Madre Spreading Grounds. - Santa Anita Debris Dam is rehabilitated and will store the maximum volume for ground water recharge. • Scenario 2: Santa Anita Dam is partially rehabilitated and will store the maximum runoff volume for ground water recharge. Santa Anita Diversion Works provides agreed on flow to Siena Madre Spreading Grounds. - Santa Anita Debris Basin is rehabilitated and will store the maximum volume for ground water recharge. • Scenario 3: - Santa Anita Dam is not rehabilitated and will store no runoff for ground water recharge. - Santa Anita Diversion Works provides the agreed upon flow to the Sierra Madre Spreading Grounds. - Santa Anita Debris Basin is fully rehabilitated and will store the maximum volume for ground water recharge. • Scenarios 4,5 and 6: - Santa Anita Dam conditions are the same as Scenarios 1, 2 and 3. Scenarios 7, 8 and 9: - Santa Anita Dam conditions are the same as Scenarios 1, 2 and 3. - Santa Anita Diversion Works conditions are the same as Scenarios 1, 2 and 3. - Santa Anita Debris Basin is not rehabilitated and a berm is installed upstream of the dam to store some water for ground water recharge. • Scenarios 10.through 18: - Santa Anita Dam conditions are the same as Scenarios 1, 2 and 3. - Santa Anita Diversion Works conditions are the same as Scenarios 1, 2 and 3. - Santa Anita Debris Basin conditions are the same as Scenarios 1, 2 and 3. - San Gabriel Valley Water District pipeline is constructed and delivers a portion of its capacity to the Santa Anita Spreading Grounds for each of the three scenarios. Task 413.2 Routing Model of the Little Santa Anita (Sierra Madre) Watershed This subtask will involve the development and processing of either a HEC -1 or SWMM simulation and flood routing model that will consider the following operational scenarios in the Little Santa Anita (Sierra Madre) watershed: • Scenario 1: - The Sierra Madre East Tunnel is not rehabilitated and delivers no water for ground water recharge. - Santa Anita Diversion Works provides the agreed upon flow to the Sierra Madre Spreading Grounds. • Scenario 2: - The Sierra Madre East Tunnel is rehabilitated and delivers its full yield for ground water recharge. (While it is expected that this option is unlikely, it is proposed for GEOSCIENCE Support Services, Inc. • Cities of Arcadia and Sierra Madre 11 Proposal to Provide Professional Engineering Services for the East Raymond Basin Water Resources Plan 23- Mar -04 evaluation purposes in order to provide a thorough assessment of optimum ground water management strategies.) - Santa Anita Diversion Works provides the agreed upon flow to the Sierra Madre Spreading Grounds. • Scenarios 3 and 4: - Siena Madre East Tunnel conditions are the same as Scenarios 1 and 2. - Santa Anita Diversion Works conditions are the same as Scenarios 1 and 2. - San Gabriel Valley Water District pipeline is constructed and delivers a portion of its capacity to the Sierra Madre Spreading Grounds for each of the two scenarios. Task 4C Assessment of Leakage from ERB to Main San Gabriel Basin Across Raymond Fault Based on calibrated hydraulic conductivity and gradient values obtained from a calibrated model of the Raymond Basin and the fault separating it from the Main San Gabriel Basin, an assessment of the amount of leakage (or underflow) occurring from the ERB into the Main San Gabriel Basin will be made. Spillover from the ERB into the Main San Gabriel Basin during periods of high ground water levels will also be quantified. Additional methods such as underflow calculations through the cross - sectional area of the fault will be used to support the assessment. Task 4 Deliverable: Summary Memorandum on Hydrological Analysis, including Documenting the Routing and Underflow Assessment Activities Task 5 Spreading Basin Optimization Analysis This task will be conducted simultaneously with Task 4, and will provide for evaluation of the existing Santa Anita and Sierra Madre spreading basins through a review of LACDPW GEOSCIENCE Support Services, Inc. Cities of Arcadia and Sierra Madre 12 Proposal to Provide Professional Engineering Services for the East Raymond Basin Water Resources Plan 23- Mar -04 enhancement plans. The LACDPW plans to enhance the Santa Anita Spreading grounds will be reviewed in light of findings from the Task 4 Hydrologic Analysis and the infiltration capacity of the native soils. In particular, the Project Team will review the applicability of the planned enhancements with respect to the seasonal volume of water available through alternative dam and debris basin modifications. The infiltration capacity of the spreading grounds will be evaluated from historical operations data (Tasks 1C, D and IE), existing data (Task 513), and/or in -situ testing (Tasks 5C and 5E), as necessary. Task 5A Review and Evaluate Existing LACDPW Enhancement Plan for Applicability Through a review of County enhancement plans, the needs for enhancements can be balanced with the available seasonal and/or stored flows from the Santa Anita Creek watershed. The County plans to enhance the Santa Anita Spreading Grounds will be reviewed in light of findings from the Task 4 Hydrologic Analysis and the infiltration capacity of the native soils. In particular, the team will review the applicability of the planned enhancements with respect to the seasonal volume of water available through alternative dam and debris basin modifications and/or the availability of water from other sources. The infiltration capacity of the spreading grounds will be evaluated from historical operations data (Tasks 1C and IE), existing data (Task 5B), and/or in -situ testing (Tasks 5C and 5D), as necessary. This task will include the following: • Comparison of average annual surface water available to the spreading grounds for each of the modification alternatives at the Santa Anita Dam and Santa Anita Debris Basin. • Evaluation of potential availability of imported water from Stetson's previous studies investigating the viability of extending San Gabriel Valley Municipal Water District's Devil Canyon -Azusa pipeline to the Raymond Basin to provide a source of untreated, imported water. GEOSCIENCE Support Services, Inc. Cities of Arcadia and Sierra Madre 13 • Proposal to Provide Professional Engineering Services for the East Raymond Basin Water Resources Plan 23- Mar-04 • Evaluation of sediment control impacts, sediment control requirements and recommended sediment control facility for each of the modification alternatives at the Santa Anita Dam and Sant i Anita Debris Basin for delivery of available surface water. Evaluation of existing Santa Anita and Sierra Madre spreading basin capacities. • Evaluation of modifications to Santa Anita and Sierra Madre spreading basins to improve /increase capacity :including: - Improvements to existing basin inverts; - Improvements to maintenance and operations; - Reconfiguration of existing basins; and - Expansion of exisiling basins. Task 5B Desk Study Ground Water Infiltration Analysis As part of Task 1, soil boring and existing infiltration data will be reviewed to evaluate peak infiltration volume at the existing and enhanced spreading areas. These findings will be incorporated into Task 5. The: primary sources of existing data will come from the 1998 Camp Dresser McKee's "Ground Water Recharge and Grounds Planning and Assessment ", and the 1992 geotechnical investigations by the LACDPW (Santa Anita Spreading Grounds Modification Supplementary Subsurface Investigation). Supplementary data will include other available recent investigations, boring, and testing performed by LACDPW. If necessary, infiltration data will be supplemented through in -situ testing conducted in Tasks 5C. Task 5C In -Situ Field Hydr=ologic Testing of Santa Anita Spreading Grounds, If Necessary If existing data cannot be used to evaluate the infiltration capacity of soils at the Santa Anita Spreading Grounds, in -situ testing can be conducted. Testing results will be incorporated in r Task 5B. Typical methodologies for in -situ testing of spreading grounds are basin -scale GEOSCIENCE Support Services, Inc. Cities of Arcadia and Sierra Madre 14 Proposal to Provide Professional Engineering Services for the East Raymond Basin Water Resources Plan 23-Mar-04 testing or infiltrometer testing. Given the geologic/hydrogeologic setting of the Santa Anita Spreading Grounds site, and the historic relatively satisfactory performance of the spreading grounds for ground water recharge, we have assumed that the smaller scale infiltrometer testing methodology, rather than full -scale basin testing, will provide adequate data for the ultimate evaluation of the infiltration capacity at the existing/enhanced spreading grounds. Infiltrometer testing will be conducted using 24 -inch single -ring infiltrometers. Testing will be conducted in an upper, middle, and lower basin of the existing spreading grounds to observe in infiltration capacity changes with distance along the wash. Testing will also be conducted at other sites being considered for enhancement/expansion of the spreading grounds. Testing results will be incorporated in Task 5B. Infiltration testing will include up to 2 tests per basin or planned basin, with each test utilizing approximately 100 gallons of water. The average rate of the tests will be used as the infiltration rate. Infiltration testing with single ring infiltrometers will be conducted using a falling -head test method developed by Dr. Herman Bouwer (1997). The test method utilizes a 2 -foot diameter ring embedded 2 to 5 cm into the surface sediment. The ring will be filled with 15 cm of water and refilled after the water level has dropped 5 cm. This procedure is continued until the ring has been refilled 10 times or until six hours has passed. Recharge of the last infiltration step will provide an infiltration rate influenced by both vertical and horizontal infiltration. Following the test, an excavation is made by hand to measure the lateral infiltration of the wetting front, which is then used with the combined infiltrated to calculate vertical infiltration rate. Task 5D In -Situ Field Hydrologic Testing Of Sierra Madre Spreading Grounds, If Necessary If necessary, in -situ testing of the Sierra Madre Spreading ground can be conducted in a similar manner as described in Task 5C for the Santa Anita Spreading Grounds. Testing in GEOSCIENCE Support Services, Inc. Cities of Arcadia and Sierra Madre 15 Proposal to Provide Professional Engineering Services for the East Raymond Basin Water Resources Plan 23- Mar-04 the Sierra Madre basins can be conducted without interruption the City's recharge operations. Testing results will be incorporated in Task 513. Task 5E Identify Optional Enhancement Projects From the assessment of existing records, in -situ testing, current basin configurations, and existing enhancement/expansion plans, the team will identify optional enhancement and expansion projects for the Santa Anita and Sierra Madre spreading grounds. These identified enhancements will be presented as a way to maximize the utilization of available source water with both existing and potential future modifications to upstream dams and debris basins. Such enhancements may range from management of source waters, to increased spreading basin areas, to enhanced spreading basin infiltration techniques, to the operation and management of the spreading basins. Task S Deliverable: Summary Memorandum on Spreading Basin Optimization Analysis and Recommended Enhancements GEOSCIENCE Support Services, Inc. Cities of Arcadia and Sierra Madre 16 i • Proposal to Provide Professional Engineering Services for the East Raymond Basin Water Resources Plan 23 -Mar-04 Task 6 Projected Extraction Demands Task 6A Projected Extraction Demands for Cities of Arcadia and Sierra Madre (20 Year Projection) Utilizing Stetson's experience with the development of water system master plans, the provisions of urban water management plans and Assembly Bill 223 (proof of future availability of water supply), the Project Team will determine the Cities of Arcadia and Sierra Madre's 20 -year projected extraction demands. These projections will be analyzed taking into account each city's Urban Water Management Plan filed with the Department of Water Resources in 2000. The City of Arcadia's Water Master Plan for 2001 and the City of Sierra Madre's Water System Program Plan for 2003 will also be used as reference. Task 6B Evaluate Opportunities for Water Exchanges, Banking and Storage Credits The possibility of water exchanges and banking within the ERB will be evaluated should there be a surplus of water in the basin due to potential storage enhancements. Also the opportunity to utilize storage credits in the West Raymond Basin will be examined. The projections will include ground water management methods to minimize increased spillover from the ERB to the Main San Gabriel Basin. Task 6 Deliverable: Summary Memorandum on Projected Extraction Demands Task 7 East Raymond Basin Safe Yield Analysis The maximum quantity of water that is available from a ground water resource area on a perennial basis is limited by the possible deleterious side effects that can be caused by both pumping and operation of wells within the basin. In order to estimate the amount of ground water development possible in the ERB, several methods of calculating Safe Yield will be applied, if feasible. Each method in itself represents a fairly independent approach from the GEOSCIENCE Support Services, Inc. Cities of Arcadia and Sierra Madre 17 Proposal to Provide Professional Engineering Services for the East Raymond Basin Water Resources Plan 23 -Mar -04 other methods thereby resulting in a cross check on the final Safe Yield estimate. These methods are: • Equation of Hydrologic Equilibrium - Water Budget • Ground Water Underflow Calculation - Darcian Flow • Method of Zero Net Draft • Calibrated Ground Water Flow Model GEOSCIENCE's knowledge and experience in the Raymond Basin, together with the results from Task 4 and 5 (which may allow for the addition of up to 5,000 acre -ft/yr water into the basin) will be utilized in re- evaluating the Safe Yield of the ERB. Based on the outcome of the Safe Yield analysis, the possibility of adjusting the Cities of Arcadia and Santa Anita's decreed water rights will be evaluated together with the RBMB. Task 7 Deliverable: Summary Memorandum on Determination of Safe Yield Task S Conceptual Program and Project Alternatives It is understood that the seismic performance of the concrete arch of Santa Anita Dam does not meet current safety criteria, nor that the spillway has adequate capacity to pass the design flood. It is further understood that LACDPW has determined that it would not be cost - effective to rehabilitate the dam to continue its historic operations. Instead, the County has developed three alternatives that would result in a permanent lowering of the reservoir water surface and a reduction or elimination of the water storage capacity of the reservoir. The three alternatives have different implications with respect to the hydrology of the Santa Anita watershed, and the available surface water for groundwater recharge. The seismic performance of the earth embankment of Santa Anita Debris Basin has been shown GEOSCIENCE Support Services, Inc. Cities of Arcadia and Sierra Madre 18 Proposal to Provide Professional Engineering Services for the East Raymond Basin Water Resources Plan 23- Mar -04 to be satisfactory. However, the DSOD is concerned about lateral spreading of the over - the - embankment spillway for the dam, and its ability to pass flood flows following a major earthquake, as well as the seismic structural stability of the intake tower. The LACDPW has developed two alternatives for the future of this project: (1) reconstruct the spillway on the left abutment of the dam, which is a bedrock ridge; and (2) reinforce the structural elements of the project (spillway and intake tower) to withstand the design seismic loads, but without water conservation. These alternatives shall be evaluated with respect to their potential to increase water conservation efficiencies. Task 8A Develop Conceptual Program and Project Alternatives for Enhanced Spreading Operations The technical issues most likely to control project feasibility are the hydrologic yield of the watershed (Task 4), the safe yield of the basin (Task 7) and the environmental concerns, including community concerns (Task 9). On the basis of the project goals, and taking into account constraints to project development identified in the previous tasks as well as Tasks 9 and 10 (environmental assessments and costibenefit analyses), the Project Team will: (1) develop cost and non -cost criteria for evaluating the feasibility of various combinations of project alternatives, and (2) evaluate and compare various combinations of project alternatives, including new construction and modifications to existing facilities, to identify the optimal combination to achieve the project goals. A "rating and ranking" matrix will be constructed to facilitate a semi - quantitative comparison of alternative features against project criteria., The structured matrix will also provide a means for identifying "fatal flaws" relative to the development of any of the alternatives, as well as a "preferred" alternative. The matrix will also facilitate the identification of data needs relative to preliminary and final design, and an analysis of the sensitivity of the alternatives ranking to different assumptions. Finally, the matrix will provide a concise format for documenting the evaluation and ranking process. Task 8E Identification of Other Projects Identity any other projects which could potentially enhance the City of Sierra Madre ability to increase spreading and extraction potential including water exchange projects, installation of barrier or injection walls, import transmission main(s) and any other similar projects. This task will include the amount of enhancement water storage or impact for each alternative. This work effort will be performed jointly by URS and Van Dell staff with support from the Project Team. Task 8 Deliverable: Summary Memorandum on Program and Project Alternatives Task 9 Initial Environmental Assessment As part of the "normal" course of alternatives development, comments will be made regarding the environmental and community issues associated with each alternative. Such comments will be based on: (1) the environmental topics listed in the suggested Environmental Checklist form (Appendix G, State CEQA Guidelines); (2) the topics required for evaluation under NEPA; and (3) the Project Team's general experience with similar types of projects in similar physical and community settings. The ongoing interaction between the technical and environmental professionals will facilitate early elimination of alternatives from further consideration based on GEOSCIENCE Support Services, Inc. Cities of Arcadia and Sierra Madre 22 Proposal to Provide Professional Engineering Services for the East Raymond Basin Water Resources Plan 23 -Mar-04 difficult and potentially time - consuming environmental concerns, thus allowing the team to better focus on the most feasible alternatives. An Initial Environmental Assessment (Initial Study) Checklist will be prepared for the "preferred" alternative in accordance with the California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA). The City of Arcadia will serve as the lead agency under CEQA and the US Environmental Protection Agency ( USEPA) will serve as the lead federal agency. The Initial Study will consider the environmental topics listed in the suggested Environmental Checklist form (Appendix G, State CEQA Guidelines) and those topics required for evaluation under NEPA, and will briefly analyze the potentially significant environmental effects of the project. It is assumed that identified significant effects would be mitigated to a less - than- significant level through mitigation measures or revisions in the project description. Accordingly, the appropriate form of environmental documentation for the project will be a joint Initial Study/Environmental Assessment (IS/EA), leading to preparation of a Mitigated Negative Declaration/Finding of No Significant Impact (MND/FONSI). The City of Arcadia and USEPA will make a final determination on the form of the final environmental document after reviewing the IS/EA. In the event an Environmental Impact Report (EIR) or Environmental Impact Statement (EIS) is required, we will provide the City with a revised scope of work and cost estimate. Task 9A Preparation of the Draft IS /EA The IS /EA effort is focused on review of existing information and sufficient environmental analysis to make a preliminary determination with regard to potentially significant environmental effects of the "preferred" project. The IS/EA will consist of a completed Environmental Checklist for the project, along with brief qualitative discussions of each environmental topic addressed therein, explaining the basis for the determinations indicated in the Checklist. Screening -level quantitative analyses (e.g., biological resources, cultural resources, water resources, air quality, noise impacts) will be provided as needed. The GEOSCIENCE Support Services, Inc. 23 of Arcadia and Sierra Madre 0 Proposal to Provide Professional Engineering Services for the East Raymond Basin Water Resources Plan 23- Mar -04 preparation of stand -alone technical reports is assumed to be unnecessary, given the scope of project activities known at this time. In the event such studies are found to be necessary, we will provide the City with a revised scope of work and cost estimate under separate cover. The following steps will be completed in support of the Draft IS/EA: • Summary of Informational Needs - review existing information and data regarding the project, including information and data developed during the course of the study. Information and data of interest to facilitate the preparation of the environmental document includes: project concept drawings, draft specifications, background studies, and construction- related information (such as the anticipated construction schedule, phasing, type of equipment to be used, etc.). We assume all necessary project description information will be collected as part of the Task I scope of services, or will be developed during the course of the study. • Location Maps — provide a Regional Location map that shows the general location of the project area within the region, and a Site Plan that shows the proposed location(s)/ alignment(s) of the project. • Site Reconnaissance — URS will participate in the Task 1 field reconnaissance as well as a site visit of the preferred alternative sites and adjacent land uses. • Permit Review - identify the regulatory agencies with jurisdiction over proposed project development, and the permits that will likely be required to proceed with the project. At this time, it is anticipated that such agencies and permits will include: California Division of Fish and Game —Section 1601 Streambed Alteration Permit Regional Water quality control Board —Section 401 Water Quality Certification U.S. Army Corps of Engineers —Section 404 Permit or a Nationwide Permit California Division of Safety of Dams — Dam Alteration Permit Environmental disciplines that will be addressed in the IS/EA are identified below, along with a brief summary of issues related to the project: GEOSCIENCE Support Services, Inc. Cities of Arcadia and Sierra Madre 24 I. 1. „, • 0 Proposal to Provide Professional Engineering Services for the East Raymond Basin Water Resources Plan 23- Mar -04 • Aesthetics: The IS/EA will address the change in aesthetics and visual quality from construction of new facilities and modifications to existing facilities associated with the preferred alternative, such as clearing and re- grading Santa Anita Debris Basin and expanding the existing Santa Anita spreading grounds (if part of the "preferred” alternative). Our effort includes supporting figures, graphics, and up to three photographic simulations. • Agricultural/Mineral Resources: The project sites do not appear to fall into any federal or state farmland designation. No significant impacts are anticipated to agricultural resources. The existing water storage land uses would continue. • Air Ouali t : Construction - related air quality impacts would likely be associated with any new construction or modifications, particularly if grading is required. The air quality analysis will address potential pollutant emissions related to excavation, grading, and the import of soil as they relate to federal and state ambient air quality standards. Impacts will be evaluated in conformance with South Coast Air Quality Management District (SCAQMD) standards. • Biological Resources: The biological resources review will include a Natural Diversity Database search, as well as a field reconnaissance to document potential impacts to plants and wildlife due to new construction or modifications work. There may also be impacts if the "preferred" alternative involves changes in existing operations. Mitigation measures will be provided to address ways to avoid, reduce, and/or minimize potential impacts to protected species. • Cultural Resources: The cultural resources review will include an updated CHRIS records search at a local archaeological resources repository. Less than significant impacts are anticipated. • Geology and Soils: The IS /EA will document geotechnical and seismic hazard issues at the locations of the project facilities. • Hazards and Hazardous Materials: It is assumed that the proposed project would not involve the transport, use, or disposal of hazardous materials. However, to confirm the presence, GEOSCIENCE Support Services, Inc. Cities of Arcadia and Sierra Madre 25 0 Proposal to Provide Professional Engineering Services for the East Raymond Basin Water Resources Plan 23- Mar -04 alignment, and right -of -way requirements of any underground facilities in the project vicinity, an environmental risk management (e.g. VISTA) database search will be conducted and the findings summarized in the IS/EA. The analysis will also address the potential for exposure of hazards to sensitive receptors. • Hydrology and Water Quality: The project is intended to rehabilitate and expand existing groundwater replenishment spreading basins, and could lead to an increase in conservation of local groundwater supplies by increased percolation of local runoff from the Santa Anita Creek watershed. The project should also reduce the potential for downstream flooding and damage to riparian habitat adjacent to the creek. Beneficial impacts are anticipated. • Land Use and Planning: The Dam and Debris Basin would continue to operate as water storage facilities; however, the quantity of land used for groundwater spreading would be expanded. No significant land use impacts are anticipated. • Noise: Noise impacts associated with construction of new facilities or modifications to existing facilities will be evaluated regarding their potential significance. Mitigation measures will be recommended to avoid, reduce, and minimize significant noise exposure. Typical measures may include restrictions on time and duration for construction, the installation of noise barriers, and limiting the number of equipment that may operate at any one time. No significant noise impacts are anticipated from project operation. • Population and Housing: The project is not anticipated to affect local population and housing. • Public Services: The analysis will address potentially adverse impacts on such public services as fire protection, police protection, schools, parks and other public facilities. No significant impacts are anticipated. • Recreation: The analysis will consider the effects of the project to users of local recreational facilities. No significant impacts are anticipated. • Traffic: The analysis of traffic impacts will consider the number of construction workers commuting to the project sites, the number of daily construction truck trips scheduled to GEOSCIENCE Support Services, Inc. Cities of Arcadia and Sierra Madre 26 0 Proposal to Provide Professional Engineering Services for the East Raymond Basin Water Resources Plan 23- Mar -04 deliver soil and materials, the proximity of sensitive land use receptors, and the change in Level of Service on the roads being used during construction. Increases in traffic would be considered a temporary impact, but may trigger the need for mitigation measures. We will evaluate the extent of the traffic increase and provide recommendations for avoiding, reducing, and/or minimizing traffic - related congestion to below the level of significance. Typical measures include restrictions on the time period during which truck traffic is allowed, and informing neighboring land users of hauling and construction operations. • Utilities and Service Systems: The project involves modifications and/or expansion of public water storage facilities and groundwater spreading basins. A records search will be conducted to confirm no impacts to wastewater treatment facilities, solid waste disposal facilities, and other electrical, natural gas, or telecom services. Less than significant impacts are anticipated. Task 9B Response to City/USEPA Comments and Draft MND URS will respond to one round of City and USEPA comments on the Draft IS /EA. A Draft MND will be produced that will consist of the Initial Study and a cover sheet that summarizes the preliminary determination that the project qualifies for a MND, if this is the conclusion of the Initial Study analysis. Task 9C Public Notice and Distribution Upon approval of the Draft IS /EA by the City and USEPA, URS will publicly notice the Draft IS/EA by: publishing it in one newspaper of general circulation; posting the public notice at the City of Arcadia City Hall; filing with the LACDPW Clerk; and making copies available at the City for public review. A distribution list of responsible and trustee agencies from the City will be obtained, and up to 10 copies of the Draft IS /EA to the State Clearinghouse and five copies to the City distributed. The fee for this task includes publication fees in the newspaper identified above. GEOSCIENCE Support Services, Inc. Cities of Arcadia and Sierra Madre 27 0 Proposal to Provide Professional Engineering Services for the East Raymond Basin Water Resources Plan 23- Mar-04 In addition, URS will attend up to two (2) public meetings or hearings to describe the project and summarize its potential environmental impacts. Task 91) Response to Public /Agency Comments Following the required public /agency review period, URS — in consultation with the City — respond to comments received on the Draft IS /EA and prepare the Draft Final ISBA. A mitigation monitoring matrix, as necessary, will be prepared for inclusion in the Draft Final 1S/EA. The estimated effort for Task 9D is provided in the attached budget table; however, the scope and extent of public and agency review comments cannot be precisely determined prior to their receipt. If additional effort is required to complete the Draft Final IS/EA, then the City will be notified, and work only up to the limits of Task 9D budget, pending the City's approval of a contract modification. Task 9E Preparation of the Final IS /EA URS will respond to one round of City and USEPA comments on the Draft Final IS/EA, and produce a Final ISBA including the MND/FONSI. Upon approval by the City, up to 10 copies of the Final MND/FONSI will be published and distributed. URS will also prepare and file the Notice of Determination with the State Clearinghouse and LACDPW Clerk following City action on the environmental document. The final document text will be provided to the City in hard copy and, if requested, on CD. Task 9 Deliverable: Initial Environmental Assessment CEQA; Environmental Assessment NEPA GEOSCIENCE Support Services, Inc. Cities of Arcadia and Sierra Madre 28 Proposal to Provide Professional Engineering Services for the East Raymond Basin Water Resources Plan 23- Mar -04 Task 10 Economic Base Study This task provides for the preparation of an Economic Base Study to ascertain the benefit versus the cost of the proposed basin optimization programs and projects. The cost of facilities, preliminary costs of the increased Safe Yield and the existing/future costs associated with existing sources of supply will be determined. A costibenefit analysis for the increased yield will also be performed. The Project Team will consult with the cities on the assumptions to be used for the economic analysis. The evaluation of outside funding sources, including federal funding, and potentially, the Metropolitan Water District of Southern California will also be included. The study will ascertain the net present value (NPV) of the cost to produce additional basin yield in dollars per acre foot (AF) for each conceptual alternatives and cost estimate for Santa Anita Dam, Santa Anita Debris Basins and proposed water transmission main. It is anticipated that Stetson will perform the task with support from the Project Team. Task 10 Deliverable: Summary Memorandum on Economics Base Study Task 11 East Raymond Basin Water Resources Plan Report This task provides for the preparation of a Final ERB Water Resources Plan compiled from each of the tasks outlined in this proposal and their associated memoranda. A Draft Report (90% completion) will be prepared for review by the Stakeholders Advisory Committee (SAC). Following two weeks of review by the SAC and incorporation of comments, the Final Draft Report shall be produced. At this time, any outstanding comments will be addressed and an additional two weeks will be allowed for final comments from the SAC. Once the final comments have been reviewed and incorporated, ten (10) copies of the Final Report together with five electronic copies (PDFs on CD) will be submitted as the final deliverables.
