Location: Arcadia Police Department Headquarters, 250 W. Huntington Drive
Set up: Main entrance, 2 canopies w/ 6 tables

Purpose:
Introduce Arcadia residents to the General Plan program.
Gather input from participants on potential GP issues and on overall vision for Arcadia’s future,
and provide education of topics such as housing affordability and sustainability

Station Descriptions
Below is list of station descriptions and the different components.

Station Name: Arcadia General Plan Festival Welcome Booth
Supplies: Table, clipboards, sign-in sheets, pens, 2 easels, GP101 board, Hearts and Bugs
board, heart stickers, bug stickers, visioneer card, 1996 General Plan
Description: The Welcome and Orientation station is the first area that the participant
will see. The primary function of this station is to welcome the participant, give a brief
orientation about the General Plan festival, and gather general information from them.
Components:
Sign-in:
Clipboard and/or sign in sheets will be made available to help us to track participation in the
festival and to collect information for future General Plan events/mailings.
General Plan 101:
A General Plan 101 board displayed on an easel will give the participant information about
the General Plan and reasons for the General Plan update. Staff will be available to answer
any general questions.
Hearts and Bugs for Arcadia:
A “Hearts and Bugs” aerial map will be on displayed on an easel. This display will allow
participants to discuss areas in Arcadia that they like and areas in Arcadia that they don’t
like, or feel there is a problem with. Participants will use stickers to represent their feelings:
heart stickers represent areas the participant likes and bug stickers represent areas in
Arcadia that the participant has issues with or feels there is a problem. Staff will be available
to talk with participants and record overall impressions. Staff can inform participants if
issues they mention are covered in other festival stations.
Arcadia Vision:
Participants will be given a card to identify issues important to residents. This card will
include the following questions:

When you think about Arcadia’s future, what are you most optimistic/pessimistic about?
Station Name: Arcadia 2020
Supplies: Aerial map of the Live Oak Avenue Corridor, visual preference pictures of
possible future conditions along Live Oak Avenue, aerial map of the Duarte Road Corridor,
visual preference pictures of possible future conditions along Duarte Road, aerial map of
Arcadia City Core, visual preference pictures for Arcadia City Core, markers, post-it notes,
pens or pencils
Description: The primary function of the Land Use station is to seek input from
participants on potential changes in specific land use focus areas. This station, also gauges
the participants’ tolerance for certain types of development.
Components:
Live Oak 2020
The Live Oak Avenue corridor has been mentioned as an area of potential change to be
addressed in the General Plan. To understand residents’ views on this area, we will provide
large-scale aerials for residents to record their overall views and recommendations for this
area. We will also have on display three photographs that depict three types of corridor
development, ranging from low-scale to intense. This activity will help gauge residents’
tolerance and visual preference for certain types of development in this area. Staff members
can record overall impressions.
Duarte Road 2020
The Duarte Road corridor has been mentioned as an area of potential change to be
addressed in the General Plan. To understand residents’ views on this area, we will provide
large-scale aerials for residents to record their overall views and recommendations for this
area. We will also have on display three photographs that depict three types of corridor
development, ranging from low-scale to intense. This activity will help gauge the residents’
tolerance and visual preference for certain types of development in this area. Staff members
can record overall impressions.
The future of the Arcadia City Core
For this station, we define the City’s “core” as extending from Baldwin Avenue on the west to
the City boundary on the east, and from Huntington Drive/Duarte Road on the south to the
I-210 freeway on the north. The area includes the race track, Downtown Arcadia, and the
areas above downtown that extend to I-210. We have defined this area because it
encompasses several areas that may be a source of future discussion. The Downtown area
is a source of discussion in and of itself, but given that the General Plan program includes
focused Downtown charrettes, we wish to combine the traditional Arcadia downtown with
other areas that may not get a focused treatment later in the GP Program. We have

included Santa Anita Park and areas north of downtown in this focus area. We received
many comments about the uncertain future of Santa Anita Park and the First Street corridor
north of Huntington Drive. The discussion may also focus on land use due to potential TOD
development in the future, and the potential for medical office uses.

to record their overall views and recommendations. We will also have on display

Station Name: Housing Arcadians
Supplies: 3 easels, large aerial map of the City, two colors of stickers, housing affordability
board, visual preference board, housing tickets to vote (favorite/non-favorite)
Description: This station presents facts about how much housing costs in Arcadia
compared with how much residents earn. The station will ask residents where they live and
where they feel that future residential development would be appropriate. The activities at
this station will also help us gauge the residents’ tolerance for certain types, look, and
density of residential development.
Components:
Where do you live? If new housing were built where is the best location in Arcadia?
On a table at this station, we will provide a citywide map with an aerial. Participants will be
asked to indicate where they live (with a blue sticker) and areas they feel new housing would
be appropriate (with a yellow sticker). The purpose of this activity is to get residents talking
about future residential development and where they feel comfortable seeing new
development. (note to staff: While we anticipate that many residents may say they don’t want
to see any new development anywhere in the City, we need to find a way to get them to see
that new residential development is inevitable and they should have a say in where it goes. )
Housing Affordability
A graphic exhibit board will present a comparison of housing prices in Arcadia and what
price of housing certain workers can afford, including policemen, fireman, teachers, and
nurses. Staff will be available to answer questions. Staff will record overall impressions
Housing Visual Preference
A board will display pictures of various housing types. The housing will feature different
densities and different design styles. A pocket under each one will allow participants to cast
their votes for 2 of their favorite looks and two of least favorite looks. This activity will help
us better understand the threshold of acceptance for multi-family housing types and to verify

if residents object to higher density or if they object to their perceived image of what high
density looks like. Staff will record overall impressions.
Station Name: Keeping Arcadia Green: Sustainability
Supplies: Green meter board, green meter stickers, AB32 board, water conservation
board.
Description: The sustainability station will present information to participants and
measure their preference for sustainability programs. While sustainability may be on
planners’ radars due to legislative mandates, we need to understand what sustainability
really means to Arcadians. In addition, as the City faces specific AB32 mandates, this station
will assist staff in determining how willing residents are to participate in specific programs.
Components:
Green Meter
The green meter is a way to measure how committed Arcadia wants to be to sustainability
programs. The meter presents various sustainability programs such as recycling, green
building, energy conservation, etc. Beneath the specific activity, a range of options is given
ranging from “do nothing” to “require”. These measurements will show if participants prefer
that specific sustainability programs be voluntary, that the City should provide incentives for
this and encourage programs, or if the City should require these programs. Staff will be
available to discuss the different programs with residents.
AB32 Programs
Assembly Bill 32 requires Cal/EPA to set a statewide cap on greenhouse gas emissions,
reduce these emissions from major stationary sources, and develop a mandatory reporting
system for these emissions. Many programs will be locally implemented. The AB32 board will
present a brief overview of the law and present the range of options that a city can do to
meet the intent of AB32. Residents will be asked to indicate with a sticker which ones they
prefer.
Water Conservation 101
Arcadia, like many southern California cities, is or will be facing serious water shortages. The
activity will measure the willingness or interest of residents to incorporate water-saving
strategies into their everyday activities. This information can be used in the General Plan
and by City staff to implement citywide water-saving programs. The water-saving boards will
present some facts on the limited availability of water and on programs to can help reduce
the amount of water used in Arcadia. Residents will be asked to indicate with a sticker which
approaches they prefer.
Station Name: Getting Around Arcadia: Traffic and Mobility

Supplies: color markers, 1 aerial city map for “How we get around, 1 aerial city map for
“Traffic Hotspots”, 3 or4 types of hot spot stickers, walking/biking survey, pens or pencils.
Description: This station will help staff identify circulation and mobility issue areas from a
resident’s perspective. Resident input on traffic and mobility issues will also help focus the
discussion of issue areas in the General Plan.
Components:
How we get around
Having participants identify frequently traveled routes can help guide and be a good
starting point for participants to discuss overall traffic and mobility in Arcadia. This station
will include an aerial City map that allows participants to identify routes they take to
work/school/play with color markers.
Arcadia Traffic Hotspots
Residents are asked to identify areas where traffic congestion and accidents are an issue,
and to also identify areas pedestrian face challenges. Different color stickers can represent
different traffic issues: traffic congestion, crosswalk issues, and dangerous
streets/intersections. Post-it notes will be available to participants to record general traffic
and mobility comments. This activity will help identify what types of traffic and mobility issues
are important or of concern to residents, and will help staff tailor the Circulation Element to
address these issues/concerns.
Barriers to walking or biking
This activity will help staff determined whether walking and biking are issues of interest for
Arcadians. The activity will allow participants to identify physical, cultural, or other barriers
to walking or biking. Staff will record overall impressions. A survey card will be available to
participants to answer questions on barriers to walking or cycling.

Supplies: 3-sided marketplace of ideas board, post-it notes, pens, re-usable bags, GP
schedule, recycling/energy conservation handout

Description: This station will allow participants to share their thoughts, concerns, or
questions on topics that may not be related to the other activities at the festival. As a thank –
you for participating, participants will receive a colorful, attractive, and re-useable General
Plan tote bag.
Components:
Marketplace of ideas
The marketplace of ideas provides a location for participants to add additional comments
whether directly related to the General Plan or any other issue or opportunity that
motivated them to attend the event. A three-sided board will be available and post-it notes
and pens will be provided for participants to make general comments
Festival Giveaway
Staff members will pass out a re-useable General Plan tote bag to participants. The gift is a
re-useable bag containing a general plan schedule and a list of resources for recycling and
energy conservation, and any other GP- or environmental-related information.
