AGREEMENT FOR CONTRACTOR'S SERVICES
The City of Arcadia desires to obtain recreational information in a specialized field and wishes to
use the services of the below listed individual in the area of
Activity Title: Parks Master Plan

1. This agreement shall become effective November 27, 2006. This agreement shall continue in full
force and effect on and thereafter until terminated by either parry.
2. The contractor agrees to conform with and abide by the policies and regulations established by the
Recreation and Community Services Department and Public Works Services Department and to
cooperate with said Department in all matters relating to successful operation of said activity.
3. The City agrees to pay for services as follows: $70 per hour, with accounting of hours required to
process payment. Project not to exceed $11,000.
4. The contractor agrees to be responsible for informing any affiliate worker of all stipulations of this
contract and to notify the Recreation and Community Services Department and Public Works Services
Department whenever another worker is used.
5. The relationship of the contractor to the City shall be that of an independent contractor and not that of
an employee. The contractor shall be responsible for reporting income to State and Federal
Governments (the City will provide IRS Form 1099 at year end) and further understands that he/she is
not covered under the Social Security Act, State Unemployment Insurance, Workmen's Compensation
Insurance, or any City Employee benefits.
6. The contractor agrees to hold harmless and indemnify City for any and all claims arising out of any
injury, disability, or death of the contractor and/or damage to property arising in connection with
contractor's performance of this contract and agrees to be responsible for their own personal liability.

Goal: To provide a working master plan document developed by utilizing and organizing existing
information from other City Plans and processes.
Fee for Services:
Estimated number of hours needed to complete the task, 100 to 150 hours at $70.00 per hour.
Service hours to be billed and then paid on a monthly basis.
NOT TO EXCEED: $11,000.00
Delivered Items from Services:
• Draft Outline /Table of Contents/Elements to be included in the document (draft of outline
attached as part of the proposal).
• Incorporate text from existing documents and plans using such information as the park and
program inventories, the public process, community resources and other applicable material
used to developed Recreation and Community Services Strategic Plan.
• Work with staff to supplement additional information needed for Plan including staff and
management of Public Works Services Department, update any information, and section on
Park In -Lieu Fees.
• Develop Executive Summary for Plan.
• Draft Document including developing text and summarizing provided information into a block
text format using WORD, 12 point Ariel Type for first screen check.
• Meet with production staff two (2) times to review edits, suggest places for insertion of Extra
Items, e.g. set up of special features such as headers and footers, photographs, maps, charts
and graphs if recommended as appropriate. Actual insertion of Extra Items to be done by
typist.
• Edit text for final document as well as review placement of and content of Extra Items.
• Document text saved on CD or Disk for Client.
Services to be Provided by Client:
• Final typing of document.
• Insertion of Extra Items such as maps, graphs and photographs.
• Copies of document for review by staff, Parks and Recreation Commission and City Council.
• Copy of final, adopted document to Consultant.
