FOR THE FISCAL YEAR 2019-20 ANNUAL SEWER CCTV INSPECTIONS
AS COMPLETE
Recommendation: Approve
SUMMARY
On November 5, 2019, the City Council approved a contract with Houston & Harris PCS,
Inc. in the amount of $35,093.90 for the Fiscal Year 2019-20 Annual Sewer CCTV
Inspections. The terms and conditions of this project have been complied with and the
work has been performed to the satisfaction of the Project Manager for a total project cost
of $32,240.68. This amount reflects the original contract amount of $35,093.90 minus
quantity changes totaling $2,853.22, or 8.1% less than the original contract amount.
It is recommended that the City Council accept all work performed by Houston & Harris
PCS, Inc. for the Fiscal Year 2019-20 Annual Sewer CCTV Inspections as complete; and
authorize the final payment to be made in accordance with the contract documents,
subject to retention of $1,612.03.
BACKGROUND
In 2006, the State Water Resources Control Board adopted the Waste Discharge
Requirement Program for all public-owned sanitary sewer collection systems in California
with more than one mile of sewer pipeline. Under this program, the City is required to
prepare and implement a Sewer System Management Plan (“SSMP”). The SSMP
identifies routine preventive operation and maintenance activities, including a system for
scheduling regular maintenance and cleaning of the sanitary sewer system. Additionally,
the program requires visual and CCTV inspections of manholes and sewer pipes. The
sewer CCTV inspections provide evidence of the cleaning and maintenance that is
performed as part of the SSMP as well as a record of the condition of the sewer mains

and identification of deficiencies or sections requiring repair. Information collected from
the Sewer CCTV Inspections are used to prioritize sewer pipe segment repairs.
DISCUSSION
On November 5, 2019, the City Council approved a contract with Houston & Harris PCS,
Inc. for the Fiscal Year 2019-20 Annual Sewer CCTV Inspections. The contractor
performed sewer closed-circuit television inspections of the Arcadia sanitary sewer
mains. City crews worked alongside the contractor to flush and clean sewer mains prior
to CCTV inspection. Based on the data collected from the Sewer CCTV Inspections, the
Public Works Services Department identified sewer pipe segments that need repair. The
project included 16 hours of emergency CCTV inspection call-outs. At the end of the
project, there was a total of $2,853.22 in unused funds. These funds will be returned to
the Sewer Fund balance.
The terms and conditions of this contract have been complied with and the work has been
performed to the satisfaction of the Project Manager. Houston & Harris PCS, Inc. has
completed the work as defined in the project plans and specifications in an efficient and
timely manner.
FISCAL IMPACT
Funds in the amount of $50,000 have been budgeted in the Fiscal Year 2019-20 Capital
Improvement Program for this project. The total cost for the Fiscal Year 2019-20 Annual
Sewer CCTV Inspections is $32,240.68. This amount reflects the original contract amount
of $35,093.90 minus quantity changes totaling $2,853.22, or 8.1% less than the original
contract amount.
RECOMMENDATION
It is recommended that the City Council accept all work performed by Houston & Harris
PCS, Inc. for the Fiscal Year 2019-20 Annual Sewer CCTV Inspections as complete; and
authorize the final payment to be made in accordance with the contract documents,
subject to the retention of $1,612.03.
