SUBJECT: RESOLUTION NO. 7324, EXTENDING THE TERMS AND CONDITIONS
OF CITY COUNCIL RESOLUTION NO. 7210 ESTABLISHING
COMPENSATION AND RELATED BENEFITS FOR CITY COUNCIL,
EXECUTIVE MANAGEMENT, MANAGEMENT, AND UNREPRESENTED
CONFIDENTIAL EMPLOYEES
Recommendation: Adopt
SUMMARY
Resolution No. 7324 proposes to extend the terms of the Fringe Benefits Resolution with
no changes to existing compensation and related benefits for Executive Management,
Management, and Unrepresented Confidential employees.
It is recommended that the City Council adopt Resolution No. 7324 extending existing
compensation and related benefits as outlined in the current Fringe Benefits Resolution
for City Council, Executive Management, Management and Unrepresented Confidential
Employees for one-year, effective July 1, 2020, through June 30, 2021.
DISCUSSION
Executive Management, Management, City Council, and Unrepresented Confidential
employees receive compensation and benefit adjustments through a City Council
adopted resolution. Historically, these compensation and benefit adjustments are in
concert with the employee association agreements.
The labor agreements with AFFA, ACEA, APWEA, APOA, and APCEA expired on June
30, 2020. Recognizing the current climate of economic uncertainty, and that the City
continues to assess and manage the possibility of further structural budget shortfalls due
to COVID-19, the employee association groups worked quickly with the City to reach
tentative agreements for a one-year extension to the Memoranda of Understanding for
their respective groups.

Similar to the one-year extension for the employee associations, Resolution No. 7324 will
provide for a continuation of existing compensation and benefits with the proposed term
of the resolution extended through at least June 30, 2021.
ENVIRONMENTAL ANALYSIS
The proposed action does not constitute a project under the California Environmental
Quality Act (“CEQA”), and it can be seen with certainty that it will have no impact on the
environment. Thus, this matter is exempt under CEQA.
FISCAL IMPACT
There are no additional fiscal impacts to extending the current Fringe Benefits Resolution
for Executive Management, Management, City Council, and Unrepresented Confidential
employees through June 30, 2021.
RECOMMENDATION
It is recommended that the City Council determine that this project is exempt under the
California Environmental Quality Act (“CEQA”); and adopt Resolution No. 7324 Extending
the terms and conditions of City Council Resolution No. 7210 establishing compensation
and related benefits for City Council, Executive Management, Management, and
Unrepresented Confidential employees.
