SUBJECT: ORDINANCE NO. 2372 APPROVING ZONE CHANGE NO. ZC 19-01
AND A ZONING MAP AMENDMENT TO REMOVE THE TWO EXISTING
ZONING OVERLAYS (ARCHITECTURAL DESIGN (D) OVERLAY ZONE
AND AUTOMOBILE PARKING (P) OVERLAY ZONE) AT 1150 W.
COLORADO BOULEVARD
Recommendation: Acknowledge the Approved Mitigated Negative
Declaration and Adopt
SUMMARY
At the regular meeting on August 18, 2020, the City Council adopted Resolution No.
7330 approving Architectural Design Review No. ADR 18-22, Conditional Use Permit
No. CUP 19-03, Minor Administrative Modification No. AM Minor 19-22, and Protected
Tree Encroachment No. TRE 20-04 with a Mitigated Negative Declaration in
accordance with the California Environmental Quality Act (“CEQA”), for the Artis
Assisted Living facility at 1150 W. Colorado Boulevard. At that same meeting, the City
Council introduced Ordinance No. 2372 to approve Zone Change No. ZC 19-01 and a
Zoning Map Amendment to remove the two existing overlays (Architectural Design (D)
Overlay Zone and Automobile Parking (P) Overlay Zone) on the property.
The approved project consists of a new two-story, 44,192 square foot, Traditional/Cape
Cod Architectural-style senior assisted care facility with a total of 80 rooms and 58
parking spaces. A Zone Change and Zoning Map Amendment were also approved to
remove the two existing overlays (Architectural Design (D) overlay and Automotive
Parking (P) overlay) in order to accommodate the project.
The removal of the two overlays will not result in a reclassification of the site. The
proposed Zone Change and Zoning Map Amendment were found to be consistent with
the General Plan in that the underlying land use of Commercial will remain the same,
and the change will allow the property owner to redevelop the site to its full potential
without negatively impacting adjacent properties.

Attached is Ordinance No. 2372 with the proposed Zone Change and Zoning Map
Amendment removing the two overlays from the subject property. It should be noted
that the project entitlements included a Mitigated Negative Declaration in accordance
with the California Environmental Quality Act. All of the project materials, including

RECOMMENDEDATION
It is recommended that the City Council acknowledge the approved Mitigated Negative
Declaration, adopt Ordinance No. 2372 approving Zone Change No. ZC 19-01 and a
Zoning Map Amendment to remove the two existing zoning overlays (Architectural
Design (D) Overlay Zone and Automobile Parking (P) Overlay Zone) at 1150 W.
Colorado Boulevard.
