HomeMy WebLinkAboutItem 12a - Regular Meeting Minutes of September 1, 2020 1 09-01-2020 ARCADIA CITY COUNCIL REGULAR MEETING MINUTES TUESDAY, SEPTEMBER 1, 2020 1. CALL TO ORDER – Mayor Pro Tem Tay called the regular meeting to order at 7:01 p.m. 2. INVOCATION – Reverend Darwin Ng, Arcadia Police Department Chaplain 3. PLEDGE OF ALLEGIANCE – City Clerk Glasco 4. ROLL CALL OF CITY COUNCIL MEMBERS PRESENT: Beck, Cheng, Verlato, and Tay ABSENT: Chandler A motion was made by Council Member Beck, and seconded by Council Cheng, to excuse Mayor Chandler from this meeting. 5. SUPPLEMENTAL INFORMATION FROM CITY MANAGER REGARDING AGENDA ITEMS City Manager Lazzaretto announced that citizens who wish to submit public comments may do so by calling the conference line. 6. MOTION TO READ ALL ORDINANCES AND RESOLUTIONS BY TITLE ONLY AND WAIVE THE READING IN FULL A motion was made by Council Member Cheng, and seconded by Council Member Verlato, to read all ordinances and resolutions by title only and waive the reading in full. 7. PUBLIC COMMENTS City Manager Lazzaretto read into the record an email submitted by Aili Gardea regarding a murder that occurred at a house party in the City. 8. REPORTS FROM MAYOR, CITY COUNCIL AND CITY CLERK (including reports from the City Council related to meetings attended at City expense [AB 1234]). Council Member Beck addressed the email received during Public Comments regarding a fatal shooting during a house party; he commented on the Pension Obligation Bonds; he reported that 30 percent of businesses are expected to fail due to COVID-19; and encouraged everyone to support local businesses. City Manager Lazzaretto clarified for the record that the Redevelopment Agency Bonds were refinanced, not the Pension Obligation Bonds. Council Member Cheng welcomed back City Clerk Glasco; he reminded everyone about “Wonderful Weekly Wednesdays” and explained that the League of Women Voters – Pasadena partners with different restaurants in an effort to support local restaurants and the organization; he announced that Vote by Mail Ballots are being mailed on October 5, 2020, for the November 3, 2020, General Election; and encouraged residents to report Airbnb homes. 2 09-01-2020 Council Member Verlato stated that her thoughts and prayers go out to all families who have lost family to gunfire violence; she reminded residents that no one should be gathering due to the pandemic and that if they see a vacant home or see a house that is being used as an event space to contact Code Enforcement or the Police Department; she reminded everyone to continue best practices; she announced that on August 28 she participated in a weekly meeting with Los Angeles County for COVID-19 updates; that this morning she participated in a PTA meeting; she noted that Arcadia Unified School District does not intend to open the schools anytime soon; she announced that the Arcadia Library and Museum offer online services; she shared ideas on how to deter coyotes; and welcomed back City Clerk Glasco. City Clerk Glasco thanked everyone for their well wishes; and thanked the City and City Council for the beautiful flowers. Mayor Pro Tem Tay welcomed back City Clerk Glasco; and encouraged everyone to support local businesses. 9. CONSENT CALENDAR a. Special and Regular Meeting Minutes of August 18, 2020. Recommended Action: Approve b. Ordinance No. 2372 approving Zone Change No. ZC 19-01 and a Zoning Map Amendment to remove the two existing zoning overlays (Architectural Design (D) Overlay Zone and Automobile Parking (P) Overlay Zone) at 1150 W. Colorado Boulevard. Recommended Action: Acknowledge the Approved Mitigated Negative Declaration and Adopt c. Ordinance No. 2373 approving a Development Agreement with New World International, LLC relating to the Huntington Plaza Mixed-use Project located at 117- 129 E. Huntington Drive and 124-134 Wheeler Avenue. Recommended Action: Acknowledge the Approved Mitigated Negative Declaration and Adopt d. Accept Final Map No. 74941 with a categorical exemption under the California Environmental Quality Act (“CEQA”) for a ten-unit multi-family residential condominium subdivision at 837 1/2 W. Huntington Drive. Recommended Action: Approve e. Accept all work performed by Cedro Construction, Inc. for the Valve Replacement Project on Santa Anita Avenue as complete. Recommended Action: Approve It was moved by Council Member Verlato, seconded by Council Member Beck, and carried on a roll call vote to approve Consent Calendar Items 9.a through 9.e. AYES: Verlato, Beck, Cheng, and Tay NOES: None ABSENT: Chandler 3 09-01-2020 Regarding Consent Calendar Item 9.c, Council Member Verlato had previously recused herself from this item due to her ownership of property located within 1,000 feet of the property subject to the proposed City Council decision; it is, therefore, presumed that she did so for this vote as well. 10. CITY MANAGER a. Report, discussion, and direction regarding the Water and Sewer Cost of Service study update. Public Works Services Director Tait provided the staff report. It was the consensus of the City Council to bring forward the proposed water and sewer rate structure presented by staff. However, there were some concerns expressed regarding the timing of implementation. City Manager Lazzaretto indicated that a report will be brought back for City Council discussion and adoption at a future City Council Meeting, including some information on the cost of a short delay in implementation. a. Report, discussion, and direction regarding COVID-19. City Manager Lazzaretto provided an update on COVID-19. No action was requested or taken. 11.
