FOR THE VALVE REPLACEMENT PROJECT ON SANTA ANITA
AVENUE AS COMPLETE
Recommendation: Approve
SUMMARY
On February 18, 2020, the City Council approved a contract with Cedro Construction,
Inc. in the amount of $192,105 for the Valve Replacement Project on Santa Anita
Avenue. The terms and conditions of this project have been complied with and the work
has been performed to the satisfaction of the Project Manager for a total project cost of
$177,780. This amount reflects the original contract amount of $192,105 minus quantity
changes totaling $14,325, or 7.5% less than the original contract amount.
It is recommended that the City Council accept all work performed by Cedro
Construction, Inc. for the Valve Replacement Project on Santa Anita Avenue as
complete; and authorize the final payment to be made in accordance with the contract
documents, subject to retention of $8,889.
BACKGROUND
As part of the valve exercising program, valves in the water distribution system are
regularly inspected to verify the are functioning properly, and to identify valves that are
broken or in need of repair. It was determined that the 30-inch gate valves on Santa
Anita Avenue between Duarte Road and Orange Grove Avenue were not fully
operational and needed to be replaced. The 30-inch transmission main on Santa Anita
Avenue between Duarte Road and Orange Grove Avenue is a steel pipe that was
constructed in 1936. The pipe has seven 30-inch gate valves along its length that allow
water utility crews to isolate portions of the pipe in case of an emergency or a broken
water main. Due to their age, the gate valves were not fully operational and needed to
be replaced. Six of the seven 30-inch gate valves had already been removed and

replaced. The last 30-inch gate valve along Santa Anita Avenue, north of Foothill
Boulevard needed to be removed and replaced.
DISCUSSION
On February 18, 2020, the City Council approved a contract with Cedro Construction,
Inc. for the Valve Replacement Project on Santa Anita Avenue. The work performed
included excavating in the street and right of way on Santa Anita Avenue, north of
Foothill Boulevard, removing the damaged 30-inch gate valve, and installing a new 30-
inch butterfly valve (shown on Exhibit “A”). In order to minimize the interruption of water
services to residents and local business, two temporary shut off valves and a 24-inch
bypass line were installed. This allowed the City’s contractor to isolate and remove
from service the portion of the 30-inch transmission main where the valve was located
without interrupting water service to businesses or residents.
During the course of work, it was determined that several bid items could be removed
from the scope of work. The City received credits for the removal of these bid items.
Below is a description of the contract change orders.

The terms and conditions of this contract have been complied with and the work has
been performed to the satisfaction of the Project Manager. Cedro Construction, Inc.
completed the work as defined in the project plans and specifications in an efficient and
timely manner.
FISCAL IMPACT
Funds in the amount of $225,000 were budgeted in the Fiscal Year 2019-20 Capital
Improvement Program for this project. The total cost for the Valve Replacement Project
is $177,780. This amount reflects the original contract amount of $192,105 minus
quantity changes totaling $14,325, or 7.5% less than the original contract amount.

RECOMMENDATION
It is recommended that the City Council accept all work performed by Cedro
